General
1.1

Summary
A.

Scope of Specification:
This specification describes the minimum requirements for the design, fabrication and
delivery of Packaged (self-contained) Air Conditioning Units, including required optional
accessories as described hereinafter.

B.

General System Description:


1. The Packaged Air Conditioning Unit shall be fully designed, fabricated, assembled,
charged, tested and prepared for shipping at the factory. They shall be air-cooled
and utilize R134a zero ODP ozone-friendly refrigerants as cooling medium.
2. Each unit shall be single-piece construction, primarily consisting of two main
sections, the evaporating section and condensing section. The condensing section
shall

include

the

compressor(s),

condensing

coil(s),

condenser

fan(s),

electrical/controls and refrigeration accessories/specialties. The evaporating section


shall include the evaporating (cooling) coil(s), refrigeration accessories/specialties,
circulating (evaporator) fan(s), air filters section, and outside air damper(s).
3. The unit shall be fully designed and fabricated for outdoor-installation and
continuous operation in a harsh desert/industrial environment near coastline
(corrosive atmosphere).
4. Packaged air conditioning units shall meet the commissioning requirements of DEP
31.76.10.11-Gen,

5. Packaged air conditioning units shall be furnished completely assembled. Field work
shall be limited to power, control and ductwork connections.

Equipment Noise level Limits:


The equipment noise shall meet the criteria set forth in DEP 31.10.00.31-Gen and
31.76.10.10-7263FGTP-PV.

Quality Assurance
The following quality assurance items are in addition to the general quality assurance requirements of
specification S090768.237-2.45-502-A-E, S090768.237-2.45-510-A-E and the contract documents.
3.1

Manufacturers Qualifications
A.

The packaged air conditioning units shall be the standard product of an equipment
manufacturer regularly engaged in the production of such units and who issues
complete catalog information of such products.

B.

Manufacturer shall have a permanent local representative of designated authorized


service representative in Kuwait.

3.2

Performance Testing & Certifications

Equipment shall be tested to meet the following performance criteria:


A.

Electrical components, devices, and accessories shall be certified for the intended use.

B.

Units with thermal capacity smaller than 40-kW shall be rated in accordance with ARI
210/240.

C.

Units with thermal capacity 40-kW and larger shall be rated in accordance with ARI
340/360.

D.

Fan airflow rating shall meet AMCA 99 and 210 requirements and recommendations.

E.

Sound power level shall comply with ARI 270. The SPL shall be submitted as specified
in 1.1 C. with an overall noise level in dBA.

3.3

Fabrication Testing & Certifications


Equipment shall be certified to meet the following construction criteria:
A.

Weather resistance shall meet ASTM B117, 500 hour salt spray test requirements.

B.

higher if specified. Especially, motors shall be rated for continuous full load operation
between 27F (-3C) and 130F (54C) without exceeding the temperature limit and shall
be provided with class F insulation, but the temperature rise shall be limited to class B
as per specification.

Submittals
The Contractor providing the equipment, prior to procurement, shall submit for approval the following
products

information

in

accordance

with

submittals

requirements

prescribed

in

the

Contract/Purchase Order (PO) general conditions and CA/PD/3678-EN-0001. Submittal information


shall be FPS units.
Attachment 1 of this specification contains equipment schedule. The information listed in that
schedule shall be provided as minimum for review before preliminary acceptance of the system.
4.1

Product Data
Product data shall include as a minimum:
A.

Manufacturer/Representative

names/contact

information,

equipment

model/serial

numbers, shipping/operating weights and data/location of manufacturing. Same data


shall be provided for other major components such as compressors, fans and motors if
manufactured by others i.e. original equipment manufacturer (OEM) data.
B.

Electrical schematic diagrams showing all manufacturer and customer control devices
and interlocking.

C.

Quantities of individual and typical components in the equipment.

D.

Names, mechanical, chemical properties of construction materials for the different


components.

E.

Operating/Storage Conditions, such as temperatures, humidity, pressure, cleanliness


and environmental exposure for the different components.

