E-Governance : A brief Back Ground


E-Governance is the use of Information and Communication Technology ( ICT) to improve delivery of services to the citizen and improve governance. Provide information and services to citizens, business partners and those working in the public domain via use Information Technology. Promises revolution in governance.

E-administration: The use of ICTs to modernize the state The creation of data repositories for MIS,computerisation of records. E-services: The emphasis here is to bring the state closer to the citizens. Example include online services. E-administration and e-services together constitute what is generally termed e-government.

E-Governance: The use of IT to improve the ability of government to address the needs of society. It includes the publishing of policy and programme related information to transact with citizens. It extends beyond provision of on-line services and covers the use of IT for strategic planning and reaching development goals of the government.

E-democracy: The use of IT to facilitate the ability of all sections of society to participate in the governance of the state. The remit is much broader here with a stated emphasis on transparency, accountability and participation. Online disclosure policies, online grievance redress forums and e-referendums. Conceptually, more potent.

Origin of of E- Governance in India


E-Governanace originated during the 70s with a focus on in house Government application such as Defence Economic Monitoring Planning Deployment of ICT Data Management in Election, Census, Tax Administration etc. The plan was to connect all district HQs with the NIC

UP is one of the states to roll out pilot projects in six districts SitaPur, Rai Bareilly, Ghaziabad, Gorakhpur, Gautam Budh Nagar and Sultanpur First E-district center inaugurated at Sitapur District Administration along with NIC and other stake holders put all the efforts to roll out the pilot project on schedule

Out of the 27 Mission Mode Projects, under the National e-Governance Plan (NeGP), 14 MMPs have already started delivery of services 13 MMPs are expected to begin services from 2014 government is taking the e-governance mandate rather seriously, considering that the NeGP was approved only 4 years back in 2006
