WHEREAS, POEA Advisory No. 06, Series of 2011 issued on 22 February 2011 effectively deferred the processing and deployrnent of all OFWs bound for Yemen (Libya and Bahrain included) in view of the unstable political and security conditions obtaining in the said
WHEREAS, POEA Advisory No. 1Z Series of 2011 dated 06 April 2011 was issued, lowering the alert level in Yemen from Alert Level 3 to Alert Level 2, effectively allowing the processing and deployment of vacationing workers to Yemen, subject to certain requirernents set by the POEA;
WHEREAS, POEA Advisory No.24, Series of 2011dated 25 May 2011was subsequently issued pursuant to the DFA travel advisory dated 24 }4ay 2011 raising the crisis alert level in Yemen to Alert Level3 in the light of continuing political tension and escalating violence in the capital city of Sana'a, which effectively reinstated the deployment ban on Yemen for all ovelseas Filipino workers;

WHEREAS, on 12 January 2012, the Office of the President approved the DFA reconunendation to lower the crisis Alert Level in Yemen frorn Alelt Level 4 in Sana'a and Alert Level 3 for the rest of Yemen to Alert Level 2 all over Yemen in the light of improved political and security situation in the country;
WHEREAS, POEA Govelning Board Resolution No. 02, Series of 2012 dated 03 February 2012 was issued to aliow the redeployment of returning workers to Yemen while maintaining the deployrnent ban for newly hired workers bound for that country;

WHEREAS, POEA Governing Board Resolution No. 02, Series of 2013 dated 27 February 2013 was further issued effectively allowing the processing and deployment of ali OFWs, both returning and newly hired, to Yemen on the basis of a conununication dated29 January 2013 from the DFA informing the DOLE that it is lowering the Aiert Level irr Yemen from Alert Levei 2 to Alert Level 1 in the light of the current security situation in the said country;

WHEREAS, the DFA, in its comrnunication dated 09 December 2013 informed the DOLE tirat it has again raised the alert level in Yemen to Alert Level3 due to the escalation of domestic violence in the country in the aftermath of the 05 December 2013 attack on the Yemeni Ministry of Defense that killed fifty- two ( 52) people, which included seven (7) Filipinos and leaving eleven (11) Filipino workers injured in the said attack.

NOW THEREFORE, the POEA Governing Board, as duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to re-impose a total ban on the processing and deployment of all OFWs to Yemen, both returning and newly hired, effective immediately'
