Part A. Collection Development Policy


Purpose
The Purpose of the collection development policy is to ensure the librarys mission. The mission of ABPL is to nurture a safe environment for intellectual stimulation and further education of the citizens of Atlantic Beach, FL by providing both print and electronic resources that meet the citys most current needs. By doing this, the library will continue to be a vital part of the citys municipal government. This collection development policy was created in order to ensure the librarys collection directly reflects the needs of its community, approved by the city council members. It also safeguards the library from making any decisions based upon outside influences that seek to manipulate the ethics of the organization through societal or partisan pressures.

Background
The city of Atlantic Beach is located just outside Jacksonville on the east coast of Florida. The library opened on August 25, 2012 with the support of federal and state grants as well as the support from the American Library Association. In September of 2013, the Atlantic Beach Womens Club started the Friends of the Library group in order to help with donations and to facilitate the biannual book sale, of which proceeds go directly to the ABPL programming and collection fund.

Goals and Objectives


The goal of this collection development policy is to create a standard that will be upheld in the selection and weeding of materials in the Atlantic Beach Public library. The objective is to state clear guidelines for the selection process including budget, evaluation, analysis and reasoning behind each step. Weeding procedures as well as gift policies and replacement practices will be identified. This policy will serve to be a resource for collection practices within this library throughout all of the stages of development for library personnel and city leaders.

Budgeting and Funding


Atlantic Beach Public Librarys treasurer will be in charge of distributing available funds across each section of the library. These sections include Adult Fiction including large print, Adult and Juvenile Non-Fiction, Young Adult Fiction, and Juvenile Fiction. The media portion of the library budget will include any CDs, DVDs, or audiobooks. Proportions of funds will be determined by the collection mapping. This process should be completed every two years to determine accuracy of distribution of funds. A part of the city government, ABPL will receive a large portion of its funds from state grants. All other proceeds include donations and sale revenue from the Friends of the Library sales. The money from any Friends membership fees will go directly to the programming budget and will not be used for collection development unless voted on by the Friends leadership board.

Evaluation Criteria
In terms of purchasing material with the specified library budget, the interests of the public should be kept in mind. These needs will be determined by consulting the circulation statistics and the interlibrary loan exchange from the previous budget year. Both of these resources will be a vital clue to what is both circulating the most and what the library does not own that meets the requests of the patrons. The weeding list of materials should be consulted in order to determine what is no longer a part of the collection and if it needs to be replaced with a new copy. When purchasing the books or media, the librarian should use the approved selection aids as stated in this policy unless the Library Director approves otherwise on a case to case basis. No librarian should purchase material for collection purposes unless the money is taken directly from their approved budget unless prior arrangements have been made with approval from the director and treasurer. Publications of any material purchased should be the most recent date. ABPL does not house archival material in the regular collections and nothing should be purchased with a publication date older than two years. Special considerations may be made by the director on a case to case basis provided that the selection has no recent publication and is a vital asset to the collection at hand. Literary merit of the item, as well as the author, should be taken into consideration.

More subscriptions will be purchased. Due to the popularity of Graphic Novels, ABPL will separate the collections by age group and purchase more.

Scope of Library Formats


Due to the low response indicating interest in e-books from the 2013 ABPL Needs Assessment, the library will only house 500 e-titles at a time on its Overdrive Media contract. The audiobook collection will only house fiction titles to supplement the more popular titles in the Adult Fiction collection. Along with hardcovers, ABPL will circulate a small portion of trade paperbacks. This format will not exceed more than 20% of the individual sections holdings. Mass market paperbacks will only be purchased for the adult romance titles and graphic novels. Since ABPL is not a part of an archival system, apart from the special collection, there will be no purchasing of journal articles or individual sheet music. The DVD section will not include computer or video games and no Blu-Rays will be purchased until a new needs assessment is completed and separate funding is made available.

Selection Aids
As previously stated in the Evaluation Criteria portion of this policy, materials should only be purchased using these verified selection aids unless other arrangements have preceding approvals. All librarians should consult Kirkus, Booklist, and/or Library Journal reviews of books they wish to purchase, as well as use the source to identify new titles to add to their respective collections. ABPL purchases their material from Baker & Taylor. All orders will go through the librarys treasurer to ensure the books and assorted media will be delivered in a timely manner, without incident. Any specific needs not available through Baker & Taylor may be purchased on Amazon.com, provided the librarian has consulted the director and the purchase is made through

the treasurer. Any deviating purchases must be approved and thoroughly researched to ensure the price is the lowest and the venue is reliable and credible.

Complaints
All complaints about the condition of library collection items will be assessed by the librarian to whom the issue is brought. On a case to case basis, the librarian will determine if the medium is in need of repair or should be discarded. In the event of a discard, notation should be made in the weeding records so later evaluation may be made in the case of replacement for the loss. In the case that a patron raises an issue over the content of the medium, a team of three librarians will be formed to read or watch, evaluate, discuss and vote on whether or not the item should remain in the collection. All decisions will be made in accordance with American Library Association standards of ethics in regard to censorship and freedom of information.

