(B) Value-added Services (1) 1900 Barring to restrict customer from making outgoing calls to any 1900 number. Once the ISDN main number is provisioned with 1900 Barring, all DDIs will also not be able to make any 1900 outgoing calls. (2) Call Block to restrict outgoing STD calls or international calls made using another service provider's international access code, such as 002, 008, 15xx, etc.

(3) Call Forward

to forward or divert all incoming calls made to your ISDN2 number to be answered from a different number, which number can be a DEL number, PhoneNet number or another ISDN2 number. There are 3 different Call Forward options which the customer can set from his ISDN phone :- Call Forward without condition - Call Forward when busy - Call Forward when no answer (timing to be manually set by customer) The customer would need to manually setup his ISDN phone appropriately depending on the Call Forwarding option required. The Call Forward option setup can be changed anytime by the customer.

(4) Call Hold to put the answered active call on hold, without terminating the call, to establish another outgoing call or for whatever reason, which on conclusion of the latter, the held call can be returned to either by tapping the ISDN phone's hook switch once or disengaging the hold button, whichever Call Hold method supported by the ISDN phone. (5) Call Overflow offers proactive call management diversity. Which means that SingTel will automatically overflow incoming calls to a secondary CPE when either the customer's PABX fails or when all the ISDN30 channels at the primary CPE are busy. Please note that this service can only be offered to customers served on the EWSD switch (from EWSD switch unit to different EWSD switch unit / S12 / Fetex150). (6) Call Wait to put the answered active call on hold, without terminating the call, to answer another incoming call, which on conclusion of the latter, the held call can be returned to by tapping the ISDN phone's hook switch once. (7) Caller Number Display allows the subscriber to see the caller's telephone number when there is an incoming call. (8) Caller Number Non-Display (CNND) There are 3 versions of CNND that customer can choose: 1) CNND Non-Controllable (ISD0022): when subscribed by caller, his telephone number will not be presented. 2) CNND Per Call Activation (ISD0130): For customer who wish to have some control on this function, CNND per call activation is available. In this case, CNND will not be activated, user have to use per call to block. With this feature, every time customer call out using normal dialing digit, their number will be displayed. Only if they decide not to display their number, they need to dial with #1 followed by the called party number. 3) CNND Controllable (ISD0129): Customer can activate/deactivate CNND. To activate CNND, customer needs to dial #330#. To deactivate CNND, customer needs to dial #331#. The danger is, any user can deactivate CNND. Another user may not aware of the deactivation. Thus, this is not encouraged. Pls note customer can only select one of the 3 types of CNND as indicated above, i.e. they are mutually exclusive. CNND on individual DDI is not feasible.

(9) Change Number Announcement Standard Change Number Announcement (SCNA) means that a pre-recorded standard message will be played to the calling party informing him/her that the SingTel customer's number is changed to 6yyyyyyy.

Alternative to the standard pre-recorded message, the SingTel customer can request to have his/her own customised message to be pre-recorded and played back to the calling party (Customised Change Number Announcement (CCNA)). The SingTel customer will be charged a different rate for this CCNA service. The customer will incur a CCNA charge + a Loading of Customised Announcement Message charge.
CNA with Call Completion is another option available to the SingTel customer. He/she may subscribe for the SCNA service or the CCNA service with Call Completion. Basically at the end of the standard or customised pre-recorded message, the calling party is asked to continue to hold on to the call whilst he/she is being connected to the new SingTel number that was just read out to him/her. For this service, the SingTel customer will incur the Standard or Customised CNA + Loading of Customised Announcement Message charge (only if Customised Change Number Announcement service is subscribed for) + Call Completion charge. Note : SCNA or CCNA, whether with or without Call Completion, will result in GSDT raising a Cease-and-Provide order. This means that the ISDN number will become terminated, and if this ISDN number is the main number, the ISDN line along with whatever VAS was subscribed to on the ISDN line will also be terminated. SCNA or CCNA with Call Completion must be to a local SingTel number.

