Posted by David Werling Below is the complete address of Prime Minister Viktor Orban of Hungary given at the onference! "Hope and the hristian response to the crisis!# $aint Paul %niversity! Madrid! on &ovember '(! )*')+ ,mphasis added by me+ - present this here because in many ways Prime Minister Orban epitomi.es the attitude that should be taken by a atholic layman and leader+ He seems to understand /uite well his role! not 0ust in politics! but his role in the world as a atholic! as a citi.en of a greater society than his nation+ While -1m sure that - don1t agree with all of his political or social views 2though - certainly agree with most3! what - find most encouraging the direction he has taken and insists on taking because of his formation in the atholic faith+ 4hus! primarily! - present Prime Minister Viktor Orban! in this regard! as a much needed role model for the atholic laity+ $econdarily! - present this address in specific regards to what - believe is a very credible and practical response to the current economic 2and more profoundly! cultural and religious3 crisis in the Western hemisphere+ 5uite frankly! we haven1t received this kind of clear thinking and guidance from our atholic church leaders! who seem more concerned with appeasing! as Orban termed it! "those ,uropean political and intellectual trends and forces which aim to push back and undermine hristian culture! hristian civilisation and hristian values+# While Pope Benedict 6V- spoke of a "world economic power# without specific reference to hrist as a solution to the economic crisis! Orban! on the other hand! speaks in this address of a spirit thoroughly rooted in hrist! generating real and 0ust reforms! as the only enduring solution+ 4here is no Vatican -- doublespeak! e/uivocating! or appeasement in what Orban has to say! because! - think! as a man who was a victim of ommunist oppression! and perhaps more importantly! a dissident accustomed to mortal conflict! he understands all too well the folly of appeasing evil+ He and his country now face attacks from ultural Mar7ism that stands opposed to the new Hungarian constitution! a constitution that sees faith and religious and! specifically! hristianity as integral parts of that nation8s future+ Orban relishes the fight+ He understand what it means to have to fight! and that is something simply not found in today8s Vatican+ -f only our modern church leaders could learn the lessons that have been inculcated in this ,uropean leader9of9men without having to walk the long and arduous road that Viktor Orban had to walk:

Dear ;riends! <adies and =entlemen! We Hungarians understand the pain that the $panish are feeling today! and we understand the hard struggle of the $panish =overnment! that it must continue against this inherited! difficult economic situation+ We understand the disappointment! anger and impatience of the $panish people+ We Hungarians have known and still know these well+ >nd for this reason we sympathise with you and show solidarity towards $pain+ <adies and =entlemen! $imilarly to Hungarians! the $panish are a people who value freedom! who look back at their own history with pride! and who will not allow the work with which their grandfathers rebuilt their homeland after the civil war to be put at risk once again by bureaucrats and financial speculators+ > whole series of demonstrations and strikes throughout the ,uropean continent indicate that people everywhere are searching for the answer to the /uestion? how could the dream! which a common ,urope meant to all of us! have broken@ How can ,urope have lost its competitiveness@ How can it have become indebted up to its eyeballs@ Why didn8t it adapt in time! in a planned manner and without upheaval to the changed circumstances@ Why are we suffering such problems now! destroying the standard of living and way of life of millions of families@ 4hese are difficult /uestions+ 4here is one thing that - can certainly tell you with relation to these introductory thoughts+ - myself believe that this is not a simple con0ectural crisis+ 4he situation isn8t that in place of the previous prosperity there is now a heavy downturn within the ,uropean economyA it is something else+ -t is my belief that we must face the reality and it is not worth deluding ourselves+ A reor!anisation o" po&er is o''urrin! in t e &orld & i' makes it impossible "or t e &orld a"ter t e 'risis ( and in it )urope and )uropean li"e ( to be t e same as it &as be"ore t e 'risis$ Our li*es &ill ne*er a!ain be