Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a non-compliant security system. The building has a non-compliant manual and automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building is reported to contain asbestos and other hazardous materials. The overall building is not compliant with ADA accessibility requirements. The school is located on a 25.0 acre site shared with Turpin High School adjacent to residential properties. A. Heating System
Description:
The existing system for the 1973 Original Construction is an electric-fired resistance type heating system, installed in 1973 with incremental upgrades, and is in fair to poor condition. The system in the 1973 Auditorium Fixed Seating Areas is an extension of that found in the 1973 Original Construction. 2-pipe vs. 4-pipe designations are not applicable in this facility due to the facility being equipped with electric-fired resistance type heating and DX cooling, which is not compliant with the OSDM requirements for basic system type. Heated air is distributed via electric radiant baseboard heaters, cabinet heaters, wall heaters, indoor air handling units, electric VAV boxes with re-heat, and ducted packaged roof-top HVAC units. The terminal equipment was installed in 1973 with incremental upgrades and is in fair condition. The system appears to comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The Honeywell DDC type system temperature controls were installed in 2008 and are in good to fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. The overall system does not feature any central energy recovery systems. The facility is not equipped with louvered interior doors to facilitate Corridor utilization as return air plenums. The existing system is ducted, but the ductwork cannot be integrated into a possible future system due to arrangement, air volume, and routing of existing ductwork. The overall heating system is evaluated as being in safe but inefficient working order, and long term life expectancy of the existing system is not anticipated. The structure is equipped with central air conditioning, except for the Gymnasium, Locker Rooms, and both floors of the connector Corridor. The site does not contain underground fuel tanks. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. B. Roofing
Description:
The roof over the overall facility is a combination of fully adhered Carlisle EPDM membrane roof system that was installed in 1997, and is in fair condition, an asphalt built-up roof system with gravel wear coat that was installed in 1997, and is in fair condition, and a standing seam metal roof that was installed in 1973, and is in fair condition. There are no District reports of current leaking. Signs of past leaking were observed during the physical assessment. Access to the roof was gained by three access hatches that are in fair condition and exterior access ladders that are in good condition. Not all levels of low slope roof surfaces have adequate access. Fall safety protection cages are not required and are not provided. There were no observations of standing water on the roof. Metal cap flashings are in fair condition. Roof storm drainage is addressed through a system of gutters and downspouts and roof drains, which are properly located, and in good condition. The roof is not equipped with overflow roof drains, though they are needed on this building. No problems requiring attention were encountered with any roof penetrations. There are not any covered walkways attached to this structure. 3 Needs Replacement The roof over the overall facility requires replacement to meet Ohio School Design Manual guidelines for age of system and due to condition. New metal coping and flashing is included in roof replacement. Three exterior roof hatches and one floor hatch is to be replaced due to condition. Two exterior access ladders are required to allow access to all levels of low slope roof surfaces. Provide new overflow drains as required for areas with high parapets. C. Ventilation / Air Conditioning


Description:
The overall facility, with the exception of the Gymnasium, Locker Rooms, and both floors of the connector Corridor, is equipped with multiple separate DX type central air conditioning systems, which are in fair condition. The DX type air conditioning systems are comprised of multiple roof-top and pad-mounted air-cooled scroll condensing units from York and Carrier (Weathermaker), were original to the Facility with upgrades from 2002 to 2013, and are in good to fair condition. Refrigerant is supplied to multiple indoor air handling units, by Carrier and Air Zone International, which distributes the cooling forced air to VAV and CAV boxes. Isolated room systems consisting of ducted packaged roof-top HVAC units and ducted split HVAC units, with the condenser mounted separately on the ground, are provided in multiple Administrative locations. The ventilation system in the overall facility of indoor air handling units and ducted packaged roof-top HVAC units, installed in 1973 with upgrades from 2002 to 2013 and in good to fair condition, providing fresh air to Classrooms, and other miscellaneous spaces such as Gymnasiums, Student Dining, and Media Center. Relief air venting is provided by ducted returns, ceiling plenums, indoor air handling units, ducted packaged roof-top HVAC units, and central relief fans. The ventilation system appears to meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall system is not compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systems are not required in this facility. The Art program is equipped with a kiln, and existing kiln ventilation is inadequate, due to age and condition. D. Electrical Systems
Description:
