A 16 year old apprentice jockey Boris Thornton, claimed his rst ever race career win in the 1518 metre race at Geelong on Saturday. Aboard Yokozuna (#10), a previous winner of the Cup in 2010, Thornton came out wide on the home turn, after running behind the entire eld up until the 400 metre mark, before capturing the race by a short half head from Tallet and Seven Road. Im just so grateful to have been given the ride, and I thank my mum and dad for all the support and getting me where I am today, the young hoop said. Thornton had the ride with Warrnambool trainer Aaron Purcell. Yokozuna kept the bookies happy paying $13.00 for the win. It was the eleventh win for the seven year old bay gelding from 47 starts and this win now adds another $15,000 to the $159,679 race career prize money. New President Luke Mullane presented the winning cups to the connections in front of a large local crowd. Colbrook resident Elle McCarthy claimed her own win on the eld, Fashions on the Field Lady of the Day. Wearing a oral royal blue dress from Myer, matching shoes and unique fascinator, Elle won $500 in cash and prizes, sponsored by the Royal Oak Hotel. The dining packages and marquees were booked out for the eight race program with the weather better than back in the home town. The club is really pleased with the turnout and support today. The committee and executives have worked hard to make it a success and we all look forward to a bigger and better Cup in 2014, President Luke Mullane said. He did, however, have an early tip for next years Cup. Book your dining packages and marquees early so not to be disappointed!

By Kate Taylor Tis the season to be jolly and Moorabool Shire Council is getting into the festive spirit. The nishing touches will be put on public Christmas decorations this week, with bells, bows and balls adorning the main streets of Bacchus Marsh and Ballan and a Christmas wreath (solar powered lights) also featuring across the main street in Bacchus Marsh. The decorations started going up last week, with the help of a cherry picker in Bacchus Marsh, and will be nished by Wednesday 13 November leaving plenty of time for locals to be reminded to do their Christmas shopping.

Moorabool Shire Council will continue its non-lethal method of dispersing corellas from Maddingley Park and surrounds. Scare cannons will be used on a periodic, as needs basis to keep the corellas away from the area after causing extensive damage to council and privately-owned property. In August, Council deployed a scare cannon in an attempt to disperse the birds from roosting and nesting in Maddingley Park and Bacchus Marsh Racecourse and Recreation Reserve. CEO Rob Croxford said the scare cannon was initially used for a two week period and then ceased as it appeared the corellas had dispersed. We noticed after about four days, corellas started to reappear in the area, so we re-engaged the contractor to resume the daily use of the scare cannon for a further two weeks, Mr Croxford said. The corellas again returned at the conclusion of the two weeks, albeit in fewer numbers, so we again considered our options to remove the birds from the Maddingley Park area. Council has decided the best course of action is to use the scare canon as needed over the next three months and re-assess the situation after that time, Mr Croxford said.

Getting active kicks off


By Kate Taylor Plans for new tness equipment at Maddingley Park and an extension of the Masons Lane facilities will now become a reality with the help of $120,000 from the State Government. Member for Western Victoria David OBrien announced the funding in Bacchus Marsh last Thursday 7 November, explaining that $20,000 had been allocated to build new equipment as part of a tness circuit at Maddingley Park that will provide an alternative, more casual exercise option in the town. I like to play sport, but unfortunately I cant run as I am injured. This tness circuit for Maddingley Park will see those who may be injured still able to exercise, he said. Mr OBrien also announced $100,000 towards Stage Two of the redevelopment of the Masons Lane Reserve. The project includes automatic watering upgrades for all four sportsgrounds, as well as changeroom upgrades and safer car parking facilities. With seven hectares of playing space, Masons said the funding was a really nice Christmas present. Masons Lane has been the Cinderella of recreation reserves, in the past it has been a bit of a wasteland. In the last few short years, with new fencing and maintenance, this is a place Id like to come to - it is now a pleasant place to visit. President of the Bacchus Marsh Soccer Club Noel Stanley said the reserve is critical to the community. We have all helped to develop this pretty impressive reserve. The efforts of everyone are appreciated. Mayor Paul Tatchell said that facilities like Masons Lane cannot survive without volunteers. This is a tripartisan agreement. Working together with local government, state government and federal government, builds a relationship. Mr OBrien praised council for being pro-active in planning both upgrades. Council will contribute $177,000 towards the Masons Lane project, and $25,000 towards the Maddingley tness circuit with $1000 in-kind from the community.

