Synopsis: Request by 9/11 Commission .Task Force to screen the
airline passenger lists through the TSDB and TIPOFF databases.
Enclosure(s): Airline passenger lists provided by 9/11 Commission
Task Force.
Details: As per the 9/11 Commi s.q j on Task Force request via email
from SSA I I to I I dated 03/29/2004.
"Run these names against TSC/TIPOFF," the names are lists of
passengers derived from several flight manifests related to the
Vanity Fair article.
Each name along with its identifying data was run
through each database precisely as provided on the lists.
Attempts to run the illegible names were also made using best
efforts to decipher the information given.
Per the review, there were no exact matches to the
lists provided. There were no matches in TSDB, and no matches in
TIPOFF. The closest similarity located was a name match with a
different date of birth in the TIPOFF database. The name
rovided was I J with a date of birth of
£ I-. >hp TIPOFF record showed the same name with a
different date of birth of. J I and the country of interest
as Saudi' Arabia. _....-•-""
The Terrorist Screening Center's database (TSDB)and the
Terrorist Threat Integration Center (TTIC) database were reviewed
..for any...possible matches.

The TTIC Database serves as the single source for the

TSDB with regard to International Terrorist names and
accompanying identifying information. The FBI serves as the
single source for all Purely Domestic Terrorist names and
accompanying identifying information.

All nominations of International Terrorist names and

identifying information from all agencies goes through TTIC,
likewise all nomination of Purely Domestic Terrorist names and
identifying information from all agencies goes through the FBI,
to be consolidated into the TSDB.
