Foreword Msgr.VincentFoyisnotjustagoodpriest:heisanextraordinarypriest.Though heiswellpastnormalretirementage,hekeepsupwithcurrentissuesaffectingthe Churchandcontinuestodothepastoralworkhehasalwaysdone,suchashearing confessionsofschoolchildren.Hismemoryandcarefordetailareamazingand reflecthistrainingasacanonlawyer.Hecanrecall,orfindonfile,notonlythefact thatsuchandsuchaninterventionwasmadelatein1975,butalsothespecific Novemberday.Whereothersrememberthenotoriousnote26inthe1968 statementoftheCanadianbishopswhichcausedsomuchconfusionover HumanaeVitae,Msgr.Foypointstoanotherparagraphthatgivesimpetustothe newsexeducationmovementwhichpretendedtofindsolutionsinscientific researchratherthanintheguidanceoftheChurch. Hisreminiscencesareinvaluable,forwithoutthem,thehistoricalrecordofthe ChurchinCanadawouldbefragmentaryandincomplete.Everydaywesee distortionsofthatrecordbecauseofignoranceofpasthistory.Forexample,the greatachievementsoftheOblatesintheNorthandinWesternCanadaarebeing ignoredbecausethereputationsofafewpriestshavebeensullied.Msgr.Foydoes hisbesttokeeptherecordstraight,asheisawareofitsimportance. HeisnotaMcBrienCatholic,aManningCatholic,oraProtestantCatholic,buta RomanCatholicloyaltotheHolyFatherandtheMagisterium.Inhiswritings,he makesfrequentreferencetopapalstatementssuchasFamiliarisConsortio.I doubtthathewoulddivideCatholicsintorightwingandleftwing.Thereareonly theorthodoxand,muchtohisregret,thosewhohavedepartedfromorthodoxy. HumanaeVitaewasthegreattestingpointinhislongcareer.TheWinnipeg statementmadeitseemthatCatholicscoulddissentingoodconsciencefromPope PaulVIsteaching.Whenhisoppositiontothisdeclarationdidnothavetheeffect inCanadahedesired,hesubmittedapositionpapertotheAmericanbishopsthat influencedthestandtheytook.Forhiseffortshereceivedapapalcommendation whichwasdeliveredtohimbyArchbishopPocock,withoutawordofpraiseby theArchbishophimself.

Theincreaseinsecularization,evenwithintheChurch,isasourceofgreat disappointmenttoMsgr.Foy.Henotes,forinstance,thata1969reporttothe CanadianbishopsonfamilylifeandsexeducationdidnotusethewordCatholic, madenoreferencetoChurchteaching,andsaidnothingaboutmodesty,purity,sin, orthesacraments.PerhapsheistoocriticaloftheOntariobishopsguidelineson familylifeeducationissuedin1983.Whentheyquotetheoffendingparagraphof theWinnipegstatement,theyaddthefollowingqualification:thisstatementcannot beunderstoodaslesseningthefullforceoftheChurchsteachingagainstartificial contraception.ThewillofGodistheobjectivemoralstandardwhichisconstantly callingallthefaithfultoitsfullandcompleteacceptance.Nevertheless,whenhe setsforththeguidelinesestablishedbytheVatican,andexaminestheFullyAlive programinthecontextprovidedbythem,heshowsclearlythattheprograms deficienciesaregross,open,andpalpable.Ashewrites,Soweareembarkedon theeraofFullyAlivewithitsownpeculiarcontributiontothedisappearanceof childhoodandinnocence. ThereisanongoingcontroversyamongCatholicsinOntario,oftenheatedand bitter,overthesexeducationprogramcalledFullyAlive.Thisprogramisinmost CatholicprimaryschoolsandissponsoredbytheOntarioConferenceofCatholic Bishops. Thedebatehasrepercussionsandimportancefarbeyondthe52Boardsof EducationofOntario.Theorigins,philosophyandgeneralcontentofFullyAlive bearabloodrelationshiptoothercurrentexplicitsexeducationcourses.TheFully Alivementalityisbeingspreadwithmissionaryzeal.AccordingtoaJanuary,1992 FullyAliveHandbook,thecourseisbeingadoptedinotherprovincesinCanada andthereisgreatinterestbeingshowninMexicoandAustralia.Wearetoldthat FullyAlivehasbeenamarvellousaccomplishmentandwecanrestassured thatourchildren,afteryearsofwriting,piloting,andrevisionasaresultof consultationwithparents,educatorsandclergy,areexperiencingpositive programminginhumanrelationships. Ontheotherhand,adevotedandconcernedfather,afterlongandintensive study,wrote:Thedisasterthatthis(FullyAlive)programrepresentswillhauntour bishopsforalongtimetocome.Iamnowconvincedthatthecurriculainquestion aresubstantiallyworksofgnosticism.ItwouldbebetterthatourentireCatholic schoolsystemvanish,thanthatthishorrorbetaughtastheproductoftheCatholic Faith.