Masons Lane is important to the Bacchus Marsh community for a variety of sports, including the soccer club which has over 250 active participants, as well as another 50 in their junior development program, Mr OBrien said. The Soccer Club is growing towards elding 11 sides next season, while the new facilities will also help cater for the rapid increase in cricket participation in the East of the shire. Other user groups of the reserve include the Bacchus Marsh Baseball Club, Little Athletics Club, Obedience Dog Club, Cricket Club, local walking groups as well as schools and football teams in the pre-season. Protecting our natural assets

Well Council wants landholders to give their feedback on its natural assets and environmental programs via a survey, so it knows where the peoples priorities lay. Moorabool Catchment Landcare Group coordinator Elle Fox said she has sent out the survey on behalf of the council to her 109 members across Moorabool and Golden Plains Landcare volunteer network. So far I only have four responses to the survey, it is a quick survey and is really important that those living in this peri-urban area let our local government know about some of the issues facing the natural environment, Ms Fox said. She said another program which hadnt had much take up was the State Governments Bushbroker program. The program helps landowners to generate native vegetation credits by permanently protecting and managing their native vegetation, Ms Fox said It also allows you to be matched as an offset site and be reimbursed for this. One local farmer who has taken up the Bushbroker program is Mark Conlan, locking up ve acres of his 600 acre farm between Ballan and Mt Egerton. Mr Conlan said when a government body or industry conducts a project it is required to offset trees and vegetation it removes to make way for the project. It can take years to get a match for the program and you are required to keep the rabbits and weeds out, he said. When Melbourne Water were putting a pipe through they wanted to offset a particular type of tree, which was matched to on my property. He said the authorities inspect the land every three to four years and you can get paid up to $20,000 over ten years in installments. I dont look at it as a prot

News Art through student eyes


EIGHT visually delicious panels now adorn the entry to Lal Lal Primary School. Principal Jude Porteous said exhibiting the panels was a culmination of our very successful arts week. We commissioned a local artist from Learmonth, Geoff Bonney, who did a fabulous job representing how our students describe their local environment - lots of kangaroos, cows and rabbits, Ms Porteous said. We decided to focus on the visual arts this year - the week (in October) also included showing the students work: sculptures, paintings and drawings, as well as dramatic and musical performances for a large crowd of parents, grandparents and friends. Ms Porteous said another highlight of the week was the Birds-on-a-Wire sculpture made out of recycled plastics, which is exhibited near to the entry panels.

COUNCIL MEETINGS
On Wednesday 30 October 2013 at the Special Statutory and Annual Appointments Meeting, Council considered a report to alter its Council Meeting Framework and resolved that Ordinary Meetings of Council will now be held on the first Wednesday of each month commencing at 5.00pm. The meetings will be held between Ballan and Bacchus Marsh with four meetings held in rural townships of the Shire: one each in Elaine, Bungaree, Dunnstown and Blackwood. Ordinary Meetings of Council generally consider statutory planning and strategic land use matters and matters relating to service delivery and statutory obligations in four service areas: Governance, Infrastructure, Community Services and Growth and Development. There is provision in the recommended changes to the Council Meeting Framework to consider matters of a general nature that require some urgency. Meeting dates and locations for the remainder of 2013 and 2014 are as follows:

Voters unlikely to elect mayor


MOORABOOL COUNCIL is unlikely to see any pop stars, paparazzi or media personalities running for mayor anytime soon. Cr Tom Sullivan told the November 6 Council meeting the idea of directlyelected mayors had been atly rejected at the latest conference of the Municipal Association of Victoria. The City of Greater Geelong was the rst council to use the system and it now faces a half-million-dollar postal-election bill, after the resignation of its rst popularly-elected mayor Keith Fagg. Of the 16 candidates to replace him, six have Local Government experience. One of the frontrunners on November 23 is Darryn Lyons, an ex-Geelong News photographer-turned London paparazzo, famed for his multi-coloured mohawks and surgically-implanted abs. The motion didnt get up at the MAV conference (on October 25) because there was a feeling it could end up as a popularity contest, Cr Sullivan said. Based on what is going on in Geelong, it could be an expensive exercise. He said it was unfair for any Council to have a mayor with little or no local Government experience and a questionable longterm commitment to the job. Cr Sullivan said the issue of the people voting directly for a mayor looked harmless, but it involved a lot of extra effort because every vote by every councillor would need to be ofcially recorded. In Moorabool the way each of the seven councillors voted is only recorded in the minutes if a division is requested - and councillors vote for a mayor amongst themselves. In 2012, pop star Max Sharam (Coma, Candle in the Rain) stood unsuccessfully for election as a councillor in the Pyrenees Shire.

