South Africa's first black president and anti-apartheid icon Nelson Mandela has died at the age of 95. Mr Mandela led South Africa's transition from white-minority rule in the 1990s, after 27 years in prison for his political activities. He had been receiving intensive medical care at home for a lung infection after spending three months in hospital. Announcing the news on South African national TV, President Jacob Zuma
said Mr Mandela was at peace. "Our nation has lost its greatest son," Mr Zuma said. "Although we knew that this day would come, nothing can diminish our sense of a profound and enduring loss." Mr Zuma said Mr Mandela - who is known affectionately by his clan name, Madiba - had died shortly before 21:00 local time (19:00 GMT). He said he would receive a full state funeral, and flags would be flown at half-mast. Crowds have gathered outside the
house where Mr Mandela died, some flying South African flags and wearing the shirts of the governing African National Congress, which Mr Mandela once led. The Nobel Peace Prize laureate was one of the world's most revered statesmen after preaching reconciliation despite being imprisoned for 27 years. "He no longer belongs to us - he belongs to the ages," he said, adding that Mr Mandela "took history in his hands and bent the arc of the moral universe towards justice". Mr Obama, the first black president of the United States, said he was one of the millions who drew inspiration from Mr Mandela's life. He has ordered that the White House flag be flown at half-mast. FW de Klerk, who as South Africa's last white president ordered Mr Mandela's release, called him a "unifier" and said he had "a remarkable lack of bitterness". He told the BBC Mr Mandela's greatest legacy "is that we are basically at peace with each other notwithstanding our great diversity, that we will be taking hands once again now around his death and around our common sadness and mourning". The Elders - a group of global leaders set up by Mr Mandela to pursue peace and human rights - said they "join millions of people around the world who were inspired by his courage and touched by his compassion". The group's chair, Kofi Annan, said the world had lost "a clear moral compass". "While I mourn the loss of one of Africa's most distinguished leaders, Madiba's legacy beckons us to follow his example to strive for human rights, reconciliation and justice for all." UK Prime Minister David Cameron said "a great light has gone out in the world". Earlier this year, Mr Mandela spent nearly three months in hospital with a recurring lung infection. He was moved to his home in the Houghton suburb of Johannesburg in September, where he continued to receive intensive care. Robben Island Born in 1918, Nelson Mandela joined the African National Congress (ANC) in 1943, as a law student. He and other ANC leaders campaigned against apartheid. Initially he campaigned peacefully but in the 1960s the ANC began to advocate violence, and Mr Mandela was made the commander of its armed wing. He was arrested for sabotage and sentenced to life imprisonment in 1964, serving most of his sentence on Robben Island. It was forbidden to quote him or publish his photo, but he and other ANC leaders were able to smuggle out messages of guidance to the antiapartheid movement. He was released in 1990 as South Africa began to move away from strict racial segregation - a process completed by the first multi-racial elections in 1994. Mr Mandela, who had been awarded the Nobel Prize in 1993 jointly with Mr de Klerk, was elected South Africa's first black president. He served a single term, stepping down in 1999. After leaving office, he became South Africa's highest-profile ambassador, campaigning against HIV/Aids and helping to secure his country's right to host the 2010 football World Cup. The High Court in Suva acquitted a man of raping a girl in Naitasiri in 2012 because of contradictions in the victim's evidence. High Court Judge Justice P Kumararatnam overturned the assessors' guilty verdict in the trial of Sanaila Rakula Tuikubulau because there were contraditions in evidence presented by the victim, creating a "genuine doubt". "The prosecution has failed to prove the case against the accused beyond reasonable doubt," Justice Kumararatnam said. "The evidence of the victim tainted with serious contradictions and omissions which certainly affect the root of the case."
Judge Overturns Verdict, Rape Accused Goes Free
Tuikubulau was accused of raping the girl on January 20, 2012 at Baulevu village. The victim was 16 years and eight months at the time of the incident. When the matter was first reported, she told police that the accused grabbed her, pushed her towards the laundry area where he raped her. Because she was wearing a long skirt, she said she could not run. She tried to scream but the accused had his hand over her mouth. In cross examination, she admitted the accused had proposed to her while they were seating on the steps leading to the washing room where the alleged rape took place. She said she did not raise cries as the accused wanted to speak to her.

Fiji Airways and Pacific Sun recorded lower on-time performance (OTP) for November 2013 due to a variety of aircraft mechanical and weatherrelated issues. And says its not expecting any improvement till the cyclone season is over. Fiji Airways reported an on-time performance of 77.5per cent for November, compared to 88.3per cent in October and 89per cent in September. The drop was attributed to mechanical issues with two of its B737 aircraft and inclement weather, which delayed fuelling and loading

Yaqona Pounding Caution

WHILE it may be difficult to penalize those who damage road surfaces by pounding yaqona on them, the Fiji Roads Authority is pleading with people to refrain from such activities for safety reasons. Authority CEO Neil Cook said there were penalties available for people who pound yaqona on roads. "The enforcement, however, may be difficult from our perspective," Mr Cook said. "We surely don't want any road damage caused by people who pound grog on the roads. "We are also concerned about the safety of those who use the road to pound grog and that is more important as they put their lives at risk." The Land Transport Authority has labeled such activities a hazard. "The LTA warns the public they are putting their lives at risk when using roadside or footpaths to pound grog and play. "Road surfaces also get damaged after continuous pounding, leaving potholes on the roadside. It costs hundreds of dollars to patch up and repair a small pothole."

