Modi's rallies driven by black money: Sibal suspects Murders taking place over onions on highways
NEW DELHI, NOV 01: Union law minister Kapil Sibal on Friday seemed to suggest that black money was being used in BJP's prime ministerial candidate Narendra Modi's campaign and demanded a probe into it. "Rs 10 to 15 crore is spent on stadiums. It should be investigated as to what kind of money is used to fund (the rallies)," he told the media while launching his personal website. Sibal said, "he (Modi) has made speeches from podiums, cameras around you. Showing of beautiful stadiums." "If you really want to engaging in "politics of lies", Sibal challenged BJP's Prime Ministerial candidate to a debate as he stated that political discourse should move from individuals to issues affecting the country. Slamming Modi, whom he referred to as the "perennial opponent" (nirantar virodhi) without, however, taking his name, Sibal accused him of spreading untruths about UPA. He sought to puncture the BJP's leader's repeated refrain that Congress had destroyed the country. check communal violence in the state. Vijay Kumar Chopra, editor in chief of Punjab Kesari, lauded Gill's stint as DGP of Punjab and said he had "infused a new life in a lifeless police force". Comparing Gill with legendary Sikh general Hari Singh Nalwa, Chopra said he has been a big factor in restoring normalcy in the state wracked by militancy in 1980s. Shekhar Gupta said he had the fortune to be a fellow traveller who witnessed Gill as a police officer in Assam where his reading of ground reality was far more realistic than those around him. He added that in his interactions with Gill during his reporting years, he realised that even in Punjab he could diagnose and predict situations with great clarity. PC Sharma said Gill thoroughly backed officers who had worked under him. The biographer Rahul Chandan said he had grown up in Punjab and heard stories about Gill and felt he had engaged in a worthwhile pursuit. other citizens. Refugee leader Ved Prakash Sharma, on this occasion, regretted that after the partition of the country till today lakhs of refugee people have not been treatment as human beings and the future of their young generations is also in dark. He also ridiculed the BJP leader over his "gaffes" regarding history during his Patna rally, saying, "He does not know that Alexander never reached the Ganga river, that Chandragupta Maurya did not belong to Gupta dynasty and that Taxila is in Pakistan and not in Patna. How can somebody, who does not know history, create history. Surprised which history book he read." Sibal also attacked Modi over BJP's alliance with Shiv Sena to question his affection for people from Bihar. "If he has so much affection for people from Bihar, he should snap ties with Shiv Sena because they do not want Biharis to live in Maharashtra," Sibal said. Taking a dig at Modi, Sibal said the BJP leader never addresses press conferences. "He only delivers a speech and goes way ... he wants a controlled environment," he said, adding that he had never seen the Gujarat chief minister smile. "Have you seen him smile. I have never seen him smile. He is always acrimonious," the minister said. The Congress leader also took a swipe at Modi over his remarks at a rally that China spends 20% of its GDP on education, saying that the facts were different as the country allocates only 4% of its GDP under that head. Going poetic, he read out a few lines of verse, which implied that while lies have been sold out, there was no buyer at the shop of truths. He said that while the average agricultural growth was 1.84% under NDA, it jumped to 3.43% during the UPA regime. Similarly, while the average fiscal deficit the UPA government had seen that dip to 4.68%, he added. "On average revenue deficit, the figure in NDA's rule was 4%, but in UPA's tenure it slid to 3.14% ... The average savings rate was 25.64% under NDA but increased to 33.02% with UPA," he said, claiming that UPA's achievements were "mind-boggling". Belting out more comparative data, the law minister said that the average investment rate was 25.16% under NDA, but had risen to 35.44% during UPA's time in power. While industrial growth was 5.64% under NDA, the same increased to 7.5% between 2004 and 2013 with UPA at the helm. Similarly, the average growth in services sector was 7.68% during the NDA regime, but increased to 9.65% under UPA, he said. Referring to the proposed "Statue of Unity" being built in Gujarat, Sibal said the sense of unity "should be in the hearts ... apologize for the wrongs you did." His reference was likely to the 2002 riots in Gujarat. Allahabad-Manganwa road (from Rewa) and AllahabadVaranasi road in the past two months. "While we initially though these are routine robberies with the victims killed for fear of being identified later, the interrogation of the first lot revealed bizzare aspects of the crime," Guptan told IANS. Officials blamed it all on the steep hike in onion prices. An alert has been sounded for onion robbers, who are on the run. Not long ago, an egg vendor was shot dead in Etah district as he had not sprinkled onions in an omelette served to some youth.