Moorabool Shire Council is reminding property owners that every private swimming pool or spa capable of containing a depth of water exceeding 300mm requires a building permit prior to its installation. The building permit will specify that a childproof safety fence and gate must be built and approved before the swimming pool or spa can be used. The importance of adequate and compliant fencing around home pools and spas cannot be underestimated. Baby sleep clinic a rst


MOORABOOL COUNCIL HAS reopened a Maternal and Child Health Centre in Bacchus Marsh, co-located with the shires rst baby sleep clinic. Tweddle Child and Family Health Service has operated a day-stay program at Djerriwarrh Health for eight months, but now has a home of its own with the centre at 15 Lerderderg St (on the corner of Gell St). This is the most fantastic thing and we should be shouting about it from the rooftops, Cr Tonia Dudzik told the November 6 Council meeting. When I was a young mum with a baby who couldnt sleep I had to go outside the shire to get help. Until now, new parents have been forced to travel to Melton, Footscray or Geelong for similar programs. Tweddle operates on Mondays and Tuesdays and caters for babies up to a year old. It can take up to four families a day in clinics running between 9am and 4pm. Parents learn about the link between sleep, feeding and behaviour and get one-on-one help with their individual situation. The program is run by two staff from Tweddle and Djerriwarrh Health, Tweddle Communications Ofcer Kerrie Gottleibsen said. Sometimes when parents come in they start to unpack a heap of other stuff like a complicated birth, isolation, mastitis and post-natal depression. It can be really traumatic and this may be the rst time they talk about it. Its great to have someone here from the hospital so they know where to get help.

Ms Gottleibsen said the day stay program had a waiting list of about four weeks and parents wanting more information sooner could follow Tweddle on Twitter or Facebook.

Driver blows 0.253


A Ballan woman on her way home from work discovered a drunk driver parked in the middle of the road on the rst westbound off ramp at Ballan on Friday night. At around 5.40pm the woman noticed the man, a 68 year old male from Wendouree, slumped in the car and immediately pulled over. I thought he had had a heart attack or something, then I could smell the alcohol and an empty bottle of whiskey on the passenger seat, the woman said, who did not want to be identied. I called triple zero and agged down the next car. We took the keys out and put the handbrake on, as the car started to roll backwards, she said. An off duty Bacchus Marsh policeman who lives in Ballan, was the next vehicle to stop at the scene. He waited for the Moorabool Highway Patrol members to attend. A police media report stated the 68 year old man returned a positive breath test at the scene and was taken back to Bacchus Marsh police station where he blew 0.253 per cent, more than ve times the legal limit. It is expected the man will be charged on summons with drink driving related offences.

Struck down
Last Friday afternoon a Vicroads contractor working on the Western Highway was struck by a passing vehicle. The accident happened around 12.30pm in wet conditions heading east just before the Daylesford/Ballan Road exit and overpass. It is alleged the male worker was hit by the vehicles mirror after the car hit the witches hats in the middle of the road. The 25-30 year old male was taken to Ballarat hospital in a stable condition with non life threatening injuries. Ballan ambulance and police attended the scene with the accident reducing east bound trafc to one lane for nearly two hours.

MORE THAN $2 MILLION is owed in rates to Moorabool Council some of it dating back to last decade. Cr Tom Sullivan told the November 6 meeting he wanted to know what was being done about $2,135,000 owed from last nancial year and beyond, detailed in the September Quarterly Financial Report. The gure is an improvement on the $2.3 million owed at the same time last year. The majority of rate debtors own residential land with buildings, followed by vacant residential land and commercial/industrial land. Quarries and mines appear to be the quickest to pay their rates with no debts for four years running. In 2013/14, Moorabool is expected to collect $24.6 million from rates and charges (including garbage and other waste fees). With rates notices posted in the rst week of September, 14 per cent were paid by the end of the month. Twenty one ratepayers objected to their valuations and all were still under review. On September 30, 2172 ratepayers were listed as pensioners eligible for discounts . This is 36 fewer people than on June 30. Over the same period, 436 rates notices were subject to special payment ar-