t e same as t ey &ere be"ore t e 'risis$ And a''ordin!ly ( at least &e %un!arians belie*e so ( re"orms or stru'tural re"orms are not su""i'ient in politi's$ In %un!ary &e say t at &e re+uire t e total rene&al o" our omeland, %un!ary, total rene&al and as a result, radi'al reor!anisation &it in e*ery dimension: intelle'tual, moral, spiritual, e'onomi' and so'ial$ - is is ne*er easy and ne*er 'om"ortable$ <adies and =entlemen! What can you e7pect from me at today8s conference@ <et us first of all make it clear what you cannot e7pect from me+ - am not a priest or a church leader+ >nd - am not a philosopher or a scholar either! and so you should not e7pect a theological! philosophical or scholarly approach from me+ >s they say in ,nglish! I am a .doer.+ > man with a sense of political calling! who happens to be Prime Minister! and is working to get things done+ With regard to myself! let me tell you in short that - come from a small village! and from a working class familyA - went to law school and later attended the halls of O7ford+ I took part in t e ille!al "i! t a!ainst 'ommunism and t e So*iet /nion, or!anisin! yout mo*ements, t en "ounded a politi'al party and su''eeded in ammerin! my o&n nail into t e 'o""in o" 'ommunism ( t e one & i' it &as my 0ob to ammer in$

- became a Member of Parliament at )B! and Prime Minister at age CD+ >fter four years of government - found myself in opposition! and eight years later! in )*'*! - returned with a ma0ority of two thirds+ 4he D)E proportion of the votes mean a two9thirds ma0ority of seats in Parliament! because of the electoral system+ 1 at I &ill tell you today is t ere"ore based on e2perien'e, e2perien'e a''umulated in 3entral )uropean and )uropean politi's$ - e 'ollateral be ind & at I a*e to say is not t eoreti'al ar!ument, alt ou! I do like e2er'isin! my brain, but instead pra'ti'al kno&led!e, politi'al and personal e2perien'e+ 4he C* years that - have spent on the floorboards of politics! which! it is common knowledge! are rough! un9planed boards! and so wound one8s feet deeply+ <adies and =entlemen! People who are committed to hristian traditions! laics! clerics! atholics and Protestants alike! are connected by a common feelingA the responsibility of the dutiful guardian+ 1e may read in t e book o" )4ekiel, t at i" t e !uard on duty sees t e armed enemy approa' in! but does not blo& is trumpet to &arn is people, t en 5od &ill 'all im to a''ount "or t e uman li*es t at are lost+ -n my view! =od ordained church and secular leaders to be such dutiful guardians! and this includes politicians+ >nd so it is in full knowledge of our responsibility that we must proclaim that the financial and economic crisis that is occurring in ,urope is not some accidental event that a few gifted technocrats will be able to correct+ - e 'risis o''urrin! in )urope is t e result o" a pro'ess o" de'ay t at as been present "or some time on t e 'ontinent+ - feel that we must speak out and state that in ,urope today! such forms and configurations of human cohabitation such as the nation and the family have fallen open to /uestion+ $imilarly! the true and original meaning of work and credit have become uncertain in economic life+ 4his is all thanks to the fact that these important things F work! credit! family! nation F have become dissolved from the moral foundations that hristianity provided to us! and so have lost their weight and meaning in recent decades+ - don8t know when this process began! perhaps historians know! but what - see is that a situation has developed in ,urope today in which ,urope F in politics certainly F has begun to feel ashamed of its roots+ 4his is why the new ,uropean master document includes no reference to hristian roots+ 4hey didn8t forget to include it! but instead there was a large9scale ,uropean debate in which those gained the ma0ority who said that it must not be included+ $chuman! one of the founding fathers of the idea of ,urope! once said that ,urope would either be hristian! or it would not e7ist+ Get today! we have reached the point where the ma0ority of ,uropean politicians are working and doing everything in their power to e7ile hristianity into people8s private lives! churches and history books+ <adies and =entlemen: I" an Islami' 'ountry be!an "eelin! as amed o" itsel" be'ause o" t e tea' in!s o" t e #oran, it &ould ri! tly a&aken t e an!er o" ot er Islami' 'ountries$ I" someone in India &ere to be!in ' allen!in! t e "undamental prin'iples o" %induism, or someone in 3 ina t e "undamental prin'iples o" 6udd ism, t en t ey &ould *ery +ui'kly meet &it in'ompre ension$ In 'ontrast, in )urope I see e*ery day t at it is