(10) Change of Number

Change Number means to change, on customer's request, :the main ISDN30 number back to a DDI number and re-assign another DDI number under the particular DDI range as the main number; any existing DDI range to a new DDI range of the customer's choice; the main ISDN30 number, which was taken from the DEL pool, to another DEL number of customer's choice; the RODS forwarding number; or for any change number request.
(11) DID to DDI Conversion DID to DDI Conversion means to enable the customer to retain their complete contiguous range of analogue DID numbers when he/she moves to a digital PABX system. The conversion will convert all the DID numbers to a separate contiguous range of DDI numbers which is transparent to the customer's employees and any external calling party. Minimum blocks of 100 DDI numbers required. Note :a) The RFS Date is subject to SingTel's acceptance of the SRCA Form and is set according to the provisioning lead-time based on date GSDT raises the works order in the billing system. b) Customer must subscribe to the full range of DDIs after conversion. Subscription to partial block will not be accepted. SingTel's acceptance is subject to :resource availability, which must be checked either by the AM or CS with CSS prior to raising the SRCA Form; and technical feasibility, which must be determined possible by CS with NSE prior to raising the SRCA Form. To confirm whether the request is feasible, pls provide the following information: (i) the company name, (ii) main ISDN number (DDI number if applicable) and serving switch, (iii) DID ranges and serving switch, eg. 61235600 to 61235699 (100) - HG/S2 (iv) number of CO lines and DID trunks, eg. 5 and 4 Any changes made to the conversion request by the customer shall render the RFS Date invalid and a new RFS Date shall be redetermined by SingTel depending on the change impact, resource availability and technical feasibility. If the Customer requests to defer the Work to a date after the RFS Date and SingTel has already started work on the conversion, SingTel reserves the right not to accept the deferment request and, in such an event, the Work shall be deemed cancelled by the Customer and a cancellation charge of $5500 shall be applicable. An extremely resource intensive service, thus provisioning lead-time is 1 month (fixed and not open for negotiation). The extensive amount of work required per conversion request per switch is as follows :checking ISDN30 resource availability before committing to RFS Date; certain requests have multiple DID ranges, where certain ranges are found in different switches, so for each switch, required to create meter areas for the particular DDI range relating to the specific DID range, since as DID there was no need for metering; upgrade each existing switch with new memory card(s) to manage the newly created metering areas; all stakeholders to update their DDI databases with DID numbers, in which case these DIDs are now re-categorised as DDI; before commissioning of the 2M link with the customer's IPBX, testing is done by making test calls with PBX vendor on site (thus appointments need to be scheduled) on the converted DDI numbers; a contingency plan is formulated in parallel for each conversion request and put in place to revert back to DID if conversion testing fails; and No. Mgt will need to input the converted DID ranges in the DDI pool.

(12) DDI Direct Dial In (DDI) is used when the lines are connected to a PBX to allow incoming calls to be routed directly to an extension by dialling the appropriate number. DDI is ideal for larger businesses, or anyone wanting multiple lines on the same set of numbers.

DDIs can only be subscribed in blocks of 10 contiguous numbers, with no golden/choice/diamond number charge imposed. Thus, any terminations, NRS, Number Port, conversion of DDI to DEL/PhoneNet, etc, should always be executed in blocks of 10 contiguous DDIs. If the customer wish to retain only selected numbers in the block of 10 contiguous DDIs or the ISDN main number, the relevant Golden/ Choice/ Diamond Number charges shall be imposed.

Each ISDN30 line can only be assigned up to 1,000 DDIs. Each ISDN10 line can be assigned up to 300 DDIs. DDIs can be reserved for a month without any charge. If the numbers are not activated after a month, the relevant reservation charge shall apply. A special range of numbers will be assigned to customer who make 3G Video Calls, please specify on the SRCA form if 3G video calls service is required. Please provide clear notes on the affected ISDN lines, including any diversity lines that customer may have, to the CSS team. Note : For any request on deactivating or removal of DDI, please email SDE, with clear details of the affected DDI # and attach customer's letter/email request. Please do not use the termination form in Pegasus.

(13) Do-not-disturb to channel all incoming calls to a standard pre-recorded annoucement when the customer does not wish to answer any of his incoming calls for whatever reason(s). Please note that this is NOT a voicemail service.

To verify that the VAS is activated successfully, the customer can do a test call to the number activated with the Do-not-disturb service. He should hear the pre-recorded message. To remind the customer that his number is activated with the VAS, he will always hear a repeated tone when he lifts the handset. This repeated tone will last for 4 to 5 seconds before it's replaced with the normal dial tone. The customer can only make an outgoing call upon hearing the normal dial tone and not when the repeated tone is sounding.