ChurchTeaching Surelytheoverridingconsiderationinthisdebateshouldbetheteachingofthe Church.ByadivinerighttheChurchhasthedutyandtherightofeducation (CodeofCanonLaw,c.794)andformationandeducationinaCatholicschool mustbebasedontheprinciplesofCatholicdoctrine(c.803). Wherearewetofindtherelevantdoctrineandderivativediscipline?Firstcomes theencyclicalofPopePiusXIonTheChristianEducationofYouth,sometimes calledEducationoftheRedeemedMan(DiviniilliusMagistri,Dec.31,1929). ItsteachingwasreaffirmedbyPopePiusXIIin1951andbyVaticanCouncilIIin 13references.OthersourcesarepertinentpassagesofVaticanII,HumanaeVitae ofPopePaulVI(n.22),theApostolicConstitutionFamiliarisConsortioofPope JohnPaulIIandEducationalGuidelinesinHumanLoveoftheSacred CongregationforCatholicEducationofNovember1,1983.Theselatterguidelines, notpontifical,aretobeinterpretedalwaysinaccordancewithpreviousmagisterial teaching. HerearesomeoftheprincipalteachingsoftheChurchonsexeducation: 1.Sexeducation,whichisabasicrightanddutyofparents,mustalwaysbe carriedoutundertheirattentiveguidance,whetherathomeorineducationalcenters chosenandcontrolledbythem.InthisregardtheChurchreaffirmsthelawof subsidiarity,whichtheschoolisboundtoobservewhenitcooperatesinsex education.(FamiliarisConsortio,37) 2.Educationforchastityisabsolutelyessential.(ibid.) 3.Christianparents,discerningthesignsofGodsWill,willdevotespecial attentionandcaretoeducateinvirginityorcelibacyasthesupremeformofthat selfgivingthatconstitutestheverymeaningofhumansexualitly.(ibid.) 4.TheChurchisfirmlyopposedtoanoftenwidespreadformofimpartingsex informationdissociatedfrommoralprinciples.(ibid.)

5.Thefactremainsevervalidthatinregardtothemoreintimateaspects, whetherbiologicaloraffective,anindividualeducationshouldbebestowed, preferablywithinthesphereofthefamily.(EducationalGuideline,n.58) 6.Speakinggenerally,duringtheperiodofchildhood,itsufficestoemploy thoseremedieswhichproducethedoubleeffectofopeningthedoortothevirtueof purityandclosingthedooruponvice.(FromtheencyclicalofPopePiusXI) TheseteachingsandguidelinesoftheChurcharenotfollowedinFullyAlive. Tounderstandhowthishascomeaboutitisnecessarytolookattheoriginsand evolutionofthenewexplicitsexeducation.

Origins FromthetimeofChrist,Whowarnedagainstgivingscandaltochildren(Matt. 18:6),theChurchhasinsistedonthechasteteachingofchastity.Neverinher historydidsheencourageorpermitorcondonegroupteachingofexplicitsexual matterstochildren.Inhisencyclicalof1929,PopePiusXIwasonlyadapting universaltraditionandthewayofthesaintstoanewproblem. ThetraditionalapproachissummedupinthewordsofadecreeoftheHoly OfficeofMarch21,1931.Itforbadethemethodcalledsexeducationorsex initiationandsaid:thefirstplaceistobegiventothefull,soundandcontinuous instructioninreligionoftheyouthofbothsexes.Esteem,desireandloveofthe angelicvirtuemustbeinstilledintotheirmindsandhearts.Theymustbemadefully alivetothenecessityofconstantprayer,andassiduousfrequentingofthe SacramentsofPenanceandtheHolyEucharist,theymustbedirectedtofostera filialdevotiontotheBlessedMotherasMotherofholypurity,towhoseprotection theymustentirelycommitthemselves.Precautionsmustbetakentoseethatthey avoiddangerousreading,indecentshows,conversationsofthewicked,andall otheroccasionsofsin.Heretheexpressionfullyaliveisusedinamuchmore

authenticCatholicsensethaninthetextsofFullyAlive. Thencamethenewsexeducation.IthasbeenwelldefinedbyRandyEngelsina lecturegivenattheHumanLifeInternationalConferenceatSantaClarain1991: Sexeducationistheexplicitteachingofsexualmattersinanopenpublicgroup settingasapartofformalclassroominstructionapartfromthefamilyeitherasa separatesubjectorintegratedintolegitimatecourseofstudiesattheelementaryand secondaryschoollevels. ThisexplicitkindofsexeducationhasitsoriginsnotintheHolySpiritorthe Churchbutinaconglomerationofhumanistmovementsgoingbacktothe nineteenthcentury.TheprincipalimmediateprecursorswerethePlanned Parenthoodmovementwhichwentinternationalin1963andSIECUS(Sex InformationandEducationCounciloftheUnitedStates)foundedbyPlanned Parenthoodleadershipin1964.SIECUSleadersin1967foundedtheAASEC (AmericanAssociationofSexEducatorsandCounsellors).Thesegroups promotedthephilosophythatfreeaccesstofullandaccurateinformationinall aspectsofsexualityisabasicrightofeveryone,childrenaswellasadults. SIECUSadoptedthepositionthatitistherightofallpersonstoenterintoa relationshipwithothersregardlessoftheirgenderandtoengageinsuchsexual behaviourasissatisfyingandnonexploitive. Tragically,atleastthreeCatholicpriestsservedontheearlySIECUSBoard, includingFatherWalterImbiorski,editorofBenzigersBecomingaPerson program,whosubsequentlyleftthepriesthoodtomarrythebookscoauthor. In1950theBishopsoftheUnitedStatessaid:Fathersandmothershavea naturalcompetencetoinstructtheirchildrenwithregardtosexandWeprotestin thestrongestpossibletermsagainsttheintroductionofsexeducationintothe schools.In1968Msgr.JamesMcHugh(nowBishopMcHugh),anearly supporterofSIECUS,onbehalfoftheFamilyLifeBureauoftheU.S.Catholic Conferencesignedaninterfaithstatementpromotinguniversalsexeducation. SoonSIECUSmaterialswouldappearonrecommendedlistsofOntarioCatholic

SchoolBoards.