F.

All electrical characteristics including phase, maximum/minimum frequency, operating


voltage, current and power ratings of all electrical loads and devices.

G.

Motor data sheets in accordance with 33.66.05.31-Gen.

Certified heating and cooling capacities table with system operating conditions indicated,
EER rating, fan performance curves, airflow rates vs. static pressures, noise and sound
power level charts.

I.

Certified unit sound power ratings as specified in Section 1.1.C. The maximum total SPL
at the unit shall not exceed 85 dBA, or as specified.

J.

Installation instructions, including step-by-step instructions for proper installation of the


equipment including any special instructions.

K.

A copy of product certifications described under quality assurance shall be furnished if


requested.

L.
4.2

Furnish options and accessories.

Shop Drawings
Product shop drawings shall include the following drawings and/or diagrams as a minimum:
A.

Manufacturers certified cut sheets indicating unit dimensions, weights, connection


points.

B.

Equipment internal components layout and configuration.

C.

Rigging & installation illustration drawings.

D.

Wiring diagrams clearly indicating all earthing, power, control and signal wiring and
connections. Wiring diagrams shall differentiate between manufacturer installed and
customer installed wiring.

E.
4.3

Electrical/controls enclosure components layout.

For each type of packaged air conditioning unit, document submission requirements, e.g. no
of ICOM manuals to be provided in accordance with LPG-PGP-005 and the following

information shall be submitted as a minimum. :


A.

Unless otherwise specified, six bound copies of the installation, operation and
maintenance manuals shall be provided. Optionally, electronic copies of the manual may
be provided in format acceptable to the principle.

B.

Operation and maintenance instruction manual shall be factory standard printed manual
including all periodic/seasonal maintenance and checkup requirements for dynamic and
static components such as lubrication, cleaning, lube change belts adjustment /
replacement and filter replacement.

C.

It shall also include all operating parameters information such as operating limits and
sequence of operation, repair and troubleshooting charts/hints.

D.

The spare parts list shall be tabulated and include for every part the OEMs model/part
number. Cross sectional views shall be provided showing locations of the spare parts.

E.

Major components replacement instructions shall also be included.

F.

Maintenance data, product data, shop drawings, schematic and wiring diagrams shall be
included in the operating and maintenance manuals.

4.4

Recommended Spare Parts List


Submit completed Spare Parts and Interchangeability Record (SPIR) form.

5.

Products
5.1

General Requirements
A.

Unit shall provide required capacity rated at ambient temperature specified in


S090768.327-2.45-501-A-E, or higher temperature as specified. All components (such
as the fan motor, the electrical accessories, bearings, etc.) shall be able to operate
between 27 (-3) and 130 (54) ambient temperatures, or higher temperature as
required. Especially, motors shall be rated for continuous full load operation between

27F (-3C) and 130F (54C) without exceeding the temperature limit and shall be
provided with class F insulation, but the temperature rise shall be limited to class B as
per specification.
B.

Equipment shall be furnished new and manufactured not earlier than 12 months from the
date the purchase order was signed and issued.

C.

For rooftop installation. If required, the equipment shall be provided with factoryfabricated roof curb and shall be configured for vertical-flow arrangement for both the
return and supply air respectively.

D.

For ground-pad installation of the equipment shall be provided with factory-fabricated


skid and field-poured concrete slab.

E.

Units shall have top-discharge condenser air unless specifically required otherwise.

F.

It is required that R134a refrigerant should be used.

G.

Equipments electrical characteristics shall be as specified in the corresponding drawing


equipment schedule.

H.

Provide fully factory-assembled, single piece heating & cooling unit of size and
capacities as required. Units capacity shall be adequate to meet the design load at the
site design conditions.

5.2

Casing
A.

Unit casing shall be designed and fabricated for outdoor installation complete with
weather protection for components and controls.

B.

Unless otherwise specified, casing shall be heavy gauge SS316 as required for superior
corrosion

resistance. Alternatively

provide

units

with

manufacturers

standard

construction with ASTM A653/A653M Z275 suitable for required for unit to withstand
expected unit operating pressures without bowing or deformation.

