INTEGRATED PROJECT PROPOSAL FOR PRISONERS FAMILY MEMBERS IN TACLOBAN CITY, LEYTE 1. RELIEF HELP 2. NEGOSYO SA KARITON/BUSINESS IN HANDCART 3. SWINE/HOG DISPERSAL I. INTRODUCTION Tacloban City is the capital of the province of Leyte one of the 82 provinces of the Philippines. It occupies the northern three-quarters of the Leyte Island. It is approximately 360 miles (580 km) southeast of Manila. It is one of the fastest growing city in Region VIII. It is the largest city in terms of population in Eastern Visayas with more or less 222,000 inhabitants. It is also the regional center of the Eastern Visayas, being the main gateway by air to the region. 2013 Typhoon Haiyan. Leyte is one of the typhoon path areas in the Philippines so, typhoon is treated as a natural occurrence any time of the year. Unexpectedly, on November 8, 2013, Super Typhoon Yolanda (Haiyan) touchdown the city and wrought havoc similar to that recorded great destruction and loss of life in 1897 and 1912. The Typhoon Haiyan caused massive destruction across the city and a loss of estimated 10,000 peoples lives. Trees were uprooted, the 13 ft (4m) storm surge left thousand of dead bodies scattered everywhere and not a single structure was left untouched, the place was in total wreck. The local government virtually collapsed, as many city officials were also victims. II. RATIONALE OF PROJECT PROPOSAL In one of a news item, a man stands on a rooftop, threatening to jump. He is one of 620 inmates at a Tacloban prison, where food and water supplies ran out Monday. Now, the prison's warden says the inmates have given him a warning, threatening a mass breakout in one or two days if they don't get food and water. From the prison's rooftop, the inmate says he is devastated -- but he doesn't mention food or drink. He says he doesn't know what happened to his family during the storm (www.cnn.com/2013/11/12/world/asia/typhoon-haiyanvignettes/). This family concern brings into light the objective of Restorative Justice advocated by Prison Fellowship International Pilipinas (PFIPI) based in Dumaguete City, Philippines to help with the immediate needs of the family and create livelihood Projects on Kariton Business for Prison Families in Tacloban, Swine Dispersal, hence, this Project Proposal. III. GOALS & OBJECTIVES Business activity generates growth and development to all beneficiaries: businessmen, consumers, the community and the country. Specifically, the Negosyo sa Kariton/Business in Handcart and Swine/Hog Dispersal projects have the following objectives.

1. To give opportunity of the prisoners family members to rebuild their wrecked lives brought by Typhoon Haiyan and the separation from the bread winner of their family; 2. To give them the taste of economic freedom and distributive justice that many of our people aspire and many of our policy makers desire; 3. Assist them to make this livelihood undertakings grow into profitable and sustainable business ; and 4. To make them self-reliant, never to be dependent from dole-out. IV. THE PROJECTS A. IMMEDIATE FOOD RELIEF HELP The immediate need of the family of inmates is that of food. While relief operations by the government and other organizations are ongoing, these are distributed in drop off centers and are distributed by small packs good for a day or two. The Immediate Food Relief Help that we envision to do is a distribution of 20 kilos of rice which will be roughly enough for a family of three (3) for a months time. The distribution can be done during the launching of the Negosyo sa Kariton (Business in Handcart) in Tacloban and will help ensure the beneficiary families rice supply while starting out with the Negosyos sa Kariton (Business in Handcart) project. B. NEGOSYO SA KARITON/BUSINESS IN HANDCART Negosyo sa Kariton/Business in Handcart is an ambulant form of business characterized by a rolling store that carries around business wares like, foods and fruits. This kind of business has long been existent and financially viable in many towns and cities in the Philippines. It affords convenience to the residents in locality and especially to tourist/transients who are in fast pace. The food it offers is instant and handy. This kind of business can be done in Tacloban City especially that the city is just starting to rebuild from the typhoon devastations. This will certainly contribute much to rebuilding of the citys economy in terms of employment, income generation and improving the lot of many marginal income earners. Twenty (20) units of Negosyo sa Kariton (Handcart) shall be started in Tacloban City which will concentrate on food business like, fried chicken with puso or hanging rice, tempura and the like. The target beneficiaries are the family members of the prisoners in Tacloban City Jail who may or may not have been ambulant vendors who trade their goods or services without the necessary business permits in sidewalks, buses, community market places and other public places.

Clientele. Method. The Project Manager shall look for competent Project Coordinator and gather the family members of those prisoners inside Tacloban City Jail. Seminar on ambulant vendors business possibilities using handcart shall be given to the attendees. Food consumption shall significantly introduce since it is a fast moving item. As many as those who will express interest and desire to commit to the program will be screened and interviewed. Qualified candidates shall undergo association membership seminar and shall required to become member of the association. Their membership will facilitate the project monitoring; gives them access to the different association services, continuous education and training in order to make them selfreliant. The Project Manager shall release to the awardee the amount in kind worth P15,000.00 and cash of P3,000.00 for revolving capital, a total grant of P18,000.00 in a form of Loan Payable for one (1) year period bearing interest of one (1%) percent per month. The Awardee shall return the amount of P18,000.00 by daily/weekly installment payment plan. Payment shall be made to the Project Coordinator who in turn deposit it in the Bank maintained by PFIPI National Office. Full payment of the loan shall qualify the member to borrow double the amount of his/her initial revolving fund grant. Or could used to fund for another batch of Negosyo Kariton (Business in Handcart) or for any viable project. This system is set to ensure the continuity, sustainability and help correct the mental attitude of dole-out financial assistance, periodic reports of monitoring and project evaluation shall be made by PFIPI National Office to be reported to the Funding Agency. C. SWINE/HOG DISPERSAL Hog raising in the Philippines has been a profitable business for Filipinos through the decades. Its popularity is evidently seen among backyards of rural families. An average Filipino family usually raises a small number of pigs to augment their daily needs. In the absence of the father, children may help in raising a few piglets until they reach their marketable age. It is our hope that with this project we may help improve the lives of the family of prisoners. Clientele. We will start with ten (10) hogs to be distributed to ten (10) families or one hog per family. These families will be assessed as to their capabilities and capacities to raise the hogs and the condition in their respective homes which should be conducive to raising hogs. Furthermore a seminar will be conducted in coordination with the governments Department of Agriculture so as to teach the beneficiaries the proper and correct way of raising hogs.

