NOTICE OF INITIAL SETTLEMENT CONFERENCE

Chief Administrative Law Judge Nahum Litt has appointed the
undersigned to serve as the settlement judge in this matter. The
initial settlement conference will be conducted on October 5,
1993 at 1:00 p.m. The conference will take place on the fourth
floor at the above address. The representatives present at the
conference should have complete settlement authority or ready
access to parties with such authority. 'Complete settlement
authority" means full discretion, without limitation, to
determine both the monetary and non-monetary terms of any
settlement agreement.
The parties are reminded that the Confidential Settlement
Statement and Agreement should be filed by close of business on
Thursday, September 30, 1993. Additionally, the parties shall
file any (short) pleadings or other materials which may
facilitate my ability to understand the case and assist with
settlement. The submission should be marked "CONFIDENTIAL
SETTLEMENT JUDGE PROCEEDINGS: Do not open in mail room. Please
