(SO3 Admin) 189/13 CADET ANNUAL VALIDATION IN FORTRESS All cadet annual validations, including the submission of a Detailed Health Questionnaire for those who require, must be completed in FORTRESS by the 30 Nov 13 deadline. Corps/squadrons will not be able to submit participation applications for any type of activity as of 1 Dec 13 if the cadet annual validation process is not completed. (SO3 Admin) 190/13 APPLICATIONS FOR SERVICE AT CADET SUMMER TRAINING CENTRES Refs: A. CATO 23-03, Prior Learning Assessment and Recognition Process B. CATO 13-28, Advanced Training Staff Cadets 1. Applications for 2014 summer employment are now being solicited. Staff Cadets, members of the COATS and (potential) Civilian Instructors are invited to apply for positions at a Cadet Summer Training Centre (CSTC). Specific CSTC positions are attached at annexes A through D. Personnel may apply for a CSTC outside of their element, however, priority may be made for the members elemental CSTC. It is important to note that members of the COATS will have priority for filling CSTC reserve service. Civilian Instructors may be provided with an offer of employment once all COATS applications have been exhausted. Members of the COATS and (potential) Civilian Instructors may apply for partial employment (normally a minimum of two weeks). 2. All adult staff must have an approved Police Record Check/Vulnerable Sector Screening (PRC/VSS), a favourable Enhanced Reliability Screening, and a medical category with no significant medical employment limitations. All documents shall be current prior to the reserve service and not expire during 2014 CSTC employment. Applicants not meeting these requirements may not be afforded an offer of reserve service. Depending on an individuals previous service, a member of the COATS-IL or Sup Res may also be required to be screened by the CF Recruiting Centre and transferred to COATS. Additionally, a Prior Learning Assessment, found at ref A, may be required prior to an offer of CSTC reserve service. 3. Staff Cadet Advanced Training prerequisites are found at ref B. Potential Staff Cadets are to apply using the participation application process in FORTRESS. All Staff Cadet CSTC 2014 applications and selections will be made using FORTRESS. Paper forms will not be accepted. Participation applications must be entered into FORTRESS no later than 31 January 2014. 4. Members of the COATS and (potential) Civilian Instructors are to apply for CSTC 2014 by completing Cdt #112 (available via Cadet Net: Forms(Pac) or in the File Repository). The form Cdt #112 shall reach the applicable SO3 CSTC listed in paragraph 6 below, no later than 3 December 2013. Late applicants shall be disadvantaged and may result in the member not being considered for employment during the initial selection process. 5. 6. (Elemental SO3 CSTCs) 191/13 OUT OF REGION CSTC RESERVE SERVICE (CIC ARMY) 1. There are several out of region Reserve Service opportunities that will be available for CIC Officers (Army) (00232-02) at Connaught NCSTC, Whitehorse CSTC, and Rocky Mtn NACSTC. Positions have not yet been confirmed but will usually include opportunities for Pl Comd and Team Ldr (Whitehorse, Rocky Mtn), Duty Services (Whitehorse) and NRT Coaches, Large Bore RSO (Connaught). There will also be opportunities posted for positions as Escort Officers or Directing Staff (DS) on Advanced Training Courses such as CF Basic Parachute Course and International Exchanges or Courses (such as Outward Bound Wales & Scotland, MLE, etc). 2. If you are interested, please submit an application on a Cdt #112 to the RCSU (Pac) indicating your interest in Out of Region Reserve Service no later than 3 December 2013. Please indicate if you are interested in a training or support role. You will be contacted WRT specific opportunities and advised as to specific prerequisites and any further application process. 3. Early application will allow the RCSU (Pac) to represent your interest for these opportunities.

(SO3 CSTC (Army)) 192/13 OUT OF REGION CSTC RESERVE SERVICE (CIC AIR) 1. There are several out of region CSTC staff vacancies available for Air Officers (00232-03) at Cold Lake ACSTC, Penhold ACSTC, AATC Courses at Canadore College in North Bay, Ontario, and Advanced Aerospace Course at RGS (Eastern). 2. If you are interested please submit an application to the Regional Cadet Support Unit (Pacific) no later than 1 December 2013. Please indicate if you are interested in a training or support role. (SO3 CSTC (Air)) 193/13 2014 INTERNATIONAL AIR CADET EXCHANGE IN CANADA PROGRAM STAFF CADETS 1. D Cdts & JCR has authorised an advanced training opportunity for two Air Cadets to accompany the IACE foreign cadets group during their visit in Canada. This opportunity will encourage exchanges between the Canadian cadets and the foreign cadets. 2. Cadets from all regions may apply for these two positions. The groups visit in Canada is TBD. 3. Following are the details of the two advanced training staff cadets positions: a. b. c. d. regions: preferably, the two selected cadets will be from different regions; gender: preferably, one male cadet and one female cadet shall be selected; language: English or bilingual since the majority of the foreign cadets speak English; squadron proficiency level: Level 5 required. Senior cadets with an advanced experience of the training program; summer training: participated in the IACE or successfully completed a six-week course, preferably the Power Pilot Scholarship or the Glider Pilot Scholarship; rank at LHQ: preferably, WO1 or WO2;