OntarioBeginnings TheSIECUSinfluencewasnotlongincrossingtheborderintoOntario.About 1968thenewexplicitsexeducationcamelikeavirustoinfectourCatholicschools andchildren. AtthattimeIwaspastorofalargecityparishandchaplainoftheParent TeachersAssociation.Oneeveningaparentcallingattherectorymentioneda meetingbeginningthathourattheschoolauditorium.Ithoughtthesecretaryhad forgottentonotifymeandwentatoncetotheschool.Tomysurprisetherewasa muchlargerthanusualgatheringandaspeakerwasextollingthebenefitsofthenew sexeducationillustratinghistalkwithsexuallyexplicitslidesofgenitalia.WhenI objectedtotheprincipal,IwastoldthathisinstructionscamefromtheSchool Boardandthatitwasbettertohavesextermsanddiagramsontheblackboardthan onthewashroomwalls. Lateradiscussioninwhichanotherpastor,Fr.OliverMoloney,andImetwith theDirectorofCatecheticsandarepresentativeoftheSchoolBoardcameup againstastonewall.Weweretoldthatexplicitsexeducationwasheretostay. AlthoughbyCanonLawpastorsareresponsiblefortheteachingoffaithand moralswithintheirparishes,nopriestIknewhadbeenconsultedaboutthe introductionofexplicitsexeducationintoourschools. Inthebeginningprogramsvariedfromdiocesetodiocese.Usuallytherewasno textbutamultitudeofaudioandvideomaterialswithtitlessuchasBoytoMan, GirltoWoman,HumanReproduction,GlandsandHormonesandDevelopment oftheEmbryo.

Thenewsexinitiationprogramscameatavulnerabletime.TheCanadian Catechismhadjustmadeitsappearance,withitsdiminisheddoctrinalandspiritual content.OntarioBishopsweregivingmoreautonomytoschoolboards,priestsin someplacesweretoldthatinschoolstheyweretobemoreresourcepersonsthan teachers,andteachingreligiouscommunitieswereinasharpdecline. SowhenourCatholicchildrenwerebeingreducedtoastateofreligious illiteracy,theywerebeingtraumatizedbyafloodofsexinformationwhichthey werenotprepared. TheWinnipegConnection UndoubtedlythegreatesttragedyinthehistoryoftheChurchinCanadawasthe WinnipegStatementoftheCanadianConferenceofCatholicBishopsofSeptember 27,1968.UnfaithfultothePope,theChurchandtoeveryCanadianBishopwho wentbeforethem,theBishopstaughtthattheChurchsprohibitionof contraceptionwasnotanabsolute.Theyembracedmoralrelativism,asthe AnglicanBishopsdidatLambethin1930,bysayingthattherewerecircumstances underwhichcontraceptioncouldbelicitlypractised.(cf.WinnipegStatement,n. 26) OverlookedinthefuroreovertheWinnipegStatementsbetrayaloffamilylife wastheimpetusitgavetothenewsexeducation.Thiswasdoneinparagraph33: Everywheretheproblemofsexeducationandfamilylifeis beingstudiedandfamilylifeisbeingstudiedandthiseducationishappilybeing deepenedbyscientificresearchanddiffusedthroughthecreativeuseofthemass media.Nothinglessthanthismobilizationofallhumanforceswillsufficetomeet thechallengeofdivisiveanddestructiveforceswhichbegindeepinthewillful selfishnessofmanandinhibitthetrueexpressionofhislove.Wepledgeourselves tothepastoralpriorityofencour ngandpromotingtheseprogramswheneverandwhereverpossible.

ThiswastheCanadianequivalenttotheU.S.Bishopsembraceofuniversalsex education.Itpretendstofindsolutionsinscientificresearchratherthaninthe guidanceoftheChurch.Itwouldmobilizeallhumanresourceswherethedivine helpofgraceisneeded.Itfailstotakecognizanceofthealreadyfailed scientificallybasedprogramsofRussia,SwedenandEngland.Thereisno mentionofgrace,originalsinorconcupiscence.Itisimpregnatedwiththe naturalismcondemnedbyPopePiusXI.

WinnipegFollowUp:November1969 InNovember1969attheregularannualmeetingoftheCanadianBishops,a specialfamilycommitteeoftheconferencesubmittedareportonSexEducation.It wascalledAnApproachtoFamilyLifeandSexEducationforYoungPeople. TheimpetusforthiscamedirectlyfromtheWinnipegmeeting,astheopening wordsindicate:IntheCanadianConferencestatementontheencyclicalHumanae Vitae,datedSeptember1968,theCanadianBishopscommendededucatorsfor theirgrowingattentiontotheproblemofsexeducationandfamilylife. Inthe1969report,about1,700wordsinlength,nomentionismadeofmodesty, purity,chastity,sin,conscience,grace,prayer,celibacy,thereligiouslife,orthe sacraments.ThewordCatholicdoesnotappear.ThereisnoreferencetoChurch teaching.Wearetoldthatsexualeducationistopervadeallaspectsofeducation forfamilylife. Therequirementsofateacherofsexeducationaregiven.Amongthemare: appreciationofhisorherownsexuality,competenceinanimatingsmallgroup discussion,handlingaudiovisualtechniquesandmaterials,andsharingonesown thoughtsandexperiences. Intruth,thesequalitiesinateacherarepreciselythosethatleadtodamaging desensitizationanddesacralization.Ateacheroughttobeshockedatwhatis