C.

Single piece top panel construction shall be formed for natural drainage of storm water.

D.

Factory coating and finish shall meet or exceed the 500-hour continuous salt-spray
exposure tests in accordance with ASTM B117.

E.

The condenser section casing shall be provided with bottom holes for water drainage.
Evaporator section base shall be constructed water/air tight and fully insulated from
inside.

F.

The return and supply air openings shall be provided with flanged joint for ductwork
connection.

G.

All fasteners supporting the permanent casing panels to the frame shall be SS316 or
coated with zinc-plus-zinc chromatic for corrosion resistance for standard units.
Fasteners shall be self-tapping, hex-head with rubber ring and lock washers.

H.

Unless otherwise specified, unit exterior surfaces shall be painted with a factory
standard baked enamel finish. Refer to 30.48.00.31-7623FGTP-PV for any additional
painting requirements.

5.3

Control panel door shall be gasketed.

Frame
A.

Unit supporting frame shall be fabricated from formed and load bearing SS316 or
galvanized-steel members, welded and/or bolted to form a rigid and rugged skeleton for
assembling the different system components.

B.

All rotating components shall be mounted on vibration isolation elements to reduce the
transmission of vibrations to the units frame.

C.
5.4

Frame shall be provided with lifting lugs to facilitate lifting/rigging of the equipment.

Insulation
A.

Casing materials shall be formed and reinforced double wall insulated panels, fabricated

to allow removal for access to internal parts and components, with joints between
sections sealed. The thickness of inner & outer skin shall be of 0.8mm and 1.0mm
respectively.
B.

Insulation adhesive shall comply with NFPA 90A and ASTM C916.

C.

The insulation material shall meet NFPA 90A requirements for flame spread and smoke
generation limits. Insulation fire hazard classification shall be a maximum flame-spread
index of 25 and smoke-developed index of 50, when tested according to ASTM C411.

D.

Minimum insulation thermal resistance shall be 13 ft 2.h./Btu after installation. The


insulation material shall be fiberglass and comply with ASTM C1071 a minimum 2 inch
thick and have density of not less than 48kg/m (3 Lb/ft3).

E.

Insulation edges shall not be exposed to the air stream. Provide metal hemming on all
insulation edges.

5.5

Access Doors and Panels


A.

Access doors and panels shall be provided to access filters, compressors, electrical &
controls, fans, motors, heating elements and refrigeration specialties/accessories.

B.

Access doors shall be made of galvanized-steel sheets and provided with stiffening
members as required to eliminate warping of panels and vibrations.

C.

Provide seam hinges, quick release latches and tiebacks to secure door in open
position.

D.

All access doors and panels shall have neoprene gaskets at interior edges, and flexible
bonding strap or wire for suitable earthing link.

5.6

Condensate Drain Pan


A.

Drain connections shall be provided on each side of the insulated condensate drain pan.

Drain pan shall be corrosion-resistant and shall be stainless steel SS316 or units having
a capacity larger than 136 Mbtu/hr, 0.24 inch PVC or Polypropylene for unit having a
capacity less than 136 Mbtu/hr.

C.

Drain pan shall comply with ASHRAE 62 and shall not be used to support the cooling
coil.

5.7

Compressors
Compressors may be either Reciprocating or Scroll/Screw type. Compressor motors shall be
capable of continuous operations within 10% of the rated (name plate) voltage without
overheating or damage. All components shall be located so as to have adequate access
space for service. Compressor shall be mounted on vibration isolators to minimize noise and
vibration transmission. Compressor motors shall be rated for continuous full load operation at
54C without exceeding the temperature limit and shall be provided with class F insulation, but
the temperature rise shall be limited to class B as per specification.
A.

Reciprocating Compressors:
1.

Compressor can be either hermetic or semi-hermetic type depending on the


refrigeration capacity and capacity reduction requirements.

2.