first instance of military cooperation between India and Israel. Quoting from the papers of diplomat P N Haksar, principal secretary to the then Prime Minister Indira Gandhi, Bass describes the military supplies from Israel as a "surprising minor success" of India's efforts to mobilise the world community ahead of its intervention in East Pakistan. "India did not have diplomatic relations with the Jewish state, and Haksar and many Indian leaders were frosty toward it," Bass writes. "But in July (1971), Golda Meir, Israel's prime minister, secretly got an Israeli arms manufacturer to provide India with some mortars and ammunition, along with a few instructors. When Haksar pressed Israel for support, Meir promised to continue helping out." Bass' account is based on Haksar's meticulously maintained records that are now held by the Nehru Memorial Museum and Library in Delhi. The arms maker who provided the mortars and ammunition is identified as Shlomo Zabludowicz. The book further states that Israel also "reportedly funneled aid to the Mukti Bahini through an Israeli government official" without giving further details. The Mukti Bahini was the guerrilla force formed by Bengalis in erstwhile East Pakistan after Yahya Khan ordered a crackdown on supporters of the Awami League. Meir reportedly sought diplomatic ties with India for the arms supplied in 1971. Former Prime Minister Rajiv Gandhi initiated work on diplomatic ties, which were finally established in 1992, when P V Narasimha Rao was the premier

A 23-year-old woman was brutally gang-raped in a moving bus by six people, including a juvenile. The accused then threw her and her male companion out of the vehicle, stripped of clothing, to die by the roadside on the cold December night. The woman died of grave intestinal injuries on December 29 at Singapore's Mount Elizabeth Hospital where she was airlifted for specialized treatment. One of the six accused was found dead in a cell in Delhi's Tihar Jail. A juvenile involved in the crime was, on August 31, sent by the Juvenile Justice Board to a reform home for three years, the maximum term under the juvenile law.

In the book, Gill has lavished praise on Modi saying he had "sincere" intentions to end the violence and accused other parties of trying to defame him. "I realised that people of all political parties who were anti-Modi and anti-BJP were taking advantage of this mayhem and making all efforts to defame Modi one way or the other," he says. He charged the policemen and the administration had become communal after the incident in Godhra and Modi, who had just become the chief Minister, did not have proper grip over the state machinery. Speaking to reporters, he said that after taking charge as the security advisor of the state, he had visited all places where violence had taken place and policemen from top to bottom refuted having received any direction of the type being mentioned. He also said a majority of the deaths in the riots had taken place in 5-6 incidents. Addressing the audience, Gill said some of his family members did not like his comments. He told reporters that while his family members had been reading newspapers, he had experienced the developments. NEW DELHI, NOV 01: Despite repeated environmental and health warnings, most of us cannot do without bursting crackers. But then, not all are blessed with good health to observe and enjoy the beautiful colours of bursting in the evening sky. With highly sensitive airway, a slight increase in the air pollutants can spell trouble for asthma patients. Here are a few preventive measures that an asthma patient should take: Stay away from the cleaning drive: Diwali is the time when most people clean up their houses and give it a makeover with new paints and colours. The best advice for you is to stay as far as possible from the area where dusting and cleaning is happening. Avoid firecrackers: Crackers emit dangerous pollutants like sulphur dioxide, carbon dioxide,
carbon monoxide, manganese and even cadmium that can trigger severe bronchial asthma. Try to be indoors: Avoid going out before, during and after the occasion. Diwali celebrations start way in advance and the pollutants stay in the air much after the celebrations are over. Wear a mask whenever you wish to go out. Keep inhaler handy: It is very important to keep it near all the time so that you at least have the first aid ready in case of an emergency. If you are on medication then keep it regular. Say no to unhealthy food: Eat plenty of salads and fruits. Avoid greasy, spicy food and aerated drinks. Despite taking medication if you notice any acute symptoms like cough, wheezing and breathlessness immediately consult a doctor.

JAMMU, NOV 01: Stating that the right to organize peaceful protests is an inalienable right of the people in a democratic polity, State Secretary CPI (M) Mohammad Yousuf Tarigami on Friday appealed all the political parties and trade unions irrespective of their affiliations to rise to the occasion against denial of democratic rights in the state. He said the way right to peaceful protests is being stifled; it will only encourage the emergence of autocratic and violent forces in the society. The CPI (M) leader observed that democratic process should not be misconstrued only with the electioneering process but the same means protection of constitutional guarantees of democratic rights which include civil liberties and right to protest as well. Anirban Lahiri eyes win at 50th Indian Open
Singh Dhoni also had commented that a few Indian bowlers felt it would be better to put a bowling machine in the field instead of they rolling their arms in the ongoing ODI series, after they were being hit all over the park by Australia. Kohli said the rule of five fielders inside the circle puts part-time bowlers, who were big weapons in ODIs before, out of contention.