The electrical system provided to the 1973 Original Construction is a 277/480 volts, 4000 amp, 3 phase and 4 wire system installed in 1973, and is in fair to poor condition. The system in the 1973 Auditorium Fixed Seating Areas is an extension of that found in the 1973 Original Construction. Power is provided to the school by a single utility owned, pad-mounted transformer located outside the Art Classroom, and in fair condition. The General-Electric panel system, was installed in 1973, is in fair condition, and cannot be expanded to add additional capacity. The Classrooms are not equipped with adequate electrical outlets. The typical Classroom contains four (4) general purpose outlets, one (1) dedicated outlet for each Classroom computer, and zero (0) dedicated outlets for each Classroom television. Some Classrooms are equipped with as many as five (5) general purpose outlets, while others are equipped with as few as three (3) general purpose outlets. There are not any spaces that have no electrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are provided around the perimeter of the building. The facility is not equipped with an emergency generator. Adequate lightning protection safeguards are not provided. Stage lighting power system including control panel, breakers, and dimmers is inadequately provided, in fair to poor condition and does not meet OSDM requirements. The overall electrical system does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys future needs. 3 Needs Replacement The entire electrical system requires replacement to meet Ohio School Design Manual guidelines for overall capacity due to condition and age, lack of OSDM-required features, and to accommodate the addition of an air conditioning system. Provide new transformer due to age and condition, with funding to be coordinated with the Utility Company. Provide an emergency generator, with funding included in the electrical system replacement. Provide adequate lightning protection safeguards in the overall facility, including associated grounding system, with funding included in the electrical system replacement. Provide control panel, dimmers, and breakers to support the Stage lighting system, with funding included in the electrical system replacement. The service entrance is not equipped with a reduced pressure back flow preventer. The water service is a 3 line originating from Turpin High School, which is located on the same site. A water treatment system serving the Kitchen is provided and is in good to fair condition, but is not required. The domestic water supply piping in the overall facility is copper, was installed in 1973, and is in good condition. The waste piping in the overall facility is a combination of cast iron and PVC, was installed in 1973 with incremental upgrades, and is in good condition. The Kitchen is equipped with a satisfactory grease interceptor. The Kitchen is provided the required 140 degree hot water supply via a booster water heater under the dishwasher, which is in good condition. The school meets the OBC requirements for fixtures. Relative to LEED requirements, the school is not equipped with low flow type fixtures. Description:
The 25 acre sloped site is located in a suburban residential setting with generous tree and shrub landscaping. The site is shared with Turpin High School and associated athletic complex. Outbuildings include concession, restrooms, dugouts, and pressboxes associated with the athletic complex. There are reported problems with erosion or ponding, however the district has corrected the issues to date. The district also reports the site in general has a poor soil quality that has contributed to the overall ponding and erosion issues. The site is bordered by lightly to moderately traveled city streets. A single entrance onto the site impedes proper separation of bus and other vehicular traffic, and one way bus traffic is not provided. There is a curbside bus loading and unloading zone in front of the school, located in the parking lot, which is not separated from other vehicular traffic. A dedicated bus loop is not provided for student loading and unloading. Staff and visitor parking is facilitated by multiple asphalt parking lots shared with Turpin High School, in fair to poor condition, containing 462 parking places, which provides adequate parking for staff members, visitors, and the disabled. The site and parking lot drainage design, consisting of sheet drainage, retention basin, and catch basins provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in good to fair condition are appropriately placed. Concrete sidewalks are properly sloped, are not located to provide a logical flow of pedestrian traffic, and are in good to fair condition. Trash pick-up and service drive pavement is heavy duty is in fair to poor condition, and is not equipped with a concrete pad area for dumpsters. Exterior stairs are in good to fair condition and feature non-compliant handrails in good condition. The site and playgrounds are partially fenced for security, but are separated from vehicular access. The athletic complex is provided with a fence and is separated from vehicular access. The playground equipment is primarily constructed of coated steel, metal, and high density plastic, and is in good condition. Playground equipment is placed to provide compliant fall zones, and on a compliant wood fiber mulch soft surface of sufficient depth, and a hard surface with a basketball court and painted game lines being provided on an asphalt and concrete surfaces. The site and playground areas are equipped with sufficient tables, benches, and athletic equipment in good condition. The athletic facilities are comprised of a football field with integral track, baseball fields, softball field, practice field, and tennis courts, and are in good condition. Site features are suitable for outdoor instruction, which is enhanced through the Districts provision of benches, tables, and athletic equipment. Drainage is predominantly sheet flow toward catch basins which converge into the city storm system. Reusing existing documents is one of the best strategies to reduce solid wastes volumes and prevents then from ending up at landfills. It also reduces habitat disturbance and minimizes the need for the surrounding infrastructure. While using new materials one should take into account different material sources. Salvaged materials provide savings on material costs, recycled content material minimizes waste products and local materials reduce the environmental impact of transportation. Finally, using rapidly renewable materials and certified wood decreases the consumption of natural resources. Recycling and reusing construction waste is another strategy to be taken into consideration in sustainable design. Indoor Environmental Quality As we spend a big majority of our time indoors, the emphasis should be put on optimal indoor environmental quality strategies while (re)designing a building . IEQ strategies such as ventilation effectiveness and control of contaminants or a building flush-out prior to occupancy can reduce potential liability, increase the market value of the building but can also result in a significantly higher productivity (16%). Other strategies involve automatic sensors and controls, introducing fresh air to the building or providing lots of daylighting views.
