Kenya Land Alliance (KLA)

TERMS OF REFERENCE (TORs) FOR FACILITATING THE MID-TERM REVIEW OF THE KLA 2011-2015 STRATEGIC PLAN

INTRODUCTION

Kenya Land Alliance which is a network of civil society organizations, non- governmental organizations, individuals, faith based organizations and international NGOs, was formed in 1999 and to promote assured livelihoods for the poor and marginalized groups in Kenya through equitable access to and utilization of land and natural resources. KLA is in the process of implementing its 2011 2015 strategic plan under the theme towards secure and equitable access to land for sustainable livelihoods which basically reflects KLAs commitment towards ensuring that the poor and marginalized groups have secure access and control over land and natural resources. The goal of this SP is to enhance the capacity of Kenya Land Alliance to effectively champion and secure the land rights of the poor and marginalized land dependent communities for sustainable livelihoods. The Strategic Objectives include:

1. To advocate for enabling policy, legislative and institutional environment and good governance practices in the land and natural resources sector. 2. To champion the land rights of the poor and marginalized land dependent communities and promote their equitable and secure access to land and natural resources. 3. To facilitate strategic partnerships and networking at different levels in support of advocacy and coordination efforts in the sector. 4. To undertake action research and establish an effective knowledge and information management system to support evidence based decision making and advocacy. 5. To enhance the Kenya Land Alliance organizational capacity, performance and sustainability as a lead civil society institution in the sector.

To achieve the above goal, the SP is divided into 5 thematic areas which are also the key result areas i.e.

1. Advocacy and Land Governance 2. Land rights and sustainable access to land and natural resources 3. Partnership building and networking 4. Research, knowledge management and communication 5. Institutional development and sustainability

KLA is mid-way with the implementation of the current SP hence the need for a mid-term review of the same. This is to give KLA an opportunity to reflect on the challenges, lessons learnt and opportunities available and also enable KLA adapt to the new political environment in order to achieve greater results and make impact.

STRATEGIC PLAN REVIEW PROCESS The SP review workshop is expected to take 1 days. However, internal reflections are already on-going the product of which is expected to feed into the review workshop. The workshop will bring together the KLA Board of Trustees, the secretariat and representatives of the membership drawn from the eight regions i.e. Western, Upper Eastern, North Rift, Nairobi and Nyanza regions. The first day will see the secretariat and the Board meet to think through the strategic direction that KLA needs to take for the remaining SP period which will then culminate into a one day meeting with the representatives from the membership to plan strategically and build consensus on the action steps. Specifically, this workshop seeks to: a) Review internal and external environments against the current Strategic Plan. b) Identify areas within the Strategic Plan that need amendments and the necessary action steps.

c) Build consensus on the proposed action steps.

EXPECTED OUTPUTS A revised strategic plan to guide KLA programmatic work and interventions within the remaining period of the strategic plan period.

RESPONSIBILITIES OF THE CONSULTANT The specific tasks of the consultant will not be limited to; 1. Work with the secretariat to develop the programme for the SP review workshop. 2. Facilitation of the Strategic Planning Review workshop 3. Documentation of the workshop proceedings 4. Development of a reviewed KLA strategic plan document

TIME FRAME Consultancy period: 1st December 2013 to 18th December 2013 SP review workshop dates: 9th & 10th December 2013

VENUE Nakuru (Specific venue to be communicated in due course)

Interested consultants are required to provide Kenya Land Alliance with their CV and a detailed quotation which should also include the charges for consultancy per day and the