"Yuvraj Singh bowled so well for us in so many games with four fielders inside the circle. Now, none of the teams can use part-time bowlers properly because of the fifth fielder. In conditions, which are batting-friendly, it is very hard for the captain to contain those runs," the Indian vice captain explained. Asked about the morale of the bowlers after being hit
NEW DELHI: Indian players enjoyed a good day on the ATP Challenger tour as Yuki Bhambri reached the singles semifinals of the Traralgon event in Australia while Somdev Devvarman and Saketh Myneni reached the quarterfinals of the Charlottesville event in the United States. Eighth seed Yuki pipped fourth seed Japanese Tatsuma Ito 6-4 1-6 7-5 in the quarterfinal, which lasted one hour and 46 minutes. The 277-ranked Yuki avenged his last year's defeat in Kyoto against the higherranked Japanese, who is 105 places above the Indian in the ranking chart. Yuki next faces second seed and 138-ranked James Duckworth. Yuki had lost to the Australian last week
when they clashed in the quarterfinals of Melbourne Challenger. Meanwhile, in the Charlottesville Challenger, second seed Somdev scored an easy 6-2 6-3 win over Denis Molchanov of Ukraine to progress to the next stage. He is now up against seventh seed American Rhyne Williams. Joining him in the singles last-eight was Myneni, who brushed aside the challenge of American Chase Buchanan 6-4 6-4 in one hour and 22 minutes. He next faces Jesse Levine of Canada. However, Somdev's campaign in the doubles competition ended in the quarterfinals. He and Sanam Singh lost 4-6 2-6 to second seeded Americans Austin Krajicek and Tennys Sandgren.
NEW DELHI: Anirban Lahiri has his eyes trained on the 50th Indian Open, starting November 7 at the Delhi Golf Club - a course where he has enjoyed huge success. The tree-lined and narrow DGC is rated as one of the most difficult golf courses on the Asian Tour but Lahiri has enjoyed great outings winning three Asian Tour titles. "A lot of the players fear DGC, it's probably one of the feared courses on Tour. I'm comfortable at the Delhi Golf Club. For me, the Indian Open has been good, moving from one favourite venue to another. I'm looking forward to a win," said Lahiri. Lahiri said that winning his National Open remains as one of his top priorities in his golfing career. He has enjoyed some measure of success in the Indian Open in the past, finishing tied third, 15th and fifth in 2009, 2011 and 2012 respectively. "It's going to be a historic event. Everyone mention it's such an important event for the Indians, there is so much history and tradition behind
it. It's like a major for all of us. I know Jeev (Milkha Singh) even he wants to win the Indian Open before he retires. "That's what it means to someone like Jeev who has won so many events around the world. Being the 50th year, it's going to be special. It's one of the longest running in Asia and one of our biggest," said the 26-year-old Lahiri. He said the Indian Open has played a huge part in launching the careers of many Indian golfers including three-time winner Jyoti Randhawa, Arjun Atwal, who is the first Indian to win on the PGA Tour and C Muniyappa. "It would be very special if I can win it. When I was playing junior golf, everyone wanted to turn amateur very quickly as the top amateurs get to play in the Indian Open. It's a very special event even to play as an amateur. We tried our heart out as an amateur just to play and to win it would be absolutely fantastic," he said.
Modesty is signature of Sachin Tendulkar's class JFHA school's tourney from Nov 7
n a long 24 year journey everything changes. For Sachin Tendulkar things have been no different. He started out as a marauding 16 year old who wished to tame every bowler he faced. He wasn't afraid to launch into the legendary Sir Richard Hadlee in 1989 when he faced him in New Zealand. And this had come at the back of his assault on Abdul Qadir in Pakistan in his debut series in 1989. The Qadir story goes thus. The match, a 50 over ODI, had been curtailed to a 20-20 because of rain. With a huge crowd waiting patiently for action, the organisers had little choice but to reduce it to a 20 over a side game. The
match was played in full seriousness and Pakistan scored a healthy 157 in their 20 overs. India, in reply, had lost a flurry of wickets to start with and when Tendulkar walked in to join his captain K Srikkanth the asking rate was touching 13 runs per over. The match was all but lost.
