JOHN EULALIO Nepomuceno Omega Aparis II or Jay-R for short, the late councilor Nepomuceno P. Aparis Is junior, has asked the Sangguniang Panlungsod here through the office of the Vice Mayor, to withdraw his name from being a nominee to replace the permanent vacancy resulting from his fathers demise. Aparis II was nominated by the city council, in a unanimous vote of those present, to fill up the vacancy alongside Mrs. Evangeline Cotiangco in session last October 29, Tuesday. He was nominated by both his fathers co-independent councilors and the majority LP members. To recall, Aparis IIs father died last September 30. His late father served as vice-mayor of this city for four terms, aside from being councilor in 2001-2004. He ran for councilor again this May 2013 and won, but this time as independent. He died a few months later, creating the vacancy. The late councilors son said that while it may be true that my family and I had agreed to the resolution, they were not given sufficient opportunity to weigh the same and hence agreed thereto under hurried, very emotional and difficult circumstance. Aparis II said that he is convinced that it should be the his fathers LAKAS-CMD party mates who should choose his replacement, and not the rest of the council which is dominated by Liberal Party members.

BAYBAY CITY Rep. Jose Carlos L. Cari of the 5th district of Leyte estimates around half or 750 scholars, more or less, funded from his Priority Development Assistance Fund (PDAF) werent able to enroll this semester. On the other hand, Rep. Lucy Torres-Gomez of the 4th district of Leyte, said her scholars are still safe for this year but laments for those seeking hospital assistance. I dont have funds anymore at the hospitals, she said, which was usually where indigents would get assistance to buy medicines and supplies not available in the hospital pharmacies. This, after the Supreme Court issued a freeze order from further releasing the remaining balances of the PDAF of House members for 2013. For the first semester, he said, his scholars were able to enroll yet as they were still able to avail of their financial assistance of P 3,000 each. The congressman has 1,500 scholars scattered all over his district, and enrolled in various schools. They get a financial assistance of P 3,000 each per semester, which are released to the schools where they are enrolled and more or less cover an ample part of their tuition. The average tuition per semester at state colleges and universities and even some private colleges in the 5th district is P 3,000.00 to P 8,000.00. Thats already P 9-million from his P 70-million PDAF, Cari pointed out. However, since the remaining half was frozen, he could not give assurances to the scholars that they can continue

Sibol: Recreating Forest Products exhibit in Tacloban, will come to Ormoc City
TACLOBAN CITY A one of a kind exhibit dubbed Sibol: Recreating Forest Products is set to be staged at the Robinsons Place Activity Area on November 6, Wednesday, at 9:30 in the morning. The organizers are also planning to bring over the same exhibit to Ormoc City on December 1, Chris Villarino said, in a message to the EV Mail. They are eyeing the City Hall lobby as the venue but is open to suggestions to hold it somewhere else. The Exhibit will showcase products of Peoples Organizations from the different provinces of Eastern Visayas and new collection pieces introduced by Mr. Heidrun Milan, a renowned interior designer in the region. Invited to be the guest of honor to the Opening Ceremonies is here in Tacloban is Philippine Information Agency Regional Director Olive Tiu, said Mr. Deonilo Pantas, Regional Chairman and President of the Leysambil Community Based Forest Management Peoples Organizations Federation. Mr. Pantas said the Sibol Exhibit is different from other exhibits because of the use of the living exhibition or interactive exhibit strategy. This means that the people can interact with the display. If the exhibit is a bamboo chair, the spectator may sit on it. While the exhibit is ongoing, an actual mat weaving is being conducted. The Sibol Exhibit in Tacloban runs until November 14. It is part of the activities of the 3rd Leysambil Community-Based Forest Management MultiStakeholders Summit on November 6 to 8. The Summit is organized by the Leysambil Community Based Forest Management Peoples Organizations Federation, Inc. and supported by the Foundational Center, Inc. and DISOP-Philippines together with the Department of Environment and Natural Resources as the lead host agency in cooperation with other key program implementers. Lucy turns over various road projects, breaks ground for new Palompon District Hospital
ORMOC CITY Rep. Lucy Torres-Gomez attended various official functions and turned over projects this week, among them two major road projects in this city that were started during her first term. She also graced the groundbreaking ceremony of the P 20-million Palompon District Hospital. She was warmly welcomed to the town by Mayor Ramon Oate and other town officials. The congresswoman said the funds come from the Department of Health. Mayor Oate said that the initial funding is for development of the new hospital site. More funding would be released in the future, he said, to finish the hospital. When the new hospital is up and functional, the old one would be demolished because it is dilapidated already and located at a landslide prone area. The congresswoman, together with husband Richard Gomez and 4th Leyte District Engineer Lino Gonzales, started her day on October 29 with a turnover of a 205-meter multipurpose pavement to the people of RM Tan which was received by barangay chairwoman Judith Marson and husband, incoming chairman Rudy Marson. Engr. Lino Gonzales said the MPP was funded through the congresswomans Priority Assistance Development Fund (PDAF). The second turnover was held at Brgy. Domonar, where outgoing barangay chairman Armando Marson received the 2.5-kilometer road constructed with funds from the Department of Agriculture and PDAF. Engr. Gonzales said that P 25-million of the road concreting funds came from the DA while Rep. Lucy Torres-Gomez gave a counterpart of P 5-million from her PDAF.

