Chief minister NaveenPatnaik on Wednesday said his government will continue to focus on the growth of the information technology sector and make Bhubaneswarthe number one IT destination among Tier-II cities in the country. Inaugurating the e-Odisha summit here, Naveen said, Odisha is trying its best to be at the forefront of the IT revolution. The revolution in Information and communications Technology (ICT) has brought a whole new agenda for governance into the realm of possibility. eGovernance, simply defined, is leveraging ICT solutions for transforming the reach and quality of the governments service delivery. Being increasingly viewed as an enabler and facilitator of good governance, ICT widens the scope of good governance by including attributes such as a service-centric approach, citizen-centricity, anytime, anywhere delivery of services, integrated delivery of services, focus on outcomes, accountability, promoting right to information, and inclusion of disadvantaged communities.

It should come as no surprise, therefore, that ICT struck a timely chord with speakers and delegates and made the theme of the eOdisha conference held on 6 March 2013 at Hotel Swosti Premium, Bhubaneswar in Odisha. The spotlight was on Odisha, the state playing the harbinger of a silent revolution in small towns and villages, acknowledging the IT initiatives and efforts in bringing about a digitally inclusive society. eOdisha Summit 2013 was organized by elets Technomedia under the patronage of Department of IT, Govt of Odisha and Odisha Computer Application Centre (OCAC). The summit gave an opportunity to more than 500 participants, coming from governments, business and industry sector, academia, to create a level-sharing platform for easy exchange of knowledge and ideas in building and upgrading governance through ICT solutions, and build new visions of the future through good practice and Shri Ravi Gupta, CEO, Elets Technomedia, Editor in chief, eGov case presentations.

Chief Minister of Odisha, Shri Naveen Patnaik inaugurated the e-Odisha summit at Swosti Premium Hotel in Bhubaneswar. He was joined by the Guests of Honour, the then IT Minister of Odisha and also by the Director General and Mission Director of Unique Identity Authority of India (UIDAI), Shri R S Sharma. The eOdisha summit was designed and facilitated under the leadership of the Secretary IT, Department of IT in Odisha, Shri Madhusudan Padhi as the Program Chair.

Objectives
The objectives of the eOdisha summit were: To provide a platform to stakeholders in ICT to address regional issues and the challenges in the development sector To highlight the regional perspectives and to draw the attention of concerned authorities towards addressing these challenges To highlight best practices and deliberate on ways of replicating the same across different regions To expand and diversify the multiple stakeholder voices in order to make the state more dynamic and vibrant, thereby, incorporating issues of contemporary relevance To promote public private partnerships in ICT in development initiatives to address region-specific concerns

Launching eOdisha special issue eGov Magazine

naugurating the one-day e-Odisha summit here, the Chief Minister of Odisha said the IT sector is at the top of the State Governments agenda and Odisha is trying its best to be in the forefront of the IT revolution. It is a matter of pride that the IT exports from the State was more than Rupees 1600 crore during the year 2011-12 with a growth of 17 percent in comparison to the previous year. To accommodate future development in IT sector, particularly in Electronics System Design and Manufacturing (ESDM), the Government is developing one IT Investment Region (ITIR) in Bhubaneswar. Government is taking several steps to build Bhubaneswar as number one IT destination among the Tier-II cities in the country. In order to promote such Investments, IT Special Economic Zones (SEZS) are being established at Infocity and Infovalley in Bhubaneswar. The Government has developed a number of successful e-Governance initiatives including eRegistration, e-Treasury, e-Commercial Tax, e-Abhijog, SAMS, e-District, eDespateh. e-Municipality and many more. I am happy to note that two such eGovernance initiatives of Odisha have won this years National e Governance Awards, the Chief Minister said. The Software Technology Park of India at Bhubaneswar is one of the oldest STPI in the Country. Apart from Bhubaneswar, the STPI at Berhampur & Rourkela are also playing a very

vital role for employment in IT sector. Amongst others, the opening ceremony was also joined by the then IT Minister of Odisha, the Director General and Mission Director if UIDAI (Unique Identity Authority of India), Secretary, Department of IT, Madhusudan Padhi, Ranbir Singh, Group Director, Government Affairs, Microsoft India and Dr Ravi Gupta, CEO, Elets Technomedia and Editorin-Chief, egov magazine. Shri Padhi, the Program Chair of eOdisha summit welcomed the guests and the delegates and shared the objective of hosting the summit as to showcase the eGovernance initiatives of the state. He said, Odisha has recently passed the Right to Public Service Delivery Act. With 34 services enacted and many more services to come under the ambit, time has come to go for an integrated eGovernance system. He also provided glimpses of the eGovernance activities undertaken in the state, including Odisha Secretariat Workflow Automation System (OSWAS). Also in the agenda are signing of the MoU with Bharat Broadband services. Under this, the national optical fibre network will be led to all 6236 panchayats with 100 mbps connectivity which is going to happen in next 18 months period. We have also notified the cyber caf rules recently; the electronic service delivery rules are also going to be notified shortly, he said. Shri R S Sharma presented a detailed vision and operation framework of aadhar. He high-