rangements, while 320 were referred to debt collectors. Ten rates notices had a total of $2400 worth of interest and costs waived by special permission from staff. Three properties worth a total of $43,500 were sold due to unpaid rates. Another seven, worth a total of $70,000, were in the process of being sold. The nancial report also shows a favourable $47,000 jump in revenue due to factors including: ** $15,000 in nes from residents who failed to vote at Local Government elections in 2012, ** Debt collectors raising $7000, ** $7000 in social Infrastructure contributions, ** $5600 in royalties from Maddingley Brown Coal, ** $4500 donated to the

Council-run childrens Literacy Trail. The report also shows the $15 million annual staff budget is already down by $164,000, due to vacancies between July and September in Statutory and Strategic Planning, Maternal and Child Health as well as Community Safety. Moorabool is already expecting to rake in $31,000 less in revenue from fees including parking notices, but $9000 more from animal registrations. The report said it would also be forced to pay an extra $40,000 in Public and Indemnity Insurance. But there is good news for people in Links and Swans roads in Darley. The area will get $69,000 worth of road repairs, due to a successful grant.

Contamination earthworks go-ahead


MOORABOOL COUNCIL HAS given the go-ahead for $400,000 worth of new wetlands and drains at the Fiskville CFA training facility as part of a toxic-waste clean-up. But neighbours have said the new stormwater drainage system, earthworks, and diversion of an existing creek would cause unknown effects downstream. The objector also raised concerns about ooding, destruction of farmland, health and safety, and the lack of information about the extent of contamination at the training site. The premise of the design is to divert the clean stormwater away from the dams and contain the contaminated water in the dams, a report to the November 6 Council meeting said. The applicant also submitted a related planning application to construct a diversion channel which will separate overland ow through the site from Lake Fiskville and four nearby dams. The lake has a catchment of 700 ha and any overow ends up in the Moorabool River, which in turn enters the Barwon. The new 1600 sq m wetland in the centre of the training facility would act as a sediment basin to lter pollutants and also contain any spills. Plans drafted by Cardno Lane Piper had already been approved by agencies including the Corangamite Catchment Management Authority, Barwon Water and Councils infrastructure and environmental health departments. Fiskville hit the headlines in December 2011 with claims a cancer cluster was linked to decades of chemical waste burnt at the facility to train CFA reghters. An independent report in 2012 found that chemical resides had moved off-site via Lake Fiskville and further movement of contaminated water had to be stopped. Councillors unanimously approved a planning application for the works with no debate. The objectors original letter was not included in the agenda. It instead contained a summary written by staff.

It has also been linked to liver disease in humans, as well as cancer in animals. ** C8 was used in the manufacture of Teflon, Gore-tex, stain-resistant carpets and microwave popcorn bags. Both chemicals can remain in the environment indefinitely.

Bacchus Marsh Little Athletics


The clubs annual Multi Event Day was held last Saturday at Masons Lane Reserve. The forecast rain held off long enough for the program to be successfully completed. All registered athletes competed in ve events - hurdles, sprint, distance, long jump and discus - gaining points in each event. Trophies are to be awarded to all age group winners and medallions for second and third place getters. All athletes will receive a certificate with their full results and nal placing. These awards will be presented at the Club Relay Challenge Day this Saturday. Jack Shaw pictured (Eagles) set a new Under 16 100m Hurdles record this week, running a new record time of 16.08 secs. The Club Relay Challenge is a new event on the BMLAC season calendar. All athletes will run in teams for their Club, running in at least two races for the day. Teams will be made up in the Junior, Intermediate and Senior age groups. The aim of the day is to ensure that athletes become familiar with participating as part of a team and correct relay techniques. Athletes will be required to arrive at Masons Lane by 8.30am, so all teams can be nalised. This is a fun, family day.