they wanted to be the ones to work on the project but she asked them to submit their intention directly to the DPWH and submit it through the regular bidding process. Nonetheless, she asked the 4th LED people to look into legal means to finish the road project. She also told them that she regrets some of her projects might be stalled because of the freezing of the PDAF funds, but added she will continue to look for ways and means to bring them relevant and sincere public service. Besides the Celtic traditions in place, the Roman conquest of Britain in AD 43 brought two other pagan feasts: Feralia was held in late October to honor the dead. Another Autumn festival honored Pomona, the goddess of fruits and trees; probably through this festival, apples became associated with Halloween. Elements of these Roman celebrations were combined with the Celtic Samhain. With the spread of Christianity and the establishment of All Saints Day, some of these pagan customs remained in the English speaking world for All Hallows Eve (or Halloween, All Saints Eve), perhaps at first more out of superstition and later, more out of fun. Nevertheless, All Saints Day clearly arose from genuine a Christian devotion. Along with the Feast of All Saints developed the Feast of All Souls. The Church has consistently encouraged the offering of prayers and Mass for the souls of the faithful departed in Purgatory. At the time of their death, these souls are not perfectly cleansed of venial sin or have not atoned for past transgressions, and thereby are deprived of the Beatific Vision. The faithful on earth can assist these souls in Purgatory in attaining the Beatific Vision through their prayers, good works and the offering of Mass. In the early days of the Church, the names of the faithful departed were posted in Church so that the community would remember them in prayer. In the 6th century, the Benedictine monasteries held a solemn commemoration of deceased members at Whitsuntide, the days following Pentecost. In Spain, St. Isidore (d. 636) attested to a celebration on the Saturday before Sexagesima Sunday (the second Sunday before Lent, the eighth before Easter in the old calendar). In Germany, Widukind, Abbot of Corvey (d. 980) recorded a special ceremony for the faithful departed on Oct. 1. St. Odilo, the Abbot of Cluny (d. 1048), decreed for all of the Cluniac monasteries that special prayers be offered and the

Office of the Dead sung for all of the souls in Purgatory on Nov. 2, the day after All Saints. The Benedictines and Carthusians adopted that same devotion, and soon Nov. 2 was adopted as the Feast of All Souls for the whole Church. Other customs have arisen over time in the celebration of All Souls Day. The Dominicans in the 15th century instituted a custom of each priest offering three Masses on the Feast of All Souls. Pope Benedict XIV in 1748 approved this practice, and it rapidly spread throughout Spain, Portugal and Latin America. During World War I, Pope Benedict XV, recognizing the number of war dead and the numerous Masses that could not be fulfilled because of destroyed Churches, granted all priests the privilege of offering three Masses on All Souls Day: one for the particular intention, one for all of the faithful departed, and one for the intentions of the Holy Father. Other customs have developed regarding All Souls. In Mexico, relatives make garlands, wreathes and crosses of real and paper flowers of every color to place on the graves of deceased relatives the morning of All Souls. The family will spend the entire day at the cemetery. The pastor will visit the cemetery, preach and offer prayers for the dead and then bless the individual graves. Skeleton candy is given to the children. Similar practices occur in Louisiana. The relatives whitewash and clean the tombstones and prepare garlands, wreathes and crosses of real and paper flowers to decorate them. In the afternoon of All Saints, the priest processes around the cemetery, blessing the graves and reciting the Rosary. Candles are lit near the graves at dusk, one for each member of the deceased. On All Souls day, Mass is usually offered at the cemetery. In the Middle Ages, superstitious belief, probably influenced from Celtic paganism, held that the souls in purgatory appeared on All Souls Day as witches, toads, goblins, etc. to persons who committed wrongs against them during their lives on earth. For this reason, some ethnic groups also prepared food offerings to feed and to appease the spirits on this day. These practices are probably remnants of the Celtic Samhain festivities. ON A holiday season where the souls of the dearly departed and all saints known to the Christian faith are remembered, a controversy crops up in this city