lighted about 300 million total enrollments in the country, out of which 290 million aadhars have already been issued. We hold the largest database in the world now. The largest database was for 110 million by US visits. However, aadhar has 2290 million databases, he informed. He emphasized on the nature of the aadhar system, which he mentioned not to be treated as an eligibility card but as an identification card. Shri Sharma said, Some states are following the NPR (National Population Registry) regime under Registrar General of India and some state under UID. Odisha has fallen in NPR and already 34% of the total population, which is 1.4 crores out of 4.19 crores have already been covered. Also, about 50% of that, which is 60 lakh people have been given the unique identity. UID Authority encourages and supports this exercise of Govt of Odisha in integrating unique identity enrollment system and public service delivery systems to their process. Ranbir, Singh enlightened the audience with some of the eGovernace next practices and trends and highlighted cloud as the new game changer when it comes to the probes of government leaders for engaging citizens effectively, for making processes citiaen centric and delivering world class services to masses, and optimizing costs, increasing internal efficiencies and overcoming capacity gaps. ment framework, workplace modernisation for government officials and security enhanced core infrastructure for service delivery. A special souvenir edition of egov magazine was released by all the esteemed guests during the inaugural function. egov magazine being the presenting publication of the summit, captured the good practices, IT initiatives and projects and various e-Governance initiatives across all the departments of the government of Odisha.

Effective electronic service delivery


Presiding the session on Effective electronic service delivery, Madhusudan Padhi said, the public service delivery act has already been passed in the state. However, we always think that it is more about electronic where as it is more about governance. People and process are the two forces and technology is the link between them. There is a need to use IT as a lever in the services. The attitude for providing services through electronic mode is more crucial. Leadership too plays a key role in the entire process as managing the change is very crucial in any eGovernance program. Naval Khosla, General Manager, Government and Industry Solutions for India & South Asia, IBM said, leaders must innovate across services to meet and exceed citizen expectations. He discussed about the infrastructure, planning and management aspects of electronic service delivery undertaken by IBM in sectors including urban planning, environment, energy and water, transportation, education, social and health and public safety. Anubhav Tyagi, Senior Solution Specialist in SafeNet India Pvt. Ltd. spoke about data security in electronic service delivery. Security started as perimeter-centric, but needs to become datacentric. He also discussed about the current data security landscape, consumerisation of IT, shift in service delivery models, and proliferation of data to the cloud. Solutions should focus on the data and not just on the systems holding the data, he said. Jignesh Upadhyay, Director, Technical Sales, CA Technologies talked about how critical is the role of IT in delivering a positive citizen experience to drive growth. Effectiveness is going to happen only when it is integrated; Application, network, Process, etc. are presented end to end. Vidyesh Vithal Khanolkar, Head Insurance and Government Business Asia Pacific, India and Middle East, Mastek Ltd stated that government should focus on effective service consumption, lay down and monitor service guidelines and standards and industry can then take care of service delivery by creating standard platters across the value chain from software application to last mile delivery. Effective should be the key word rather than making it efficiently delivered. Also, the focus should be on highest outcome rather than on lowest cost, Vidyesh remarked.

An integral part of the system is constituted by a digital machine, which reads the actual weight of vegetables. with 100 mbps bandwidth which helps us in tele-mentoring our fellow doctors by interacting with them and helping them witness live surgeries. Scope of Technology in Education & Skill training

Higher Education, Odisha We are keen on digitizing the libraries in the state so that there can be proper accounting of the journals which are purchased and the students will be able to access them. We are coming up with a very comprehensive scheme for the same purpose. We get to know the requirement of teachers, infrastructural requirements, and requirement of text books. The performance around 65,000 schools across the state are monitored broadly on four points, viz, infrastructure, curricular activities, extracurricular activities, and school community linkage. We analyze the performance of schools from all the 30 districts and the blocks as well. We also have a students helpline number for the grievance redressal of students, teachers and parents. Prof. Gopal Naik, Director, IIIT, Bhubaneshwar Till now, Information Technology has been used in educational institutions largely for administrative purposes, for both Higher and Primary Education. However, I believe that IT plays a much bigger role than just administration. IT has an integral role to play in delivering content. OPEPA is conducting some experiments on this subject. The Ministry of HRD also has done some experiments and the IITs and IISCs have come together and prepared videos for the students. However, the videos are monotonous and are not engaging from a students perspective. On the other hand, a lecture delivered by a professor of Michigan University kept me engaged for hours. Instead of spending huge sums of money on buying computers, we can create content and broadcast it through satellite TV. Digitised content can be made available to students and it does not include huge investments. Through video conferencing, we have brought teachers to the class rooms which are located far away in the rural areas of Karnataka. 2000 students studying in classes 5, 6, 7 and 8 are learning through this medium. In a similar way, we have connected engineering students to a group of Indian Institute of Science professors.