shockingandreticentabouttheverypersonalandprivateandsacredworldof affectiveexperience.Theexperimentalapproachofinvitingthesharingofthoughts andexperiencesiscompletelyoutofplaceintheareaofsexuality.Disclosuresmay bemadewhichcanbeacauseofsubsequentshameandregret. SinandthecommandmentsofGodhavenoplaceinthisreport.Itsays:We wanttostressthatvaguereferencestolawslinkedwithatoostaticconceptionof existenceawakenlittleinterestamongyoungpeople.ItisnotGodslawsoflove whicharetobeexplainedbutratherchildrenaretobegivenwhatarousetheir interest,asthoughthetwowereincompatible. ThereisnothinginthisreportwhichcouldnothavebeenendorsedbyPlanned Parenthood,SIECUSorsignersoftheHumanistmanifesto.Yetitsphilosophyhas permeatedsexeducationinCatholicschoolsinOntarioandelsewhere.Itis frighteninginthewayitstripsmoralvaluesfromsexfor,asDr.Dietrichvon Hildebrandsorightlyobserved:Letusnotforgetthatamoralityisstillmore destructivefortheentirepersonthanimmorality(SexEducation:TheBasic Issues,p.10TheWandererPress,1969).

TheC.U.F.Intervention:1975 FromthebeginningandinmanypartsofOntario,Catholicparentsobjectedto thenewexplicitclassroomsexeducation. InOttawa,theprogramwascalledBecomingaPerson.Itwasopposedbya ParentsCommitteeintheOttawaArchdiocese.Otherparentsexpressed objectionsthroughtheCatholicpress. PerhapsthebestorganizedoppositionwasinToronto,fromtheSt.Thomas MoreChapterofCatholicsUnitedfortheFaith.Adelegationfromthisgroup appearedbeforetheTorontoMetroSeparateSchoolBoardonNovember18,1975

andDecember2,1975andpresentedtwobriefs.Theypointedoutthedangersof thecurrentsexeducationmaterialbasingtheiroppositiononmagisterialteaching. ThesebriefswerepresentedoverthesignatureofMrs.CorrieM.Fullgraph, ViceChairmanofC.U.F. OnNovember25,1975anothersubmissiontotheSchoolBoardwasmadeby Mr.&Mrs.K.Enig.Theyprotestedthatparentsweresometimesintimidated, ridiculedandmadetofeeluneducatedwhentheyobjectedtothesexeducation course.Theyaskedthatasimplenotetoachildsteacherbesufficienttoexcusea childfromsexeducationclasses. TheBoardrepliedtobothinterventionsonJanuary28,1976.Mostofthereply wasirrelevant.ItinvokedtheCCCWinnipegStatementof1968infavoroffamily lifeeducationandsaidteachersweresponsoredforasixweekprogramatSt. JeromesCollegeandattendedothertrainingseminars.Itsaiditbelievedits programwasinharmonywiththeteachingsofVaticanIIandourCanadian Bishops.ItdidnotattempttorefuteC.U.F.objectionsbasedonmagisterial references. TherequestofMr.&Mrs.Enigwasrejectedinthesewords:Thisdepartment hasalwaysstatedthatparentsshoulddiscussthematterwiththeirchildsteachers andprincipal.Followingthis,iftheparentsstillwishedtoexempttheirchildfrom FamilyLifeclassesthiscouldbearranged.Inthiswaytheprincipleof subsidiarity,bywhichteachersactinthisareaasthedelegatesoftheparents,was overturned.

OntarioBishopsGuidelinesof1977 AsidefromtheWinnipegimpetus,fornearlytenyearssexeducationwasgiven inOntarioCatholicschoolroomswithoutepiscopaldirectives.Everydiocesehad itsownprogramandresourcematerials,sometimescomingfromSIECUSand otherhumanistsources.

InthiscontexttheOntarioConferenceofCatholicBishopsissuedabrochure entitledGuidelinesforFamilyLifeEducationdatedMay11,1977.Thebishops statedintheIntroduction:Severalseparateschoolboardsandvariousgroupsof parentsinOntariohaveaskedtheirbishopsforguidanceintheimportantmatterof Catholicfamilylifeeducation. Althoughtheseguidelines(21pages)containmuchthatisgoodtheyfailto providetheoutlineofastructuredprogram.TheysuggestedthatboardsRetaina consultantandotherresourcepersonneltoprovideguidancetotheboard,toassist inadaptationofprogramsandtosupporttheindividualteacherintheschools. Thereisnobibliographyorreferraltomagisterialteaching.Tragicallytheguideline promotethecorruptionoffamilylifeinOntariobyquotingtheinfamousparagraph 26oftheWinnipegStatement. CatherineBolger,trulyaheroicdefenderofCatholicteachingonlifeissues, wroteaperceptiveanalysisofthe1977guidelinesfortheCanadianMessengerof theSacredHeart(October1977).Mrs.Bolgercallstheguidelines,withcogent reasons,astrangedocument.Sheasksthekeyquestion:Shouldfamilylife programsbeintheschoolsatall? Intheguidelinesweread:Thenewfamilylifeprograms,justasmuchasthe newmathematics,canbaffleandalienateparentsandbreakapreciousbondof communicationbetweenthemselvesandtheiroffspring.Thecomparisonisnota happyone.Immeasurablymorethanthenewmathdidthenewsexologycourse dividechildrenfromtheirparentsbyraisingbarriersagainsttrustandunderstanding. Whiletheguidelinestreatbrieflyofabortion,pornography,premaritalsex, masturbationandhomosexuality,thereisnomentionofsterilization.Contraceptive sterilizationwasalreadywidespreadinCatholichospitalswiththetacitconsentof theBishops.