Fijis banks are yet to sign up to the National Switch and FijiPay system, with two months left before the government set deadline. Attorney General Aiyaz SayedKhaiyum says all banks and institutions have to connect at the latest by January 2014. He said the government has had a series of meetings with the financial institutions who are aware of the new system whereby all financial institutions and other institutions, who may wish to, including TLTB and FSC, are connected on a common platform, allowing consumers and businesses to enjoy improved electronic services at a reasonable fee. But whether or when the banks will join the system remains to be seen. Requests for comments from ANZ, BSP Fiji and even Fijis central bank were turned down because they said it was a "sensitive issue". Going on to the National Switch is expected to mean some loss in revenue for these financial institutions because on a common platform they will have to charge fees expected to be lower than what they are currently charging customers. Sayed-Khaiyum said the national switch and pay system will ease and reduce the cost of electronic transactions for consumers and businesses. Eventually the idea is to reduce the cost of electronic transaction; we would like to progressively reduce the fee which means you use it [bank ATM card] more frequently so it becomes volume based. In that way you can connect with even more, SayedKhaiyum said. The National Switch will in turn facilitate the FijiPay system. You can have a card where money can be loaded onto your account. Welfare recipients for example need not necessarily open a bank account because money can simply be loaded onto their card and they can through the national switch system access that money through any outlet. They can even access that money through the supermarket using EFTPOS transactions. The new system is being done up by governments ITC department in conjunction with Indian IT company Yalamanchili. Sayed-Khaiyum says the system will be implemented soon.

Family Loses All In Blaze
Bridges around the country, like the road network, have been neglected over the years making it a key component of Fijis infrastructure overhaul. Along with roads and jetties, Fiji Roads Authority (FRA) has been adequately funded through the 2014 budget to continue the maintenance and replacement work on the bridges. FRA chief executive officer, Neil Cook said the significant allocation was for the road works to continue the process of getting on top of the backlog to ensure our bridges here in Fiji are safe and fit for the purpose they are intended for. Highlighting a recent incident where a driver veered off the traffic lane of the Lomowai Bridge in Nadroga, Mr Cook said this serves as a timely reminder to truck and bus operators that weight and A family in Lajonia in Wailevu, Labasa, are still in shock after a fire razed their home to the ground Sunday morning. is tightening anti-money laundering controls on non-financial institutions because of increasing number of money laundering cases involving lawyers, accountants and real estate agents. FIU director Razim Buksh says nonfinancial institutions have become increasingly viable targets for money laundering activity because there has not been much focus on them as opposed to tighter controls in place on traditional financial service providers. We have seen non-financial institutions sector being misused to assist in the laundering of funds, Buksh said. The FIU continues to receive reports on the abuse of the lawyers, evasion and money laundering. Funds from illicit and criminal activities need to be laundered so that it can be used by criminals and that they remain undetected and hidden from authorities. The non-financial institutions provide excellent opportunities to launder funds outside of the heavily regulated sectors. Given the high risks involved, the FIU is calling on the various business heads to be mindful and screen all clients including current clients before engaging them in any and/or further business transaction. The FIU has also taken steps to include the non-financial sector under the antimoney laundering framework.

More of Fijis most gifted mat weavers, masi designers and other artisans have had their work officially recognised and authenticated with the Fijian Crafted brand. The latest group of 39 people received their licence certificates in Nadi from the Attorney General and Minister for Industry and Trade, Aiyaz SayedKhaiyum. The ceremony before the artisans, their families and a large crowd marked the end of the Western Crafts Fair in Koroivolu Park. The Fijian Crafted initiative is part of the on-going Fijian Made" campaign, which is designed to persuade Fijians to buy locally made products and keep the economic benefits in Fiji. The licence holders are entitled to display the Fijian Crafted logo when they sell their works to differentiate them from generic island style products imported from overseas. The Attorney General described the initiative as a celebration of indigenous arts and craft and the artisans who make them that is designed to ensure their continuity into the future and provide sustainable livelihoods for talented Fijians.

