open Monday to Friday, 9 am
to 5 pm. Primary Health Centre
hours will remain the same,
Monday to Friday 9 to 5.
What Should Residents
Do When The Emergency
Department Is Closed?
Residents should call 9-1-1 in any
emergency and they will be trans-
ported to a facility with a higher level
of care. If you visit the emergency
department and nd its closed, a
public phone is available outside in
the lobby to call 9-1-1. For less urgent
matters, area residents may choose to
drive to the emergency department at
Kootenay Lake Hospital in Nelson.
If residents are unsure of the
services they require, they should call
HealthLink BC at 8-1-1. The toll-free

registered nurse.
Has Anything Been Done
To Strengthen Patient
Transportation?
Yes. In late October Interior Health
and BC Emergency Health Services
agreed upon new principles for using
advance care support teams both
from BC Ambulance Service and Interi-
or Health. That means when a resident
is facing a life or limb threatening con-
dition, an advance care support team
will be dispatched immediately. These
teams act as mobile ICUs providing
care that is similar to what is available
in a hospital intensive care unit.
If someone is experiencing an acute
heart attack or stroke, the 911 dis-
patcher will determine whether the BC
Ambulance Service (BCAS) helicopter
team or the IH HART team can most
quickly support the Kaslo ambulance.
One of these teams will meet the Kas-
lo ambulance en route to hospital. The
patient would then be transferred to
the ambulance with the HART team, or
to the helicopter with the BCAS team.
The local ambulance would return to
Kaslo. This way the community isnt
without ambulance coverage, and
the patient benets from both rapid
transport and critical care.
Is There A Role For Local
First Responders?
Yes. Local First Responders are
members of the Kaslo Volunteer Fire
Department who have taken part in
the provincial First Responder program
and receive training in trauma and
medical emergencies. Training is usual-
ly funded by the municipality. In Kaslo,
First Responders work closely with BC
Ambulance Service paramedics.
What Is HART?
HART stands for High Acuity Re-
sponse Team. HART teams consist of
highly trained critical care nurses (and
respiratory therapists when needed)
who provide care equal to that avail-
able in a hospital intensive care unit.
BC Ambulance Service provides the
transportation while Interior Health
provides the clinical care.
Even when the Kaslo Emergency
Department is open, very sick patients
require rapid transport to a higher level
of care. It is best practice to get people
to the right level of care as quickly as
possible. The key to improved patient
outcomes is rapid transport, plus
mobile critical care intervention that is
provided by an air ambulance critical
care paramedic team and / or a HART
team.

Kaslo Lifestyle
Management Group
The Lifestyle Management program
(weight loss program) was started
here in Kaslo in April 2013 by Dr.
Jannem Frouws, adapted from an
existing program developed by Dr.
Stephan du Toit in Valemount, BC.
The program is based on a low
carbohydrate diet. There are many
benets to this approach: decreased
weight, decreased blood glucose,
decreased blood pressure, improved
cholesterol, and a reported decrease
in depression symptoms. Inammatory
conditions such as asthma, ulcerative
colitis and rheumatoid arthritis were
also improved as were symptoms of
high blood pressure and heart failure.
In the past 7 months, three groups
in Kaslo have completed a 12 week
program and continue to be supported
through Kaslos Primary Health Centre.
The program has been very successful;
to date 39 patients have collectively
lost 1,266 pounds.
Thank you to Dr. Annemarie De
Koker who is presently overseeing the
program, and to Rhonda Addison RN,
and Georgie Humphries RN, Primary
Health Care Nurses who manage the
group visits.
Most of all, a huge thank you to the
patients who have done the work and
continue to be successful. They have
adapted well to this new lifestyle and
we wish them the very best as they
continue their journey.

at a convenient and safe location
along any route. Charter service within
the service area may be available. Res-

sold out very quickly. Tis shows that vendors are excited
to be in this fair and that excitement is infectious, he said.
He also stated that customers will really appreciate the
quality and diversity of the oferings at the Winter Craf
Fair and knowing that you are supporting the local econ-
omy just makes the whole Winter Craf Fair shopping ex-
perience a delightful activity. Tis market will also be the
last place where you can purchase a $5 ticket for the Get
Your Gear On raf e that EcoSociety has been running for
the last month. Te lucky winner will receive a $200 gif