Weeding
The collection may be weeded at any point in the fiscal year, so long as the section does not want for material and the item is approved by a librarian. All weeded items will be cataloged in the computer system to include barcode, title, author, call number, and reason for removal from the collection. Evaluation for the weeding process should ask these questions: Is the content factually inaccurate or deceptive? Is the condition too poor to repair or missing pages? Is there a new edition that would enhance the collection more than this copy? Does the library own several better conditioned copies of this title?

Has the title not circulated for 3 years or more?

If the librarian can answer yes to one or more of these, the item may be weeded from the collection. The products of weeding may be discarded in the recycle bins, or given to the Friends of the Library Group for sale. A note stating the result of each item, whether discarded or sold, is to be added to the systems weeding catalog list. Each item on the list will be kept on this separate record for one year from the weeding date. Any replacements that need to be made are the responsibility of the sections librarian. It is their duty to keep track of what resides in their sub-collections and which items need additional titles due to weeding.

Special Collections
Upon completion of the 2013 Needs Assessment, it was agreed that ABPL would take over the responsibility of keeping a small archive of Atlantic Beach historic records. These records are in online format, and the physical copies of each will not reside in the library building. Special access to the original documents will require permission from city hall. When new documents are unearthed, a specified librarian will travel to city hall to update the website with photos or PDF files. This site will be accessible through the online catalog alongside the other databases to which the library subscribes.

Part B. Action Plan


In response to the ABPL needs assessment, the adult fiction collection will be the main focus for the first part of the new budget year with consideration to the collection development policy. The adult fiction section is the most widely used section in terms of times the books are circulated, but the number of books being circulated does not match. Patrons are only checking out a few copies of the same titles several times; the titles of which are newer editions and popular authors. This is indicative of a need for weeding in that section as well as the purchasing of new or replacement titles. Circulation in the adult fiction section will be more indicative of a better overall section. There will be an increase in times a title is circulated including a wider range of books owned being disseminated from across the entire genre instead of the select few. The collection will be more up to date, housing titles with publications ranging within two years or less. A core collection for each sub-genre will be formed to ensure a well-rounded collection of titles everyone can enjoy. Once books are weeded from the area, a librarian will analyze the collection to determine what should be purchased for the core collections first. Once the core collections are ensured, new and popular releases determined by Kirkus and Booklist reviews will be bought. Patron suggestions will be considered and may be purchased if they meet the criteria for the updated adult fiction collection. As per the collection development plan, the supervising librarian for the adult fiction collection will send their list of books to the treasurer to be bought through the Baker & Taylor account.

Alabaster, C. (2002). Developing an Outstanding Core Collection : A Guide for Libraries. Chicago: American Library Association. Alabaster not only focuses on what makes a good core collection, but also how to maintain it. She uses techniques that save both time and money while breaking down the process step by step.

Allen, M. (2010). Weed 'Em and Reap: The Art of Weeding to Avoid Criticism. Library Media Connection, 28(6), 32-33. Touching on weeding policies, the author discusses ways to ensure youre making good decisions during the weeding process for your library. This article talks about how to incorporate weeding with selecting the right material for your library.

Berry III, J. N. (2013). The Weeding War. Library Journal, 138(18), 10. Not many patrons understand why libraries need to weed and discard so many books. This article looks at the controversy that may arise over a large weeding project and what a librarian may encounter.

Cabonero, D., & Mayrena, L. (2012). The Development of a Collection Development Policy. Library Philosophy & Practice, 1-23. Giving examples of what a collection development policy should entail, this article discusses the importance of the policy and how to correctly implement one.

Greenfieldt, J. (2010). Fiction core collection / edited by John Greenfieldt. New York : H. W. Wilson Co., 2010. This book not only gives titles for popular and classic fiction collection holdings, but it provides price, bibliographic information and a summary. It is a great wealth of knowledge for anyone trying to build up their fiction collection.

Harbour, D. (2002). Collection Mapping. Book Report, 20(5), 6. Harbour discusses ways to use collection mapping in library systems as well as how to do one for your library. It uses simple terms to explain how to use the process for weeding, budgeting and purchasing new material after the evaluation.

Slote, S. J. (1997). Weeding library collections : library weeding methods / Stanley J. Slote. Englewood, Colo. : Libraries Unlimited, 1997. Slote focuses on what items are weedable and which ones belong in core collections. He not only discusses common practices for weeding your collection, but also using the computer system to aid in your selections.

From the prospective titles shown on Booklist and Kirkus, the books for purchasing where narrowed down by the collection policy of replacing the popular books that have been weeded and through the needs assessment responses for more popular titles and authors in the adult fiction section. The titles chosen are hardback copies unless noted otherwise. The books with later publishing dates are replacements or noted at reprints for replacement due to weeding. No mass market copies were purchased, only trade paperbacks so that the titles could have other circulating copies available but the condition wouldnt weaken as easily. Only a few of the books had hardback duplicates ordered in order to meet the high demand. As the collection policy states, all titles will be purchased from Baker and Taylor. They carry all kinds of formats and have a wide selection of material. Many libraries across the country rely on their services, and they cater specifically to this business. Since ABPL is such a small city library, it makes more sense to use less distributers so that there is less work being put into not only the ordering, but also the sorting and inventory.