Srikkanth asked the young man to get some valuable batting practice and much to his surprise was told that Sachin was still keen on trying to win the match for India. The captain consented resulting in the start of the Tendulkar show. He soon hit Mushtaq Ahmed for a couple of sixes and
announced his intent loud and clear. At this the great Qadir is said to have walked up to him and said "bachhe ko kyun mar rahe ho. Agar dum hai toh mujhe mar ke dikhao." Sachin, forever respectful, had responded saying Qadir was a genius and wouldn't allow Sachin to get after his bowling. What followed was mayhem. Qadir was literally toyed with and Sachin hit him for 4 sixes in an over. Qadir, a true sportsman, came up to him post match to congratulate him on his performance and has gone on record to say that he realised that day itself that this man possessed special talent.
BANGALORE: Jude Felix Hockey Academy- (JFHA) will conduct Dreamworld India U-16 inter-school hockey tournament at the KSHA stadium for the third year in succession, from November 7. The final is slated for November 10 under lights. Six teams Bishop Cottons HS, Rashtriya Military School, RDT HS for Inclusive Education, Sports School Kudige, Maria Niketan HS and St Paul High School from Chennai will play the tournament on a round-robin format with the toppers battling for top honours. The academy will distribute hockey sticks signed by Indian hockey captain
Sardar Singh to all participants. "The matches will be of 30 minutes duration while penalty corners will be oneon-one battle between an attacker and the defending goalkeeper," Felix said In an attempt to provide overseas exposure to his academy students, Jude has planned to take 24 players in the age group of U-12, 14, 16- and 18 to Singapore for a one-day hockey carnival. JFHA has also partnered with Red Ribbon Revolution, an initiative to eradicate the stigma and discrimination against children living with HIV and AIDS, and bring them to the mainstream.
SHANGHAI: Long-hitting American Dustin Johnson matched the Sheshan Golf Club course record to surge into a commanding fivestroke lead after the second round of the $8.5 million WGC-HSBC Champions tournament on Friday. On a day when first round leader Rory McIlroy's season-long struggles returned to haunt him on the back nine and pushed the Northern Irishman back into a tie for second with Americans Bubba Watson and Boo Weekley, Johnson was in a class of his own. He plundered six birdies in the first seven holes en route
to a nine-under-par 63 on another pleasant day at Sheshan to rocket up the leaderboard after ending the first day in a tie for eighth. "I played really well the last two days," said Johnson, who posted a 12-under-par 132 halfway total. "Yesterday, I was one-over through nine holes and then played good on the front side, which was my back side, and then I started right back up today and played really good on the front." Johnson is an aggressive player and he vowed to try to increase his lead, rather than protect it, over the final two rounds.

bring him back safely. The Shenzhou-5 on October 2003, carrying an astronaut and staying for more than 21 hours, was a major success. Since then, China has had five successful manned missions where 10 Indian Space Research Organisation by the Defence Research and Development Organisation and Hindustan Aircraft Limited. The combined strength of these organisations could perhaps benefit the space programme overall by allowing for knowledge and experience sharing, preventing duplication of efforts and achieving higher efficiencies in the days to come. But the distinct difference between the Indian and Chinese programmes is the manned space mission of the latter. In this, the Chinese are at least 10 years ahead of India. A manned space mission was also planned by India but it has been in cold storage for various reasons. The net result is that though in 2005 India declared that it was on in par with China in almost all respects except in the manned space mission, today the country is lagging far behind. In the global scenario, the European countries are concentrating on commercial launches of communication satellites in which they have been successful. The US space programme is virtually standstill for the last five years for want of policy decisions and lack of adequate funding. The Russian programme also is not progressing much because of the lack of funding. As a result, China is emerging as the global power in space. India also had the same opportunity, but the lack of initiatives and imaginative programmes let us down. It is not that India does not have the ideas; it is not that we do not have the technical capability; it is not that we do not have right kind of man power, but at this moment it is the lack of visionary leadership which is affecting the Indian space programme. The Chinese programme too had a bad patch. After the death of Mao in 1976, the rival group of Deng Xiaoping did not appreciate the efforts put into the satellite launch vehicle programme for almost 10 years, but later realised the importance of scientific exploration of outer space. The whole programme was revived in 1993. If India wakes up and puts its best foot forward with its large resource of highly talented personnel, well-equipped laboratories and accumulated knowledge, it can still emerge as the global power in space exploration and in providing space-based services.