preying on the emotions of Ormocanons still raw from remembering their dead. Last Tuesday, members of the Aparis and Omega clans, including supporters, came in full force to the City Hall to attend the Sangguniang Panlungsod session where the matter of the appointment of Mrs. Evangeline Cotiangco, the lady chosen by the majority Liberal Party to fill up the vacancy left by the late councilor Nepomuceno Aparis I would be taken up. I also noticed that a lot of them were City Hall employees. A councilor noted it indicates just how many people related to Aparis have been absorbed at the LGU. Their champion, councilor Ruben Capahi, took the cudgels for the choice of the minority bloc, appealing to the Christian Charity of the LP members to appoint the son of the late Aparis I. It was hinted that a reason why they should nominate him was financial, considering Nepnep died from cancer that could be financially debilitating. Honestly, when I heard this, it left a bad taste in my mouth. I have always admired Nepnep as a person who was proud of what he has achieved in political and personal life, and never giving in even in the face of criticisms, and groveling to anybody for financial reasons is the last thing I imagine him to do. Especially for his family, who I know he and Maam Thelma worked hard to provide well. Anyway, back to Tuesdays session, the Liberal Party majority would rise up to Capahis appeal. In the spirit of Christian Charity, Tommy Serafica stood up, asked for the resolution recommending Cotiangco as the sole nominee to be amended and the name of Nepneps junior to be included. Bennet Pongos Jr., proponent, agrees. Those present, predominantly members of the Aparis family, all dressed in white T-shirts with the writings Celebrating the life of Nep Aparis, applauded the magnanimous move of the LP. They applauded them thrice, if I remember right. Since the rewording of the resolution was ticklish, two long breaks were called for. All the councilors went to the backroom of the session hall, and had a marathon meeting. By around 6:00 PM, they all come out, smiling and looking pleased. After the title of the proposed amended resolution was read, those present again gave a loud applause. And while the body of the resolution was being read, Capahi, in a loud, clear voice, would read paragraphs he helped reword, by way of assisting this body, to include the information that they are not admitting that the late Nepnep was an independent. I checked my notes, Capahi said by way of assisting this body in rewording the resolution at least two times. Then, all 10 present voted on the win-win resolution. At my back, I heard JR Aparis telling an SP staff he would be submitting his

MALES OF ALL SPECIES love to strut, call themselves top of the heap and feel entitled to every female in sight. It is also considered a given that a man could not control his sexual urges and would in fact be just too willing to bed his friends wife. Is it based on research or is it just a myth? Scientists have found that men are biologically inclined toward avoiding a close encounter with the mate of a buddy. Testosterone seems to be depressed if a friend is involved, but elevated if there is no close relationship. Mens testosterone levels generally increase when they are interacting with a potential sexual partner or an enemys mate, researchers report. It suggests that mens minds have evolved to foster a situation where the bonds of friendship are respected. The apparent lowering of testosterone levels when interacting with friends mates is consistent with mutual respect of mating relationships and enhanced cooperation among group males, the study notes. The scientists see their study as much broader than just the sexual temptation involving a friends mate because another research showed that testosterone is also involved in a wide range of human activities. They found, for example, that the level of testosterone soared in young men when they competed in sporting events with a rival from another community, but it remained unchanged if the rival was a close neighbor. And that, they suggest, shows we are biologically determined to act less aggressively within our group but we are more willing to attack outsiders. A victory against friends does not affect testosterone significantly, whereas a victory against outsiders results in elevated testosterone, the study concludes. Likewise, a defeat by friends has little effect on testosterone, whereas a defeat by outsiders results in decreased testosterone from pre-competition levels. The researchers further suggest that testosterone remains low to help members of a community work together and it rises to help defeat a threat from outside the community. Thus, it may