instead t ose & o &is to t ink and be a*e a''ordin! to t e *alues o" 3 ristianity in politi'al and so'ial li"e & o meet &it in'ompre ension+ With relation to the crisis! what - have e7perienced in the modern world is that in times of crisis there is a spiritual! uplifting force within every successful national economy F because successful national economies do e7ist! albeit outside ,urope+ -n the <atin >merican countries it is hristianity! in -ndia it is Hinduism! which motions towards tran/uillity! and in hina it is Buddhism! which is built on the high regard of labour+ apitalism in ,urope can also trace its birth back to spiritual foundations+ -t would not have come into e7istence without hristianity+ But today! people often laugh if someone views his profession as a vocation and not 0ust a source of income! if he wishes not to preserve! but to e7ploit the order of the created world! and he is he not taken seriously if he claims that he has received a responsibility from =od for all the communities that are part of it+ $eculari.ed ,urope regards the traditional forms of community life! the nation! the congregation and the family! sceptically! as if they were odds and ends left over from the past! and ,urope simply does not take note of the fact that there are many people! many millions! who are no longer able to live and e7perience their human relationships in their true depth+ -n the meantime! ,urope8s population is gradually dwindling! because the family is under constant attack! and many view raising a family as something that is in the way of self9 fulfilment+ 4he reduction of family communities based on stable commitments is a general tendency throughout ,urope+ -n Hungary! the proportion of children born outside wedlock is H) percent! and the age of women at the birth of their first child is C*A they do not have children before! but only after the age of C*+ Hungary F the country of $aint ,lisabeth F is one of those ,uropean countries in which the willingness to have children is lowest! and this is only partly attributable to e7istential problems that have arisen as a result of the crisis+ Our people also suffer from more deep9rooted problems+ Iespected ongress! During communism! religious communities in Hungary had to overcome a severe trial+ 4he dictatorship adopted an anti9church policy! first openly! then craftily! with which it wanted to terminate the connection that Hungarian people had with their own churches+ However! it was unable to do away with the commitment that the people of Hungary had towards their own congregations! although it did succeed in weakening it+ JDE of the adult population in Hungary F JDE according to the latest census data F profess to belong to a religious denomination! although only 'BE go to church on a weekly basis+ -n answer to the /uestion! are they religious! many answer yes! but if asked what this means! it becomes clear from the census that the ma0ority say they are religious in their own way! and very few say that they are religious in accordance with the teachings of their church+ 4hese are very interesting! and at the same time very cautionary signals+ <adies and =entlemen! -n the end! - must say that the aging ,urope that is disclaiming its hristian roots! and within it Hungary! is like the man in the well9known parable who built his house on sand+ 4he floods came! hit the house! and the building found itself on the verge of collapse+ - is "lood &as only partly 'aused by )urope, but )urope as only itsel" to blame "or

t e "a't t at it as ardly been able to &it stand t e "lood, and be ind t e problems lie &eakness, and be ind t at )uropean &eakness lie pre'isely t ose t in!s: t e 'risis o" "amilies, 'ommunities and t e nation, t at in t e early sta!es o" 'apitalism &ere pre'isely & at made us su''ess"ul+ 4hey made ,urope strong and dominant at a global level precisely because at the time they fitted into a hristian system of morals? in commerce! the economy! the family and the nation alike+ - would like to highlight 0ust one issue to show you what - mean+ >nd this is the issue of credit+ -n the Old 4estament! the word usury! money9lender! means to bite another person! like a snake would+ -t is understandable that the atholic hurch also decreed a ban on collecting interest on loansA they obviously wanted to protect people from the anguish and barbarity of money9 lenders+ During the reformation! the stance on the collection of interest changed+ -n today8s world it may seem difficult to believe! but at one time it was normal that for instance a banker from =eneva would write to the city8s Protestant priest and ask him what conditions and level of interest he would find appropriate with regard to the collection of interest+ ;rom a man of the church: However! from the early days of capitalism! credit became acceptable! something which was made possible precisely because there was a moral content connected to the word+ >t the time! trust! the sanctity of the given word and honourable business ethics were still connected to credit+ - am not a naKve romantic+ =reed and the human urge to become rich were obviously not unknown in those times either+ -t remains nevertheless significant that in t ose days e*ery +uestion related to 'redit &ere part o" a 3 ristian system o" *alues and be a*iour, and &ere measured a''ordin! to 3 ristian standards+ I" &e look at t e list o" )urope7s indebted 'ountries, t en &e see t at t e loans & i' our 'ountries are su""erin! "rom no lon!er a*e any relation to any kind o" moral prin'iples+ 4he conditions for successfully receiving credit today are such that they endanger the sovereignty of the nation in /uestion! and lenders force governments to take money away from the very people they should be giving it to+ It is my "irm belie" t at a )urope t at represents 3 ristian *alues &ould per aps not a*e allo&ed people to s+uander t e "uture o" t eir "amilies by takin! on irresponsible loans+ -n Hungary! this is what happened to one million families+ 4his is the number of people in personal family bankruptcy today+ > ,urope that represents hristian values would perhaps have warned everyone that they will eventually have to work to earn every single ,uro they spend! including the ones they borrow+ > ,urope that represents hristian values would perhaps rather provide loans to those who they see are working to earn them and want to continue working in order to earn them+ A 'ommon )urope t at represents 3 ristian *alues per aps &ould ne*er a*e allo&ed 'ertain 'ountries to "all into debt sla*ery$ 4his is an important /uestion for the $panish nation+ -t is not my business! - bear responsibility for Hungary! but - would like to warn you that $pain is very close to arriving at the moment when it falls into debt slavery+ >nd a country may be con/uered in two ways? by the sword or through debt! and this is something we should never forget+ >nd finally! a ,urope that represents hristian values would perhaps! in place of today8s politics! encourage one that distributes the burdens of today8s economic crisis fairly+ <adies and =entlemen!

-f in ,urope today a government is compelled to take on a loan from a ,uropean or perhaps international organisation! then they will be re/uired to introduce such measures which make the government lose its credibility before its own electorate+ 4he trends and austerity measures that are re/uired today are in the long9term interests of neither the people! nor the governments! nor the lenders! and it is not right to push national governments in this direction! because if order collapses! social stability is no more and the framework of economic life becomes uncertain as a result of all those cuts and austerity measures! then who will work to earn those borrowed euros so that these loans may be repaid@ 4he e7ample of =reece is not simply an e7ample of a nation! but a warning to the whole of ,urope+ %nfortunately! honoured <adies and =entlemen! it is my personal e7perience that in ,urope the most serious moral crisis may be seen is precisely those political and business leaders who do not take other criteria into account because of their own short9term career and financial interests+ >s scripture says? L;or the love of money is the root of all evil? which while some coveted after! they have erred from the faith! and pierced themselves through with many sorrows+L - e moral 'risis may also be re'o!nised in t e 'ase o" t ose leaders & o, pro"essin! a p ilosop y o" .let us eat and drink, "or tomorro& &e die., or at last .tomorro& &e &ill not be in !o*ernment., &ere 'apable o" 'astin! & ole 'ountries into debt$ - is also brin!s up +uestions o" serious personal responsibility$ <adies and =entlemen! 