EDITORIAL
THIRD FRONT IS AN ILLUSION
Those who believe that the coming together of 14 regional and Left parties on a common platform in Delhi on Wednesday signals the imminent formation of a robust Third Front regime, must stop having utopian ideas. It is one thing for parties with disparate goals and ideologies to share the dais to spew venom at opponents and another to form a cohesive Government. In any case, it is far from clear if jointly forming the Government has been on the agenda of this grouping. Even more unclear is whether many of these parties are going to remain aloof from either the Congress or the BJP in a post-poll scenario. Those such as the Nationalist Congress Party, which attended the 14-party convention, are currently part of the Congress-led UPA, while another participant, the Samajwadi Party, provides outside support to the UPA regime. That they are unhappy with the Congress is known. Yet, they have continued to back it, and the possibility of their doing so after the election, especially if they find that their purpose can be better served being with the Congress, cannot be altogether ruled out. On the other hand, those like the AIADMK, the Janata Dal (United) and the Biju Janata Dal have all been part of the BJP-led NDA at some point in time or the other. It may be that the JD(U) is today especially harsh on the BJP, but the AIADMK is not and the BJD is restrained in its criticism. How these two parties respond to the situation once the results of the Lok Sabha election come in, cannot be determined now. In other words, they are far from certain to be part of the so-called Third Front which will be pitted not just against the Congress but the BJP too. That the conglomeration of these parties on Wednesday confined itself to targeting the BJP while remaining largely silent on the misdeeds of the Congress, underscores their realisation that it is useless to deliberate much on a party that will be a spent force in the coming Lok Sabha election. Even the regional outfits and the Left know that the BJP will emerge as the dominant entity that they will have either counter or do business with. Given that the Left parties had taken the initiative for the Wednesday meet, which they have marketed as a convention against communalism', the anti-BJP sabre-rattling was only to be expected. However, there are many parties in the grouping that do not share the Left's visceral dislike for the main Opposition, and they are bound to speak up when the time is ripe. Given the incohesiveness of the 14 parties that had gathered as if under one banner, just what was the purpose of their posturing, apart from taking potshots at the BJP and its prime ministerial candidate Narendra Modi? It appears to be two: Enhance bargaining power and prepare the momentum for a possible political formation post-election. Given that the Left parties had supported UPA1, they may well be sending signals to the Congress through their show of strength. Many regional parties also believe that the Wednesday convention will strengthen the credibility of their claim that they are in a position to provide an alternative non-Congress, non-BJP Government to the people. But the people have not forgotten similar disastrous experiments in the recent past, and they are unlikely to swallow the bait. In any case, any so-called Third Front regime won't survive without the support of either of the two major national parties.
Though the Indian space programme has progressed considerably in the past three decades, it is now falling far behind the Chinese, especially with regard to manned missions
satellite Sputnik on October 4, 1957, Mao decided to make China equal to the other superpowers. He implemented projects with the aim of placing satellites in the orbit by 1959. The goal was to be achieved in three phases: Developing sounding rockets first, launching small satellites and launching large satellites. True to this dictum, the Chinese implemented this plan and now they have capability to take satellites into the orbit as well. By 1970, China had established the launch capability of orbiting satellites around the earth. This is the time when Indias first satellite launch vehicle was on the drawing board, leading to a successful mission only in 1980. Parallely, the Chinese programme for development of the manned capsule was adopted in 1971. On the 50th anniversary of the Peoples Republic of China in 1999, the Shenzhou-1 Spacecraft was launched on-board the Long March 2F and recovered after a flight of 22 hours. Four years later, China became the third country with a successful space programme to send an astronaut into space and Tachonauts have travelled to space including two women. In these missions, they have carried out extra-vehicular and docking trials. Due to the potential of using the space technology for war, China was on the embargo list for a long time and not able to get technology from the Western world. This accelerated its internal effort. The net result is that today China has got a lead position in launching satellites in the Asia-Pacific region and the upper-hand in the manned mission. The Chinese programme is focused, and quite distinct from the Indian programme. India has been concentrating on the peaceful application of the spacecraft as well as launch vehicle technology whereas China has emphasised on integrated development of missiles and space launch vehicles. The China Aerospace Industry Corporation was established to carry out both civilian and military programmes for missiles, satellitebuilding and satellite-launching. In India, the missiles and aircraft programmes are organised independent of the

