AIPO CONDUCT OF CONTINUING PROFESSIONAL EDUCATION PROGRAM


PHILRES, the PRC accredited AIPO, was issued by the CPE Council of Real Estate Service with accreditation to conduct continuing professional education in the Philippines. On 05 November 2013, Professional Regulatory Board of Real Estate Service (PRB-RES) Chairman and concurrent CPE Council Chairperson, Hon. E.G. Ong, awarded the Certificate of Accreditation No. 2013-0011, the first among the first batch of 19 providers certificates nationwide. Among the functions of the regulatory board enumerated under the RA 96462, Sec 5 (p) vests PRB-RES the authority to prescribe that guidelines and criteria for the Continuing Professional Education (CPE) program for real estate service practitioners in consultation with the accredited and integrated professional organization (AIPO) of real estate service practitioners. This function is more profound under Sec 36 that includes, among others, the creation of a CPE Council. As for the AIPO, PRC has officially accredited PHILRES last 2011 with Certificate of Accreditation No. 1-APO-0443. Prior to accreditation, the Commission, through its PRB-RES, has approved and endorsed to Securities and Exchange Commission (SEC) PhilRES Amended of Articles of Incorporation and New By-Laws. As for the CPE Council of Real Estate PRC has organized the 3-man Council last 25 February 2013 headed by PRB-RES chairman with first and second members from the AIPO and the Academe. Dr. EG Ong was joined by PhilRES Vice Chair Gene Sison and Philippine Council of Dean of Education in Business, Dr. Nelson S. Abelleda. Last 10 August 2013, the Commission completed the publication of its revised CPD Guidelines5. Among the grounds for suspension, cancellation and non-renewal of CPE Providers Certificate is non-conduct of at least one (1) CPE program every year. Deemed to be national in scope, the Certificate is valid for three (3) years and renewable thereafter. Service4, Last 05 Nov 2013, the first batch of individual and juridical entities were give accreditations to conduct CPE programs. During the ensuing discussions, a provider regardless of license focus or representation may offer a CPE Program to any and all real estate service practitioners, both in private and public sector; provided, the program is duly approved by the CPE Council. Among the secondary purposes under PhilRES Amended of Article of Incorporation6, the AIPO shall conduct CPE programs for its members. The New By-Laws7, on the other hand, provides for an appointive position of National VP for Academe under Sec 61 and a national standing Committee on Academe and CPE under Sec 103. The standing committees functions are spelled out under Sec 106. Locally, the respective chapters are required to form a Committee for CPE under Sec 98. With above mentioned legal parameters and obligations, yours truly hereby recommends the following : 1. That, the National Directorate informs the CPE Council that the AIPO accreditation for the conduct of CPE Program shall be limited to National Chapter with authority internally extended to its local chapters; 2. That, the National Directorate shall allow the chapters to decide on their own on the conduct of local CPE program subject to approval of the National Board; and, 3. That, the Natl Committee on CPE be organized to prepare all necessary guidelines for PhilRES conduct of CPE, either by National or Local Chapters. LASTLY, apart from conducting CPE, PhilRES duty as an AIPO under the New CPD Guidelines, requires participation in the drafting of Standards for the CPE Program. The duty further extends to monitoring. If the CPE Council and PRB-RES are not available, PhilRES is third in line to monitor actual compliance of CPE Providers; provided, the CPE event is not conducted by AIPO, itself8.
