Subject: Receive and file the Waste Management Franchise Agreement Scorecard
Recommendation(s): Receive and file the Waste Management Franchise Agreement
Scorecard.
Executive Summary: The City entered into a franchise agreement with Carmel Marina
Corporation ("Waste Management, Inc."} for the provision of solid waste
collection. A scorecard has been developed to monitor compliance with
provisions of the franchise agreement. Each quarter, the City Council
receives an update on the franchise agreement scorecard.
Analysis/Discussion: One key feature of the City's solid waste collection service is the backyard
service whereby the hauler is responsible for taking the cans from the
property to the curb and returning the cans to the property. In order to
assist with public education and compliance with this service provision,
the idea of placing a sticker on each residential can has been developed
by Council. Attached is a mockup of the sticker that would be placed on
the lid of each can after Council deliberation in November.

There are approximately 2,300 residential carts that would receive the
sticker. The cost for a black and white sticker is $.38 a sticker, for a total
cost of $874.
