Foreword
We welcome you to the Foundation Course on Education of Children with Learning Disabilities Online Mode programme, launched by Distance Education Cell, Rehabilitation Council of India. This is a programme which orients the learner towards the basic knowledge and skills across the learning disabilities and it is aimed at two kinds of audience, specialists as well as those who are interested in learning about learning disabilities related issues. We have created a fairly comprehensive course, which will cater to the demands of learners who are striving to work for children with special needs in meeting their educational needs in any educational setup i.e. Inclusive/Special/General Education system. It will be very relevant for people from all walks of life, for all those who would like to learn about the various learning disabilities issues for different purposes. I believe, this is going to be a very fruitful kind of course on disability rehabilitation, catering to the needs of many learners in many aspects across the Country, who want to know about learning disabilities issues, not only the theory, but also want to get hands-on training to take care of the immediate needs of the children with learning disabilities by inculcating the required competencies of the learners. It is expected that such learners not only impart education to children with special needs but also help them in becoming a part of the inclusive and right based society making inclusion in education a success. I am sure that this is going to be a very useful programme for all learners of FC-ECLD Programme. Thank you for joining us.

Introduction:
The Persons with Disability Act, 1995 has a provision of providing education to children with special needs in the most appropriate environment. The SSA launched by the Govt. of India underlines the prerogative of a child with disability to be included in the mainstream of education over and above the RTE act allows all children to be in inclusive system. All this cannot be achieved unless all regular teachers are oriented to assist such children and their parents and able to cater the specific educational needs of children with special needs in the general classroom with the help of qualified special educator. There was an emerging need to develop an innovative programme of a comprehensive nature to impart the basic understanding and competencies to the teachers of the mainstream school to support children with special needs. A programme which enables the teacher to imbibe knowledge, understanding, attitude and skills to impart education efficiently to children with special needs. The aim of SSA 2000 to include all children including children with special needs in general schools will only succeed when all the teachers in general education system are given skills and competencies to take care of the needs of Children with Special Needs(CWSN).
The umbrella term learning difficulties (LD) is used to cover a wide variety of difficulties. It is important for a teacher and a parent to understand the needs of their students. The Council has decided to launch the FC-ECLD programme through Online mode. After doing this course they will be able to deal with their child who is facing difficulties due to learning disabilities more effectively. It is important to assess the importance of any particular behavior in relation to the students age and peers. Some of the behaviors that might make one suspect that a student has a learning disability, for this the understanding of the characteristics of learning disabilities is required. Teachers and parents will be able to help their students, verify the problem areas, identify factors contributing to the problems, develop an individual educational program, able to give remediation to them and cater to the individual needs after the completion of the course. This programme will also facilitate our special educators to learn more
about the disabilities and earn 50 points under Continuing Rehabilitation Education Programme. Any other person or a teacher from general school will not only gain knowledge but will also get a weightage of 10 marks at the time of admission to B.Ed. Special Education programme. The program is designed as a combination of Web Based Material and Skill Training Programme, which can be completed in a three months period. Though, the Web Based Material(WBM) is self instructional in nature to enable the learners to understand the content Web Based Material(WBM) available on the emodule will provide individualized guidance and assist in Skill Training Programme to carry out the various 5|Page
activities with the children with learning disabilities. Skill Training Programme of 7 days at a stretch will be organized by the RCI approved Skill Training Centres. I am sure those of you, who would be learners of this programme, will greatly enjoy browsing through various facilities, which have been created on the e-module. We would definitely like your suggestions for improvement or for modifications, which we can assure you, we would keep on doing constantly. To promote research in Rehabilitation and Special Education To maintain a Central Rehabilitation Register for registration of professionals/personnel Further details may be seen on RCI website: www.rehabcouncil.nic.in Rights of Persons Registered with RCI (Under Section 13 of RCI Act) No person, other than the rehabilitation professional/personnel who possess a recognized rehabilitation qualification and is enrolled on the Central Rehabilitation Register: (a) shall hold office as rehabilitation professional or any such office (by whatever designation called) in Government or in any in institution maintained by a local or other authority; (b) shall practice as rehabilitation professional anywhere in India ; (c) shall be entitled to sign or authenticate any certificate required by any law to be signed or authenticated by a rehabilitation professional; (d) shall be entitled to give any evidence in any court as an experts under section 45 of the Indian Evidence Act, l872 on any matter relating to the handicapped. Any person who acts in contravention of any provision of above shall be punished with imprisonment for a term which may extend to one year or with fine which may extend to one thousand rupees, or with both.