Fiji Unplaced, NZ Least Corrupt In Index

Fiji is unplaced in the Corruption Perceptions Index 2013 ranking which says New Zealand and Denmark are the least corrupt. The Index ranks countries by their perceived levels of corruption. The CPI ranks 176 countries on a scale from 100 (very clean) to 0 (highly corrupt), but Fiji is not in the survey because global watchdog Transparency International, which draws up the survey, did not have sufficient, credible sources available to them to rate Fiji. For a country to qualify to be in the survey there has to be at least three credible surveys. Fiji was last included in the CPI in 2005 where it was placed 55th out of the 165 surveyed. Meanwhile, in the Global Corruption Barometer 2013 (GCB) which was released in July by the Transparency International Secretariat in Berlin, Germany it outlined that majority of Fijians is willing to report or fight corruption. The 8th GCB covered 114,000 people in 107 countries including 1000 Fijians on views and experiences of corruption. 97 per cent of Fijians interviewed said ordinary people can make a difference in the fight against corruption. In addition, 99 per cent of Fijians said they were willing to get involved in the fight against corruption, while 97 per cent of people said they would report an incident of corruption. Commenting on that survey, head of Pacific Regional Work Glen Raynor said while most Pacific Island countries may not be listed on the CPI, "people in Pacific Islands are the most likely in the world to fight corruption." New Zealand and Denmark are tied for first place in the survey, with scores of 91 out of 100 in the latest ranking. Finland and Sweden were joint third and Norway and Singapore are joint fifth. Australia is in the ninth place. Papua New Guinea, the only Pacific Island country noted in the survey, ranks 144 alongside Iran, Nigeria, Cameroon, Ukraine and Central African Republic. Overall, Transparency International says while a handful performed well, none of the 177 countries covered in the index recorded a perfect score. The report further said that more than two-thirds scored less than 50, which it described as "disturbing". The rankings were put together after going through a four-stage process, using data from 12 different organisations that measure public sectors around the world. The organisations are the African Development Bank, the Bertelsmann Foundation, the Economist Intelligence Unit, Freedom House, Global Insight, International Institute for Management Development, Political and Economic Risk Consultancy, Political Risk Services, the World Economic Forum, the World Bank and the World Justice Project.
A church service was held at the Colonial War Memorial Hospital auditorium in Suva to launch the hospitals week-long 90th anniversary celebrations. According to the hospitals Medical Superintendent, Jemesa Tudravu, the celebration will showcase to the public how much it has grown over time. The public is the major stakeholder of the hospital and we want to show them the range and type of services that we now provide from the basics that we started with in 1923, Mr Tudravu said. He said the hospital stands to serve a population of 379,917 and employs more than 1200 people.

2 cups sifted all-purpose flour 1/4 cup white sugar 2 tsp baking powder 1/2 tsp baking soda 1/2 tsp salt 1/4 cup margarine or butter 3/4 cup sultana raisins 1 cup milk ensure mix is not too dry) Knead very lightly for ten seconds on a lightly floured surface. The largest consumer class action in Australian history began in the Federal Court in Melbourne Monday as 38,000 ANZ customers appeal over the bank's fees. Maurice Blackburn is taking the action on behalf of ANZ customers, with the court set to examine whether the fees are fair or whether they are excessive and therefore illegal. A High Court decision last year paved the way for the trial in the Federal Court. Maurice Blackburn has the financial backing of publicly listed litigator IMF. Andrew Watson, the head of class actions at Maurice Blackburn, says the fees are not an accurate reflection of the costs faced by banks when customers are caught out. "The fees range, but $25 to $35 is the sort of range for fees that are imposed, so you might be a dollar over on your account or a day late in your payment and the banks will slug you with a fee that's out of all proportion to what it costs them for that minor transgression," he said. "We think its worth [in total] about $50 million, but overall we're running a case for 170,000 bank customers against eight major banks, and that's worth about $220 million." Mr Watson says this is the first of the cases to go to trial. "It's been a long, hard fight over the