For capacities above 120 Mbtu/hr the compressor shall be of semi-hermetic type.

3.

Compressor speed shall not exceed 1,750 RPM.

4.

Each compressor shall have at least one stage capacity reduction capability and/or
as specified in the equipment schedule.

5.

Cylinder unloading may be either, by suction-bypass or suction-cutoff using either


electric solenoid or adjustable pneumatic actuators.

B.

Scroll Compressors:
1.

Compressor speed shall not exceed 3,600 RPM.

2.

Compressor shall have centrifugal oil pumps, inlet dirt separator, oil sight glass and
oil-charging valve.

Direction of rotation shall be labeled on the compressor body.

Condensing Coils

Coils shall be made of seamless copper tube, copper fin with separate and independent
refrigerant circuits for each compressor.

5.9

B.

Coils shall have a sub-cooling section.

C.

Coils shall be leak-tested at 450 psi.

Coils shall be coated in accordance with Section 7.0

Evaporating Coils
A.

Coils shall be made of seamless copper tube, copper fin with separate and independent
refrigerant circuits for each compressor.

5.10

B.

Coils shall be leak tested at 220 psi.

C.

Evaporator coils shall be coated in accordance with Section 7.0

Refrigeration Specialties & Accessories


A.

Provide service valves on both the discharge and suction sides of the compressor.

B.

Provide service valve on the liquid line downstream of filter/drier.

C.

Each refrigeration circuit shall have liquid line filter/drier located downstream of liquid
line receiver when provided.

Provide liquid/moisture indicator on the liquid line down stream of the filter/drier.

E.

Refrigerant superheat shall be adjusted to take place in the last section of the
evaporator and the compressor motor section.

C.

Suction piping shall be sized and routed to provide proper oil return to the compressor
while minimizing the pressure drop between the evaporator outlet and the compressor
inlet.

5.12

Condensers Fans
A.

Units shall be equipped with motors meeting the requirements of IEC 60034-1,
33.66.05.31-Gen and project specification.

B.

Motors in hazardous (classified) locations shall meet the applicable requirements of IEC
60079-14.

C.

Provide rain shield on the motor shaft to prevent water from damaging the shaft seal.
Provide a rain cap on the fan hub to prevent rust from building on the hub-connection.

D.

Fan discharge shall be vertical.

E.

Fan-motor assembly shall direct drive.

F.

Fan shall be propeller type adequately sized to minimize operating noise and shall be
statically and dynamically balanced.

G.

Fan motors shall have permanently lubricated ball bearing. Lubricant shall be suitable
for 30,000 running hours at 54C.

H.

Fan motors shall be rated for continuous full load operation at 54C without exceeding
the temperature limit and shall be provided with class F insulation, but the temperature
rise shall be limited to class B as per specification.

5.13

Evaporators Fans
A.

Units shall be equipped with motors meeting the requirements of IEC 60034-1,
33.66.05.31-Gen, and project specification.

Motors in hazardous (classified) locations shall meet the applicable requirements of IEC
60079-14.

C.

Fan shall be centrifugal type with either FC or AF blades depending on the operating
capacity and pressure range requirement.

D.

Fan-motor assembly shall be belt drive with adjustable sheave on the motor shaft for
adjusting fans speed.

E.

The entire fan-motor assembly shall be isolated from the unit frame. Isolation shall be
accomplished by mounting the assembly on a sub-base isolated from the unit frame by
vibration isolators with a minimum deflection of 1 inch and providing flexible duct
connectors at both of the fan discharge and supply openings.

5.14

Heating Section
A.

Heating coil shall be electric element type, factory-installed and pre-wired.

B.

The required total heating capacity shall at least be divided into two stages or as
specified. If the total required capacity is 17 Mbtu/hr or less, single stage is acceptable, if
not specified. Stages shall be divided equally.

C.

Electric heating elements shall be fin tube. The heating elements shall be flange
mounted with high quality coiled resistors centered within the tubes and embedded in
compacted insulating refractory material.

D.

