FILE NO.

2280-C VIA EMAIL S. Stephen Spring, II Spring & Spring, LLC 733 East Airport Ave Baton Rouge, LA 70806 Vs: No: Dear Mr. Spring: I was contacted by Chief Gibson again this morning concerning phone calls to the city police department on behalf of or in support Ms Richard after her latest Facebook post and other social media contacts. Yesterday afternoon Ms Richard posted to her Facebook page a statement that she will not be intimidated or silenced. She followed with a post that included a picture of Chief K.P. Gibson with a link to a website PINAC. The website author responded to her request with a call to his followers to flood the Crowley Police Department phone lines. The website post includes the Chiefs picture as well as your clients email. Ms Richard apparently mistakenly believes that her continued postings which request assistance to harass the police department will result in production of physical evidence documentation and return of her video camera. Those items and records are part of the criminal investigation and the prosecution until the case is concluded. The district attorneys office will review the investigative file. The Chief of Police and police department will have no further comment on that matter. Please direct all inquiries and requests regarding the matter to the district attorneys office. The camera, sim card and its contents are being reviewed as evidence in the matter. Any decisions with regard to the camera and sim card will be made by the district attorneys office. Ms Richard is mistaken if she believes harassing phone calls to the police department are somehow beneficial to her case. She has apparently ignored your advice to handle the matter appropriately within the court system. Ms Richard continues to proactively seek assistance of others to harass and intimidate the police department in the mistaken belief that this will somehow benefit her civil case. The continuing posts and her efforts are an attempt to try the facts of the case in the court of public opinion. It appears that she is more gratified by the knowledge Chief KP Gibson, Chief of Police of Crowley Police 201211106-G Arrest of Theresa Richard

that the police department, police officers and the chief are receiving hate mail and threats via Facebook posts, direct posts on the department website and now harassing phone calls than pursuing her civil court case. While phone calls received have been handled in a respectful way, many callers are simply loud and abusive and prefer to use foul language and name calling. The Chief has handled many of the calls personally to relieve his officers of undue abuse and, more importantly, so they can to focus their attention on their normal duties. If the volume of these calls continues to increase on behalf of Ms Richards cause however mistaken, they may overcome the phone systems ability to handle the volume. While emergency calls are handled through 911 and radio dispatch, radio traffic is limited and department telephone lines are necessary for communication with officers on the scene, contact with other agencies, and more importantly direct contact with the complainant or victim is often through direct telephone line. I urge you to again ask your client to please restrain her actions and conduct herself appropriately and ask that her followers do so as well. They can use Facebook and other social media to express themselves, but it is necessary that she immediately deescalate the direct attack and threats to police and telephone harassment.

Sincerely, s/Thomas K. Regan____________________ Thomas K. Regan City Attorney TKR:sb cc Hon. Greg A. Jones, Mayor (via email) Hon. K.P. Gibson, Chief (via email)