Junior Results Contrary to last week all the junior teams of Ballan played away this weekend. The B2 team travelled to Mt.Clear and had a difcult start to the match. Juulke was not very lucky as she lost her rst and second match in a tie-break with Connor losing his set 2 6. Both Owen and Lachlan were able to reverse the result of their rst match and went on to win with Owen winning his set in a tiebreak. Unfortunately it was not enough. Ballan 2/25 lost to Mt.Clear 4-31. The C2 teams played at the Buninyong Tennis Centre in windy circumstances. Ballan Black handled this very well, winning against Buninyong. Ballan 3/23 defeated Buninyong 1/8. After four close wins in a row, Ballan Blue was on the wrong side of the game point. Ballan Blue 2/15 lost against Dunnstown 2/17. The C3 team travelled to Elaine and like most other weeks they played a close match. Mackinnon and Adam played some good shots, but were not able to handle the conditions as well as their opponents. They lost 1 6. Ben and Ethan played some great volleys and were convincing winners, 6 2. The third set showed great shots and rallies from Mackinnon and Ethan, but they were not able to get the breakpoint needed to win the set, losing 6 -4. With the scores very close it was up to Ben and Adam to bring home the win. Their start was not great, but they did not give up. Again very good volleys from Ben and great serving from Adam turned the set around. Ballan won the set 6 -4, but this meant they were just one game short of a draw. Ballan lost 2/17 to Elaine 2/18. The C4 team travelled to Wallace to play against Gordon. The team had a very good start with Kelsey and Townsen winning the rst set 6 3 and Luke and Tully being the winners in their set 6 - 2 with all playing many great shots. Kelsey and Luke kept their winning streak going and won their doubles set 6 4. Tully and Townsen fought hard in a set that went to deuce many times. Unfortunately they were not able to turn their great play into a win, 4 - 6. Ballan 3/22 defeated Gordon 1/15. The C5 team also travelled to Elaine and played very good sets, winning two and losing two. Unfortunately the game score was to the advantage of Elaine by only 1 game. Ballan 2/18 lost Elaine 2/19. Bowling - Cody Gates 2-01/9, Sam Dehnert 2-0-1/9, Noah McConnell 2-0-1/22. A good game of cricket from the boys in fairly ordinary weather. Good bowling from the team with Cody, Sam and Noah all taking their rst wickets of the season. Our batting showed good signs of improvement with most of our players making good starts.

It was a night to celebrate the achievements of 2013. It was the rst time in the local clubs history that the Presentation Night was the last event on the calendar. Its nice to nish off the year with the Presentation Night; to have all participants and their families here tonight together is wonderful said Gayle Stewart (College President). Its great to see everyone relaxing and enjoying being together as a whole Club - something that we dont often get the opportunity to do she said. The girls are presented with their competition medals and coaches awards; services bars and Perpetual Trophies are awarded over a buffet meal. It is a night to say thank you to some very special people within the club for the efforts and achievements across the year.

Avenue Bowling Club
In Round 6 of the BDBD weekend competition, Avenue Bowling Club did not fare well against quality opposition in the various Divisions in which they played. Premier Division travelled to Victoria BC, looking to make an impact after impressive but unsuccessful games against the top Premier Division sides in the rst ve rounds of the season. Unfortunately things didnt quite go exactly to plan ultimately losing by 38 shots on a rather heavy green. The bright light for Avenue was Glenn Sargents rink which won by two shots, after trailing with two ends to go. Sam Shannahans rink, which has been successful in all but one game to date, fought hard to go down by six shots. The other two rinks tried hard but could not match their opponents. Final score - Avenue 70 lost to Victoria 108 Division 3 hosted ladder leaders and undefeated Linton. After winning all four rinks against arguably the second best team in the division last week, Avenue was hopeful of causing an upset, particularly on home soil. In the end Avenue failed by seven shots. Bill Hawkens rink was the only winning rink on the day, recording an eight shot win, however it wasnt enough to cover the other three rinks, which lost by 15 shots (collectively). Other than a good nine shot win by Bob Delaneys rink, there was not much else to get enthused about with the remaining three rinks losing by a combined 70 shots. Final score - Avenue 68 lost to Linton 1 29 Division 9 received yet another walkover which is good for the teams position on the ladder, however the players are keen to get on the green and have a bowl. It has been a disappointing season for this division thus far with the side receiving three walkovers in six matches. Players are looking for some continuity in their matches. In the midweek competition, the ladies are doing well with both Division 1 and 3 recording wins on Monday and Friday. Unfortunately the Friday result, against Sebastopol in both divisions was in itself, an excellent effort, it did not count as the remainder of the competition, playing in Ballarat, was washed out. Nonetheless it was a win, albeit a moral win, against teams above Avenue on the respective ladders and holds the ladies in good stead for their next matches.
