Interim activity picks up pace


he activity for the Interim Legislative Committees has picked up pace in the last couple of months following a relatively slow start in July. Committees are meeting on a regular basis studying a number of important issues. The final reports from each committee will be due in 12 months and will be presented to the Legislative Management By Sen. Larry Committee for their Robinson consideration. The bill drafts that the Management Committee approves will be forwarded on to the 2015 legislature. A number of important issues are currently under study. cation Funding Committee. Much discussion has taken place regarding K-12 funding and the buy down in property tax that the legislature has put in place for that funding. The Health Care Reform Review Committee will be studying the implementation of the Affordable Care Act. This bill has major ramifications and has created considerable attention. Another study is the review of the changes to the oil industry practices, production, impacts, and tax policy. This issue received considerable debate in the 2013 session of the legislature. The Water Topics Overview Committee is studying the current process for establishing high priority water projects for the State Water Commission. This issue has been on everyones radar screen due to recent floods and high water throughout the state. The funding for water projects comes from the Resources Trust fund. Those dollars come from oil taxes. For the current biennium, there is a total of $515,000,000 in the fund.

That fund is expected to increase to approximately $750,000,000 for the 2015-20176 biennium. The Economic Impact Committee will continue their study of the long terms costs of transportation infrastructure maintenance and improvement projects and methods for funding these projects. With the uncertainty of federal funding this has become a major challenge. Although much work has been done in this area, significant challenges remain. Another effort will be made this interim to study the Day Care needs across our state. This study has also been assigned to the Economic Impact Committee. Day Care continues to be one of the major challenges facing our state, not only in the west, but indeed across all of North Dakota. A study of property tax will be done by the Taxation Committee. Special focus will be made on the possibility of the state assuming the responsibility of some of the social services functions currently funded

long with the World Series, North Dakota baseball fans will have another event to feed their interest in baseball. If Paul Stenshoel has his way, then it might be an annual event. Stenshoel has put together the first Barnes County Baseball Card Show. The event may not only bring fans of the game together to talk about the game going on the TV screens, but also to talk about the games and players gone by whose careers are summarized on the backs of little pieces of cardboard that some of us can still remember coming with a piece of unchewable gum. In fact, said Stenshoel, one of the improvements in the hobby is that fans no longer have to buy the small packages with the gum to get cards of their favorite players anymore, as they can now purchase complete sets so that they can fill out a team, or get some of their favorite players along with some other cards. The event will be held Saturday Nov. 2, from 10 a.m. to 5 p.m. in the main hall of the Vault and Stavenger Building at 223 Central Avenue N, Valley City, if you are coming from out of town. Tables for vendors are priced conveniently at $5. Though it is being held at the same time as the World Series, the event is being billed as a sports card trading show. So, while people may be discussing the battle between the Red Sox and the Cardinals, the show will also be taking place right in the thick of the NFL season and the beginnings of the NBA and NHL, so there will be plenty of room for fans of other sports and their accompanying

Dakota Resource Council and others have already gathered photographs of about 100 people showing their support for the national park. People should send their photographs supporting the park to Dakota Resource Council Field Organizer Scott Skokos (scott@drcinfo.com). Road team takes Paint Bucket home


For the fifth straight meeting, the road team took home the Paint Bucket.University of Jamestown scored with 2:10 remaining as the Jimmies defeated Valley City State 16-13 Saturday at Shelly Ellig Field in Valley City. The Vikings drove down the field, and facing a fourth-and-two at the 20-yard line, elected for a 37-yard field goal try from Thomas Cortez that slipped wide left as time expired. Valley City State drops to 4-4 overall and 2-1 in the North Star Athletic Association. Jamestown improves to 2-7 and 2-1 in conference play. Trailing 13-10, Jamestown got the ball back with just under five minutes remaining. Jamestown drove down the field and found pay dirt when Michael Sena caught a short pass over the middle and slipped into the end zone from 22 yards out for the game-winning score. A missed extra point left Valley City able to tie with a field goal, but the Paint Bucket was reclaimed by Jamestown. The Vikings and Jimmies split their two meetings

The Valley City State athletic department is hosting a noon luncheon Friday as a kickoff to the 2013-14 basketball season. Viking head basketball coaches Jeff Kaminsky and Cathy Hanek will speak at the luncheon, which begins at noon Friday at the Valley City Town and Country Club. The public is invited to enjoy a meal and hear from both coaches as they get set to open the season Friday night with home games against Dordt College. Both Viking basketball teams are coming off 2013 national tournament appearances and have high hopes for the coming season.