The heater section shall be equipped with an automatic-reset high temperature limit
switch set at approximately 130 (54) and a manual reset high temperature limit
control set at approximately 180 (82) for safely.

E.

Heater controls shall be furnished with pressure differential switch to de-energize the
element in the case of reduced or loss of airflow.

F.

Resistance heating devices in hazardous (classified) locations shall meet the applicable

requirements of IEC 60079-14.


G.

Heater circuit overcurrent protection shall be provided by a dedicated molded case


circuit breaker (MCCB).

5.15

Air Filters
A.

The filter section shall be designed and fabricated to provide easy replacement and
access to all filters without using tools.

B.

Filters shall be provided in all packaged air conditioning units. Filter efficiencies shall be
as specified in 31.76.10.10-7236FGTP-PV.

5.16

Outside Air Dampers


A.

Outside air opening shall be provided with rain-hood and self-draining sand-baffles.

B.

Manual balancing dampers shall be provided at the outside air opening.

C.

Dampers blades shall be formed to be interlocking and provide a full-length blade stop.
The blades shall be a maximum of 48 inch long and 7 inch wide and each blade shall
have stainless steel axles and oil-impregnated bearings. The blades shall be capable of
100% modulation. All blades shall be positively joined to the damper rods using a
through bolt and nut. Blade linkages or gears shall have machined non-ferrous moving
contact surfaces.

D.

Damper frames, flanges and housings shall be constructed of 0.06 inch galvanized steel
with electrically welded corners which are ground smooth and re-coated with galvanic
protective paint after welding.

5.17

Electrical
A.

Enclosure:
1.

Enclosure shall be water and dust tight with gasket all around the edges of access

door opening.
2.

Provide single joint electrical power lug for power wiring entry termination. Provide
two earthing lugs for ground wire terminations.

3.

All wires, terminals, relays and other devices in the line up shall be marked and
labeled appropriately to match wiring diagrams and schematics.

4.

Enclosure door shall have both component layout and wiring diagram drawings
permanently adhered to the inside of the door. Identifications shall be indicated on
or adjacent to the device

5.

Drawings shall be on a waterproof waxed or laminated paper. Conduit entrance


plates of adequate sizes shall be provided for external wiring conduit connection
and entry.

6.

Unless a lower rating is specifically allowed elsewhere in the DEPs, electrical


enclosures located inside an air conditioned areas shall be IP 51 or greater,
electrical enclosures located inside a non-air conditioned areas shall be IP54 or
greater, and electrical enclosures located outdoor shall be IP 65 or greater.

7.

A unit mounted disconnect switch shall be provided.

Devices:
1.

Provide adequate number of terminal strips with adequate terminals for termination
of all wires.

2.

All sizes of starters and/or contactors shall meet suitable for intended use.

3.

Refer to 33.67.01.31-Gen. and S090768.231-3.80-222-A-E for MCC/panel for


power supply requirements.

C.

Wiring:
1.

All wiring external to the power/control enclosure to loads shall run in watertight,
coated flexible conduits.

2.

All wiring terminations shall be labeled with unique identification number.

3.

All power wiring terminations shall be screwed to the termination point.

4.

The connections shall include lock washers with anti-galvanic, anti-corrosion joint
compound to ensure long-term integrity.

5.

Control wiring termination can be either screwed or slip-on type terminals No splices
will be allowed in any wiring.

Electrical Protection:
1.

All electrical motors and associated control devices, shall be powered from one
single customer furnished supply (as shown on the equipment data sheet). Each
motor and heater shall be provided with individual overcurrent and overload
protective devices and auxiliary control equipment, as applicable.

2.

All electrical apparatus shall be protected against the harmful effects of shortcircuits and earth faults.

E.

Earthing:
Two external M10 earth studs shall be provided to facilitate Customer connection of the
external earthing system to the equipment. All electrical equipment on or within the
packaged unit shall be earthed from these earthing points.

5.18

Controls
Control components shall meet the requirements of 31.76.10.10-7263FGTP-PV.
A.

Operating Controls:
1.

