Technical Consultancy Organisations
TCOs provide a complete package of consultancy services at reasonable rates to small and medium enterprises, individual entrepreneurs, Government Departments and agencies, various state level institutions, commercial banks and other institutions in their task relating to industrial development and financing. The performance of TCOs is somewhat mixed. While some TCOs are performing well and are self-sustaining; there are others which are facing operational and financial problems.

(iv) undertaking market research and surveys for specific products, (v) undertaking energy audit and energy conservation assignments, (vi) project supervision and where necessary rendering technical and administrative assistance, (vii) taking up assignments on turn-key basis, (viii) undertaking export consultancy for export-oriented projects based on modern technology, (ix) offering management consultancy services, especially diagnostic study of sick units or for improvement in the existing units and their rehabilitation programmes, (x) conducting entrepreneurship development programmes and skill upgradation programmes and (xi) offering merchant banking services. During 1999-2000, TCOs completed a total of 1640 assignments. These included 1165 feasibility studies/ project reports/profiles, 72 project appraisals, 107 surveys/ studies covering industrial potential / area development, 35 valuation of assets, 39 modernisation / rehabilitation / diagnostic studies, 39 functional industrial complexes/

a network of Technical Consultancy Organisations (TCOs) during the seventies and eighties to cater to the consultancy needs of the small and medium industries and new entrepreneurs. At present, there are 17 TCOs operating in various states; some of them covering more than one state. Besides, Karnataka has a state sponsored TCO viz. Technical Consultancy Services Organisation of Karnataka (TECSOK). TCOs provide a complete package of consultancy services at reasonable rates to small and medium enterprises, individual entrepreneurs, Government Departments and agencies, various state level institutions, commercial banks and other institutions in their task relating to industrial development and financing. Though initially TCOs focussed on pre-investment studies, over the years they have diversified their services to include (i) preparation of project profiles and feasibility studies, (ii) undertaking industrial potential surveys,

turn-key assignments and 183 miscellaneous assignment/ studies. Besides, TCOs conducted 211 Entrepreneurship Development Programmes (EDPs), imparting training to 7883 persons. A total of 19793 Entrepreneurship

Haryana-Delhi Industrial Consultants Ltd. (HARDICON) During the year, HARDICON completed 37

assignments which comprised 6 feasibility studies, 1 market survey, 2 diagnostic/modernisation studies, 27 valuation assignments and 1 other assignment. HARDICON conducted 16 EDPs, where 363 entrepreneurs were trained. It also conducted 4 skill

Awareness Camps/Skill Upgradation Programmes/STST/ STED/PMRY were conducted during the year. TCOwise brief accounts of activities are presented in the following paragraphs. 1. Andhra Pradesh Industrial & Technical Consultancy Organisation Ltd. (APITCO) During 1999-2000, APITCO completed 65 assignments which included 9 feasibility studies/project reports/project profiles, 4 project appraisals, 8 market surveys/studies, 6 rehabilitation studies and 38 technical & other reports. It conducted 10 EDPs where 310 entrepreneurs were trained. It also conducted 45

upgradation training programmes and 7 training programmes under various schemes viz. Prime Minister Rozgar Yojana and Entrepreneurship Awareness Camps. 5. Himachal Consultancy Organisation Ltd. (HIMCON) During 1999-2000, HIMCON completed 237 assignments which included 172 feasibility studies/project reports/project profiles, 62 survey studies and 2 modernisation/rehabilitation/diagnostic studies and 1 other assignment. It conducted 38 EDPs where 912

programmes on Entrepreneurship Awareness Camps, 7 Energy Audits and 11 Escort Services. 2. Bihar Industrial & Technical Consultancy Organisation Ltd. (BITCO) BITCO conducted 9 Prime Ministers Rozgar Yojanas Training Programmes and 117 persons from Business/Services and 25 persons from industry were trained. 3. Gujarat Industrial & Technical Consultancy Organisation Ltd. (GITCO) During 1999-2000, GITCO handled 109 assignments which included 7 feasibility studies/project reports/project profiles, 31 project appraisals, 6 surveys/ studies, 17 modernisation/rehabilitation/ diagnostic reports and 48 other assignments.

It conducted 19 training programmes. 7. Kerala Industrial & Technical Consultancy Organisation Ltd. (KITCO) During 1999-2000, KITCO completed 32 assign-

ments which included 5 feasibility reports, 4 valuation of assets, 2 modernisation and rehabilitation/diagnostic studies, 16 functional industrial complexes and 5 other assignments. It conducted 12 programmes including 10 EDP programmes and 2 Technology Clinics Programmes. 230 Entrepreneurship Awarness Camps under PMRY were held and 10135 persons were trained in business and industrial sectors. 8. Maharashtra Industrial and Technical Consultancy Organisation Ltd. (MITCON) During 1999-2000, MITCON completed 72 assignments including 38 feasibility studies, 2 survey/ reports and 32 other assignments. MITCON conducted 5 EDP Programmes imparting training to 129 persons. It conducted 18556 programmes under STST, DST, PMRY, TRYSEM and SGSY.

NEITCO carried out 15 EDPs and trained 356 persons. Besides it also conducted 3

It conducted 19 EDP programmes imparting

NITCON also conducted 21 EDPs imparting training to 486 persons. It also conducted 2 Entrepreneurship Awareness Camps. 13. Rajasthan Consultancy Organisation Ltd. (RAJCON) During 1999-2000, RAJCON completed 44 assignments which included 15 feasibility studies/project reports, 19 project appraisals, four surveys/studies, 4 valuation of assets, 1 rehabilitation/diagnostic/

(UPICO) During the year, UPICO completed 190 assignments which included 159 feasibility studies/project reports, 4 project appraisals, 15 surveys/studies, 2 rehabilitation/modernisation reports and 10 other special assignments. Besides, it conducted 31 EDPs where 3304 persons were trained. 69 Entrepreneurship Awareness Camps/Gramodaya/ upgradation programmes /MEGSAT/ SEEUY were also conducted. 15. West Bengal Consultancy Organisation Ltd. (WEBCON) During 1999-2000, WEBCON completed 52 assignments which included 26 feasibility studies/project reports, 4 rehabilitation/modernisation reports, 2 functional industrial complexes/turn-key assignments and 20 other special assignments. It conducted 8 EDPs where 141 persons were trained. It had conducted 27 Skill

modernisation study and 1 functional industrial complex. It conducted 10 Entrepreneurship Development Programmes and 43 short term training programmes under PMRY and trained 1062 persons. It also