ANZ customers hope to win back overdue fees Fork lift driver Tim Hardman is one of the 38,000 people to sign up to the class action. The 34-year-old was an ANZ customer for six years, during which time he racked up more than $700 in fees. "Most of my bills were set up with direct debits, just the same as your wages go in as a direct credit," Mr Hardman said. "Yet the ANZ likes to process their withdrawals first, and then they like to process their deposits later in the day. "Quite often as much as I tried to line up my direct debit payments with when my pay goes in, there were a few times where it was only a matter of hours when my account would be overdrawn to pay a bill and then my wages goes in later that night, yet the ANZ likes to charge people overdrawn fees, or honour fees, as they like to call it." Mr Hardman says he is hoping to get most of his money back through the class action. "I feel it's unreasonable and unsubstantiated for banks that make billions and billions of dollars profit every year to then charge the average customer $30 a pop in some cases for a simple overdrawn amount which could only be overdrawn for two or three hours," he said. "Thousands of people are standing up together to say: 'Listen banks, this is just ridiculous'. Australians should be proud to say: 'This is enough'. "So if we all stand up and say this isn't right, then maybe we'll get something done." Bank fee challenge could have wide implications Dr Wayne Courtney from the University of Sydney law faculty has been monitoring the case since the High Court ruled last year that the bank fees are open to challenge. He says the court case has caught the attention of other large companies. "I know at the big end of town, some of these large institutions [are] quite worried about the effect it has on the certainty of contracts," he said. "If you say X company who provides power wants to charge, say, a $20 admin fee when the bill's paid late, I think that's created some concern at that end of town because they're now worried about whether they can justify those fees.
"So I think it has the potential, I suspect, to reform some sort of structuring of fees in consumer contracts generally." Dr Courtney says the outcome of the case could have an effect on the contracts of other companies. "For a long time, large institutions engaged very capable lawyers to draft around certain basic protections the law provided in respect of charging very large amounts of money when a consumer or some other party to the contract happened to breach the contract," he said. "What's really got people interested is together with these sort of High Court developments last year, plus this new legislation, it opens up a lot more of that sort of stuff for challenge. "And I think on one side you've probably got the consumers groups saying: 'Great, we're sick of being charged these ridiculous nice round number fees for no real reason'. "[Against that] some of these large institutions at the big end of town, they're quite worried about the effect that has on the certainty and predictability of their contracts." ANZ declined an interview request ahead of class action. The Australian Bankers Association said it was inappropriate for it to comment, because it has not been involved in the case.
Japanese Man Switched At Birth Wins Lawsuit Against Hospital After Life Of Poverty
A 60-year-old Japanese man switched at birth says he would like to "roll back the clock", days after winning a lawsuit against the hospital which mistakenly cast him into a life of poverty. The man, who has not been identified, told a packed Tokyo press conference that he was shell-shocked when he learned the truth, saying his life would have been starkly different. "I've wondered 'how on earth could this happen'? I couldn't believe it. To be honest, I didn't want to accept it," he said. "I might have had a different life. I want [the hospital] to roll back the clock to the day I was born." A Tokyo district court ordered the hospital to pay 38 million yen ($408,000) in damages over its 1953 blunder which saw the man switched with another baby boy who was delivered just 13 minutes later. It is not clear if the hospital, which has not commented on the bizarre case, will appeal. The man, an unmarried truck driver, would have grown up as the eldest of four brothers in a wealthy family where siblings enjoyed a lavish lifestyle including private tutors. Instead, he was raised on welfare by his non-biological mother who also supported older siblings after her husband passed away. The family had few frills in their oneroom apartment except for a radio, according to the man who studied at night school while working in a factory. "It was like she was born to experience hardship," the man said of the woman he knew as his mother. The man has been helping take care of his non-biological brothers, one of whom suffered a stroke. The decades-old mistake was uncovered when the wealthy family's three younger brothers had DNA testing done on their oldest sibling who looked nothing like them - after their parents died. They checked hospital records and confirmed the identity of their biological eldest brother last year, whom the men have since met. The four are now working on building a relationship to make up for lost time.

In a statement released, the zoo said CCTV footage revealed Sanook's death was the result of a tragic accident. "The CCTV footage shows that at 7pm while playing with the tire, Sanook managed to maneuver it in an unusual way that caused his head to become caught," Melbourne Zoo director Kevin Tanner said in the statement. "This placed pressure on his neck and would have prevented him from breathing. Preliminary post-mortem results confirm this as the cause of death." Pointing out that tires are "commonly used around the world in zoos as an approved form of enrichment for elephants", the statement said the toy was one of Sanook's favorites, as it had been for his sister Mali and brother Ongard. 'Agitated' Man Stabs Three People At A Melbourne Mosque
One person is dead and two others have been injured in a "horrific" stabbing at a mosque at Dallas, in Melbourne's northern suburbs. Police say a group of elderly men and women were meeting at the Broadmeadows Turkish Islamic Cultural Centre when a 22-year-old man tried to get inside. Detective Senior Sergeant Stuart Bailey, of Victoria Police, says he was in an agitated state. "Three people in that mosque tried to prevent him from entering. They are all in their 70s," he said. "The male has produced a knife and has stabbed all three of them." When a police sergeant arrived on the scene he was assaulted by the man. "Fortunately for police the critical incident response team (CIRT) were also nearby and attended. They
deployed capsicum spray which didn't stop the offender," Detective Senior Sergeant Bailey said. The man then ran off into the mosque carpark where he was tasered. It took six of the CIRT members and two uniform police officers to finally subdue the man. A Glenroy man in his 70s was killed in the attack. Two others were injured. Both are in a stable condition. The suspect was also taken to hospital. Police say the man had been at the mosque the previous day. Detective Senior Sergeant Bailey says there were a large number of witnesses and police are trying find out what prompted the attack. "It's an horrific attack on three elderly gentlemen just trying to go about their normal business at the mosque," he said.
Police say speed played a role in the one-car crash that killed The Fast and the Furious actor Paul Walker in California. Walker, 40, was a passenger in the red Porsche that crashed into a utility pole and burst into flames in the city of Santa Clarita last Saturday (local time). He had been in the city attending an event for his charity to raise money for people affected by Typhoon Haiyan, which hit the Philippines last month. "Speed was a factor in the solo vehicle collision," the Los Angeles County Sheriff's Department said in a statement. Deputy Mark Pope says the accident is under investigation and he does not know how fast the car was going. The Los Angeles Times has identified the driver as Walker's friend Roger Rodas, 38, who owned Always Evolving, an auto dealership and racing services company. Imagine having a heart procedure that can potentially regenerate or rejuvenate your heart muscle -- and it's done as an outpatient procedure," said Patel. Patel uses a minimally invasive technique where he goes backwards through a patient's main cardiac vein, or coronary sinus, and inserts a catheter. He then inflates a balloon in order to
block blood flow out of the heart so that a very high dose of gene therapy can be infused directly into the heart. The unique gene therapy doesn't involve viruses (a rarity for gene therapy, Patel notes) and is pure human DNA infused into patients. The DNA, called SDF-1, is a naturally occurring substance in the body that becomes a homing signal for a patient's body to use its own stem cells to go to the site of an injury. Once the gene therapy is injected, the genes act as "homing beacons." When the genes are put into patients with heart failure, they marinate the entire heart and act like a look out, he said. "I woke up this morning and told my wife, 'I haven't felt this good in years," said Lively after returned home where he is recovering.