(14) Exchange diversity Exchange Diversity means to provide disaster recovery on the SingTel main/serving exchange used to serve the customer's CPE by connecting each of the 2 ISDN30 lines to each of the 2 separate/different exchanges via two different MDF rooms and different transmission paths (i.e. one line to the main serving exchange, the other to the diversity exchange). All incoming calls will be load shared between the 2 different exchanges under ordinary conditions. In a disaster recovery situation where 1 exchange has gone down, the load sharing function will effectively be disabled and the remaining active exchange will fully manage all (100%) the incoming calls to the SingTel customer. Note :The selection of serving and diversity exchange will be at SingTel's sole discretion.

(15) Incoming/Outgoing Call Barring Incoming Call Barring means to restrict all incoming calls. Outgoing Call Barring means to restrict all outgoing calls. back to top

(16) Multi-Line Hunting Multi-Line Hunting (MLH) means to distribute the particular incoming call to the ISDN main number to any available channel within the hunting group. Each hunting group has only 1 ISDN main number. There is a limitation on the number of ISDN30 auxilliary lines in a hunting group. numbers to be displayed, please indicate in the order to have additional settings of line hunting with ddi. Otherwise, the DDI number will not be displayed.
There are 3 different MLH modes which the customer can subscribe to in piecemeal or in combination :-

Multi-Line Hunting Re-grouping means to re-group the existing hunting group when 1 or more ISDN line(s) is/are transferred from another hunting group or is/are newly added into the existing hunting group. If 2 hunting groups are to be merged, SingTel will raise a change order to terminate the main number of hunting group 2 and re-group the hunting group 1's ISDN lines into hunting group 2. For ISDN30, please note that hunting group's DDI quota after re-grouping does not exceed 1,000. Unless otherwise stated, the re-grouped auxiliary line will be slotted as the last rank. If re-ranking is requested after the line is re-group, the additional re-ranking charges will apply. When an auxiliary line is converted to a standalone ISDN line or vice versa, re-grouping charges will apply. Multi-Line Hunting Re-ranking means to change the priority sequence of the auxilliary lines in a Switch Rotate hunting mode, where priority 1 line is always the main line. This service is only subscribed to in a Fetex MLH environment, as the auxilliary lines each have an ISDN number assigned, thus number sequencing is important. When there is a termination of an existing auxiliary line, it does not mean that a re-ranking must be done. Re-ranking request will only be initiated by customer and the relevant re-ranking charges will apply. Any ISDN30 value-added service subscribed on the ISDN30 main number with MLH will automatically be available on each DDI. Selected ISDN30 value-added service subscribed on the ISDN30 main number will automatically be available on the auxiliary lines. Please refer to the attachment:

back to top (17) Multi-Subscriber Number (MSN) a virtual number assigned to the ISDN2 line which enables the caller to call directly without attendant intervention. However, the customer's terminal equipment must be able to identify the MSN and channel the call accordingly. The customer can subscribe for up to 16 MSN, but in 2 separate orders as per order is for up to 8 MSN only. Any ISDN2 value-added service subscribed on the ISDN2 main number will automatically be available on each MSN, except for Multi-Line Hunting (MLH). An ISDN2 line with MLH cannot subscribe to MSN and vice versa. Selected ISDN2 value-added service subscribed on the ISDN2 main number will automatically be available on the auxiliary lines. Please refer to the attachment :

(18) Number Port (NP) Number Port means to retain the number assigned by the customer's existing Service Provider when moving over to another service provider. DDI Numbers shall be ported in the actual block size assigned to and subscribed by the customer from the service provider. If you are assisting your customer on port-in requests (i.e. customer wishes to port StarHub number to SingTel), and are not certain on the accuracy of the information given to you by your customer, you can seek assistance from Desmond Lee Kwang Wei(General Business Support unit) to check and confirm with StarHub's SPOC on the minimum block size StarHub would accept to be ported over to SingTel. Please note that DDIs must be ported in blocks of 100 numbers or in actual size block that customer subscribed from the donar network operator. E.g. If customer has 50 DDIs with StarHub, he need to port the entire range of 50 over to SingTel. And if he has a block of 200 DDIs with Starhub, he can opt to port in 100 numbers. Porting can only be conducted during office hours. Please ensure that customer completes this number portability application form and return to SingTel. The estimated leadtime for number portability ranges between 8 working days (for less than 500 numbers) to more than 18 working days if there are more than 1000 numbers. Network SPOC : Abdul Majit Bin Mohamad / Alvin Sze Toh (19) Number Retention Service (NRS) Number Retention (NRS) means to retain and display the SingTel customer's original registered/allocated number and not display the new SingTel number to the called party. NRS from ISDN to Other Services