You and your wife divorce, and you have
to pay spousal support. She starts living
with another man in a new relationship.
Can you stop paying her spousal support
(maintenance)?
Not necessarily. Your support payments may
not even decrease, even though your exs
new partner makes more money than you. It
all depends on the situation.
Take this recent case. When Mathew and
his wife Jane divorced (all names changed),
he was ordered to pay her $1,800 month in
support payments. Two years later, he asked
the BC Supreme Court to stop or reduce
these payments.
His main reason? Jane and her new
partner Doug had started to live together.
Doug earned $155,000 a year more than
Mathews annual income, which averaged
$119,000 when he got divorced. His ex Jane
earned about $52,000 a year.
Mathew and Jane had been married for 22
years when they divorced, and had two
children. They had separated four years
before the divorce. Theirs was a traditional
marriage when their frst son was born,
Jane gave up her job and became a stay-
at-home mom. She only went back to work
full-time about a year before the separation.
Right before the divorce and support
order, both Mathew and his ex were in new
relationships. While Jane spent considerable
time with her new partner Doug, they werent
living together then. And as to living expenses,
Doug only sometimes paid for groceries.
The court pointed out that to get spousal
support varied (changed), there must have
been a material change in circumstances that
wasnt known or predictable at the time of
the original order something that would
have resulted in a different order originally.
Here, Mathew knew before the divorce that
Jane and Doug had been in a relationship for
a while. And it could be foreseen that they
would start living together.
When Doug did move in with Jane about a
year after the divorce, he still only shared
some living expenses he didnt pay her
any rent, and he wasnt on title to her house.
So her fnances weren`t much diIIerent than
before.
Mathew was four years younger than Jane,
who was 58, and had been continuously
employed for some 37 years. Jane only
had seven years of recent full-time work
experience. She had a shorter work-life left,
and was more at risk in case of potential
layoIIs by her construction frm. Mathew
had a lot more job security, and if laid off,
could claim more compensation.
The initial $1,800 a month support amount
was due for review and re-adjustment in
about another year, and then every three
years afterwards. If there were no other
material changes, the adjustment would be
based on Mathews more recent average
income and spousal support guidelines our
courts commonly use.
Also, the changes in Mathews income and
his ex-wifes income since the original order
were insignifcant.
Given where things stood now, compared to
the time of the original order, the court de-
cided that Dougs moving in with Jane didnt
justify stopping or reducing the monthly
maintenance Mathew had to pay Jane.

Whole School Blue Moon Cafe
Over the past couple of months the Whole School Board
of Directors conducted a survey on how well Whole
School students, who had spent a minimum of four years
in the school, did once they reached high school, college
and university. It was no surprise to them to fnd out that
students who received their elementary education at the
Whole School exceeded any and all expectations.
Te survey caught up with 21 students, some of whom
had just lef the school and are currently in high school
and others who moved to post secondary. Out of the 21
students surveyed, 100% of them had all achieved As and
high Bs in high school and post secondary with many of
them on the honour roll at various institutions.
Many of the older graduates gave testimonials as to how
the Whole School helped them to achieve excellence in
their learning. Here is one testimonial from a 26 year old
university student. I am continually grateful for my experi-
ence at the Whole School. I feel it helped to foster in me an
interest in learning and engaging with the world, academic-
ally and otherwise. I remember when I frst went to college
and many of my teachers seemed impressed with my ability
to think critically and analytically and with my writing skill.
I always fgured the Whole School had a lot to do with that.
Such refections as these were the norm in the survey
and correlate to feedback ofen received about Whole
School educated children from teachers and others who
get to know them once they leave the school. We con-
sistently hear how self-motivated and mature the students
are and that they are excellent critical thinkers who are

