The Contemporary World Multilateral Dialogue 2013

By Muhmmad Arif, Editor Nihao-Salam The Contemporary World Multilateral Dialogue 2013 wrapped up in Chinas capital Beijing on November 9, 2013. Theme for this year was Global Trends and China in the Coming Decade that discussed various aspects of worlds emerging super power China and its role in international affairs in the areas of economy, politics, diplomacy and security. The dialogue was organized by China Center for Contemporary World Studies (CCCWS), a think tank of China that conducts research of international situation, political party politics, political system in foreign countries, Chinas foreign strategies, socialist theories, social and political trends of thoughts and comparative studies in development modes. Some fifty overseas scholars and experts from more than thirty countries, including the US, UK, Pakistan, India, Brazil, South Africa, Italy, Netherlands, Sweden, Australia, Republic of Korea, Singapore, Fiji, and Nigeria brought new ideas in the Multilateral Dialogue 2013, a platform of exchange of ideas and thoughts. Leading political figures also attended the dialogue such as Stjepan Mesic (former President of Croatia), Senator Mushahid Hussain (Chairman of the Senate Committee on Defence, Pakistan), Sodiq Safoev (Chairman of the Committee for Foreign Relations, Senate of Republic of Uzbekistan), Istvan Ujhelyi (Deputy Speaker of the Hungarian National Assembly),Wang Jiarui (Vice Chairman of Chinese People's Political Consultative Conference (CPPCC) and Minister of IDCPC (International Department, Central Committee of the CPC. The representative political figures, diplomats, policy makers, scholars, researchers, academicians, and media persons, coming from diverse political and cultural backgrounds, presented their expert opinions and viewpoints in this intellectually stimulating conference focusing on Chinas modernization process, regional cooperation, international political engagement and its future role in the Global Village besides highlighting the vision of Chinese leadership, their policies and strategies that will shape the future of world in next decade. The two day conference was composed of four sessions: Global Economy and seeking Win-Win Development; Global Politics and bettering Intra- and Inter-national governances; Global Security and tackling the old and emerging conflicts; China's International Strategies in a new global setting. Each session was followed by Q&A Session, open dialogue session as well. Global Economic Situation Speaking on Global Economic situation, Resident Representative of IMF in Beijing, Murtaza Syed said emerging economies (BRICS) are contributing to world economic stability adding that capital is flowing in these markets enhancing consumption and boosting growth though in low gear now a days. Chinas strong economy is fueling power to sick economies through investment. China-European Union Economic Cooperative Partnership Commenting on China-European Union economic cooperative partnership, German Ambassador to China, Michael Clauss said next decade will be defined by three countries, USA, EU, and China where in China having highest foreign reserves, Europe has technology and market and USA has big economy. Germany will be stronger partner of China in next decade too. Germany and China would work together for win win cooperation. Chinas Opening Up and Reforms Policy Elaborating the Chinas economic policy, Fang Jin, Deputy Secretary General of China Development Research Foundation, said that rise of China will open the opportunities of development adding further that Chinese economy is factor of world economic recovery as well as stability. Chinas peaceful development is source of integration of regional economies in Asia. Global Politics Stjepan Mesic, former president of Croatia, said We live in turbulent times, in unsettled times, when new opportunities and prospects are opened to counties on the rise like china. China will not shun the responsibility placed before it by the circumstances and the ones we can expect in the coming decade. The end of the decade China will be one of pillars supporting the worlds stability and development. China-Central Asia: Silk Road Economic Belt Sodiq Safoev, Chairman of the Committee for Foreign Relations, Senate of Republic of Uzbekistan while elaborating Central Asia states relations with China said that China has established strong connections through rail and road links are landlocked Kazakhstan, Tajikistan which is opening Central Asia to world and playing vital role in regional economic integration. Chinese president Xi Jinpings Silk Road Economic Belt would help enhance China Central Asia cooperation in the areas of energy, trade and economy as well as people to people contacts boosting trade and economy and improving the lives of common citizens. Commenting on the effects of globalization, he underlined the need to build a collective responsibility system because International institutional fragmentation is causing discrimination in developing countries of Asia, Africa and Latin America by world powers.