Beatle John Lennon's School Indian Magazine Editor Arrested Detention Files Sell For $15,000 Each In Sexual Assault Case: Police
Detention records describing Beatle John Lennon's schoolboy misdemeanours have fetched about $15,000 each in an online auction. The two documents, from 195556, outline the wrongdoings of a 15-year-old Lennon during his time at Quarry Bank High School for Boys at Liverpool in north-west England. Within the files, teachers describe Lennon as a "class-clown" and a "nuisance" who showed "just no interest whatsoever". He was punished for "shoving" and "fighting" in class, as well as "sabotage". On two occasions, the Beatle accumulated three detentions in the space of a single day. The files relate to when Lennon was in Class 3B and Class 4C, from 19 May to 23 June 1955 and 25 November 1955 to 13 February 1956, respectively. One year later in 1957, Lennon met Paul McCartney and they went on to form the Beatles. Their first hit was in late 1962, with the song Love Me Do. The records were rescued by a teacher who had been asked to burn the contents of a storage room at the school in the 1970s. The BBC reports that the teacher tore the sheets from a book to retain as a keepsake, after he noticed the name "Lennon" atop some of the pages. The teacher gave away some sheets and others were destroyed, but these two pages have survived. Lennon's close school friend Pete Shotton, who wrote a book about the star's life, authenticated the documents. Each document sold for 8,437 pounds ($15,000) in the auction held by TracksAuction.com, a firm based in north-west England.
Indian magazine editor Tarun Tejpal top Indian news magazine editor has been arrested in the state of Goa over accusations he sexually assaulted a young female employee, police said. Tarun Tejpal, the 50-year-old founder of investigative news magaine Tehelka, was taken into custody by police at the crime branch office in Goa's state capital of Panaji. "Mr Tejpal has been arrested," a police officer investigating the case told reporters on condition of anonymity, adding he was likely to be produced before a magistrate last Sunday. A crime branch official and other leading media outlets also said Mr Tejpal had been detained. Earlier in the day, a district court turned down a bail plea that Mr Tejpal moved apprehending arrest. His lawyer Geeta Luthra said her client would not immediately challenge the court order denying the journalist bail. "We are not appealing against the order. Our client is cooperating with the police in the investigations," she told reporters outside the court. Ahead of his court plea, Mr Tejpal was questioned by Indian police over allegations that he sexually assaulted a journalist working for Tehelka in a hotel elevator in Goa during a magazinesponsored event earlier this month. "We have joined the investigation started by the (police) crime branch. We will continue to do so," Mr Tejpal said. Tehelka is an investigative magazine responsible for some of India's hardesthitting journalism about abuses of power, corruption and violence against women. The magazine has reported forcefully on gender inequality in India recently, highlighting police and judicial insensitivity to rape victims as well as the misogynistic attitudes of many Indian men. The publication has since been accused of hypocrisy and trying to cover up a serious crime after staff were sent an email last week saying Mr Tejpal was stepping down for six months for "misconduct". The alleged victim, who quit her job at the magazine after the scandal broke, said in a statement Friday she was fighting to preserve her integrity. New caps on excess data and roaming fees are now in effect
Cellphone customers will get caps on their excess data and roaming fees and other new rights starting December 2, under the CRTC's new Wireless Code of Conduct. The code, which will apply to all new contracts signed starting Monday and to all contracts by June 3, 2015, allows customers to cancel contracts at no cost after a maximum of two years. It will allow individual or small business wireless customers to: Cancel a new contract and return the phone at no cost (provided customers stay within usage limits) within 15 days if they are unhappy with the service. Refuse changes to key terms and conditions of their contract, including changes to services and prices for those services, for the duration of their contract. Get a plain language summary of their services, including information on when and why they may be charged extra. Receive a notification when they are roaming in a different country, with rates for voice services, text messages and data usage. Cap excess data charges above their plan limits to $50 a month. Cap roaming fees at $100 a month. Get their phone unlocked after 90 days if it was discounted in exchange for a fixed-term contract or immediately if the device was paid for in full. Have service suspended at no cost if the phone is lost or stolen. Pay no extra charges for a service described as unlimited. The code also limits cancellation fees less than two years into the contract: For customers who received a discount on their device from their carrier in exchange for a fixed contract, the maximum cancellation fee is the value of the discount, and the cancellation fee should be reduced an equal amount for every month of their contract they have already completed. For those who did not receive a subsidized device, the maximum is $50 or 10 per cent of the minimum monthly charge for the remaining months of the contract. The Canadian Radio-television and Telecommunications Commission has launched a cancellation fee calculator on its website to help customers figure out allowable cancellation costs for their circumstances. Customers concerned about whether their carrier is abiding by the wireless code should first try to resolve the issue with their wireless provider, the CRTC says. If that doesn't work, they can complain to the Commissioner for Complaints for Telecommunications Services. Higher prices possible During a live online chat with CRTC chair Jean-Pierre Blais, organized by the CRTC Monday, some participants expressed concern that wireless providers were hiking prices to compensate for the fact that three-year contracts are no longer allowed. Blais responded that the CRTC believes that letting customers renegotiate their contract at least every two years will have a positive effect on competition. In the past, consumer advocates and smaller wireless carriers had argued that competition was being stifled because many customers were locked into three-year contracts and faced huge cancellation fees if they broke those contracts to switch to another carrier. A group of carriers is appealing part of the wireless code, but the CRTC says the entire code will nevertheless apply to consumers for now. Rogers, Bell, Telus, SaskTel, Manitoba Telecom Services and other carriers are challenging the application of the code to all contracts by June 3, 2015. At that time, there will still exist some three-year contracts, signed by customers in exchange for a discounted device before December 2, when the code officially went into effect. Customers in those contracts would be free to cancel their contracts on June 3, 2015, even though the subsidy on their devices wouldn't be paid off in full, the carriers argue, leaving the wireless companies on the hook for the remaining balance. A woman who so severely neglected and starved her grandson that he wasted away and died in her care began testimony at a coroner's inquest Wednesday by denying she was responsible for his death. When Jeffrey Baldwin died in 2002 at age five, he had withered away to the weight of a baby, unable to lift his own head, the inquest has heard. His grandmother, Elva Bottineau, who had custody of Jeffrey and his three siblings, kept the boy and one of his sisters in a cold, fetid room, where they slept among their own waste. Before Bottineau began her testimony, coroner's counsel Jill Witkin reminded her that she was not allowed to undermine the findings of fact the courts made in convicting her of second-degree murder. Jeffrey was chronically starved and he died because Bottineau failed to give him the necessary food and medical treatment, Witkin said. "I disagree," said Bottineau, shaking her head. The short, stout woman with long grey hair dyed maroon and wearing a flowery T-shirt was brought from Grand Valley Institution for Women in Kitchener, Ont., for her testimony, which is expected to last two days. Bottineau requested standing about halfway through the inquest, which began in September, and coroner Peter Clark ruled that standing must be given to anyone with a "direct and substantial interest" in an inquest. Her testimony will be restricted so that she cannot try to reargue her conviction, though some of the lawyers involved in the inquest have questioned whether, with an IQ of 69, she will be able to follow instructions. Bottineau wept on the stand as she recalled her own troubled upbringing and how her mother and stepfather forced her to drop out of school in Grade 9 to help care for some of her 15 siblings. Both Bottineau and her partner Norman Kidman had previous convictions for child abuse when they were granted custody of Jeffrey and three siblings something the Catholic Children's Aid Society only discovered in its files after Jeffrey's death. The family's caseworker has testified that she had no concerns about Bottineau, who she thought was a reliable pillar of support when compared to Jeffrey's often-volatile teenage parents, so she never conducted any records checks on her or Kidman. Had those checks been done, workers
would have found a disturbing history of child abuse. After Bottineau's first baby died of pneumonia in 1969 doctors found multiple untreated fractures and she was convicted of assault causing bodily harm. Two different psychological evaluations cast major doubts on Bottineau's ability to care for children. Bottineau then had two more children, who were made Crown wards following a severe beating by Kidman that landed them in hospital. He was convicted of two counts of assault causing bodily harm. Those two children later alleged horrific abuse and neglect, including being tied to their beds and locked in dog crates. After those two kids were removed from the home, the Catholic Children's Aid Society supervised Bottineau's care of her and Kidman's three daughters for a time. There were records of abuse investigations in the following years, including allegations made about some children Bottineau cared for as a foster "day mom." Meanwhile, city of Toronto workers planned Wednesday to replace a tree planted in Jeffrey's memory in Greenwood Park that was recently vandalized. A bench that was part of the memorial for Jeffrey was also to be returned to the park after being refurbished. The CCAS has implemented many changes since Jeffrey's death, including various iterations of record-keeping systems, but a CCAS manager has testified that gaps still remain. The coroner's inquest is not looking to assign blame, but rather is exploring systemic issues surrounding Jeffrey's death. The jury can make recommendations aimed at preventing such situations in the future.

