Following the publication of The Support and Aspiration: A new approach to SEND Green Paper in March 2011 the SE7 Councils collectively were accepted on to the Department for Educations and Department of Healths pathfinder programme. The programme has been extended until September 2014. Every month we will update this factsheet on the work of the SE7 areas in progressing the Pathfinder Programme. The specific data for each area can be found at the end of this factsheet. As this factsheet relates to the summer holiday period, there has been less activity to report, but September will no doubt be a busy month. Education, Health and Care Plans (EHCP): There are now 343 families recruited to trial the new ECHP process across SE7, an increase of 66 (24%), with 187 children and young people having completed plans. In Brighton and Hove a young person who has been part of the pilot process and now has an ECHP is attending training events to explain the new system from his perspective. In Hampshire all families in the 4-11 and 16-19 age range requesting a statutory assessment will be offered the opportunity to undertake an EHCP and be part of the trial from September 2013. Personal Budgets: East Sussex has11 families trialling personal transport budgets, and there are 9 families with Personal Health Budgets and two families with a social care personal budget aligned to their ECHP. In Hampshire 7 families have had their personal budgets agreed. In Brighton 7 families have a personal transport budget and 3 families have a personal budget that they use for respite and travel. West Sussex has a Childrens Social Care Personal Budgets workstream and 35 families are now accessing a personal budget. All SE7 areas plan to have families with a personal budget from next month. The Local Offer SE7 has produced a Local Offer Regional Framework and each area is now completing the more detailed content that is area specific. In Brighton and Hove they are working closely with parents, schools and services to complete the information together. All areas are progressing with gathering the information required to build the Local Offer. A SE7 Local Offer Towards Adulthood group are meeting regularly to collate information for a factsheet to help areas populate this section in their Local Offer. SE7 Pathfinder Champion role: SE7, in partnership with Southampton, have been chosen as Pathfinder Champions by the Department for Education to work with the 11 non pathfinder local authorities in the south east. SE7 is also supporting 10 London Boroughs. A conference for 120 staff and parent carers from the non pathfinder areas was held in July. A series of thematic workshops are being held from September to concentrate on specific areas of work, for example, the first workshop in September will look at the Assessment and Planning Process and Education, Health and Care Plans. Further topics will include Personal Budgets, The Local Offer and Coproduction. Meetings have been held, and are planned with the London Boroughs and South East Non Pathfinder areas to inform the one to one support they need.
