Oklahoma third in women murdered by men, says study

EDMOND Oklahoma is ranked No. 3 nationally for domestic violence homicides, up from No. 17 the previous year, according to a just-released study. Earlier this month, state officials received the statistics from Violence Policy Center, a national nonprofit educational organization that conducts research and public education on violence in America and provides the information to policymakers, journalists, advocates and the general public. Authors of the study "When Men Murder Women: An Analysis of 2011 Homicide Data" stated the U.S. Department of Justice has found that women are far more likely to be the victims of violent crimes committed by intimate partners than

men, especially when a weapon is involved. While this study does not focus solely on domestic violence homicide or guns, it provides a stark reminder that domestic violence and guns make a deadly combination, the authors stated. "Firearms are rarely used to kill criminals or stop crimes," the authors stated. "Instead, they are all too often used to inflict harm on the very people they were intended to protect." In 2011, no justifiable homicides involving women killing men occurred in Oklahoma, according to the study. That year, nationwide there were 1,707 females murdered by males in single victim/single offender incidents submitted to the FBI for its Supplementary Homicide Report. Oklahoma in 2011. South Carolina ranked first with a rate of 2.54 per 100,000, more than double the national average, the study found. Alaska, with 2.01 per 100,000, was second, followed by Oklahoma with 1.99 per 100,000. Earlier this week, Oklahoma Attorney General Scott Pruitt and former AG Drew Edmondson co-authored a column related to the study. "Unfortunately, these aren't just statistics," they wrote. "Each victim of domestic violence is someone's child, someone's sister, someone's mom or dad. Domestic violence knows no party lines. It doesn't care about your politics, the color of your skin or the balance in your bank account." The study also found that for homicides in which the victim-to-offender relationship could be identified, 94 percent of female victims (1,509 out of 1,601) were murdered by a male they knew. There were 264 women shot and killed by either their husband or intimate acquaintance during the course of an argument. And in 87 percent of all incidents where the circumstances could be determined, homicides were not related to the commission of any other felony such as rape or robbery. Edmond Police Department spokeswoman Jenny Monroe said part of the agency's strategy is responding rapidly to domestic calls before incidents escalate out of control. Last year, city officers responded to 1,193 domestic in progress calls.

Mullin votes for water infrastructure reform


WASHINGTON Congressman Markwayne Mullin (OK-2) voted in favor of H.R. 3080, the Water Resources Reform and Development Act of 2013 (WRRDA). The House overwhelming passed WRRDA with strong bipartisan support by a vote of 417-3. WRRDA brings unprecedented reform through cutting the red tape of federal regulation and clearing the path for increased efficiency and competition in our nation's water infrastructure system. "Our water infrastructure is linked to the health of our economy," said Congressman Mullin. "If we do not have adequate infrastructure, we cannot move our commerce and we cannot protect our jobs. Oklahoma's water infrastructure alone plays a critical role in global competition. With the McClellanKerr Arkansas River Navigation System (MKARNS), Oklahoma is connected to the rest of the nation and the world." Mullin added that WRRDA allows the books to be cleared of previously authorized funding for projects that are old and unwarranted, and redirects these funds towards critical infrastructure needs. Additionally, WRRDA increases efficiency through consolidation and hard deadlines of Corps of Engineers studies. Directly involved in the private sector himself, Congressman Mullin went on to discuss the impact WRRDA will have on American jobs. "WRRDA not only means an empowered economy with less federal regulation, but it also means jobs for our fellow Americans," said Mullin. "As a member of Congress who is actually creating jobs in the private sector, this is huge. Thirteen million jobs depend on water infrastructure. WRRDA is pro-business legislation that will partner with the private sector and result in greater efficiency and accountability." In the House Transportation and Infrastructure Committee, Congressman Mullin worked alongside his fellow members in a bipartisan effort to bring about significant reforms. "Congressman Mullin has been an essential part of the WRRDA process," said House Transportation and Infrastructure Committee Chairman Bill Shuster is a press release. "He provides a common sense, bipartisan approach as well as insight from a business perspective. Former governor testifies in bribery trial

Brad Henry told jurors Wednesday that he vetoed a reform bill creating a new job at the medical examiner's office in part because of rumors a state senator was getting the position. "When I vetoed the bill, clearly those rumors were in my mind and I was concerned," Henry said. Henry, a Democrat, was the seventh prosecution witness to testify at the political bribery trial for former state Rep. Randy Terrill. Terrill, a Republican, is accused of offering then-Sen. Debbe Leftwich, a Democrat, an $80,000 a year job at the medical examiner's office to not run for re-election in 2010. Prosecutors allege Terrill wanted to help his friend, state Rep. Mike Christian, a Republican, who was planning to run for her Senate seat. Henry testified for 75 minutes, telling news reporters afterward it was hard to do because he considers both Terrill and Leftwich friends. He said he told the truth. "The chips will fall where they may," he told reporters. Henry testified he vetoed the reform bill on June 6, 2010, even though he thought the legislation contained much-needed improvements to the medical examiner's office. "It was a mess," he said of the agency. "I didn't veto the bill lightly because we needed the reforms." See TRIAL Page 7