An environmental group has ranked Canadas five largest cosmetics companies based on potentially harmful ingredients in their products. The report from Toronto-based Environmental Defence says the big five all have issues with chemicals that could be harmful to human health, but some are doing better than others. And it says public pressure is beginning to exert influence on the ingredients companies use in everything from shampoo and moisturizers to toothpaste and deodorant. Citing publicly available information and using a basket of five common products, Environmental Defence looked for what it called the toxic 10 10 chemicals that have faced international scrutiny for their proven or potential health hazards. The study ranked Proctor and Gamble best among Canadas big five cosmetics companies, followed by Johnson and Johnson, and Unilever. Estee Lauder and LOreal rounded out fourth and fifth place, respectively, principally because they did not publicly post policies on eliminating toxins such as triclosan and phthalates from their products. The good news is that some companies are listening to the growing concerns from their customers about the risks of these chemicals, Maggie MacDonald of Environmental Defence said in a release. Others need to take the old saying to heart the customer is always right and act to remove harmful chemicals. Procter and Gamble announced in September that it would eliminate triclosan, a commonly used antibacterial agent, and phthalates from its personal-care products in 2014. Among them, the 2014 Chevrolet Equinox is one of the better picks; whether purposed for carpool duty, weekend family getaways, or commuting and errands, it's fully up for such versatile usewith an affordable price, a spacious interior, plenty of safety and tech features, and more refinement than you might expect. With crisp, somewhat sporty styling, and proportions that line up partway between Chevy's trucks and cars, the Equinox looks like it should: handsome but inoffensive. Inside, the look is a little jazzier, with vents flanking the radio and climate controls and more of the look that Chevrolet cars have recently been given. Our recommendation for most Equinox shoppers remains the fuel-efficient (and lower cost) four-cylinder models. With 182 horsepower, the 2.4-liter four idles smoothly, albeit with a somewhat clattery direct-injection sound, and once underway it's agreeable and unobtrusive. The combination comes with a stellar 32-mpg highway rating, too. The Equinox doesn't track as confidently on the highway as we'd like, but this is first and foremost a family vehicle. Yes, the 3.6-liter V-6 is strong and smooth, but it's also far thirstier in real-world driving -- and frankly more than most cost-conscious moms and dads are going to need. The 2014 Chevy Equinox feels designed for the ins and outs of family use, from the seating layout to the up-close details. There's an excellent carlike driving position, while the cross-stitched dual-tone perforated leather in top LTZ models feels quite luxurious. Back seats have enough space for two adults to sprawl out into, with decent legroom, and the seatbacks are adjustable for rake. And there's space for smaller items, weekend finds, and grocery bags between the two deep cargo wells in back, the deep center console, the retractable cargo cover, and stretchy net. The Equinox has been a consistent top performer in crash-tests and safety ratings. It hasn't yet been tested in the new Insurance Institute for Highway Safety small overlap frontal test, but it's been named an IIHS Top Safety Pick and it's earned top four- and five-star results from the federal government. There's a solid, effective set of connectivity and infotainment features, plenty of traditional convenience features thrown in, and even some optional high-tech active-safety features if you're willing to add a little to the bill. GM includes a touch-screen audio system with a USB port across most of the lineup, and the voiceactivated, touch-screen-based MyLink Connectivity system is an option. The MyLink package includes smartphone connectivity, integrated Pandora and Stitcher app compatibility, and handsfree controls. Best Roast Leg Of Lamb
Tropical White Christmas Cake