Students weigh in on cafeteria food

overnor Jack Dalrymple has appointed Duane Hanson of West Fargo to the North Dakota Game and Fish Departments advisory board. The governor appoints eight Game and Fish Department advisors, each representing a multi-county section of the state, to serve as a liaison between the department and public. Hanson is a financial advisor, West Fargo city commissioner, and avid hunter and angler, and fills the expiring term of Loran Palmer, Wahpeton, in District 5, which includes Cass, Ransom, Richland, Sargent, Steele and Traill counties. In addition, the governor recently reappointed District 1 advisory board member Jason Leiseth, Arnegard; and District 6 advisory board member Joel Christoferson, Litchville, to another term. Four members of the advisory board must be farmers or ranchers and four must be hunters/anglers. Appointments are for a term of four years. No member can serve longer than two terms. Advisory board members host two public meetings, held each spring and fall, to provide citizens with an opportunity to discuss fish and wildlife issues and ask questions of their district advisors and agency personnel.

I have on several occasions seen the construction projects including cardboard, blankets, and various toys holding up their structures. They build homes, schools, churches, and many other types of buildings. The other day I came home and our basement was carefully put together with blankets hanging over chairs and tables. I was told that it was a prison for pirates. In my home our oldest is eight and our youngest just turned two. Not only do we want to be secure physically we also want to be secure and safe in every area of our lives. We want to make certain that we will not be hurt when financial difficul-

ties come or that our most dear relationships are not strained and broken. We want protection from the different troubles that can come and trample on the things that we have constructed. Unfortunately, we live in a broken world with troubles that are beyond our abilities to protect against. Republican President Dwight Eisenhower got about 30 percent of the black vote in 1952. After his election he pushed the end of segregation in all armed forces. (Harry Truman integrated my Marines in 1948.) Ike also urged Congress to lift all black voter restrictionsand the country was loaded with them. In 1956 Ike got about 40 percent of the black vote. Thats what happens when a Republican politician actually believes in democracy instead of the worthless 47 percent. And women? Republicans have only four females out of 45 senators, the Democrats 16 out of 53. Gays and lesbians in Congress? Democrats 6, Republicans 0.

Ingredients

Valley City Chinese buffet to reopen T


he old Pizza Hut building in Valley City wont be sitting empty much longer. Workers began remodeling the building last week with the hopes of opening a new restaurant soon. The family-run business will be a Chinese buffet-style restaurant similar to the Great Dragon in Jamestown. Both of these restaurants are run by the Chen family. Restaurant manager Allen Chen said the focus is on getting that work done so the business can open its doors. Chen said they have been holding back too long, as the company they hired to renovate was too busy to do the work, causing the delay in renovation and opening. Because word-of-mouth spread the news of the restaurants opening to area residents, Chen said many customers who come to the Jamestown location expected it the Valley City restaurant to be open already. For that reason, Chen said his family is working hard to get the restaurant up and running. A promise is a promise, Chen said, referring to the familys commitment to the customers who have waited for the restaurant to open. He said they plan to have the restaurant open as soon as possible. According to Chen, the family had to shut down the Jamestown restaurant for a couple of days to do some work on the Valley City restaurant. They began work by moving out the old Pizza Hut equipment that was still in the building. Weve had to do a lot of work on the building, Chen said. A lot of new equipment and furnishings have already arrived. Chens family has operated a restaurant in North Dakota for ten years. We are part of North Dakota, not a franchise. Olson, the SAH program has sufficient funding available to process deer and geese this fall. The meat that is generated is so appreciated by the families who receive it, Olson said. They are all so grateful for access to a nutritious source of protein; something that is often expensive and otherwise difficult for them to obtain. A list of participating processors and more information is available on the Community Action website at capnd.org. Participating processors will not accept deer shot in the hind quarters, and donated deer will be processed individually or only with other donated deer. Hunters can clean their light geese at home prior to delivery to a processor, but breast meat brought from home without a wing or head attached to the meat, must be accompanied by written information that includes the hunters name, address, signature, hunting license number, date taken and species and number taken. Hunters may also deliver light geese directly from the field to a processor, but identification must remain attached to the bird until in possession of the processor. Hunters interested in donating light geese are encouraged to call processors to have a clear understanding of how goose breasts will be accepted.

