Weekly Update of Rules and Regulations filed with the Office of the National Administrative Register (ONAR)

2011 NLRC Rules of Procedure Pursuant to Art. 218 of the Labor Code of the Philippines, the National Labor Relations Commission (NLRC) adopted and promulgated the 2011 NLRC Rules of Procedure governing arbitration proceedings before the Labor Arbiters and the Commission on 31 May 2011. Three certified true copies of 2011 NLRC Rules of Procedure were filed with ONAR on 2 August 2011. --DOH issues Guidelines on the Delivery of Family Planning Program and Services The Department of Health, thru Health Secretary Enrique T. Ona, issued Administrative Order No. 2011-05 outlining the Guidelines on Ensuring Quality Standards in the Delivery of Family Planning Program and Services through Compliance to Informed Choice and Voluntarism. The Main goal of the issuance is to provide universal access to quality family planning information and services to men and women whenever and wherever needed and enable them to make informed choice and voluntary decision to use modern family planning methods best suited to his/her needs. The policy applies to all DOH units and attached agencies such as the Commission on Population (POPCOM) and Philippine Health Insurance Corporation (PHIC), non-government organizations and the private sector. Revised Definition of Developmental Activities Required to Secure LLDA Clearance In line with its mandate to promote and accelerate the balanced growth of the Laguna de Bay Region, the Laguna Lake Development Authority (LLDA), approved on its March 24, 2011 meeting, Board Resolution No. 408 series of 2011 or the Implementing Rules and Regulations of the Revised Coverage of Developmental Activities Required to Secure LLDA Clearance. The IRR covers all developmental and productive economic activities within the Laguna de Bay Region, except those productive economic activities within the 12.5 meter elevation known as the shoreland of Laguna de Bay as defined under sec. 41 of Rep. Act No. 4850. LLDA, an attached agency of the Department of Environment and Natural Resources (DENR), is expressly granted by Rep. Act No. 4850 the authority to approve or disapprove all plans, programs, and projects proposed by local government offices/agencies within the region, public corporations, and private persons or enterprises where such plans, programs and/or projects are related to those of the Authority for the development of the region.