age: minimum 17 and not be 19 before the end of the advanced training; dates: the advanced training dates are from 20 Jul to 5 Aug 14 (17 days); and staff cadet rank: the rank for these two positions shall be WO2.

4. Candidates shall submit their application using participation application process in FORTRESS. Paper forms will not be accepted. The applications must be entered in to FORTRESS NLT 31 January 2014. 5. The selection of the two staff cadets will take place in the first week of March 2014 and selection results shall be forwarded shortly thereafter. (SO3 CSTC (Air)) 194/13 2014 INTERNATIONAL AIR CADET EXCHANGE (IACE) ESCORT OFFICERS 1. The following IACE destinations will require CIC (Air) Officers as an Escort Officer (EO) for 2014: a. 3. Scheduled dates for IACE EOs visiting foreign countries are from 20 Jul to 7 Aug 13. For the portion of the IACE program that takes place in Canada, scheduled dates for one of the Canadian Host EO are from 16 Jun to 10 Aug 14 (56 days) and for the other Canadian Host EO from 2 Jul to 9 Aug 14 (39 days). Dates may vary slightly due to aircraft schedules. Availability, experience and previous employment will be factors to determine which of these two selected EOs will start earlier. 4. CIC officers (Air) interested in participating in the IACE as an EO must submit the application form found at CATO 54-25 Annex A through the Air Office at the RCSU (Pac) NLT 1 January 2014. 5. The selection of all EO positions will take place early February and selection results shall be forwarded to RCSUs shortly thereafter. (SO3 CSTC (Air)) 195/13 2014 TRI-ELEMENT CADET INSTRUCTORS CADRE BRANCH DINNER VANCOUVER 1. The 16th Annual Tri-Element Cadet Instructors Cadre Branch Dinner will be held on the evening of Saturday, 1 March 2014 at 1830 for 1930 hours at the Bessborough Armoury, 2025 West 8/13

11th Avenue Vancouver. This event always draws a capacity crowd to enjoy a meal and the camaraderie of colleagues. A Guest of Honour will be invited. 2. All Officers, Civilian Instructors, and Civilian Volunteers are invited to attend. It is recognized that attendance will be primarily from the Lower Mainland and Fraser Valley; however, those from further afield are most welcome to attend. As this is a self-funded event, all costs for attendance at the dinner will be the responsibility of the individual. This event is intended for serving/retired officers and serving civilian instructors/civilian volunteers, along with League and affiliated support personnel; therefore, spouses/partners/others who are not in the aforementioned categories should not be invited. 3. This is a formal event. Dress for Officers is mess kit with miniature medals or CF DEU with plain white shirt/bow tie and oxfords (when wearing DEU to an evening function only ribbons are worn and ankle boots are never worn with mess kit or with DEU to an evening function). Dress for Civilian Instructors and Volunteers is tuxedo/formal evening gown or dark business suit/evening dress. 4. Inquiries may be directed to the following members of the dinner committee: a. b. 5. Seating is limited to 130 persons and a seat can only be secured by forwarding your payment. The tariff is $60.00 per person and includes a four-course meal and wine at the dinner table. 6. To secure seating, submit a cheque or money order payable to the 2014 CIC Dinner Committee to the attention of Maj Kathi Kopan, c/o 31833 Mayne Avenue, Abbotsford, BC V2T 4W9. When payments are submitted, please ensure that the full name, rank and email address is provided for each person attending, along with any food allergies and requests for special diets. 7. A confirmed attendee list will be created from the payments received no tickets will be sent out. You may verify your name is on the attendance list by checking the posting on CadetNet (within the Discussion forum) and/or Facebook (2014 Annual CIC Dinner). Once maximum seating is reached, a waiting list will be created. Only the Dinner Coordinator may substitute names. Cancellation with refund is available up to one week before the dinner. (Coordinating Officer, Annual CIC Dinner) 196/13 PRINTER LIFECYCLE FOR CORPS/SQUADRONS 1. Currently, the RCSU (Pac) IT Support Cell is upgrading printers provided to the corps/ squadrons. If your corps/squadron has not received a new model printer within the last 5 years, please contact the IT Support Cell to verify that your corps/squadron fits the entitlement for hardware refresh of your current printer at your location. 2. If an upgrade is to be issued, the IT Support Cell will ship a new one to your location, and request that you provide the Service Desk the original at time of receipt of the replacement. 3. 197/13 REIMBURSEMENT GOVERNMENT SHARE OF PROVINCIAL HEALTH CARE PREMIUMS Reference: Annex F to 5060-1 (ADM(PER)) 1. IAW reference, members of the Reserve Force presently on Class B or A Reserve Service, resident in British Columbia who pay the entire monthly provincial health care premium without assistance from the employer or from any level of government, are entitled to a premium share of up to 50% from the Federal government. Members who had any period of Class B Reserve Service during calendar year 2013 may be eligible to claim this benefit. Note that this is a taxable benefit. 2. To claim the benefit, your submission must be received by RCSU (Pac) not later than 17 Feb 14 in order to be processed by the deadline of 1 Mar 14. No late submissions can be processed. You are required to submit: a. b. c. a completed CF 52; a completed Reserve Health Benefit Plan Provincial Premium Rebate Form; and a copy of your Medical Services Plan (MSP) account invoice, confirming that it has been paid in full for 2013.