OntarioBishopsGuidelinesofOctober1,1983 WhileitwaswidelyknownthattheCongregationforReligiousEducationwas preparingGuidelinesforFamilyLifeEducation,onOctober1,1983,theOntario ConferenceofCatholicBishopsissueditsowninabookletentitledFamilyLife Education.Itisreallytwodocumentsinone,thefirstentitledCurriculum GuidelinesforFamilyLifeEducationandthesecondGuidelinesforFamilyLife Education(Revised). Thefirstdocumentattemptstobringsomeconformityinthesexeducation junglebylinkingprogressivestepsinsexinitiationtotheCanadianCatechismthe secondpartisarevisededitionofthe1976Guidelineswithnoneofitsessential flawscorrected.ItrepeatsthekillerparagraphoftheWinnipegStatementandit repeatsitspresentationoftheChurchsteachingoncontraceptionasanidealrather thanamoralabsolute(n.56). ThereisnowabibliographywhichunfortunatelyincludesthedissentingMarried intheLordbyFr.MichaelPrieur.

educationandreaffirmsit.ItstatesTheMagisteriumsdeclarationsonsex educationmarkoutacoursewhichsatisfiesthejustrequirementsofhistoryonthe onehandandfidelitytotraditionontheother.(n.14).Itsmanyfootnotesgiveusa goodlistofmagisterialteachingincludingtheencyclicalofPopePiusXIof December31,1929.Thelatterwasconfirmedashavingcontinuedvalidityby PopePiusXIIonseveraloccasions,e.g.September18,1951andApril13,1953. TheperduringandalwaysrelevantinsistenceoftheChurchonindividual instructioninexplicitsexualbiologyisreaffirmedwithoutqualification:thefact remainsevervalidthatwithregardtothemoreintimateaspects,whetherbiological oraffective,andindividualeducationshouldbebestowed,preferablywithinthe sphereofthefamily.(n.58).Inordertoavoidtraumaitcallsforagradualinitiation adaptedtoageandenvironment(n.59).TheGuidelinesinsistontheprincipleof subsidiarityandquotesFamiliarisConsortiotoinsistthatparentshavethebasic rightanddutyofsexeducationothershaveitonlyundertheirattentiveguidance (n.17). OnecannotcomparetheRomanandOntarioguidelineswithoutrecognizinga stateofconflict.

OntarioBishopsGuidelinesofJanuary15,1987 ThesemostrecentguidelinesoftheOntarioConferenceofCatholicBishops announcetheFullyAliveprograminthesewords:Thepresenteditioncomesata timewhentheOntarioConferenceofCatholicBishops,incollaborationwiththe OntarioSeparateSchoolBoard,hasembarkedonaprogramofpublicationof classroomtextsonfamilylifeeducationandahandbookforadultsonthesubject ofhumansexualityinthelightofrevelation. IntheirthirdeditiontheformerCurriculumGuidelines,orthefirstpartofthe 1983document,isdroppedentirely.Thesecondpart,GuidelinesforFamilyLife Educationisidenticalwiththesecondedition.Theinfamouspar.26ofthe

WinnipegStatementisagainpropagated.ThereisanewForeword.Itrefersto FamiliarisConsortioandtotheEducationalGuidelinesinHumanLoveofthe SacredCongregationforCatholicEducation.However,thereisnoattemptto incorporatetheteachingofthesedocumentsintothetextoftheOntarioGuidelines. HewantedthistocomeaboutthroughtheloveofmanandwomanandsoHe institutedmarriage.Menandwomenmutuallyattracteachother.Thisisnormal andgood.Itbecomesdangerouswhenmenandwomenstartthinkingonlyabout themselvesandthepleasureoftheirbodiesandforgetaboutGodsplan. StudentText,FamilyEditionandTeachersManual.All21Textscostinthe neighbourhoodof$250.00.ThestormyintroductionofFullyAliveiscapably describedbySabinaMcLuhaninTheInterim,June1987.Parentsfoundthatmany wordslikesinandgraceandmodestywerenotintheprogram.Despiteoccasional referencestoGod,asoneparentpointedout,Theseseemonlyasaveneerona basicallysecularprogramme.Manyparentsprotestedthatintroducingsex educationatanearlyageblatantlydisregardstheindividualemotionaldevelopment ofthechild.Onepetitionagainsttheprogramwassignedby600people.

AParentsIntervention ThebestresearchedinterventionopposingtheFullyAliveprogramwassentto everyBishopofOntarioandtomembersoftheprojectEditorialBoardonJune22, 1987.ItwassignedbytwentyfivesetsofparentsfromacrossOntario,someof themrepresentingothergroupsofparents.Allhadstudiedthedraftprogramand toassistthemintheirevaluationcommissionedananalysisofthecurriculumby threeauthoritiesrecognizedintheirfields.Thesewere: Mrs.MargaretWhitehead,presidentoftheEducationalGuidanceInstitute, ofFallsChurch,Virginia,anauthorityinthecatechetical/pedagogical field. Mrs.CatherineBolger,whohadalreadydoneresearchontheFullyAlive Program,DirectorfortheTorontobasedCentreforLifeUnderstanding, whoseworkincludedresearchintheareasofhumanlife,human developmentandfertility. Dr.PaulC.Vitz,professorofpsychologyatNewYorkUniversity, AuthorofnumerousbooksincludingPsychologyvs.Religion:TheCult SelfWorship.