Please note that NRS for ISDN to other services should always be executed in blocks of 10 contiguous DDIs. If the customer wish to retain only selected numbers from the block of 10 contiguous DDIs or the ISDN main number, the relevant Golden/ Choice/ Diamond Number charges shall be imposed. However, if the selected numbers do not fall into the relevant Golden/Choice/Diamond number, please charge DDI Number Reservation (to be executed in block of 10 contiguous number i.e out of the 5 numbers, 3 falls in 1 block and 2 falls in another block, we should charge 2 blocks of DDI Number Reservation). Attached please find the golden number patterns for your easy reference.

NRS from Other Services to ISDN Before accepting the SRCA for Number Retention from customer, please ensure that the type of switch the SingTel customer is served on for the N2 number is checked, as each switch type manages NRS differently due to the intrinsic design of each switch type. To avoid unnecessary loading on the ISDN network, please ensure that N1 and N2 numbers fall under the same zone. NRS across zone is NOT supported. For clarity, please refer to the following table.

Note : Y = can be supported. For outgoing calls, IPBX must register the calling party's IE of the ported number as N1 number. NRS of multiple unique N1 numbers to a single unique N2 number is not possible. Once NRS is subscribed to, the bill presentation will change, where all charges under N2 will be reflected and displayed under N1 and the N2 service number will no longer be displayed on the bill.

From the serving switch of the N1 numbers, map against Table 1 to obtain the zone. N2 numbers should be from the same zone to avoid loading on the ISDN network.

(22) Routing on Demand (ROD) to forward/divert all incoming calls upon request by the customer to a pre-defined SingTel local fixed line telephone numbers (cannot be an international telephone number) given to SingTel by the customer when filling up the SRCA Form for RODS. ROD on DDI is not supported. For ROD to overseas number, pls subscribe for another DEL line, apply ROD from ISDN to DEL line and subscribe ECRS on the DEL line. For ROD to local mobile number, customer should activate the call forwarding feature on the DEL line themselves. Note :FETEX Applicable only on the Main Number S12/EWSD/NGN Once provisioned on Main Number, all DDIs tied to this Main Number will have RODS

Process :Point of Application Service Activation and Deactivation RODS can only be activated after it has been provisioned into the billing system. (23) Selective Call Forward

to forward or divert any incoming calls received from a maximum of 10 selected ISDN2 numbers assigned by the customer.

(24) Switch Diversity Switch Diversity means to provide disaster recovery on the SingTel main/serving switch used to serve the customer's ISDN30 service by connecting each ISDN30 line to 2 separate/different switches (one is the main serving switch, the other the diversity switch). All incoming calls will be load shared between the 2 different switches under ordinary conditions. In a disaster recovery situation where 1 switch goes down, the load sharing function will effectively be disabled and the remaining active switch will fully manage all (100%) the incoming calls to the SingTel customer. For SDS, the numbers (DDI/Main) must be in blocks of 100 (00 - 99) or 1,000 (000 - 999). An extremely resource intensive service, thus provisioning lead-time is 1 month (fixed and not open for negotiation).

(25) Traffic Measurement Traffic Measurement is done by the Network Traffic Management (NTM) team. For any request for traffic measurement by your customer via the SRCA Form for ISDN Service, an additional internal NTM form must be filled up and submitted to NTM 3 working days prior to the date the customer wishes the measurement of traffic to begin. The required traffic measurement report will be ready and sent to you via email 5 working days after the traffic measurement end date (not inclusive). Please note that this report only capture number of calls and not the detailed call records. Customer cannot subscribe for Unlisted Number on any DDI, as only the ISDN30 main number is by default listed in the Phonebook unless requested otherwise by the customer by subscribing to Unlisted Number service. Unlisting of the selected number from the Phonebook does not mean that the calling party's number (customer's SingTel number) is not displayed to the called party. To prevent the SingTel number from being displayed (calling party), customer will have to subscribe to Caller Number Non-Display.

(D) ISDN30 Temporary Service

The minimum subscription period is 1 month and the MRC is 1.5 times of the standard service. The charges for OTC and VASes remain the same as standard ISDN30. Customers also have the option to upgrade the temporary line to standard ISDN30 as well (terms and conditions apply). Please refer to the attachment for more details.

