1 Issue Description
There is a large amount of DO users without binding any set meal in the ZTE BOSS system now deployed in the existing Smartfrens network, and they are charged by monthly consumed volume without limited total quota. If one of these users keep online

and then change his/her tariff class from unrestricted quota users to restricted quota users, Smartfren found some abnormal records appear for the reason that some DO users with monthly set meal can still enjoy the volume which is much more than their quota of set meal until these user disconnect the network themselves.

2 Issue Analysis
According to our current implemented PCC(Policy Control&Charging)solution related to ZTE BOSS and SPR&PCRF,If a new user is created in ZTE BOSS ,and is charged by monthly consumed volume without limited total quota,ZTE BOSS shall think that the

users tariff class doesnt include any policy rule and doesnt need any policy control as a non-PCC user. As a result,ZTE BOSS shall not send a MML(Man-Machine Language) instruction to SPR to add a new non-PCC user into its database.

3 Issue Solution
3.1 For New DO Users Charged By Volume
ZTE BOSS RND teams shall update the soft version of BOSS system with a patch with the function as below: Step 1:When a new user without binding any set meal is created in ZTE BOSS and is to be charged by volume ,ZTE BOSS shall send a MML instruction as add base carrying the users IMSI to ZTE SPR; Step 2:When ZTE SPR receives the MML instruction add base from ZTE BOSS,ZTE SPR extracts the information of user s IMSI and add the IMSI into its database with default set meal .Usually, ZTE sets the maximum uplink rate-1.8Mbps and the maximum downlink rate-3.1Mbps referring the air protocol of CDMA 2000 1x EVDO Rev.A &Rev.B.Then,a new user without binding any set meal in ZTE BOSS shall also be stored as a PCC user with default set meal in ZTE SPR;

Step 3: When a new user is connecting to the network, ZTE PDSN shall receive a request to establish IP-CAN bearer, and shall decide if the new user need PCC by sending an indication of establishing IP-CAN session to PCRF;

Step 4:If ZTE PCRF doesnt find the new users information of set meal, it shall

send a profile request to ZTE SPR with IMSI or/and PDSN ID;
Step 5:ZTE PCRF shall store the new users information ,including a PCC rule; Step 6: ZTE PCRF shall make a policy decision involved in the new user.

3.2

For Old DO Users Charged By Volume


ZTE post-sale teams have updated the soft version of BOSS system with a patch with the function as below: Step 1:When an old user changes its tariff class by selecting one of set meals or by selecting charging by monthly volume defined in ZTE BOSS, ZTE BOSS shall send a MML instruction as add base carrying the users IMSI to ZTE SPR; Step 2:If the old user doesnt exist in ZTE SPR, ZTE SPR shall extracts the information of users IMSI from the MML instruction add base and add the IMSI into its database with default set meal and send success response to ZTE BOSS; Or else, ZTE SPR shall send failure response to ZTE BOSS . Step 3: ZTE BOSS sends a MML instruction as set pak including the users IMSI to ZTE SPR Step 4: ZTE SPR update the users contract data of set meal and store the user as a PCC user. ZTE post-sale teams have provided the function in ZTE PDSN that the PDSN shall kill any DO users session whose successive period is more than 8 hours.Then ,the user shall lose its connection to the network .It means an old non-PCC user shall activate his/her new tariff class or set meal as a PCC user after 8 hours since the time ZTE BOSS finish the modification.

4 Issue Relevance
Because all non-PCC users in ZTE BOSS will be stored as PCC users in ZTE SPR ,and be controlled by ZTE PCRF by PCC rules, occupied licenses of PCRF&SPR in Jakarta and Surabaya shall be increased based on the number of existing users without binding any set meal in Phase-II