Copiesofthereportsoftheseexpertswereappendedtotheinterventionofthe parents.Theypointedtotheseconclusions: 1.ThenormsofEducationalGuidanceinHumanLoveoftheSacred CongregationforCatholicEducationof1983areviolatedbyFullyAlive. 2Thephilosophicalrootsoftheprogramaresecularhumanistoratbestdeist, notCatholic. 3.Thepsychologyusedisselfcentered,notGodcenteredandtherefore incompatiblewithCatholicism. Theparentspointedoutthatintheconsultativeprocessinwhichtheywere invitedtoparticipatethereweregravedeficiencies.Someparentsweregivenonlya fewdaystosubmittheirreports,inwhichtimetheyhadtostudythecurricula, consultandrespond.Theywerehamperedinresearchbytheabsenceofa bibliography. SotheparentsaskedtheBishopstowithholdtheirapproval.Theysaidthat parentssurelyhavetheright,regardlessofallextraneousconsiderations,to assumethatanyeducationalprogrambearingthespecificapprovalofCatholic bishopscontainsonlymaterialfullypermeatedbythespiritoftheGospel,which willtrulyteachourchildrentoknowandlivethemysteryofsalvation.They added:WeofferourfullassistancetotheBishopsofOntariointhismatter.If desiredwewouldbewillingtogenerateinoutlineaprogrambasedontherelevant teachingoftheCatholicBishopsofOntario,EducationalGuidanceinHuman LoveandotherauthoritativeChurchsources.Theparentsendedtheirsubmission assuringtheBishopsofourlove,prayersandsupportintheCatholicfaith. AboutsixBishopseitherpersonallyorthroughtheirsecretariesacknowledged thesubmission.ItneitherhaltedFullyAlivenorresultedinanyfurtherrequestfor theparentsassistance.

TheSexualContentofFullyAlive TheraisondetreoftheFullyAliveprogramisthesexualcontent,contained eachyearinthethirdoffivethemes.ItiscalledCreatedSexual:Maleand Female.Thesummaryhereisfarfromcompletebutgivessomenotionofthe subjectstreated. Grade1.Childrenlearnaboutthebeginningoflifeinthemothersbody.They learnwordslikeuterus.Questionsaboutmiscarriageandcaesariansectionare tobeanswered. Grade2.Greaterdetailaboutthebeginningoflifeintheuterus.Childrenaretold themeaningofvagina,vulva,penis,scrotum,sperm,ovum,etc.Birthisdescribed. Grade3.Moredetailsaregivenaboutconception,lifeintheuterusandbirth. Grade4.Thereisgivenmoredetailabouthumanreproduction.Sexual intercourseisexplained. Grade5.Therearemoredetailsaboutintercourse,conceptionandimplantation. Alreadythereismentionofphysical,emotionalandsocialchangescomingwith puberty. Grade6.Thisgradetreatsofsexualattraction,marriage,fertility,puberty changesingreaterdetail.Childrenaretoldabouthairgrowth,spermproduction, menstruation,fallopiantubes,cervix,vasdeferens,urethraandtesticles. Grade7.Childrenlearnofchangingrolesofmenandwomen,moredetailabout maleandfemalefertilityandstagesofpuberty.Termsexplainedarecervical mucus,acrosome,testosterone,estrogen,progesterone,erection,ejaculation, nocturnalemissions,homosexuality,masturbation,rape,sexualmolestation,etc.

ItisevidentthatbytheendofGrade7childrenknowagreatdealaboutthe mechanicsofsex.Theyremainwoefullyignorantaboutitsspiritualvalueand potentialfordisaster.GraduatesofFullyAlivewillnotrecognizeinvirginityor celibacythesupremeformofthatselfgivingthatconstitutestheverymeaningof humansexuality(FamiliarisConsortio,n.37).

TheRadicalDefectsofFullyAlive FullyAliveisnotinharmonywiththeChurchsteachinganddiscipline. Classroomsexinstructioninintimatebiologicaldetailsiscontrarytotheencyclical ofPiusXIandtheGuidelinesof1983.Theprincipleofsubsidiarityasdemanded byFamiliarisConsortioisnotobserved.Itdivorcestheteachingofsexualityfrom theteachingofreligion.ItlargelyignorestheChurchsteachingingraceandsin andmodesty.CoeducationinsexualmattersiscondemnedbyPiusXIandPius XII.ThisdivergencyfromChurchteachingisalonesufficienttorejectFullyAlive. ThefollowinginsightsofalaymanwhohasdevotedmuchtimetostudyofFully AliveandtotheCatholiceducationofchildrenareofimmensevalueinassessing theradicalphilosophicalerrorofFullyAlive: Whatisreallywrongwiththisprogramisthatitisbaseduponanincorrect anthropology,specificallyagnosticanthropologyandnota Christianone.ItistheunequivocalteachingoftheCatholicChurchthatmanisan inseparablecompositeofbodyandspiritthatanyattempttoseparatethetwo violatestheprincipleofthepsychosomaticunityofman. IntheFullyAliveprogrammanispresented,quitedeliberatelyandconsistently,as abeingthatissexuallydifferentiatedonlyinthebody,butisotherwisethesame. Mentallyandspirituallymanisseenasaunisexbeing.Sincethereisasomatic sexualdifferentiationbutnonespiritually,thereisnecessarilyimpliedas discontinuitybetweenbodyandspirit.Thisdiscontinuityidentifiesthe

anthropologicalerroruponwhichthisprogramisbased,namelyGnosticism. Oneofthepointsofcriticismlevelledagainstthisprogramisthatitignoresthe latencyperiodofthechild.Ithinkthatisacorrectcriticism,onewhichprovides thepsychologicalexplanationforthedysfunctionalsexualbehaviourofmany adolescentsafterexposuretosuchsexedprogramsGnosticismisan anthropologicalerrorwhichhasusuallybroughtsexuallyaberrantbehaviourinits wake.(privateletter)

