TheRTAadvisedusthat: theinternalrateofreturnhasnotandisnotlikelytoexceed14.73percent SWRpaidthe$46.6millioninrent duringthecourseofthePPP,thedeedwasamendedwithSWRundertakingadditional roadworksinexchangeforanincreaseinthetoll(thecostwouldhaveaddedtothe$246 million).