Exotic dried fruit makes this even more colourful than a traditional fruitcake. Ingredients 2cups sweetened shredded coconut 1-1/2 cups chopped dried papayas 1-1/2 cups chopped dried mangoes 1-1/2 cups coarsely chopped candied pineapple 1 cup golden raisins 1 cup halved red glazed berries 1 cup coconut rum 2 cups all-purpose flour 2 tsp baking powder 1/2 tsp salt 1/2 cup butter, softened 1 cup granulated sugar 3 eggs 2 cups slivered almonds 1 tbsp corn syrup 12 oz almond paste Icing: 1/4 cup butter, softened 1-1/4 cups icing sugar 2 tbsp whipping cream 1/2 tsp vanilla Preparation In large bowl, combine coconut, papayas, mangoes, pineapple, raisins, cherries and 1/2 cup of the rum; cover and let stand for 1 day, stirring occasionally. Sprinkle with 1/2 cup of the flour; stir just until combined. Set aside. Line two 8- x 4-inch loaf pans with parchment paper; set aside. In bowl, whisk together remaining flour, baking powder and salt. In separate large bowl, beat butter with sugar until light; beat in eggs, 1 at a time. Stir in flour mixture just until incorporated, then fruit mixture and almonds. Scrape into prepared pans, smoothing tops. Set shallow pan on bottom rack of oven; pour in enough water to come halfway up side. Bake cakes in centre of 250F (120C) oven, shielding with foil if beginning to crack, until cake tester inserted in centre comes out clean, 2-1/4 to 2-1/2 hours. Let cool in pans on rack. Remove cakes from pan; peel off parchment. Soak 2 double thicknesses of 16-inch square cheesecloth in remaining rum. Wrap cakes in cheesecloth, then plastic wrap, then foil. Refrigerate for at least 1 month or for up to 3 months. Icing: In bowl, beat butter until light. Beat in icing sugar, cream and vanilla. Brush tops of cakes with corn syrup. On icing sugar-dusted work surface, roll out almond paste to two 9- x 5-inch rectangles. Press on top of each cake. Spread with icing. Cover cakes loosely with plastic wrap and refrigerate in airtight container until cold and firm, about 1 day.
Ingredients 1 bulb garlic, 3 cloves peeled and crushed, the others left whole 1 small bunch fresh rosemary, half the leaves removed and coarsely chopped, half in sprigs zest of 1 lemon olive oil 2 kg quality leg of lamb sea salt freshly ground black pepper 1.5 kg potatoes, peeled and cut in half For the mint sauce 4 tablespoons chopped fresh mint leaves 1 teaspoon sugar 2 pinches salt 1 tablespoon hot water 3 tablespoons wine vinegar Method Preheat the oven to 200C/400C/ gas and place a roasting dish for the potatoes on the bottom. Mix the crushed garlic, chopped
rosemary, lemon zest and olive oil together. Season the lamb with salt and pepper and rub the marinade into it. Place on the hot bars of the oven above the tray. Boil the potatoes, simmer for 10 minutes and scuff the edges. Add the rosemary sprigs and whole garlic cloves, season with salt and pepper and drizzle over a good lug of olive oil. Tip the potatoes into the tray and place under the lamb to catch all the lovely juices. To make the mint sauce, mix the chopped mint, sugar, salt, hot water and wine vinegar. Cook the lamb for about an hour and 15 minutes if you want it pink, or an hour and a half if you want it more well done. Take it out of the oven and cover with tinfoil and leave for 15 minutes before serving. Carve and serve with the potatoes and mint sauce. Tip: Try putting a few parsnips or carrots in with the roast potatoes.