PrimaryVictimsofFullyAlive Children ChildrenarethefirstvictimsofFullyAlive,andthisinmanyways.Throughout theworldthedevelopmentwhichoccursfromabouttheageof6toaboutthe beginningofthe13thyeariscalledthelatencyperiod.Sexualfeelingsarequiescent. Energiesarefreedforacquiringknowledgeanddevelopmentofthepersonality.The lateDr.SeanOReilly,quotingexpertafterexpert,reported:Explicitsex educationduringthelatencyperiodisacrimeagainstchildrenwhethercarriedoutin theclassroomorathome.(FormalSexEducation:FactandFancy.Homiletic andPastoralReview,April1973).Dr.MelvinAnchell,andexpertonchild development,sayssexeducationdestroyssexualgrowthandpersonal developmentduringthelatencyyearsofsixtotwelvetheintrusionofanadult intothesexualityofchildrenisaformofchildmolestationthatcanbejustas harmfulasactualattackbyachildmolester.(DangerofSchoolSexEducation. SocialandJusticeReview,Jan./Feb.1991). Explicitclassroomsexeducationvictimizeschildrenbyitsinherent desacralizationofsex.FullyAliveisafraidofthewordssinandmortalsin.The Churchisnot.TheChurchteachesthatalldeliberatesexualpleasureoutsideof marriageisgravelysinful.FullyAlivedoesnotknowthis.ItisnotknowntoFully AlivethatoursexualityneedsredemptionandthatallthroughourlivesChrists

redemptivebloodneedstobeappliedtooursoulsthroughprayer,penance,the sacramentsandothermeansoroursexualitywillbetrayus. CardinalAntoniano(15401603),discipleofSt.PhilipNeri,attheinsistenceof St.CharlesBorromeo,wroteaclassictreatiseontheeducationofchildrento combatcurrenthumanism.Referringtosexeducationhesaid:Itisofthehighest importancethatagoodfather,whilediscussingwithhissonamattersodelicate, shouldbewellonhisguardnottodescendtodetails,speakinggenerally,duringthe periodofchildhooditsufficestoemploythoseremedieswhichproducethedouble effectofopeningthedoortothevirtueofpurityandclosingthedooruponvice. ThesewordsofCardinalAntonianoPopePiusXImadehisowninhisencyclical of1929andtheyareanexpressionoftheteachingoftheChurch.FullyAlive rejectsthatteachings. FullyAlivevictimizeschildrenbydesensitizingtheminthesacredandprivate areaofsexuality.Desensitizationtakesplacethroughdiagramsandpictures, throughdiscussionsofreactionsandaffections.Dr.WilliamMarra,outstanding Catholicphilosopher,callssexeducationindecentexposurethroughwordsand visualmeanstoyoungchildrenofanatomicaldetailswhichtheyaschildrenwere nevermeanttohearaboutorsee. TheSexisgoodpervadingthemeofFullyAliveisnotlikelytopromote vocationstothepriesthoodorthereligiouslife.TheChurchcallsforspecial attentionandcaretoeducateinvirginityorcelibacyasthesupremeformofthat selfgivingthatconstitutestheverymeaningofhumansexuality.(Familiaris Consortio,n.37).FullyAlivefailsin,presentingaCatholictheologyofthebody. FullyAlivevictimizeschildrenbyleavingthempronetosexualexperimentation. Notlongafterexplicitsexeducationwasintroducedintotheschooloftheparish whereIwasoncepastortherewerereportsofboysandgirlsinvolvedinindecent conductintheschoolyard.Moresexeducation,moresexualactivityisatruism. ThispointiswellmadeinthevideotapeSexEducation:aPsychological EvaluationbyDr.WilliamCoulson(availablefromHumanLifeInternational).

Parents ParentsalsoareprimaryvictimsofFullyAlive.Theyarevictimizedbythe violationoftheprincipleofsubsidiarity,whichtheschoolisboundtoobserve (FamiliarisConsortio,n.37).Thisprincipleisviolatedyearafteryearwhenthe schooldeterminesatwhatgradespecificsexualinformationisgivenregardlessof theemotionalorphysicaldevelopmentofthechildren.Parentsarevictimizedby seeingtheinnocenceoftheirchildrendestroyed.Theyarevictimizedalsowhen theyareledtobelievethatFullyAlivehastheblessingoftheChurch.

SecondaryVictimsofFullyAlive Bishops Bishopshavethedutytopromoteandsafeguardtheunityoffaithandthe disciplinecommontothewholeChurch.(VaticanII,DogmaticConstitutionon theChurch,n.23).ByembracingFullyAliveourOntarioBishopshavenotfulfilled theirdutybutbecomevictimsofpedagogicalexperts,aBishopsCommitteeand aConferencewhichhasmisunderstooditsfunctionofservice.Thisvictimization willcontinueuntilitismadeasinequanonofallreportsandpoliciesthattheybe inharmonywiththemagisterium.Thisisnottodetractfromtherespectandregard andprayerweoweourBishopsasourshepherdsbyChristsWillandinstitution. Priests Priestsalsoarevictims.Itisalwaysagriefforafaithfulpriestwhenbishopsdo notupholdtheChurchsdoctrineordisciplinewhetherthisbeonHumanaeVitae, GeneralAbsolution,altargirls,DignityMassesorfamilylifeeducation.Many priestshavebeenupsetovertheepiscopalapprovalgiventoFullyAlive.They recognizethisprogramasanassaultonthechildrenintheirpastoralcare.They oughtnotbeplacedinthepositionwheretheymustchoosebetweenloyaltytotheir

BishopandtheChurch,whetherinthepulpit,theconfessionalortheclassroom.