4here are many in ,urope! and although we may be a minority! but we are many! whose common goal is to be able to once again build ,urope on the rock solid foundations of hristianity+ - would like to now spend a few minutes talking about Hungary+ Hungary has been following this path since )*'*+ >s we have heard? we have created a new ;undamental <aw! and it may also be read in $panish+ >n enthusiastic $panish patriot translated it into $panish! this is how - became aware of it! and it is probably available in librariesA that - also where - came by it+ So, &e a*e introdu'ed a ne& 8undamental 9a&, t e "irst ' apter o" & i' &e 'alled t e :ational 3redo$ - is is t e essen'e o" t e 'onstitution, its spiritual "rame&ork, its ba'kbone$ - e "irst line o" t e ne& %un!arian 'onstitution be!ins &it t e &ords: .9ord, 6less t e %un!arian People;. - is is also t e "irst line o" our national prayer$ - e "irst &ord o" t e %un!arian 'onstitution is 5od$ %un!ary is a 'ountry & ose "irst kin!, & o &as 'alled Saint Step en, some one t ousand years a!o, a"ter is "irst ' ild ad died and e ad no pro!eny, o""ered t e 3ro&n o" %un!ary to t e Vir!in Mary$ 1e *ie& %un!ary as a 'ountry & i' our "irst kin! o""ered to t e Vir!in Mary$ - is is an important "a't$ %e did not o""er it into t e sa"ekeepin! o" a "orei!n po&er, and e did not o""er it to a "inan'ial institution, but to Mary$ 4his is mirrored in the constitution+ One of the reasons why we elaborated a constitution of this kind was that we felt we must face up against those ,uropean political and intellectual trends and forces which aim to push back and undermine hristian culture! hristian civilisation and hristian values+ We knew that this would result in conflict+ >s we have heard precisely a little earlier+ - e )uropean "or'es t at &is to undermine t e stren!t o" 3 ristianity are stron! and &ell<or!anised "or'es$ - ey are a si!ni"i'ant "a'tor &it in )urope$ 9et us not delude

oursel*es, it is better to "a'e t e trut $ 6ut I am positi*e t at i" &e do not enter into 'on"li't &it t em, t en t ey &ill s&eep us o"" t e pat o" bot )uropean publi' li"e and national publi' li"e$ ;or this reason! Hungary decided it would rather face this conflict+ We have also included the following thoughts in our constitution! which - will now /uote to you+ LWe profess that the basis of human e7istence is human dignity+ 1e pro"ess t at uman "reedom may only de*elop in 'ooperation &it ot ers$ 1e pro"ess t at t e most important "rame&ork o" our 'oe2isten'e is t e "amily and t e nation, and t at t e prin'iple *alues o" our 'oe2isten'e are loyalty, "ait and lo*e$ 1e pro"ess t at t e "oundation o" t e stren!t o" t e 'ommunity and o" t e onour o" e*ery person is &ork and t e per"orman'e o" t e uman spirit$ 1e pro"ess t e duty to elp t e "allen and t e poor$ 1e pro"ess t at t e 'ommon !oal o" t e state and its 'iti4ens is a !ood li"e, se'urity, order, and t e a' ie*ement o" trut and "reedom$ 1e re'o!nise t e nation<preser*in! po&er o" 3 ristianity$. - is is & at 'aused t e !reatest 'on"li't: &e a'kno&led!e t e nation<preser*in! role o" 3 ristianity$ Well! <adies and =entlemen! We have now reached a sub0ect which we will perhaps discuss in greater detail during the debate! so - will mention only the main point+ Politics raises difficult /uestions for hristians+ Difficult personal and moral /uestions+ Politics is a wild world+ -t is difficult to be successful in it+ >nd to reconcile success and the norms of hristian behaviour in this world is an especially difficult task+ Perhaps one of the most difficult issues that we must find a solution to within ourselves and that the hristian parties must find a solution to in their programs! is how to reconcile the criteria for the representation of the truth and the ac/uisition of the ma0ority+ Power! if it has been granted to us by the electorate! must be practiced in a way that represents the truth of hristianity in policies! but in a way that also allows us to receive a ma0ority on the ne7t occasion+ 1e are not 3 ristian politi'al kamika4e pilots, but responsible 3 ristian leaders$ I" no politi'al ma0ority is allied &it t e trut , t en o& are &e to implement t ese pro!rams in politi's= 6ut i" &e a*e t e ma0ority but do not represent t e trut , t en & at is t e point o" t e ma0ority= - is is a +uestion t at all parties &it 3 ristian roots and all 3 ristian politi'ians must 'lari"y &it in t emsel*es: o& does one 'ombine t ese 'riteria= Of course this must be done differently in $pain and differently in Hungary! and it is an issue which includes many tactical elements! but it is an unavoidable /uestion for all of us+ What - can tell you is that! no matter how difficult! we were capable of creating a deeply