How To Deal With A Mother-InLaw That Drives You Crazy
There are television shows and major motion pictures to deal with this very situation. The truth is that mother-inlaws are annoying enough once you get married but add a baby to the mix and you just might be pushed over the edge. Still, if you give it time and follow a few simple strategies, you can make things at the very least tolerable. Who knows, after a few years, you might just learn to love her. First of all, understand the situation. Chances are you and your mother-inlaw are strong willed. However, try to see things from her perspective. She loves your spouse and her grandchildren, and wants to be involved in their lives. The one thing keeping her from being the matriarch is YOU. So, perhaps a little jealousy on her part is in order. While you shouldnt simply excuse rudeness or being constantly belittled, you dont have to engage in World War III over something that is obviously childish. If you can be the bigger person and swallow more than you chew you will at the very least put karma on your side. Another rule to dealing with your mother-in-law is to set boundaries in the beginning. Far too many people allow or appoint their mother-in-law to be in charge of the children all the time (as a full time babysitter), and then try to pull back those reins anytime they wish. You cant have your cake and eat it too. If you want boundaries that keep your motherin-law in her familial place, then you have to make concessions on your side as well. Set boundaries by being kind and respectful. Dont demand she stay away, but rather make it clear that you are now your own family and that it needs to be respected. If she is stepping into your ground, make sure to hold your spot as well as you can, without crushing feelings or causing resentment. It is okay to want time with your spouse and your children that doesnt involve the in-laws. In fact, that is just healthy. If your mother-in-law doesnt feel the need to call before she pops
in, or she shows up at dinnertime with sweets for the kids just to make you look bad, choose a time to be clear that this wont work for you. However, you also need to ensure that you allow her to be with your family on her terms as well (At least some of the time). Also, understand that if you share EVERYTHING with your mother-inlaw, you are inviting her into your life. Try to keep your marital squabbles and troubles to yourself. It would definitely be nice to have your spouse on your side when it comes to dealing with your mother-in-law. The most dangerous place to stand is between a mother and child, no matter how old the child is. However, if your spouse doesnt see just how manipulative, conniving, belittling, and annoying your mother-in-law is, you may have to handle it yourself. If you feel that you are being disrespected, it is your place as an adult to stand up to it. Instead of confronting your motherin-law, try to talk to her about it in a kind and respectful way. You may find that her actions are just out of fear of losing her place of importance in your spouses life. Make sure you dont place blame and rather speak from a place of how you feel. This may give her a chance to explain herself as well. Last but not least, give the relationship time to develop. It is annoying to have a mother-in-law that seems to know everything better than you do or who makes it a point to notice every mistake you make along the way. And while you may not want to admit it there are probably many times that she is right and can be helpful to you. Chances are she is not going away any time soon, and you have a choice whether to allow her to make you miserable and angry, or just someone that makes you chuckle and gives you great stories to tell your friends. You and her, both mothers and wives loving the same people, may just have more in common than you know, and as the years roll by, it is these similarities that may bring you together. Socceroos stalwart Mark Bresciano will put his spot at next year's World Cup at risk by appealing a four-month suspension for an alleged illegal transfer. FIFA hit Bresciano with the lengthy suspension and a $1.9 million fine last month, after ruling his move from United Arab Emirates side Al Nasr to Qatari club Al Gharafa was not legal. FIFA has yet to put a start date on the ban while allowing Bresciano the opportunity to appeal, but had he accepted it when notified last month he would have served it before the World Cup begins on June 12. By deciding to appeal the ban, however, Bresciano's future is now uncertain with no known timeframe on the appeal process. Should the appeal be finalised just before June and be unsuccessful, Bresciano would be ruled out of playing in the showpiece event in Brazil.