(E) Other Important Notes


1. Confirmation of resource availability AM and/or CS is responsible for checking/confirming resource availability and technical feasibility for the more complex VASes before accepting any SRCA Form. This responsibility is especially important for the following ISDN services, including but not limited to :- ISDN30 exchange diversity - ISDN30 switch diversity - DID to DDI conversion - ISDN30 RODS - ISDN2 and ISDN30 NRS To confirm whether the request is feasible, it is essential for AM to provide the following information: i) the company name, eg. ABC Pte Ltd ii) main ISDN number (DDI number if applicable) and serving switch, eg. 61234567 - OC/F2 (Valid for DID to DDI conversion only) (iii) DID ranges and serving switch, eg. 61235600 to 61235699 (100) - HG/S2 (iv) number of CO lines and DID trunks, eg. 5 and 4 (Therefore 1 x ISDN30 required at HG/S2) Acceptance of RFS Date and/or SRCA Form by SingTel is subject to confirmation of resource availability by SingTel. If resource is not available, SingTel reserves the right not to accept the RFS Date specified by the customer and shall advise on a revised/new RFS Date to the customer. If the agreed RFS Date between SingTel and the customer falls on a non-business day and/or at a non-business hour, the customer shall be required to pay a surcharge in addition to the monthly recurring and one-time charges of the subscribed ISDN service. This surcharge amount can be derived from the Visit/Testing/Standby charges set out under the Standard Pricing Scheme folder within the ISDN Intranet website. 2. Remote Location As per clause 6.5 of the Specific T&Cs for ISDN Service:In the event the Customer wishes to continue with the activation of the Service where there is non-availability of resources, the relevant Remote Locations terms and conditions will apply. The customer will be required to pay to SingTel a one-time charge for adding new resources to fulfill his/her order requirement. This one-time charge is priced by MM to AM to quote to the customer before the SRCA is accepted by SingTel. The RFS Date originally stated in SRCA may therefore be necessary to be changed accordingly to manage the time frame needed by SingTel to add the new resources. 3. CRS Call Routing Service (CRS) to and on ISDN, e.g. CRS DEL to ISDN or CRS ISDN to ISDN, is not supported. Alternative solution to CRS is either Number Retention Service (NRS), which the latter is supported to and on ISDN, or Call Transfer, which can be subscribed on the DEL to ISDN. 4. VASes across 2 BRNs VASes cannot be provisioned across 2 different BRNs, regardless if the 2 or more BRNs form a corporate group (unofficial and not registered under ROC). The suggested solution is to have BRN #1 transfer the required relevant service to BRN #2 and then for BRN #2 to subscribe for the intended necessary VAS. Note that the VAS can only be provisioned in the billing system on the next working day from the date the transfer is initiated in the billing system. 5. ISDN Installation DP assignment is done at SingTel's full discretion. The customer is not permitted to request for a particular/special distribution point (DP) assignment. However, due to some recent cases, where charging for dedicated in-building wiring/DP is concerned, the present practice adopted in respect of commercial

buildings (to include SingTel FM spaces) are enumerated below: Copper Related Services: As part of its infra, SingTel performs the wiring to building's MDF. From the building's MDF to the customer premises within the building there are 3 possible scenarios as enumerated below; For those buildings that the property owner has pre-wired to the tenants premises, then SingTel services will be provisioning using the building owners prewiring to the customer premise. Please note however that the end address of the location of the service should still be a valid business or residential address as the case may be and not at a DP point to be in line with the clause in SRCA. In such cases the installation/relocation charge for the service will cover the required activities. For the other buildings where no wiring has been done by the property owner, generally, SingTel will have DP points at every floor to be used as a shared resource among the tenants on a floor and will be topped-up as required to fulfill provisioning of SingTel services to the customer legally vaid address within the floor. In such cases the installation/relocation charge for the service will cover the required activities. If a customer specifically requests SingTel for dedicated pre-wiring of a copper bundle or DP, then the BNM/AM has so inform OPP Planner, OPP will then estimate the cable cost and forward it to the concerned Product Manager who will pass it on to Marketing Manager for working out the price or package for AM to quote to customer. In such cases there will be a charge for the provision of the dedicated DP, over and above the installation/relocation charge. Further, in addition to the customer agreeing to pay for the dedicated pre-wiring, the customer would need to obtain requisite permission from property owner for this scope to be carried out. The Product Manager will inform OPP and provide OPP with the PIC code, so that OPP can proceed with the work. Fibre Related Services: As part of SingTel infra, for provisioning of optical services, SingTel (OPP/OPO in the case of commercial bldgs or MHS appointed contractor in the case of Expan sites) will run fibre to the customer premises/equipment. In view of the foregoing, for customer requesting for dedicated wiring (for Copper/DP), it would be greatly appreciated if BNM and AMs make it a point to understand which category the case falls under and then appropriately make known any charges to the customer prior to making any commitments on dedicated pre-wiring.