Up Close And Personal
With Cougars
Kaslo WildSafeBC invites you to learn more about cou-
gar safety, behaviour, ecology, and management with Rich
Beausoleil, Bear & Cougar Specialist, from Washington State
Department of Fish and Wildlife. Richs thirteen years of re-
search has led to a more complete understanding of cougars
and their social structure in Washington State. Beausoleil
says Attend this presentation and you will get to know the
cougar in a whole new way.
Tere have been multiple cougar sightings in Kaslo since
November 14. Deer are cougars primary food source, and
as we move into the winter season deer and other prey ani-
mals are using low elevation habitats. Cougars will follow
their prey into these areas, which ofen overlap with our
communities and agricultural lands. Conficts with cou-
gars are rare, but its a good idea to know how to avoid
encounters and what to do if you do see a cougar.
Te presentation is Wednesday, December 11 at 7 pm, in
Kaslos Langham Teatre (447 A Ave). Admission is free.

Youth Participants Needed At North
End Of Kootenay Lake!
We are grateful to receive funds from RDCK Area D
Community Fund that will provide honorariums for the
three youth participants, living at the north end of Koote-
nay Lake, to take part in the mentorship projects being of-
fered at the Lardeau Valley Community Centre for paint-
ing a mural, and installing a new foor. Tis project is an
opportunity for youth participants to learn basic carpentry
and painting skills in a safe and supportive environment.
Te LVCC board and NKLCSS youth coordinator are
strongly encouraging local youth between the ages of 13
and 21 years to step up and set up an interview as soon as
possible. Te selected participants will be assisting a local
carpenter and artist in the adventures of installing a new
foor and painting a mural in the youth room at the Lar-
deau Valley Community Centre. We are aiming to get the
project rolling by the third week of December. Te partici-
pants will be provided with honorariums and a few basic
tools as an incentive to get involved.
Space is limited. All youth who are interested will have a
chance to be interviewed. If you are a youth and interested

cember 18, 4 pm.
Christmas On Baker
A Nelson tradition returns to Baker Street on Friday, De-
cember 13. Christmas on Baker is a fun event for all ages.
A live nativity scene, Christmas music, warm drinks and
food will be on ofer as a gif to the community from the
local churches of Nelson. Children will have the oppor-
tunity to meet the farm animals in the manger scene.
Performances will be given by the Nelson Community
Band and Choir, Nelson Christian Community School
and St. Joes school choirs, Te Catholic Youth Band, and
Te Kootenay Christian Fellowship Band. Tere will also
be a community Christmas carol sing-a-long. Free hot
chocolate and hot dogs will be served to keep spirits high
and fngers warm! Te festivities will run from 6 pm to
8 pm in the 600 block of Baker Street.

Te Ainsworth Hall Christmas Potluck will be held on

Te Hospice Society of North Kootenay Lake ofers this
Care for the Caregivers three-hour workshop on De-
cember 12, 6 9 pm. Tis hands-on training will have
participants both giving and receiving as they practice
with Christine Sutherland as their guide. Te training
can be applied in many situations including wheelchair
massage and geriatric and palliative care.
Christine has been teaching for many years throughout
Canada and also recently in South Africa with the HIV
Aids Hillcrest Hospice and the QuadPara Association of
South Africa. She will share stories from her book Dying
In Good Hands and will show documentary videos of
families using palliative massage and a Moog Hospice
flm about volunteer massage teams.

Canadian Holiday Train In Nelson
Te Salvation Army and Canadian Pacifc are proud to
announce the 2013 Holiday Train will be riding the rails
to raise money and awareness once more across the coun-
try about hunger issues. Te Train of Lights brings its
magic to Nelson, Wednesday December 11.
Across the country the need for assistance with food
continues to grow. Here in Nelson the Salvation Army
serves 400 to 500 households every month, through the
food bank, the breakfast program, the school lunch pro-
gram, cooking classes and one-on-one food budgeting.
Tey will also distribute 350 Christmas hampers and will
provide toys to about 400 children this Christmas season.
Tis is the 15th year for this annual rolling fundraiser.
Since 1999, the Holiday Train program has raised about
$7.4 million and about 3 million pounds of food for North
American food banks.
Each Holiday Train has 14 brightly decorated rail cars
with hundreds of thousands of technology-leading LED
holiday lights and designs. As well, the two trains feature
a modifed boxcar that has been turned into a traveling
stage for performers who entertain supporters with a live
festive show for the entire family.
Te request is that you bring a non-perishable food
item, such as canned pasta sauce, canned meat, peanut
butter, rice etc. or a cash donation to the Railway Crossing
at Lakeside Park for the Holiday Train Event at 6:45 pm.

