Light the High Level Bridge Project Update

Recommendation: 1. That the revised High Level Bridge Lighting" Capital Budget Project Profile, as outlined in Attachment 1 of the December 11, 2013, Transportation Services report CR_776, be approved. 2. That delivery of the project be funded through donations from the business Community and the public at large with a contribution from the City not exceeding $250,000 from Council Contingency. 3. That the City enter into an Agreement with EPCOR Technologies Inc. in accordance with the terms set out in Attachment 2 of the December 11, 2013, Transportation Services report CR_766, and that the agreement be in form and content acceptable to the City Manager. Report Summary This report provides an update on the cost estimate, fund raising program and schedule for the installation of decorative lighting on the High Level Bridge. Report At the May 8, 2013, City Council meeting, the Capital Budget Project Profile to install a decorative lighting system on the High Level Bridge with a budget amount of $3 million, was approved. The Light the Bridge Project is a unique and creative approach in delivering a project which will result in new assets for the City. This project is directed at the installation of a decorative lighting system on the High Level Bridge. Different from other City projects, the "Light the Bridge" Project is not being led by the City, but instead by the business community. Funding, design and delivery of the project is the responsibility of the various stakeholders. The City has worked with the stakeholders and engaged in several discussions at various levels. A Steering Committee was developed along with a Project Team with representation from the following groups: 1. ATB Financial 2. EPCOR 3. Edmonton Economic Development Corporation 4. NextGen Committee 5. Edmonton Arts Council Over the course of the past seven months the Project Team, under the guidance of Edmonton Economic Development Corporation and ATB Financial, has carried out an extensive fundraising initiative and has raised approximately $2,200,000 in funding for the project.

Light the High Level Bridge Project Update In conjunction with the fundraising initiative, EPCOR has carried out detailed design work and detailed estimating which allowed them to undertake negotiations with potential material and equipment suppliers. As a result of their design work and negotiating, EPCOR has been able to provide an updated cost estimate for the project. The new project amount is now $2,500,000 for the decorative lighting system for the bridge. An update to the Capital Project Profile has been made as outlined in Attachment 1. The design now incorporates the ability to reduce the amount of lighting in 120 foot segments (approximate distance between support trusses) in the event that the project scope needs to be reduced due to funding or other reasons. This project is still intended to light the entire length; however, there is now the option to install the lighting system in accordance with different funding levels. If the project scope was reduced, the final segments on the south river bank could be added over time subject to available funding. This work that has been undertaken by the stakeholder partners has demonstrated a significant commitment from both the business community and the citizens of Edmonton in making this vision a reality. Going forward, the Steering Committee and the Working Committee are committed to continuing the fundraising effort to meet the updated project target of $2,500,000. The current status of the fundraising has provided the City with the opportunity to become a financial contributor to the project. A funding commitment of $250,000 from the City would allow the Capital Project to be fully funded and would allow the City to enter into an agreement with EPCOR Technologies Inc. to execute the project. A draft Scope of Work for the Agreement is outlined in Attachment 2. Upon full funding of the project and finalization of the agreement, the project would commence with the purchase of the lighting equipment. The ordering of the lighting system will be the first step of the project and would need to take place no later than the first week of January in order to meet a target completion date of Canada Day, 2014. In the event that the fundraising program reached the target of $2,500,000, the need for City funding would be minimized and potentially eliminated. As this is a corporate initiative that was not originally identified in the 2012 2014 Capital Budget Submission, it is recommended that the City funding component be addressed through Council Contingency. Once all donations are transferred to the City, tax receipts will be issued to any donors that have requested receipts. Receipts will be issued for 2013 for any moneys received prior to December 31, 2013. Any donations which are received in 2014 will be receipted at the conclusion of the fundraising program. Policy

Budget/Financial Implications The updated project cost estimate is $2,500,000 and is intended to be funded primarily through donations from the business community and the public at large. City funding to a maximum of $250,000 is required to backstop the initiation of the project and may be required if fundraising stalls. If Council decides to backstop funding to this project, Administration is recommending funding from 2013 and 2014 Council Contingency based on current levels of funding remaining in the 2013 Council Contingency. This would result in a split of $162,000 from 2013 and the remaining $88,000 from 2014. If funding through donations reaches the project estimate of $2,500,000, funding from the City would not be required. Justification of Recommendation 1. The Light the Bridge Project is recommended to proceed in accordance with the proposed design and updated budget estimate under the provision that funding for the project would not come from any existing capital programs. 2. Delivery of the project is based on the funding coming from sources outside of the City in accordance with the estimated budget of $2.5 million. In the event that the entire budget amount is not available at the start of the project, the City could provide funding to address this gap with a maximum contribution not exceeding $250,000 from Council Contingency.