Globalization and Developing Countries Highlighting the prevailing landscape of global governance system, Chinese scholar Ji Ping, Deputy Secretary General of China Foundation for peace and development (CFPD), suggested for greater representation and voice of developing countries in the global governance system. He said China Russia partnership in next decade could help to promote the trend toward a multi -polar world adding that bigger role by both regional partners could make the international order fairer and more equitable. In a changing world, participants from African countries suggested bringing reforms in United Nations with consultation and cooperation of member countries. On globalization trends in next decade, they urged that economic globalization should be more balanced, inclusive and beneficial to all. On the economic front, speakers during the open debate commented that World's heavyweight countries have dominance over economic sources, production and distribution. They also called for reforming the international monetary and financial systems. Global Governance of Justice and Equality Zoran Pirocanac, Scientific Fellow of Institute for Political Studies Belgrade, Serbia said global governance should be based on the principles of justice and equality adding further Wests hegemonic role, dictatorial policies, dominating action and political interference has created distrust among the developing countries. Role of Non-State Actors Mohammad Zahran, member of Egyptian Council of Foreign Affairs, elaborated the menace of Non State Actors, supported and sponsored by world powers, inflicting instability in many Arab states (Syria, Libya, Yemen, Egypt, and Tunisia). He said that these Non-State Actors are challenging and weakening the traditional power structures. Global Security Crisis Sameh Rashid, from Al-Ahram Center Political and Strategic Studies (ACPSS), Egypt underlined the regional approach to solve the current security crisis in Egypt, Iraq, Libya, and Syria including Afghanistan because social and political conditions for imported security, peace plans cannot work in these regions. Emerging Asia Kasi Rao, Vice President and Director for Asia Pacific Foundation Toronto office, Canada said world is connected so we need more brain chain for knowledge and information .He gave a strategy of thee E exposure, experience, expertise in Asia for progress and prosperity. what some erroneously call as the 'China threat'. He said rising Asia cannot afford such a destabilising effort from any quarter. On Afghanistan, he urged the 6 neighbours of Afghanistan to play a proactive role plus there would be eventual need of a UN Peacekeeping Force backed by the OIC as well, with genuine national reconciliation involving all factions. Shanghai Cooperation Organization (SCO) Andrey kortunov, Director General of the Russian International Affairs Council while commenting on the role of Shanghai Cooperation Organization (SCO), a regional economic and security platform, urged China and Russia for further strengthening cooperation among SCO member states in various fields, including agriculture, economy and trade, finance, technology and energy sectors. He further added that SCO members should focus on multilateral economic and trade cooperation process, "China and Russia do not hope to turn the SCO into an organization based on Cold War logic and create regional confrontation. He Shanghai cooperation organization should play role for regional peace, stability and development. Chinese Dream and Chinas Engaging with World Illustrating the Chinese Dream, Jin Xin, Deputy Director of CCCWS said China is engaging with the world through dialogue and exchanges in all sectors adding economic development, win win cooperation with region and world will be the main focus of Chinas policies in next decade. He said that Central Asian Economic Belt, Maritime Silk Road with south East Asian countries, Pakistan China Economic Corridor will integrate the economies of region and change the destiny of the people of region. He concluded that Chinese Dream is a common dream of development, peace, stability and peoples betterment in Asia, Africa, Europe and America. Global Cyber Security Challenges The new front of global security in next decade will be Cyber Security which is unfolding troublesome challenges for states around the world. Scholars from China said to maintain cyber security, the Chinese side is calling for global efforts to show respect for national sovereignty over cyberspace, building a robust legal system, and strengthening international cooperation. In recent years, securing cyber space has become a global challenge. But clearly, this issue can not be solved by a single company or country. Alternative Fuels Should Run Engines Gal Luft, Co-Director of Institute for Analysis of Global Security (IAGS) highlighting the role of technology in next decade said oil is costly, sources are rare, and causing pollution to cities around the world. So there is need of new technology to tackle the oil crisis, pollution and depleting natural sources. He said alternative fuels should run the engines of vehicles, solar energies, wind power and new energy sources will empower the countries.