Secretaries Meet: ICT Policy: How should the implementation Master Plan look like?

he summit organized a special panel with the Secretaries from various departments of the state to have a discussion on the ICT Policy and how should the road map of the master plan look like. The panel was presided by the program Chair as well as the Secretary, IT, Govt of Odisha, Shri Madhusudan Padhi. As an introductory comment to the theme, Shri Padhi said, We have an ICT policy of 2004. However, after 2004 several changes have taken place. Both Andhra Pradesh and Maharashtra have put in UID framework on basis of which other applications have been tagged to make it more robust. How should we go ahead in framing our policy and master plan so as to make it robust? Every department in Odisha has some program running in the ICT sector, some are doing workflow solutions, some doing transactions, some just monitor the progress of various processes. But they are all working in silos. We need to break the silos. He highlighted the importance of data which has taken the centre stage in the policy matters.

We are talking of all the data; but those different data available with different departments need to talk to each other. Data redundancy also needs to be eliminated. As I was analyzing the data of Bhubaneswar Municipal Corporation, I found that there are about 200000 ration cards. These cards relate to 85000 holdings, 60000 water connections, and 2 lakh electricity connections. The photo ID card number may also be a different figure. There is so much chaos visible, which needs immediate attention to be taken care in the policy. If we go for a particular denominator like UID or NPR we can address the database issue and make them talk to each other. We are hoping that by 2014 end the UID registrations will be complete. The biggest concern is data redundancy. There is very little sharing of what has been done which has lead to too many agencies and duplicacies. However, NeGP gave a proper dimension and shape to the policy. There is always a chicken and egg story. One side is the need of data basing on which application can be build on. The other angle is to facilitate with infrastructure first and data can be organized basing on the users on a later phase. However, the clarity came post NeGP, as it facilitates with the reason for providing infrastructure first and then build on data to channelize the service. SWAN and SDC were brought in picture. Now the focus of the govt in the state is to take this in G2C format and to build it in a big way. With all the building blocks in place, the Master Plan now needs to think of how to use the application. UID may be taken as an example. It is conceived not as a service but as a platform. The same concept need to be followed and some platforms may be conceived first by various dept.

There is a lot of inhibition and apprehension at government level, what to use, how to use, etc. The ability to overcome inhibition is important. The policy and master plan needs to open that kind of a window. One of the silver-lining is the passing of the public service delivery act. With this act and with the concretisation of the individual accountability, its only a matter of fact now for the government departments who are compelled to design solutions for facilitating services for the citizens more effectively and efficiently and in a timely way. A policy also needs to have clarity of purpose, the kind of incentives it can provide and its core competencies and identifying the areas where such incentives can be provided, whether it is development, manufacturing, etc. Policy should also be able to identify the client requirement in much better fashion. At the govt sector, the other focus also should be on process reengineering. There is need to look at government preparation to reach

at the proposed stage, without understanding of which the process may backfire, if initiated. There are so many multi-crore projects running which are lying unused, as there are no takers and no users. In my department as well, we are running minimum 12 projects and there is further potency to run 10 more applications. These all need to be need based and process reengineered. Another important road map could be looking at bridging the trust between the govt and private sector. We have a pool of telent in the state, But quality thrust needs to be brought in. Skill development facilitation also needs to have place in the plan. Some training also needed in the application packages. Connectivity though has improved, needs further attention and improvement. eOdisha Awards
e-Odisha Awards were instituted with the primary aim of felicitating and acknowledging regional initiatives in the use of ICT in Government, Education and Health. The eOdisha awards were instrumental in promoting the most innovative initiatives in the domain of ICTs for Development and to spread awareness about the role of ICTs in addressing social concerns. The objective of Awards was to highlight the regional perspectives and encourage institutions and individuals to use ICT tools in various developmental and sector specific projects. The awards nominations were invited from different organizations, agencies and individuals through an online process and were then evaluated independently by a set of jury members based on some fixed selection criteria, like Innovation, Scalability, Replicability, Ability to overcome challenges, Achievements, and Impact Potential of the projects under nomination. Conclusion

The eOdisha Summit 2013 concluded with discussion on issues that reflect the digital agenda for the state in response to regional and national challenges for information society development. Many issues of future development were highlighted and also many possibilities of technological solutions for addressing these issues by transforming public and private sector were presented. The summit made an effort towards assembling thoughts around a more comprehensive definition and action plan for eGovernance which can propose changes of government and governance in aspects of transformation of business of governance, improving service delivery, renewing processes, reexamination of the functions and processes itself, whose resulting impacts can be reduced costs, increased transparency, and revenue growth for the state.

To know what kind of change is needed and to be informed about users needs to be able to create and provide valuable services to the users. To think and plan for the future and therefore use technological solutions as a tool for development, use stepby-step approach, work on simplication, and create proper legal standards and institutional settings for digital economy and development. eGovernment development should be put high on the Agenda. It is important to learn from good practices and actively implement them. eOdisha Summit will continue bringing together stakeholders to the platform to churn out more good practices and facilitate knowledge sharing. The summit will be an annual affair, and will be hosted by the Dept of IT, every year, sometime during the month of January.

Because implementing an IT project at the root level is a tremendous task and implementation accrues a number of hurdles and practical problems.