Teachers TeachersarevictimsofFullyAlive.Theyareaskedtoteachacoursethatis essentiallyantiCatholic.Theyareaskedtoshowattitudeswhichdesensitize childrentosexualtalkandimages.Theyareaskedtoinvitediscussionofsubjects whichshouldnotbediscussedandtoinvitedisclosureswhichoughtnotbemade. Theyarevictimsinnotbeingthoroughlytaughtthemagisterialteachingofthe Church.Sometimestheyarevictimizedbytrainingcoursesandseminarswhich endangertheirownfaithandvaluesaswellasthosetothechildrenintheircare.

DefendersofChildrenandtheChurch AllhavenotremainedsilentwhileFullyAlivehasstolenawaytherightsof parentsandchildren. CatherineBolgerwroteamagnificentanalysisoftheFullyAlivepilotprogram. Herconclusion:ItisbasedontheAmericanBecomingaPersonandtheBenzinger FamilyLifeEducationprograms,bothwithrootsinSIECUSHumanistphilosophy. ItisneitherChristiannorCatholic. TheInterim,CanadasProLife,ProFamilyNewspaper,hasgivenusawealth offinelywrittencritiquesofFullyAlive.AmongthesearticlesbyFr.Alphonsede Valk,C.S.B.,Dr.DavidDooley,SylviaMacEachern,Fr.JohnMcGoey,S.F.M., Fr.J.H.Gillis,TeresaMohanandothers.

TheOntarioAssociationofCatholicFamilies,underBrianTaylor,hasgivenus excellentanalysisofFullyAlive. HumanLifeInternationalinCanadaInc.,underSisterLucilleDurocherhas vigorouslyopposedclassroomsexeducationandhaspublishedAnAnalysisofSex EducationtheDestructionofourCanadianChildrenbyFr.J.H.Gillis,Dr. SeanOReillyandDianeMcNicholl. WomenforFaithandFamily,underCorneliaFerreira,hasconsistentlyopposed classroomsexeducation. Dr.BernhardaMeyerandCatherineShowellhavewrittenafinesixpage commentaryTeachingChildrenModestyandPurity:FullyAlivevs.Faithand Life. JaneyMaryLoderwroteasuperbdefenceofCatholicteachingonfamilylife education.ItappearedintheOshawaTimes,July21,1990. Nottobeforgottenarethehundredsoflovingandinformedparentswhohave withdrawntheirchildrenfromthemaligninfluenceofFullyAlive.

TheSettingofFullyAlive Ithasbeenrightlysaid,presumingtheimpossible,thatifacourseofexplicitsex educationweredrawnupbySt.JohnBoscoandgivenbySt.MariaGoretti,it wouldstillbeanevilinfluence.ButthesettinginwhichFullyAliveisgivenisnot ideal.Considerthefollowing:

1.InGrade7childrenareintroducedtoacoursecalledAidsEducationa CourseforCatholicSchools.ThiscoursenegatesthestatementofArchbishop AmbrozicofToronto,ofApril19,1991,condemninginstructionintheuseof condoms.InthestudenttextwereadthisstatementbyFatherJackGallagher, C.S.B.:However,itseemsthatattheappropriategradelevels,oneshouldinclude intheprogramthetechnicalinformationabouttheuseofcondomsorother methodstoavoiddisease.(TextforGrades7and8,p.13).Detailedinformation oncondomuseisgiveninthesametextundertheheadingTeachersReference (pp.1415). 2.AnothercomponentofthesettingofFullyAliveisadefectivereligioncourse calledBornintheSpiritwhichdoesnotgivethechildrenthespiritualformation theyneedtofacemoralcrises. 3.CatholicchildrenusuallyenteraCatholicHighSchoolsystemwithitsown problems.ThereareHighSchoolswheretheatmosphereisantimagisterialand wheresometeachersaremembersofthedissentingCCCC(Coalitionof ConcernedCanadianCatholics).ItwasagroupoftheOntarioCatholicTeachers AssociationwhichinvitedthenotoriousdissenterFr.PhilipKaufmantospeakin Ontario. 4.InsomepartsofOntario,afterawarpedcourseinsexology,studentswillbe furtherendangeredbeingsubjectedtoaHighSchooltextcalledPathThrough Catholicism,byFr.MarkLink,S.J.Thisbookislistedasamajorresourcefor CatholicteachersandstudentsinTheCurriculumGuidelinesforReligious Education,SecondarySchools,ArchdioceseofToronto.Itgiveserroneous teachingontheformationofconscience,quoteswithapprovalthenotoriouspar.26 oftheWinnipegStatementandtellstheliethatPopePaulVIapprovedthewording ofthatstatement.

SuppressionofOpposition CatholicshavetherighttoexpresstheirconcernsabouttheFullyAlivecourse bothtotheirpastorsandtooneanother(cf.CodeofCanonLaw,c.212).To suppressfreediscussionordialoguewouldbeanarbitraryexerciseofauthority

neitherjustnorpastoral. Yet,andthisisoneofthemostregrettableaspectsofthiswholedebate,there hasbeenarepeatedandunjustsuppressionofopposition. WhenourCanadianprolifenewspaperTheInterimpublishedaseriesof critiquesofFullyAlive,thePresidentoftheOntarioConferenceofCatholic BishopswrotetoeachoftheOntarioSeparateSchoolBoardssayingRecent criticismofFullyAlive,asairedinTheInterim,shouldbesimplyignored.Itisan irresponsiblemixtureofmisguidedzeal,error,misrepresentation,halftruthsand innuendoes.Norebuttalwasgivenofanyspecificstatementwhichappearedin TheInterim. TheCatholicpressinOntariodoesnotprintcriticismofFullyAliveevenwhen criticismisbasedonmagisterialteaching.Thisisanautocraticpolicywhichdoes nohonourtoCatholicjournalism. Otherquitesordidinstancesofrepressionofoppositioncouldbecited.