Mr Rahul Gandhi is not wrong when he thinks he might be a target too. It would be a pity in the extreme to silence this harmless young man. He is, after all, clueless about the needs of the country despite his political lineage and years in politics. This threatening of political lives also tends to have the opposite effect from the one intended. This, and the muzzling of the otherwise opinionated that we have only seen here during the Emergency. structures of most of the neo-colonial and emerging world, the West is, even today, far from tolerant, and nowhere near as free. They are devotees of order and the homogenised opinion, one dominant ethnicity, one dominant religion, one set of beliefs, a single narrative. Free thinkers are fringe operators, regarded as weird and barely tolerated. Minorities are exotic and urged to merge with the mainstream. Racism is rampant. Quite often all the rainbow people are subjected to violence and worse. Wikileaks exposes and President Barack Obamas phone-tapping of his European allies and countless Americans are just cases in point of the paranoia that rules the idea of Western security. America is capalowers of Islam. But they are at the same time very liberal, clean hearted and have never tried to hurt the sentiments of other communities residing here. They have never shown any high handedness or indulged in the practice of changing the history of Kashmir by changing original names of certain places on religious bases. They too are keen to preserve their culture and heritage so as to show to the world and to next generations their origin, their past and how they have survived inspite of many more onslaughts of aliens right from Mughal to Dogra periods. Thus they have never intended to change the age old names of villages, towns, cities and district head quarters. The historical nomenclature of every village, town, city and district head quarter is intact as it stood as per revenue records. The district Anantnag is continuing by the name of Anantnag and so far no state has ever attempted to tamper with its original records. Therefore the perception of letter writer seems biased. Even then if some sections of society call it also by the name of Islamabad it never shows any obstinacy in belief nor it poses any threat to national interests. Then why it pinches somebody and interpreted on narrow lines Yours faithfully, Qadri, Srinagar.
Dear Editor, I have seen so far only two letters of one Bilhan Koul, Pamposh Colony, Jammu, published in Kashmir Times. His first letter pertains to the parentage of Sir Mohammad Iqbal and the other is about renaming of places on religious bases. The controversy raised by him in his first letter has been cleared. In this context Dr. Javaid Iqbal has given full analysis of Pedigree of Late Dr. Sir Mohammad Iqbal, the renowned poet of east and a great philosopher of India. Dr. Javaid Iqbal has supported his version by documentary evidence thus the chapter stands closed. His second letter is pinching. Kashmiri Muslims are, no doubt, religious minded and are strict fol-
NATIONAL
NEW DELHI, NOVEMBER 1: Prime Minister Manmohan Singh and Congress president Sonia Gandhi spoke in unison on Thursday evening, lamenting, in separate speeches, the attempts being made to divide society on communal lines. The occasion was a function at Jawahar Bhawan where eminent agriculture scientist M.S. Swaminathan was honoured with the Indira Gandhi National Integration Award by Dr. Singh and Ms. Gandhi. Like many other great leaders of this country, Indira Gandhi was secular and liberal, Dr. Singh said. Today, at a time
when attempts are being made in some parts of the country to divide society on the basis of religion, caste and communities, it is all the more necessary to remember Indira Gandhis message. The Prime Ministers comments come against the backdrop of the recent communal violence in Muzaffarnagar in Uttar Pradesh and in Kishtwar of Jammu and Kashmir. Ms. Gandhi hit out at the RSS and the BJP without naming them. We have always kept national unity as our top priority. There is always a danger from some ideologies, organisations and people who want to divide us. We need to

that he can get away with his untruths. He also ridiculed the BJP leader over his gaffes regarding history during his Patna rally, saying, He does not know that Alexander never reached the Ganges, that Chandragupta Maurya did not belong to Gupta dynasty and that Taxila is in Pakistan and not in Patna. How can somebody, who
does not know history, create history. Surprised which history book he read. Mr. Sibal also attacked Modi over BJPs alliance with Shiv Sena to question his affection for people from Bihar. If he has so much affection for people from Bihar, he should snap ties with Shiv Sena because they do not want Biharis to live in Maharashtra, Mr. Sibal said.
NEW DELHI, NOVEMBER 1: Though seven years have passed since the Supreme Court delivered a landmark judgment, most of the States have not complied with many of its directions to bring about police reforms. Some States enacted laws and implemented the directions in part, prompting the court early this year to once again remind all of them of the need for compliance. The matter is still pending. Main objectives In its September 22, 2006 verdict in the Prakash Singh vs. Union of India case, the court sought to achieve two main objectives: functional autonomy for the police through security of tenure, streamlined appointment and transfer processes and creation of a buffer body between the police and the government; and enhanced police accountability, both for organisational performance and individual misconduct.