3. The required forms have been posted in the elemental office conferences on CadetNet. Completed claims are to be submitted to RCSU (Pac) through your elemental office. (SO3 Admin) 198/13 UNAUTHORIZED WEARING OF UNIFORMS Ref: QR&O 17.06, Wearing of Uniform Restriction 1. In accordance with ref, no member of the Reserve Force shall wear a uniform except when: a. b. on service; or attending a military entertainment or a ceremony at which the wearing of uniform is appropriate.

2. All former Pacific Region Cadets personnel who have been released for a reason other than misconduct may request authority to wear a uniform to an appropriate ceremony or occasion with prior approval. Such approval shall be sought through the CO RCSU (Pac). 3. For personnel who have transferred to the COATS Inactive List, permission to wear a uniform must still be obtained from this Headquarters when attending ceremonies or entertainment that is not of a military nature such as weddings, civic functions, parades, etc. (SO3 Admin) 199/13 INTERNET ACCEPTABLE USE POLICY 1. CF members and civilian personnel under contract in support of the CCO/CIC shall not express personal views on public issues where that could impair the actual or perceived neutrality, impartiality, fairness, integrity, or loyalty toward the DND/CF, the Government of Canada, or the CCO/CIC. Users shall avoid representing their personal views as being those of the DND/CF or the CCO/CIC or government. 2. Grievances and personal dissatisfactions about the CCO/CIC and/or one of its members shall not be posted on an Internet forum, including the various social media sites. Instead, concerns are to be channelled through the official chain of command. Administrative and/or disciplinary measures could be taken against individual members of the CCO/CIC electing to voice their grievances in an open public forum. Voicing grievances in public is not only unprofessional; it can also damage the reputation of an individual, his/her unit, the CCO/CIC or the DND/CF. (SO3 Admin) 10/13

200/13 TAILORING CIC UNIFORMS 1. Tailoring of CIC uniforms at public expense is restricted to: a. Tunic sleeves shortened or lengthened, sew on rank braid, remove and replace rank braid, wings, etc; Trousers waist let out or taken in, and legs lengthened or hemmed; and Female Bowler (Navy only) sew on and replace rank braid.

Any other alterations will be at personal expense.

3. Lower Mainland personnel will mail uniforms received from Logistik to ASU Chilliwack Cadet Logistics Support Centre Chilliwack, 5355 Korea Road, Chilliwack, BC V2R 5P2. The Log Support Centre will make arrangements to have the tailoring done and the uniforms returned. If the member is required to see the tailor, they will be contacted. 4. Interior and Northern personnel who only require rank adjustments will use the procedure above. If alterations are required, they may be done locally as shown above and a CF52 Claim submitted for reimbursement. Only the alterations shown above will be reimbursed. 5. In the past, the services of Paradise Tailors in Vancouver was used. This tailor no longer has a contract with DND and will not be used. Bills submitted by Paradise Tailors will be returned to the member for payment. 6. Vancouver Island personnel will report to their respective support base clothing stores for all tailoring. (SO3 Sup) 201/13 USE OF COMMERCIAL COURIERS Commercial courier services typically require a street address to ensure that packages are delivered to the correct addressee and therefore Cadet Corps/Squadrons sending parcels/packages or envelopes to RCSU (Pac) via courier are to use the following address: Regional Cadet Support Unit (Pacific) Room 106 1058 Victoria View Road, Workpoint Victoria, BC V9A 7N2 (SO3 Admin) 202/13 TRAINING STORES DAMAGE It has been noted that training stores items drawn from the Log Support Centres have been unnecessarily damaged as a result of personnel using gun/duct tape to mark or identify the stores such as sleeping bags and ground sheets. Once the gun tape is removed, it leaves a sticky residue which is extremely difficult and almost impossible to remove without special and costly professional cleaning. Personnel are advised to immediately cease using gun/duct tape as a method of identification or marking stores loaned from Log Support Centres. Failure to comply may result in corps/squadrons being charged for the cost of special cleaning and/or further action. (SO3 Sup) 203/13 MESSAGE FROM INCOMING SO2 LAND 1. It is with distinct privilege that I assume the duties of SO2 Land at RCSU (Pac). I look forward to the delivery of an exciting and rewarding program in this coming year. We have an excellent team at the RCSU (Pac) with a wealth of knowledge and experience to draw on. Im eager to join the team and work with Corps, our counterparts in other regions and across the wider CAF, 11/13