Method. An initial investment of P1,500 for the construction of a pig pen (housing) will be granted to each family beneficiary and the amount for the feeds will be given to these families on a weekly basis which will be done during the weekly Bible studies. The families can grow so-called 'fatteners' and sell them when they have reached at least 90 kilos in weight. A fattener is a pig with an age ranging from one month to 45 days. They can be bought at an average of P2,000 each, depending on the prevailing market price. They consume an average of one sack of feeds per month at P1,200 each sack. They are ready to be sold after three months. Net income (total income less total expenses) of the project cycle of 3 months will be divided as follows: 10% to PFIP, 90% to family beneficiary. The return on investment can be used to plow back to the family beneficiary to increase production of another project cycle or to be awarded to other family beneficiaries, thereby increasing the number of project beneficiaries. Projected gross income for the first cycle is (90 kilos/pig @ P100/kilo) is at P9,000.00 while total initial expenses is at P7,100 or a profit margin of around 27%. Succeeding cycles expenses will be less the cost of construction of the pig pen which would mean bigger profit margin.

V. STAFF/ADMINISTRATION The Project Proponent Office shall be responsible of the project from its inception and its implementation subject to the policy and guidelines formulated by the PFIPI Board of Directors in consonance with the guidelines from the Funding Agency. The following shall compose the team in the implementation of the project. 1. Project Manager/Administrator, represented by Joel Tabada who maintains the link with the Fund Grant Awarding Office, through PFI Singapore Liason Office. He shall budget, implement, oversee and make the progress report to the Grant Awarding Office. 2. Project Encoder/Accountant, who is responsible for record keeping, makes financial reports to the Project Manager and answers communications. 3. Project Coordinator/Evaluator, responsible for instalment collection of money and data collection, conduct training, assessment and make the evaluation reports to the Project Manager. IV. EVALUATION Formative evaluation - Primarily qualitative in nature, the formative evaluation will be conducted through interviews and open-ended questionnaires. For the Negosyo sa Kariton/Business in Handcart vendors, they will be asked periodically on the status of their

operation, how much they earned in different places, in different times and in different days, what they feel about the support of the local government towards their business whether police accosted them for whatever reason, what problems they encounter, how they manage to solve them and other questions to provide feedback for the ongoing improvement of the project operation. For the Swine/Hog Dispersal beneficiaries, they will be asked on the status of their swine, how they have coped with the responsibilities of raising it, how their families as well as neighbours reacted to the presence of the swine, what problems they encounter, how they managed to solve them and other questions to provide feedback for the ongoing improvement of the project operation. The evaluator will make the reports to the Project Manager/Administrator identifying the major findings of the formative evaluation and how they have been used to improve the Project operation. Summative Evaluation - Primarily quantitative in nature, the summative evaluation will begin with the establishment of baseline data at the beginning of the Project and then shall be conducted at 6 month intervals. Data for the summative evaluation will focus on the two primary goals and objectives of the project for each batch. V. BUDGET The following is the estimated breakdown of budget allocation for every deserving project awardee. VI. CONCLUSION/RECOMMENDATION In line with the efforts of many concerned institutions to rebuild Tacloban City after the devastating swift of Typhoon Yolanda (Haiyan), PFIPI conceived this project proposal to assist the family members of those prisoners in Tacloban City Jail. Likewise, this is in line with general government policy of Equal Employment Opportunity to better the life of the citizen of this country. This IMMEDIATE RELIEF HELP, NEGOSYO SA KARITON (Business in Handcart), and SWINE/HOG DISPERSAL project proposal is presented for financial grant so, that the human resources in this part of the country can be given the opportunity to rebuild their wrecked lives brought about by Typhoon Haiyan, to enjoy economic freedom and distributive justice that many of our people aspire and many of our policy makers desire. The proposed budget estimates for one (1) year operation based on the existing current prices total P1,953,500.00 or $48,837.50. The PFIPI National Office, currently represented by it President, Silvestre S. Alforque present this Project Proposal for funding. The project can revolutionize the life of those who are victims of Typhoon Haiyan who might have been already engaged in ambulant vending business or swine raising for years, yet continuously chained in poverty; free them from the clutches of unscrupulous business financiers; and creates in the individual owner-operator the sense of self respect and dignity as owner of business himself and becoming a good family provider. It is hoped that the Project Proposal will be granted if only to give our people the chance to develop their self-reliance and more taste of liberty and economic freedom.