Sisters Generosity Means More
Parkland For RDCK
Te Regional District of Central Kootenay has acquired
new parkland along the Great Northern Trail Corridor
east of Nelson, due to a generous donation by the Sisters
of St. Ann. Te six-lot parcel of land is located on Svoboda
Drive and is a popular site for rock climbers.
We are pleased to gif these properties to the Regional
District of Central Kootenay to be incorporated into their
park system, said Sister Marie Zarowny, Province Lead-
er for the Sisters of St. Ann. Tis gif supports our com-
mitment to preserve the environment; it is also a way of
continuing to contribute, in perpetuity, to the health and
well-being of the people of Nelson and surrounding area.
Te Regional District of Central Kootenay thanks the
Sisters of Saint Ann for their extraordinary and gener-
ous donation of land for public use. I am sure that the
citizens of Area E and the greater Nelson area will enjoy
the property for many years into the future, said Ramona
Faust, Area E Director and Chair of the Nelson, Salmo,
and Areas E, F and G Parks Commission.
Te RDCK has no immediate plans to develop the
property.
Te Sisters of St. Ann were invited to Nelson to provide
care for the aging pioneers of the area. From their arrival
in 1947 until their departure in 1997, the Sisters served
the integral well-being of Nelsons citizens. Te lots on
Svoboda Drive were originally purchased as part of the
Mount St. Francis Hospital site and are the last remaining
property of the Sisters in the Nelson area.

Time Running Out For
Energy Saving Rebates
December marks important deadlines for customers who
want to get money back when they make energy-saving home
improvements. More than 1,500 customers have signed up for
the popular Okanagan and Kootenay Energy Diet programs,
and are now poised to take advantage of rebates. For those who
havent signed up yet, its time to hurry, as the December 13,
2013 registration deadline is fast approaching. To qualify for
rebates for many FortisBC programs, energy-ef cient home up-
grades must be completed by December 31.
Registering for an Energy Diet is a great starting point for
customers who are thinking about making energy-saving up-
grades to their homes, said Tom Loski, vice president, FortisBC
customer service. Te next critical step is to follow through
with the recommended upgrades to enjoy lower utility bills, a
more comfortable home and to qualify for rebates.
In addition to the FortisBC programs, LiveSmart BC ofers
rebates for energy-ef cient home upgrades. Participants have
until March 31, 2014 to complete their upgrades and a post
retroft evaluation with a Certifed Energy Advisor.
Below is a list of programs that are scheduled to end soon. To
learn more about the energy diet in your neighbourhood, visit

Kootenay and Okanagan Energy Diets
Participants have access to up to $6,000 in rebates from For-
tisBC and LiveSmart BC.
Program provides a discounted energy assessment to cus-
tomers with homes built prior to 2006.
Priced at $60, the energy assessment is 85 per cent of the
regular price of $400, and costs even less in communities where
regional governments have topped-up funding.

Provides rebates for qualifed ENERGY STAR lighting,
clothes washers, fridges, freezers and bathroom fans.
For electrically heated homes, it also provides rebates for
insulation, programmable thermostats, windows, doors, heat
pumps and space and water heating systems.
Improvements must be completed by December 31, 2013.
Applications due to FortisBC PowerSense by March 31, 2014.
ENERGY STAR Natural Gas Water Heater and EnerChoice
freplace rebates
$300 available for energy-ef cient freplaces.
Rebates for high-ef ciency water heaters ranging from $200
$1,000 depending on the type.
To qualify, purchase the appliance prior to December 31, 2013
and apply directly to FortisBC by January 31, 2014.
LiveSmart BC Ef ciency Incentive Program
Up to $4,000 in rebates available for insulation, air sealing
upgrades and regional bonus ofers.