play a critical role in human interactions, even at the international level. However, there is still some debate among scientists over testosterone. Other scientists found that testosterone does not cause aggression if that would threaten ones own status, as in dont pick a fight with a bully if hes really gigantic. Another study found that testosterone makes us less cooperative, even with our friends, and more egocentric. And other researchers found that subjects who had received an extra dose of testosterone lied less frequently so the effect can sometimes seem contradictory. But one thing is certain. Sex may not necessarily be destiny but sex hormones determine what and who we are as far as gender orientation is concerned. Perhaps the hate bashers now show more empathy for Charice and others who came out of the closet by supporting Thats My Tomboy, a popular segment of Its Showtime for lesbians on TV.
Death washes some things clean. Where hurts prevailed, it can bring a peace, a clarity, and a charity that were not possible before. Why? Its not simply because the death changed the chemistry and took someone out of the family, the office, or friends. Or, as or sometimes may seem the case, the source of the tension. It happens because, as Lukes account of Jesus on the cross teaches, Today, you will be with me in paradise! Jesus speaks those words to the good thief on the cross. And theyre meant for every one of us who dies without yet fully being a saint and without having had the time and opportunity to make all the amends and speak all the apologies that we owe to others. There is still time after death, on both sides, for reconciliation and healing to happen. Inside the communion of saints we have access to each other. And there we can finally speak of those words that we couldnt speak before. We reach

They contain, though, a secret Seek for them among the living, not among the dead. We will meet the ones we can no longer touch by placing ourselves in situations where their spirits can flourish, John Shea writes. Every good person shapes the infinite life and compassion of God in his or her unique way. When that person dies, we must seek him or her among the living. Whether in the dim catacombs off Rome s Appian way, or in our garishly lighted cemeteries, All Souls Day 2012 speaks to us again in Nobel Laureate Rabindranath Tagores poignant verse: Death is not the extinguishing of life. It is putting out the lamp, because dawn has come.

The late councilors coindependent colleagues in the council, councilors Ruben Capahi, Pedro Godiardo Ebcas, Antonio Codilla, Marina Placido and Corinne Corro, likewise wrote the SP that they were also withdrawing their affirmative votes to the resolution as Aparis II had already expressed to withdraw his acceptance of the nomination. Jay-R refers to a letter from the Comelec Law Department claiming that they received the late councilors Certificate of Nomination and Authority (CONA) as LAKAS-CMD on October 2, 2013 which was received by the Comelec in Ormoc City and their office on October 5 and 8, 2012, respectively. It is not explained however why the said CONA, executed under oath, was dated October 2, 2013, just a few days after the councilor died and how it could have been submitted to Comelec last year. A check with the official website of the Comelec also shows that Aparis, Capahi, Ebcas, Codilla won as independent candidates. An appeal for Christian Charity Last Tuesday, October 29, the council held its regular session. Among the items on agenda was Resolution No. 2013-076, recommending Mrs. Evangeline Laurente Cotiangco to fill up the permanent vacancy at the SP. The session hall was full of people, mostly relatives of Aparis and his wife, Thelma, who comes from the Omega family. There were also Criminology students from the Sto. Nio College, where the late councilor was President of the board. Aparis II is reportedly the Dean of Criminology in the same school. Councilor Bennet Pongos Jr., proponent of the resolution, first gave a committee report on the matter. When the matter was formally taken up, Atty. Ruben Capahi, speaking in behalf of the minority argued for Christian Charity from the Liberal Party bloc, to allow the Aparis family to nominate their choice. Another independent councilor, Pedro Godiardo Ebcas, made another appeal. He said there was no urgency to replace the vacancy and that they, the minority bloc, were willing to take care of the barangays assigned to Aparis, even if it meant extra work for them. The audience cheered Capahi and Ebcas. After their speeches, LP councilor Tomas Serafica asked to be recognized. In a surprise twist, he asked the council to amend the resolution and include the name of Aparis II in it.