All unit controls shall be furnished, mounted, wired and completely installed by the
manufacturer.

2.

For the cooling operation, provide pump-out control for start/stop operation with
reset relay and periodic pump-out for off-cycle.

B.

Safety Controls & Accessories:


1.

For the compressor protection provide; high and low refrigerant pressures cutouts,
low oil differential-pressure cutout, high discharge temperature cutout and anti
short-cycling timer.

2.

Provide phase reversal/voltage monitor/protective device and manual reset


button/relay to reset the entire unit operation in case of major failure.

3.

Provide interlock between the fan operation and the operation of both the cooling

and the heating systems.


C.

Optional Accessories:
1.

Provide both high and low ambient operation kits as the application dictates.

2.

Provide the appropriate capacity staging control setup to meet the minimum
capacity reduction as required by design.

3.

Provide terminal strip with adequate number of terminals for equipment failure
interface with remote operator-notification system as required by design.

D.

Temperature Controls:
1.

The selected temperature controller or thermostat shall be able to control the


staging of the packaged air conditioning unit and shall match the staging of the unit
for both cooling and heating operations.

2.

The selected temperature controller or thermostat that have fan-switch with (ONAuto) selection and a system switch with (Cooling-Heating-Auto-Off) selection.

3.

When the system selector switch is on Auto-mode, the system shall automatically
switchover between cooling and heating based on the deviation of the space
temperature and the set point of either mode. The minimum dead-band setting
between the cooling and heating set points shall be factor set at 1 with a
maximum of 9, field adjustable.

4.

For a single zone application, provide wall mounted digital & programmable standalone type thermostat. Number of cooling/heating stages shall match those of the
controlled unit.

5.

The controller shall have 7-day, 4 set-points cooling and 4 set-points heating
programming with night setback capability. Number of cooling/heating stages shall
match those of the controlled unit.

6.

The controller shall have fan-switch with (ON-Auto) selection and a system switch
with (Cooling-Heating-Auto-OFF) selection.

6.

Special Requirements
Packaged air conditioning unit electric motors and all other electrical and instrumentation equipment
in hazardous areas shall be in compliance with IEC 60079-0, certified for the intended use and shall

be of spark resistant construction per AMCA 99.


7.

Coatings
Air-cooled condensing unit coils shall be coated with Heresite P-413 pure phenolic thermosetting
resinous coating. Coating thickness shall be 0.002 inch DFT. Coil surface preparation and application
of coating shall be in accordance with coating and coil manufacturers written instructions.

8.

Capacities and Unit Characteristics


8.1

Provide the applicable information listed in Attachment 1 for each unit.

8.2

Unit shall be rated at 130 (54), or higher temperature as specified. All mechanical and
electrical components (such as bearing, wiring, etc.) shall be able to operate in the project
environment conditions. Especially, motors shall be rated for continuous full load operation
between 27F (-3C) and 130F (54C) without exceeding the temperature limit and shall be
provided with class F insulation, but the temperature rise shall be limited to class B as per
specification.

9.

Protection of Apparatus
9.1

Equipment and accessories shall be delivered with protective crating and coverings as
recommended by the equipment manufacturer.

9.2

Equipment and accessories shall be stored to prevent damage and protect them from
weather, dirt, fume, water and construction debris.

9.3

Equipment and accessories shall be handled in accordance with manufacturers written rigging
and installation instructions for unloading, transporting and setting in final location.

10. Testing
In addition to testing specified above, all unit electrical devices shall be energized as components to
ensure operation integrity prior to the unit shipment. Replacement of nonfunctioning items shall be
conducted with all reasonable speed and the quality assurance engineer shall certify that all such

11.

Identification and Numbering


11.1

Package air conditioning units shall be tagged with a 1.6 inch x 5 inch x 0.06 inch 304
stainless steel plate with engraved identification numbers (Principals Equipment Number,
Manufacturer Name, Model No., Serial No., Electrical Data, and P.O. Number.) permanently
riveted to the frame in a conspicuous location.
