To: The Department of Employment (Previously DEEWR) JSA and relevant Departments. CC: MPREC. I have had Three face to face appointments with Irene (MPREC), information requested in July and August appointments was not supplied. On the Third face to face appointment in September I asked Irene to begin, expecting some answers to previous questions: Irene told me: Your privacy rights have changed but I have not brought you a copy, I will post it I said: is that all you have for todays appointment, to which Irene said that was all. The Fourth appointment on 22 October 2013 Irene failed to arrive; my mail box revealed MPREC had mailed alteration days before a monthly pre scheduled face to face appointment (Now phone only). So I called and mentioned Database use in Certificate IV Websites Design was difficult, that if the module was running and available before Certificate IV Websites Design resumes it could be helpful.

The following is a letter (Extract) from Irene dated 8 November which misrepresents me:

Below is the IPP (Extract) mailed from Irene to be signed within days or suspension.
Threatened with suspension I have signed (a IPP) under duress, without agreeing to the contents.

I have no confidence in MPREC/Irene now or moving forward, assessments, beliefs, correspondence and IPPs made by or with Irene misrepresent me and are not accepted as correct or binding. Intimidating demands to substantiate claims would diminish my rights and demand legal counsel. If the new governments policy revokes a private promise made personally to me by the Rudd Communications department then the reneged promise should be compensated, likewise the Cert4 training delivery failures by (LETs Employment Broken Hill), the failure of Department and Contractors to address disadvantage caused, which continues. My experience, after complaints against Government Contracted service and the inequality caused I have been assessed as a form of intimidation and self-fulfilment by various parties for justification. Questions 1/ Where do you show a legal financial obligation to provide the full uninterrupted services, mutually agreed upon within the plan? 2/ How can you justify harassment and threatening to remove an EPP agreement for financial reasons at the last minute with no notification? 3/ Who enforces your rights, before the required avenues and stalling disadvantages the client and removes opportunity, as was, and continues to by the case? (The Government Contractors should not self govern and rule!) 4/ Where is my Guarantee that any Government Employment Contract Service or RJCP would pay for services required to fulfil the EPP or IPP without interruption or threat of removal? 5/ Whats the Contractors fine for not paying bills or servicing Plans, and the net community loss? 6/ Why was LETS Manager allowed to argue with me personally about going back on financial promises for Cert4 Training in the EPP? 7/ Why is it acceptable for a Government Employment Contractor to justify not paying bills because they claim you are old, and somehow undeserving of their honesty to pay bills? 8/ Where is my compensation for such treatment and will MPREC argue to renege on the same promise with client as LETs did?

MPREC is operating very similar to LETs with regard to document signed under duress and service. Will you punish me further for LETS/Employment department and Communications department actions? The RJCP Guarantees and Codes are vague and worthless against financial inequality in service delivery by self governed Contractors in small remote communities with self-interest grudges. Threatening honesty is a criminals game for non-sustainable practice and community breakdown. The TAFE course not resumed is: ICA40305 Certificate IV in Information Technology (Websites Design) Regarding my statement Database use in Cert4 Websites Design was difficult, this was because LETs threatened removal of funding and left me in a state of no class or in limbo several times.

The following page is my last EPP from Sureway Employment (Broken Hill) which is accurate and was signed of free will, without threat or duress. I would like all services restored including Broadband.