Soft Power and Public Diplomacy :Chinas Image in World A media scholar enthralled the Chinese audience when he said that Chinas image in the eyes of foreigners is better in African, Asian countries but bad in Europe and USA which needs image building through Soft Power and public diplomacy. Scholars unanimously voiced suggesting that China needs to focus on Soft Power to build better image in world besides formulating strategies on cyber security, global warming, and new energy sources, regional and global economic integration. Chinas Economic Partnership with World Presenting a global picture in the context of Chinas increasing trade relations with worlds leading economies, Dr. Hu Hao from CCCWS said that external trade between China and its major trading partners is also increasing. European Union still maintains its rank as the top trade partner with China. While bilateral trade reached about 456 billion U.S. dollars, up half a percent from a year ago. The U.S. and ASEAN ranked second and third, with trade volumes of 423 and 359 billion U.S. dollars respectively, or jumping 6.9 percent and 10.9 percent year on year. Bilateral trade with neighbor Japan showed its first expansion since last June, at 0.8 percent year on year in October. Chinas trade with emerging markets, such as Russia, Brazil, India and South Africa has been growing at a stable pace. China: the largest source of cross-border tourists in world The Chinese mainland is on its way to becoming the largest source of cross -border tourists in the world. Chinese tourists made 78 million trips to overseas destinations in 2012, up 12 percent from 2011.These tourists spent $80 billion overseas in 2012, up from an estimated $69 billion in 2012. The world's largest source market of international trips will take shape in China. Chinas New Leadership Chan Chaotu, President of Executive Committee Of Council At China Energy Fund Committee said Chinas foreign policy is open and development is peaceful and China is willing to establish friendly relations with all countries on equal partnership. Chinas new leadership is willing to work with both developing and developed countries. Chinas Policy of National Development While illustrating the Chinas policy of national development and willingness for global cooperation, Wang Jiarui, Minister of the International Department of the Central Committee of the Communist Party of China (IDCPC) stressed China is willing to work with the nieghbours, region and world to build a positive, cooperative and comprehensive bilateral relationship in 21st century. Speaking on international and regional issues of common concern, he said China will enhance strategic dialogue and cooperate in addressing common challenges.

Chinas Win Win Cooperation to Benefit to Nieghbours, Region and World Dr.Yu Hongjun, Director of the Center of Contemporary World Studies, in his concluding remarks said Chinas opening up and reforms policy is giving opportunities of win win cooperation and mutual development to nieghbours, region and world. He said China wants a stable, peaceful and prosperous world adding further New China is striving to play a constructive role in world affairs on the basis of equal partnership, win win economic cooperation and would promote further mutual trust, cultural exchanges, and people to people contacts in the next decade. Highlighting the China's push for new-type of industrialization, urbanization, the application of information technology and agricultural modernization, Dr. Yu said China is confident of a sustainable and healthy economic growth in next decade and it will further the reform and opening up drive. Conclusion At the Contemporary World Multilateral Dialogue 2013, scholars brought new ideas in the Chinese capital Beijing under the umbrella of CCCWS and took back to their countries Chinese leaderships vision and plans of partnership with world. No doubt, the world in next decade would be full of opportunities as well as uncertainties. But we hope that Chinas good neighborly policy, political engagement with world, increasing economic partnerships in Asia and world, its proactive role in keeping the world in peace and stability, its trend of raising voice for reforming the global intuitions with consultation. Chinas contribution to global economic stability would continue helping transform the world into a peaceful, prosperous and harmonious world which is a Chinese Dream. We can foresee that Cyber Security challenges dominate the arena of global battle field and security crisis could turn worse. But we hope that bright brains would find alternative energies and fuels helping lower the pollution and make the world green. We are also hopeful that swift communication would connect the world to share knowledge and experience. Hegemonic designs would be replaced with ambitions for common development. Containment policies of China would be abandoned by world powers, peace would be restored in Afghanistan, Iraq and Syria, while Kashmir and Palestine issue would be solved under UN charter. Asian nations would join heads and hands to play their proactive role helping Asia gain better and stronger position in the world and thus set the stage to celebrate the 21st century as Asian Century