I cant find my deer license. What should I do? You must obtain an application for a duplicate license from the Game and Fish Department by calling (701) 328-6300 or printing it off the website at gf.nd.gov or from a county auditor. Fill out the form, have it notarized and return it to the Department along with a fee. You may not hunt without the deer license in your possession. I hunt with a bow. When do I have to wear orange? During the regular deer gun season you must wear orange. During the muzzleloader season, however, bowhunters do not need to wear orange. Can I hunt road rights-of-way? Do not hunt on road rights-of-way unless you are certain they are open to public use. Most road rights-of-way are under control of the adjacent landowner and are closed to hunting when the adjacent land is posted closed to hunting. Can I retrieve a wounded deer from posted land? If the deer was shot on land where you had a legal right to be and it ran on posted land, you may retrieve it. However, you may not take a firearm or bow with you.

As we look to another such controversy in the next few months, there is a possibility that irreconcilable differences on the left and the right may put the country into an economic downspin in another Congressional impasse. For that they should be admired. But then they get elected to Congress and bring their absolutism to the secular world, it snarls a system that thrives on compromise. For them, compromise is some sort of sin. The Apostle Paul compromised. God compromised. It strange that their followers cant do it in the secular world. Now the blame cant be placed solely on Tea Party Congressmen. To get elected, they must have the support of a significant number of like-minded citizens to defeat Republican incumbents in primary elections. These like-minded voters are products of polarization, a condition produced by left-wing liberals and right-wing conservatives. They feast on the rants of MSNBC and FOX News to affirm their biases and intensify their partisanship. But moderate Republicans are fed up with the present situation and want to take their party back. In addition, all moose and elk harvested in the state are eligible for testing. Samples from hunter-harvested deer taken in the eastern portion of the state will be tested from units 1, 2A, 2B, 2C, 2D, 2E, 2F1, 2F2, 2G, 2G1, 2G2 and 2L. In addition, deer will be tested from unit 3F2 in the southwest. Four years ago a Pew Research poll found that one in five Americans have had contact with a ghost and one in seven have sought help of a psychic. Eight years ago Gallup found that three out of four Americans believed in something paranormal and four out of ten said houses could be haunted. A new AP poll says three out of ten young people have no interest in church. We also have to add six percent of the 317 million population who are seriously mentally ill at any one time.

But the thrust of Heitkamps evidence in support of the extreme label doesnt pass muster. Why should Fairfax County, Virginia and Marin County, California have an 81.5-year average for males and 85 for females? Why do McDowell County, West Virginia and Tunica County, Mississippi have about a 64-year average for males and 73 for females? Gee, could it be income inequality and lousy health care? What are 18 more years of living worth? Fairfax and Marin counties are affluent, McDowell and Tunica counties are two of the poorest. These two poor counties are just about one year ahead of Haiti, Ghana, and New Guinea in life expectancy according to the World Health Organization. Needless to say, we are about four years expectancy behind other industrialized countries with universal health care. What are four years worth? We now spend over $8,000 annually per capita for lousy health care. If we cut that to what France pays for universal care and improve the quality for everyone at the same time, it would cost us about $5,000 per capita per year. That makes so much sense Tea-Republicans will never agree to it.