(F) Resale ISDN Service


Your customer will have to sign a ISDN Resale Agreement should he/she wish to use the ISDN line in the following manner (non-exhaustive, thus if in doubt, please check with PM) :the terminating end of the ISDN line is to be installed at the SingTel customer's end-user's premise instead of at the SingTel customer's premise; and the SingTel customer intends to package SingTel's ISDN Service into his service, noting that he/she visibly makes known to his/her own end-users (whether in any public marketing communication materials or bill) that its own package service incorporates the use of SingTel ISDN service. The Monthly Recurring and One-time line subscription and VAS subscription charges, minimum subscription period, standard discount schemes and premature termination penalty are the same as the retail ISDN scheme of service. The minimum key terms and conditions of the SingTel ISDN Resale Service are as follows :1. The SingTel ISDN standard resale service is only available to qualifying FBOs and SBOs, also known as the "reseller" in this standard resale scheme. 2. The FBOs and SBOs must accept all of the minimum terms and conditions of the SingTel ISDN Standard Resale Services and execute the said resale agreement in order to qualify for this scheme. 3. The following ISDN service brand names must be used and retained when the reseller resells either or both service to its own end-users.

The reseller is permitted to subscribe to SingTel ISDN-2 VAS and/or SingTel ISDN-30 VAS only after the reseller has purchased the SingTel ISDN-2 and/or SingTel ISDN-30 line or is purchasing the SingTel ISDN-2 and/or SingTel ISDN-30 line with the VAS in the same order. 5. The SingTel ISDN standard resale services product, equipment and connector specifications must be adopted by the reseller and reseller's end-users with no modifications permitted. The reseller and its own end-users must conform to the ITU-T standard when using or providing the SingTel ISDN standard resale services. 6. The SingTel ISDN standard resale scheme does not include the sale and provision by SingTel of any equipment necessary for the use and operation of the SingTel ISDN standard resale services as is the case in SingTel ISDN standard retail services. The reseller shall purchase or request its own endusers to purchase, provision and maintain any equipment necessary for the use and operation of the SingTel ISDN standard resale services at its own expense.

7. The reseller shall not charge its own end-users any rate higher than the published rates of the services filed herein nor lower than the discounted rates provided by SingTel to the reseller e.g. if they receive a total discount of 10% off the SingTel ISDN-30 monthly recurring line subscription rate, then the reseller's resale price to its own end-users cannot be lower than the line subscription rate less the 10% discount at which it had obtained the SingTel ISDN-30 service from SingTel. 8. The reseller must not allow its own end-users to further resell the SingTel ISDN standard resale services acquired by them from the reseller. 9. The reseller must provide 1st level maintenance support to its own end-users. 10. Where SingTel is requested to attend to a fault reported by the reseller that is subsequently investigated by SingTel and shown not to have been a fault with the SingTel ISDN standard resale services, SingTel shall charge, and the reseller shall pay, a call out fee specified by SingTel based on the then prevailing call out rates. The prevailing call out rates are attached in Annex 1B. 11. SingTel is only responsible for billing and collecting payments from the reseller. The reseller shall be responsible for and ensure accuracy when billing, invoicing and collecting payment from its own end-users for the subscription and usage of the SingTel ISDN standard resale services. 12. Similar to the standard retail ISDN services, the reseller must ensure that the reseller's end-users' premise is at a legal address owned by the end-user in Singapore. The services provided shall not have its terminating point or end-point at any premises not approved by SingTel for that purpose, and such addresses would include but are not limited to cable stations, earth stations, SingTel telephone exchanges, manholes, rooms housing a main distribution frame and/or distribution point, power rooms, lead-in pipes, ducting, any outdoor sites, off-shore sites or at any premises not owned by the reseller's enduser. SingTel shall not entertain any request from the reseller for termination of the SingTel ISDN-2 and ISDN-30 service at any such sites. 13. The SingTel ISDN standard resale service is provided within mainland Singapore and subject to the availability of resources. For the avoidance of doubt, the SingTel ISDN standard resale service is not available to off-shore sites, outdoor sites or to remote sites. 14. Similar to the SingTel ISDN standard retail services, the SingTel ISDN standard resale services do not offer any Service Level Assurance or Service Level Guarantee. 15. No relocation of the terminating point or end-point of the SingTel ISDN-2 and ISDN-30 services is allowed. Any such requests are deemed to be a termination of the existing SingTel ISDN-2 or ISDN-30 service provided at the reseller's end-users existing premise and a new provisioning the SingTel ISDN-2 or ISDN-30 service at the reseller's end-users new premise. 16. Lead-time of 7 working days from date of SingTel's acceptance of each order is required for provisioning of the SingTel ISDN-2 line and the SingTel ISDN-2 VAS service and 16 working days from date of SingTel's acceptance of each order is required for provisioning of the SingTel ISDN-30 line and the SingTel ISDN-30 VAS service. The service provisioning will be carried out during SingTel's standard business hours. Any requests for service provisioning outside of SingTel's standard business hours will be subject to additional charges as stipulated by SingTel. SingTel shall not be liable for any delay in the SingTel ISDN standard resale services provisioning lead-time caused by the reseller's own equipment supplier. 17. All other applicable standard retail Terms and Conditions shall apply unless otherwise stated or overwritten herein.