The seven directions were: 1 a) Constitute a State Security Commission to ensure that the State government does not exercise unwarranted influence or pressure on the police; b) Lay down broad policy guidelines and c) evaluate the performance of the State police. 2. CHENNAI: A fire broke out at the storehouse of the British-era Government Central Press on Mint Street in Seven Wells in north Chennai on Friday. The police suspect an electrical short circuit might have caused the fire. Around 2 am on Friday, employees saw smoke coming from the storehouse and alerted the firemen. Fire fighters with tenders from New Washermenpet, Esplanade, Vepery, Royapuram, Tondiarpet and six water tankers from Chennai Metrowater were pressed into service. The fire spread quickly in the storehouse and due to the heat, the dilapidated building caved in. This is second incident in less than three months. Papers were gutted in a similar fire accident in June. Originally, the press was constructed in 1807 for minting coins and it was converted into the central printing press of the government of Tamil Nadu. NEW DELHI, NOVEMBER 1: The CBI has registered a case against Janata Dal (United) Rajya Sabha MP Anil Kumar Sahani for alleged filing of fraudulent Leave Travel Concession claims using forged air tickets and boarding passes and carried out searches on Saturday at Rajya Sabha Secretariat and other locations. The CBI sources said that, after registering an FIR, agency teams on Saturday carried out searches at Rajya Sabha Secretariat, his Muzaffarpur residence in Bihar and at his office in New Delhi. Mr. Sahani was not available for comments and did not respond to calls made to obtain his response. The sources said more cases could be registered soon in connection with the LTC scam. The agency has registered a case under Prevention of Corruption Act and sections of Indian Penal Code against Mr. Sahani, sources added. CBI has registered an FIR against a Rajya Sabha MP in a case of fraudulent claims on the basis of forged air tickets and boarding passes, a CBI spokesperson said in New Delhi on Saturday. The agency has initiated a preliminary enquiry after receiving a reference from Central Vigilance Commission. During an analysis of documents, the CBI found prima facie evidence of alleged irregularities in filing of LTC claims with the intention to maximise personal benefit by scuttling the laid down norms. The agency found that the alleged irregularity was effected in collusion with travel agents. Lakhs of rupees are said to have been fraudulently drawn from the government through fake LTC claims filed by major meeting slated between India and Pakistan may not be substantive unless normalcy is restored on the Line of Control (LoC), the Ministry of External Affairs (MEA) said here on Thursday. That is the common understanding between our two countries and that is what guides our diplomatic interaction with Pakistan. I repeat, the precondition for forward movement in the relationship is an improvement of the situation on the LoC, stated MEA spokesperson Syed Akbaruddin. Mr. Akbaruddin was speaking in the context of an agenda for a meeting between Minister for External Affairs Salman Khurshid and Pakistan Foreign Affairs Adviser Sartaz Aziz on the margins of a biennial event called the ASEM Ministers Conference on November 11 and 12 in Gurgaon. Taking journalists back to the last substantive bilateral diplomatic discussion between the two Prime Ministers in New York in the precondition for a forward movement in the relationship is an improvement of the situation on the LoC. Meanwhile, in an interview to a TV channel, former Pakistan Foreign Secretary and currently High Commissioner in India Salman Bashir said the Pakistan Army had shown great responsibility and restraint, and felt that instead of trading charges, the narrative should be how to rebuild trust. Mr. Bashir declined to go into details why the Director Generals of Military Operations of both countries havent met despite the two Prime Ministers agreeing on such an interaction to douse tensions along the LoC. He wanted the existing mechanisms such as the one between paramilitary forces and the armies, besides a ministerial mechanism, to also be given a chance. In the interview Mr. Bashir did not accept that the sole responsibility for the violence on the LoC lay on the Pakistani side. He pointed January and August, Pakistan had offered investigations. We wanted to find out what happens. Remember questions about both incidents have come up on your side too. I would say, we need to look ahead, he replied. While tensions on the border have prevented any substantial progress, a joint Judicial Commission consisting of a retired judged wrapped up their tour of three Indian prisons. They had earlier toured Pakistani prisons and evaluated the condition of Indian prisoners.Pakistan has asked India to release 55 prisoners who have completed their sentences, provide legal aid to those unable to get lawyers, and shift the mentally challenged to specialised institutions. This is a humanitarian aspect and we are looking forward to a gesture from India in this regard, said a Pakistani diplomat. India sought to balance the narrative by pointing out that about 90 Indians in Pakistani prisons have completed their sentences.
government officials for getting tickets at concessional rates. The matter came to light after the vigilance department of Air India was alerted about the arrest of a man in March at Kolkata airport with 600 blank boarding passes of the airline in his possession.