our partners in the Leagues, Sponsoring Committees and communities in sharing best practices and continuing to turn out an exceptional, vibrant program. 2. In closing, I extend my thanks to my predecessor for the leaps and bounds made in bringing the program in BC to the level that it is. Im ready and enthused to build on this solid foundation during my tenure. (SO2 Land) 204/13 COS CORNER 1. We welcome LCdr Ensing as the SO2 Logistics, Maj Reddy as the SO2 Land and CPO1 Slater as the SO3 Supply to their positions this month. We are very fortunate to have all three join our team. I am also very appreciative of the tremendous job that A/Maj Green and her team did while we were short-staffed over the last three months. I also would like to commend PO2 Chaisson and Sgt Lemire for holding the fort in a superb fashion in the supply section. Finally, Capt Sauve has done an exceptional job as the interim SO2 Land. I know that all of these individuals were well supported by their respective teams but the fact that they took on so many additional responsibilities during a period of transition needs to be recognized. 2. I hope that everyone has heard about the announcement that was made on 2 Oct 13 in Ottawa regarding the 5 year plan to renew and reinvest in the Cadet and JCR Programs. As was stated in the announcement, the goal is to enhance program delivery, to increase awareness and participation in the programs, and to enhance partnerships and volunteerism. I would highlight the following: a. the Government of Canada remains committed to the Cadet and JCR Programs. The announcement indicated that the federal support will remain at current levels; we will improve program delivery by identifying savings in overhead and administration costs and reinvesting those resources in the community-level programs; we will continue to grow the program. Our target remains to grow from the current 52K cadets to 70K; we will continue to enhance our partnerships with the Cadet Leagues, other government departments, non-governmental organizations and the private sector to bolster support for the programs; and we will improve the governance of the program and in the process enhance the voice of Cadets and their parents in that governance.

3. My perspective is that renewal is healthy and necessary in every organization. This provides us an opportunity to examine what we are delivering to ensure that it meets the desires of cadets and their families and that we are doing it in the most efficient way possible. As we embark on this journey, we are looking for good ideas and we will want to hear from the community as we always have in the past. 4. There are some changes that have already been implemented and which should know about: a. the Interprovincial Cadet Exchanges (ICE) were suspended in FY 13/14, this will continue in FY 14/15; the Sea Cadet Marine Engineering course will be suspended starting in FY 14/15; the budget and vacancy allocation will be limited starting in FY 14/15 for the Army Cadet Fullbore marksmanship courses and National Rifle Team; the budget to Sea Cadet international exchanges, deployments and the national regatta will be limited starting in FY 14/15; the Air Cadet Oshkosh Trip will be suspended starting in FY 14/15;

national championships for both marksmanship and biathlon competitions will be suspended in FY 14/15; and we are reducing the number of full-time staffs in the various HQs.

5. Where is the reinvestment? We are planning the introduction of new Field Training Uniforms for Army cadets first and then Air Cadets as well as an increased allocation of $30 per cadet to Corps and Squadrons to support fitness initiatives. There will be some additional initiatives announced in the coming weeks and months. 6. During the month of October, the BC Provincial Committee of the Air Cadet League of Canada and the BC Mainland Division of the Navy League of Canada held their annual AGMs. We also held a Tri-League meeting. These events were exceptional in every respect and provided us a great opportunity to speak directly with key stakeholders in our Corps and Squadrons. I came away impressed with the enthusiasm, commitment and the talent of the many individuals who contribute to the success of the Cadet Program in BC. I think we are well positioned to contribute positively to shape Cadet Renewal and we have all indicators of success in implementing change.
