A n elementary school in Koriy ama City , which is located in Fukushima Prefecture some 34 miles west of the Fukushima Daiichi nuclear power plant, is using water bottles to shield radiation coming from the courty ard and other areas around the school buildings. The bottles are filled with water and placed inside of square box es which are stacked around the classrooms. A ccording to the school it seems to hav e reduced the radiation lev els inside by one-third. Residents of Koriy ama City hav e been concerned about the high amounts of radioactiv e materials which hav e been found around their town. While school lunches are tested for radiation, parents are concerned because they are largely unable to find out where the items were originally produced. Because Koriy ama City is outside of the ev acuation zone,

A s reported last week, United States Energy Secretary Ernest Moniz requested that Japan join a treaty called the Conv ention on Supplementary Compensation for Nuclear Damages. This treaty collects funds from participating nations to assist with pay ments for damages resulting from nuclear disasters.

What most mainstream media sources failed to relate, was that the treaty also assigns accident liability to the operators of the nuclear power plant, rather than the v endors which dev elop the technology or construct the equipment. To receiv e help, the United States essentially told Japan that they would hav e to incur the losses and sign a treaty which would prev ent them from seeking compensation from contracted companies, like those which built and constructed the Fukushima Daiichi nuclear power plant, and instead must satisfy itself only with seeking repay ment from the operator, Toky o Electric who is facing bankruptcy and relies largely upon the Japanese gov ernment for funds to prev ent a financial meltdown. In the wording of the treaty , the operators liability for nuclear damage shall be absolute, and the right to compensation for nuclear damage may be ex ercised only against the operator liable. Currently , the situation surrounding the utility reminds one of an operation to remov e a leg to prev ent further damage to the host body . TEPCO is facing the end of life as they know it, as being forced to cov er the full brunt of the Fukushima Daiichi nuclear disaster would put the entire organization into a financial pit they would likely nev er find a way out of. Instead, TEPCO is working on new reorganization plans, in order to prev ent the more drastic options proposed by the Japanese gov ernment, like breaking up the company or the equiv alent of a Chapter 1 1 -sty le bankruptcy . Sources hav e told the Reuters that TEPCO may reorganize itself into a holding company , which would separate the electricity generation and transmission businesses from the Fukushima Daiichi cleanup operations. Seeing as Toky o Electric will be unable to pay back the money they owe in the near future, this means Japan must accept to largely handle the financial costs themselv es, aside from the amount that they would receiv e from the international funds. Readers may ask why Japan would accept this deal that obv iously appears to be the short end of the stick. Ev en if Japan were to attempt to seek compensation from the A merican companies that designed and constructed the Fukushima Daiichi nuclear power plant, like General Electric, they are not guaranteed to get judgment in their fav or. By signing the treaty , Japan will receiv e some monetary compensation, and while it will likely be far less then they could seek as damages it is more certain of a process then the legal sy stem.