7 East Turkestan movement behind Tiananmen crash: China In some cases, US spying has reached too far: Kerry
STUDENT AGE SATURDAY, NOVEMBER, 02, 2013
BEIJING, NOVEMBER 1: Chinas top security official blamed a little-known militant group for this weeks suicide car crash that killed five people in the heart of the capital. Meng Jianzhu offered no details of the allegations against the East Turkestan Islamic Movement (ETIM), which, Beijing says, is dedicated to the violent overthrow of Chinese rule in the northwestern region of Xinjiang that is home to the countrys Turkic Muslim Uighur minority. Police said they found flags imprinted with religious slogans among items in the SUV used in the attack and at the temporary lodgings of five arrested suspects. Chinas government has said previous attacks in Xinjiang were inspired by jihadi prop-
aganda and has linked several of them directly to the ETIM. Mr. Meng named the group in an interview with Hong Kong-based Phoenix Television during a visit to the capital of Uzbekistan to attend a regional security summit.Behind the instigation is the terrorist group East
Turkestan Islamic Movement entrenched in central and west Asian regions, Mr. Meng, chief of the Commission for Political and Legal Affairs of the ruling Communist Party, said in the interview. No one has claimed responsibility for Mondays attack. On Friday, additional vehicle
barriers were in place along the route the SUV took as it ploughed through crowds toward Tiananmen Gate, killing three in the car and two tourists, including a Filipino woman, and injuring dozens. Extra police conducted random bag and ID checks among the tourists circulating beneath the huge portrait of Mao Zedong hanging from the gate where the vehicle burst into flames after crashing. Security has been strengthened in Xinjiang, and Uighurs in Beijing have been subjected to increased police checks. Beijing police said the perpetrators were a man with a Uighur name, his wife and his mother. Police have arrested five people identified with typically Uighur names on suspicion of conspiring in the strike the citys first in recent history.
WA S H I N G T O N , NOVEMBER 1: In an unprecedented admission by the Obama Administration, U.S. Secretary of State John Kerry has acknowledged that in some cases American spying has gone too far, but asserted that innocent people have not been abused through the secretive surveillance programme. I assure you innocent people are not being abused in this process, but theres an effort to try to gather information. And yes, in some cases, it has reached too far inappropriately, Mr. Kerry told a London conference on Open Government Partnership Annual Summit through video link. And the President, our President is determined to try to clarify and make clear for people and is now doing a
thorough review in order that nobody will have the sense of abuse, Mr. Kerry said. News reports that the U.S. is spying on millions of people is not true, he said. The U.S. is facing criticism from international leaders over revelations that the National Security Agency carried out electronic surveil-
lance and snooped in on conversations of 35 world leaders, including German Chancellor Angela Merkel. Just the other day it was there was news in the papers of 70 million people being listened to. No, they werent. It didnt happen, he said. Theres an enormous amount of exaggeration in
this reporting from some reporters out there. What were trying to do is in a random way find ways of trying to learn if, in fact, there is a threat that we need to respond to, he said. In some cases, I acknowledge to you, as has the President, that some of these actions have reached too far, and we are going to make sure that does not happen in the future, he said. Mr. Kerry said the surveillance programmes of the U.S. and many other countries have been highly successful and has resulted in preventing many a terrorist attack. We have actually prevented airplanes from going down, buildings from being blown up and people from being assassinated because weve been able to learn ahead of time of the plans, he said.
for instance, the design was completed. While the construction should have started by now, he said it was not was rocket science and if everything falls into place, the project could be completed as scheduled next year end. It's challenging but not impossible, he added. He said Pakistan is also looking at its huge gas reserves in Sui in Balochistan and in Sindh and if the investment environment is good then there may not be a need for imported gas. At present the production of gas is 4 billion cubic feet a day (BCFD) while the demand is 6 BCFD. This could double in 10 to 15 years time. Pakistan uses gas the bulk of it for domestic use but 50 per cent of its energy comes from natural gas.
