What is a project?
Definition: A project is a series of activities aimed at bringing about clearly specified objectives within a defined time-period and with a defined budget.
A project should also have: Clearly identified stakeholders, including the primary target group and the final beneficiaries; Clearly defined coordination, management and financing arrangements; A monitoring and evaluation system (to support performance management); and An appropriate level of financial and economic analysis, which indicates that the projects benefits will exceed its costs.

MAIN TASKS IN IDENTIFICATION STAGE 1. General Awareness Raising 2. Letter of Interest 3. Organise and participate in consultations with key stakeholders throughout the phase (e.g. government institutions, other donors, etc), and ensure their active involvement in decision making. Start with specific awareness raising so that every participant UNDERSTANDS what twinning is about and what not . 4. Undertake preparatory work (consultation) to identify project ideas collect basic douments/information; assess general situation; assess key partners; assess institutional/organisational set-up. 5. Discuss initial project idea and prepare draft project Concept based on partner proposals (VERIFY WHETHER PLANNED SET UP IS LOGICAL). 6. Reach initial internal agreement between Ministry PAO EUD on the relevance of the proposed project. 7. Confirm and finalise Project Concept with partners (prepare initial LogFrame). 8. Prepare Project Request and submit Concept with it to SC. 9. Decide about Request/Concept (Decision: to put the project from Pipeline to AWP or not).

During the identification phase the key assessments required to help ensure the relevance and feasibility of a project idea are:
(i) (ii) (iii) assessment of policy and programming framework; stakeholder analysis, including institutional capacity assessment; problem analysis, including scoping of cross-cutting issues (e.g. gender, governance, environment); (iv) assessment of other ongoing and planned initiatives, and assessment of lessons learned; (v) preliminary objectives and strategy analysis; (vi) preliminary assessment of resource and cost parameters; (vii) preliminary assessment of project management, coordination and financing arrangements; and (viii) preliminary assessment of economic/financial, environmental, technical and social sustainability issues.

Expected results
The direct/tangible results (goods and services) that the project must deliver and which are largely under the project management control. They must be directed to the achievement of the project purpose. Use bullet points to identify 3-4 planned results.. + e.g. A legislative framework for sector X (secondary laws, soft
laws, instructions) approximated to the EU best practices. + e.g.: Internal organisational structure and working procedures of the Ministry/Agency X are optimized. - e.g. Organisation of roundtable conferences to discuss and identify the existing problems (not a result, but an activity!!)