(G) Resale ISDN International Data service


The SingTel customer must sign a ISDN International Data Resale Agreement should he/she wish to use the SingTel service in the following manner (not exhaustive, so if in doubt, please contact the PM) :to package SingTel's ISDN International Data service into their own service, but the following T&Cs below shall apply. The international data usage tariff, charging principle and standard discount scheme are as per the existing retail ISDN International Data service scheme for Fixed Terminating and Mobile Terminating traffic (please refer to Scheme of Service to understand difference between Fixed and Mobile Terminating traffic). The minimum key terms and conditions of the SingTel ISDN International Data Resale Service are as follows :1. The SingTel ISDN International Data standard resale schemes are only available to qualifying FBOs or SBOs, also known as the "reseller' in these standard resale schemes. 2. The FBOs and SBOs must accept all of the minimum terms and conditions of the Standard Resale Scheme for SingTel ISDN International Data Service in order to qualify for this scheme. 3. SingTel's ISDN International Data service brand name must be used and retained when the reseller resells this service to its own end-users. The brand name is as follows:Service ISDN International Data Brand Name SingTel ISDN International Data Service

4. The reseller shall not charge its own end-users any rate higher than the published SingTel ISDN International Data traffic usage charges. The reseller shall not charge its own end-users any rate lower than the discounted SingTel ISDN International Data traffic usage rates provided by SingTel to the reseller e.g. if they receive a discount of 10% per destination off the SingTel ISDN International Data traffic usage rate for each destination, then the reseller's resale price to its own end-users cannot be lower than the SingTel ISDN International Data traffic usage rate per destination less the 10% discount per destination at which it had obtained the SingTel ISDN International Data service from SingTel. 5. The reseller must not allow its own end-users to further resell the SingTel ISDN International Data service acquired by them from the reseller.

6. The reseller must provide 1st level maintenance support to its own end-users. 7. SingTel is only responsible for billing and collecting payments from the reseller. The reseller shall be responsible for and ensure accuracy when billing, invoicing and collecting payments from its own end-users for the international traffic usage generated from the use of the SingTel ISDN International Data service under this standard resale scheme. 8. SingTel reserves the full right and full discretion in its overseas call routing decision and shall not entertain any specific requests from the reseller or the reseller's own end-users to route the international data call by any particular overseas carrier nor will SingTel be giving any advance notice to the reseller for any change in the overseas call routing arrangement managed by SingTel. 9. The SingTel ISDN International Data service is subject to availability. 10. The SingTel ISDN International Data service does not have any Service Level Assurance or Service Level Guarantee. 11. The reseller's end-users requiring to use the SingTel ISDN International Data service are assumed to have pre-subscribed to any of the following:a) SingTel ISDN-2 or ISDN-30 service having IDD service; or b) a service provided by another local operator having such capability to route the international data call made using SingTel's IDD access code via SingTel, where the reseller's end-user must be a pre-registered SingTel IDD subscriber.