Speaking in Bisaya and English, Serafica explained that Cotiangco was their party choice as Liberal Party members but in the spirit of fairness, he also suggested that the name of Aparis II is included. Cheers and applause filled the session hall, especially after councilor Bennet Pongos Jr. agreed to the amendment. The amendment was approved by the body, to the applause of the audience. Since the resolution needed to be reworded, Vice Mayor Toto Locsin Jr. called for a 10-minute recess. The eleven councilors, six from the LP and 5 from the independents, then withdrew for closed-door deliberations at the backroom of the session hall. The 10 minutes stretched to almost two hours. They would emerge from the backroom at around 6:10 PM with the reworded resolution. Pongos again took the matter up on the floor, which Capahi, by way of assisting this body given the limited time to arrive at a Solomonic decision helped explain the major amendments done. Among the amendments was the phrase that the resolution does not confirm in no way that Aparis was an independent candidate as interpreted by the majority. After the full resolution was read, Vice Mayor Toto Locsin Jr. asked the councilors to vote on it. All 10 councilors present voted yes, raising their right hands, to the cheers and applause of the audience. They were Rolando Villasencio, Serafica, Dr. Mario Rodriguez, Capahi, Pongos Jr., Antonio Codilla, Ebcas, Dr. Gerry Penserga, Placido and Corro. Vincent Rama, appointed OIC mayor that afternoon, did not participate in the deliberations. Anyari? That was October 29, Tuesday. By October 31, Aparis II and the five independent councilors changed their minds and withdrew their conformity to the resolution. Known Codilla supporters have also brought the issue to the social networking sites through real and fictitious accounts. There are also threats posted that at least 80 people or families will lose their jobs for the LPs magnanimous move to accommodate Aparis II. Councilor Erpe exhorts 4Ps beneficiaries to make govt program work
IN THE culmination of the National Week for Overcoming Extreme Poverty last Wednesday, October 23, 2013, Tacloban City Councilor Dalisay Erpe exhorted close to one hundred beneficiaries of the Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) to take advantage of government programs, especially that which would help lift them out of poverty. She specifically pointed that of the Department of Social Welfare and Development (DSWD), citing the Pantawid Pamilya as a good poverty alleviation strategy which invests on human capital, particularly on the health and education of children aged 0-14 years old, through a conditional cash transfer scheme. The newly elected city official told the community folks who come from nearby barangays of Tacloban City never to lose hope but to struggle hard and enjoy whatever opportunities the government offers. Erpe told them that being a Pantawid Pamilya grantee is a blessing. On the other hand, DSWD Assistant Regional Director for Administration Virginia Idano, emphasized in her speech that poverty is a global phenomenon. Hence, she added, there is a need for all sectors of society to stand united in the fight against poverty. Idano, who represented DSWD Regional Director Remia Tapispisan in the program held at the Family Park in Tacloban City, thanked the City Government under Mayor Alfred Romualdez and the Lions Club of Tacloban headed by president Alfredo Junjun Cua for lending support to the activity. She said that the DSWD organized a half-day event to increase public awareness on the need to come together to build closer partnerships and hear from the people living in deep poverty themselves their experiences of battling with their day-to-day living. Before the program, there was a walk around the city, with beneficiaries holding anti poverty slogans. Said slogans were entries to a competition, with cash prizes at stake. Winning first prize of Php 2,500.00 was Reche Ann Gravoso; second prize of Php 2,000.00, Michelle Eslira; and third prize of Php 1,500.00 was won by Yolly Caones. There were consolation Prizes of Php 666.00 each for the three other participants, namely Lilia Advincula of Barangay 39, Julieta Abella of Barangay 48-B, and Sarah de la Pena of Barangay 37.