Privileges of Persons Registered with RCI (as mentioned in Chapter III Section 20 of RCI Act) The persons registered with RCI shall be entitled to practice as a rehabilitation Professional/ Personnel in any part of India and to recover in due course of law in respect of such practice any expenses, charges in respect of medicaments or other appliances of any fee to which he/she may be entitled.

Navshikhar Channel
In order to transform the way the persons with disabilities are being educated, the Council has launched a joint venture with Indian Space Research Organization (ISRO) and Media Lab Asia (MLA), EDUSAT up linking station and TV studio located in the RCI building to connect Study Centres/recognized institutions via satellite to disseminate information for improving the quality of training in the field of disability rehabilitation and special education in the country. Live and Recorded programmes are telecast on different topics to the connected institutions from Monday through Friday between 10.00 a.m. to 05.00 p.m.

Distance Education
The distance education programmes were introduced by RCI in 2001 to meet the gap of trained human resource in the country. Therefore, the Council has signed MOUs with Open Universities to offer distance education courses within their respective States except IGNOU which is on an aII India basis.

Distance Education Cell has initiated and designed the e-learning training programme through e-Module. Course content can be accessed online through internet. Any query can be raised by the learners while watching the video/study of modules of the course through internet which would be replied by Subject Matter Experts (SMEs).
How to Study
There will be 12 sessions in a calendar year and each session will be of 3 months (90 days) duration. Therefore planning time for reading study materials, participation in self managed practicals and assignment preparation is necessary in online mode. 1. Get clarifications from experts if necessary 2. Watch the multimedia CDs. 3. List the points and skills needed to translate the theoretical learning into practice 4. Prepare and submit assignments online in time 5. Prepare a list of questions to be clarified by the experts for examination and prepare for the final examination(external evaluation)

Practicals The work done through this block as noted below will be considered for evaluation of the practical work for this course. identify priority goals and develop specific objectives for the selected goals. develop an IEP and implement develop suitable work sheets / TLM to train the children. evaluate progress, write a report and submit. identify children with LDs having problem behaviors. assess and plan program for teaching lessons each in English, Hindi and Mathematics. The teaching has to be carried out in groups. The intention here is to equip you with skills in teaching children of different levels in one group at the same time. develop suitable work sheets/ TLM to train the children. submit all the lesson plans with self evaluation and supervisors evaluation. identify the class with children having LDs. coordinate with the class teacher in advance on the lessons to be taught and make a record. support the children with LD in a class, as the teacher is teaching, to enhance their learning. At least two lessons each in English, Hindi and Math is to be carried out in this manner. evaluate the class with the class teacher. write the report and submit.