hristian9based constitution within a democratic political environment in a country that is religiously rather neutral F because unfortunately Hungary is a country which is religiously rather neutral+ >nd - think that the Hungarian e7ample F and - do not wish to commit the sin of self9praise here F is an encouragement to all hristian politicians that it is possible to adopt a deeply hristian constitution that re/uires a two9thirds ma0ority in Parliament in a democratic environment in a religiously neutral country+ - is is an en'oura!ement re!ardin! t e "a't t at 3 ristian politi's do indeed a*e a ' an'e, a ' an'e to be *i'torious and to 'reate in t e modern )uropean &orld+

>nd now! <adies and =entlemen! please allow me to say a few words about the fact that our national ;undamental <aw has become a target for the actions F as we call them F of the international and Hungarian left despite the fact that references to hristian values are also otherwise included in the constitutions of many nations+ 4here are several such constitutions in ,urope+ What therefore is the e7planation for the e7tremely blinded and hate9induced actions that we had to face@ -t is important to note that - am not complaining now+ >s they say in Hungary! people who are afraid should not go into the forest+ We knew that this constitution would result in such conflict+ >nd so there is no reason to feel sorry for ourselves+ -n fact - can tell you that there are many of us in Hungary who decidedly en0oy this fight! who are motivated by it and who feel that this is a 0ust fight! and so it is good to fight it+ &evertheless it remains important to put the /uestion! if there are other constitutions in ,urope that refer to hristianity! then why was it the Hungarian constitution that evoked this huge attack on the part of ,urope@ - know you have your own troubles to deal with! but if you once have the time! it would be most illuminating to watch the video footage of how the ,uropean left in $trasbourg organised a special trial in the ,uropean Parliament to discuss the Hungarian constitution and to condemn the Hungarian constitution+ 4his was a huge debate at which - myself was also present+ -t is most illuminatingA if you have the opportunity! do so+ -t is worth seeing how anti9 hristian politics work today in ,urope out in the open+ Well! my opinion is that what was /uite clearly behind the attack is the fact that the representatives of today8s mainstream ,uropean politics! and especially the intellectuals who took part in the events of nineteen si7ty9eight and are now in important positions of power! are not prepared to accept the fact that hristianity is again capable of adopting an increasingly determined political position+ 4he ,uropean mainstream F the ideological category is a cause for confusion! so - will refrain from using terms such as liberal and left wing! because - don8t know if these terms mean the same here as they do in Hungary! and so - would rather say that F t e mainstream o" )uropean t inkin!, its dominant trend, as a 'lear pi'ture o" t e "uture o" )urope$ - ey t ink, and ere t e analysis and t e &is es mi2, and o" 'ourse &e too o"ten make t e same mistake, t ey t ink t at bot ob0e'ti*ely and a''ordin! to t eir &is es, )urope is mo*in! to&ards a state & ere t e reli!ious &ill be'ome unreli!ious, & ere national &ill make &ay to "ormations t at are abo*e national, and in & i' "amilies &ill be repla'ed by indi*iduals$ - ey 'all t is pro!ress+ 4his is the dominant intellectual trend in ,uropean politics today+ Our sin! which we of course assume proudly! is that in the )'st century we have dared to include in our constitution the fact that faith! the church! the nation and the family belong not to our past but to our future+ 4his is the reason for the hate9induced huge attack against the Hungarian constitution and the creators of the Hungarian constitution which we have e7perienced throughout ,urope+ We think! honoured <adies and =entlemen! that as it has done before during the course of history! hristian9based politics will now once again renew ,urope+ We believe in what $chuman said? ,urope will either be hristian! or it will not e7ist+ And &e belie*e t at &e, & o 5od pla'ed &it in t is stru!!le as t e duti"ul !uardians o" )urope as politi'ians, a*e t e responsibility o" !i*in! ba'k to our "aded and empty *alues t eir deep, 3 ristian moral meanin! so t at solidarity s ould not be an e+uality o" interests, but instead a 'ommitment to&ards t e ot er indi*idual and t e ot er