Step-II Register yourself online to get your own Login ID and Password
If you are new to the site, Click on Registration button on the left (5th button in the left menu). a) Fill all the fields including the Login id and Password of your preference on the application form and click on Register button. b) You will get a confirmation message and an email. Now you can login with your new Login ID and Password at any time. Remember your Login ID and Password. c) The same Login ID and Password can be used for applying any number of RCIs online courses. Existing users can directly login with your available Id and password.
a) Keep ready all the scanned copies of the required documents like qualification, employer certificates etc., as mentioned in the Documents to be uploaded column. b) Login into the RCIs elearning site at www.eLearnRCI.com with the created Login ID and Password. c) Click on the Upload Documents menu item. d) Browse for the zipped file of all your documents or individual documents and click on upload.
a) Keep ready the details of fee payment made either through Demand Draft to RCI or by NEFT transfer. b) Click on My Courses in the left menu. c) Click on Enrol Course to see all RCIs online courses. d) Click on Foundation course on Education of Children with Learning Disabilities to see details of that course. e) You will see a status message about the class start date, available seats etc. f) Click on Enrol Now button if active. g) Select the Skill Training Center feasible to you. h) Select mode of payment like NEFT/Demand Draft and enter those details. i) You will receive an email confirmation and upon validation of your payment and documents, you will be enrolled into the course
a) If fee is paid through Demand Draft then the same should be sent by writing all the required information as mentioned in Fee Payment column to: Head, Distance Education Cell, Rehabilitation Council of India, B-22, Qutub Institutional Area, New Delhi 110016.
Note: Payment will be accepted through Demand Draft or NEFT of the nationalized banks. Learners who have deposited the programme fee through demand draft must send the demand draft through Registered/Speed post to RCI office. The enrolment of the course will be completed only upon clearance of the Demand Draft and fulfilment of other eligibility for admission to the Course. The Distance Education Cell will scrutinize the application forms submitted online and will give admission to the eligible learners fulfilling the admission eligibility criteria for the course. Learners can check their status of enrolment in the My Progress page after logging into the e -module.

Step VII: Learners have to do practicals at any registered school of their choice and should submit the attested copy of the Practical completion form online. Attestation should be done by the competent authority of the school. Practical completion form can be downloaded from the e-module. Step VIII: On completion of three months of course period, online submission of minimum four assignments and submission of attested practical completion form, the dates for online theory Term examination will be updated on the e-module and learners will have to appear online for term end theory examination. The result shall be updated on the website after the completion of examination. Step IX: Learners have to give online request to reappear the Online Term End Examination in case learner fails in the attempt or fails to appear the examination.
Medium of Instruction
In the first phase the FC-ECLD Online programme will be offered in English Medium. Subsequently the programme will be offered in regional languages.

Eligibility
(1) All in-service teachers working at any level would be eligible to take admission to the Course. (2) Any special educator for acquiring additional CRE Points. (3) Individual who want to understand the learning disabilities issues.

The fee for the e-learning programme is Rs.1500/- per learner payable at the time of Registration including examination fee. Course fee can be paid either through online NEFT transfer or by sending a Demand Draft. Practical Work
As a part of the Practical Papers specific Block-wise assignments and Project Work will be assigned. The theory assignments have to be submitted online by the learners. The project work and other practical work as per block 5 have to be submitted at the Skill Training Centre as per the instructions of the Coordinator of the Skill Training Centre as per the framework of Skill Training Programme.
Self-Learning Material:
All learners will be able to download the comprehensive self-learning material (SLM) available on the emodule in the form of PDF. Renowned authors specially design the self-learning material for the FC-ECLD online course, with the distance learning online methodology in mind. The self-learning material includes self-assessment questions also.
Four assignments for the theory blocks must be submitted online. Software generated eligibility certificate must be produced at Skill Training Centre to join the Skill Training Programme. Note: 100% attendance at Skill Training Programme is mandatory to attend the Term End Examination.
Scheme of Evaluation
The Scheme of Evaluation will consist of two main components: Internal Assessment (Assignments and Practicals) External Examination. (Practicals & Theory)
Allocation of Marks
The Programme has been assigned a total of 200 marks, which includes 100 marks for Theory and 100 marks for the Practical Components. In the programme, emphasis is given to the development of practical skills especially in the area of learning disability. In order to be successful in the Programme the learner has to fulfill the following conditions: the learner has to secure (1) A minimum of 40% marks in each of the two components, i.e., (1) Internal Assessment, and, (2) External Examinations, separately; in Theory Components (2) In Practical Components a minimum of overall 50% marks in both(1) Internal Assessment, and, (2) External Examinations ; separately and, (3) An overall 50% of marks in total aggregate.

The DE-CELL; RCI will be able to consider a learner for granting permission to appear in the term-end examination, subject to the fulfillment of the above prescribed conditions.

For unsuccessful learners not securing minimum passing marks i.e. 60% , in practicals have to redo the practicals. A learner will have to clear both theory and practical components in a maximum period of 12 months after admission.
RCI Certification
The successful learners of this Foundation Course which has been formulated by RCI will be eligible to get "Provisional Registration" from the Rehabilitation Council of India to impart education to the children with disability in Integrated School/Inclusive/special /General schools for 3 years. Those learners who have done Diploma/Degree in Special Education will get 50 additional Continuing Rehabilitation Education (CRE) Points
Legal Jurisdiction
All matters of any dispute shall be limited to Delhi Court only. The place of jurisdiction for filing of a suit, if necessary, will be only Delhi
Demand Drafts received without any information of the learners and / or type of fees remitted is

Learners are informed not to send any type of fees in the form of cash by post / courier. DE Cell will not be responsible for the return or loss of cash sent by post / courier, etc. Demand draft will be accepted only for SSA/ state Govt. sponsored learners.
Each learner has to send a separate Demand Draft towards any applicable fees. Consolidated
Cancellation of Admission
It is the sole responsibility of the learners to pay all prescribed fees as per the timelines mentioned on the website for the FC-ECLD program in which he / she has enrolled. If a learner fails to pay the fees as per the timelines, then in such a case his / her admission shall stand cancelled. In case of learners enrolled on a provisional basis, if the documents required for the purpose of eligibility are not submitted on or before the last date as mentioned on the website or if submitted with deficiencies (not in the manner prescribed) and the deficiencies are not made good on or before the date mentioned on the website or within 15 days of communication to that effect whichever is later, then his / her admission shall stand cancelled. In both the cases as mentioned above, the learners is not entitled to any refund of paid fees.
Any cancellation refund request received after the due date will not be accepted. Important Dates Online enrolment should be done by 10th of every month Last date for submitting the programme fees in the form of demand draft so as to reach DE-CELL is

Learners who have passed in all examination / assignments will not be allowed to reappear for the same for improvement of marks. Learners can only reappear / re-attempt any assignment / examination in which they have failed. a) Confirm admission. b) Record User name & Password provided. c) Study online the minimum prescribed duration (10 hours) d) Submit at least 4 assignments online. e) Clear queries from Subject Matter Experts, SMEs through Online. f) Submit practical records as per curriculum prescribed. i) Check eligibility for appearing on line Term End Theory Examination. k) Submit request for re-appearing on line Term End Theory Examination in case learners fails in the first attempt or fails to appear the examination. Take Printout of result. Right to Amend Rules
The DE CELL, RCI reserves the right to amend the rules and regulations whenever and wherever considered necessary and appropriate. Such amendments will be intimated to the learner through RCI Website . Therefore, this e-prospectus and the descriptions contained herein are not to be construed as a contract binding on the DE CELL, RCI to any specific policies. Possible changes include, but are not limited to, passing requirements, eligibility criteria for examinations, fee structure, refund policy, admission cancellation policies and rules, curriculum and course content, examination pattern, policies and timelines, certification and assignment pattern, exam and contact program centres and such other matters, as may be considered relevant.
Important Points
Instructions given in the e-prospectus are the rules of the programme. Learners desirous to enrol themselves for FCED online programme should ensure that they have necessary computer based operational knowledge, as majority of the services / communications related to the programs are computer /web based. DE Cell, RCI shall not be liable for any operational loss / damage arising out of deficiency of such knowledge /computer skills to the Candidate.
Learners Undertaking
It is assumed that all learners seeking admission to FC-ECLD online programme have read the eprospectus carefully and agree to abide by the rules and regulations of the DE CELL, RCI. Learners apply 23 | P a g e
for the admission / application form to the FC-ECLD programme are assumed to have read the rules and policies related to provisional admission, cancellation of admission and refund of fees and disclaimer above and agree to the same, as mentioned on the admission form. Note : No donation or capitation fee is charged for admission to any course at any institute / Skill Training Centres recognized by RCI for FC-ECLD Online programme .
Simultaneous Registration
Learners enrolled in a programme of one year or longer duration of any University can register themselves for the FC-ECLD Online programme. However, if there is any clash of dates of exam schedule between the two programmes, DE, CELL, RCI will not be in a position to make adjustment.
