According to the latest Philippine MDG Progress Report published by NEDA and UNDP, the Philippines is not on track in meeting three of the eight goalsthe ones on maternal health, on combating HIV/AIDS, malaria and other diseases and on achieving universal primary education. The other millennium development goals are eradicating extreme poverty and hunger, promoting gender equality and empowering women, reducing child mortality, ensuring environmental sustainability and developing a global partnership for development. The link between human rights and development has been recognized by states when leaders have agreed to set a minimum standard of development which all countries must meet by 2015. The terminal year of MDGs is fast approaching and the challenge is setting a new benchmark for a rights-based th post 2015 development agenda. This years 65 anniversary of the UDHR is an opportune time for educators and youth to come together and start thinking around the new rights-based standards beyond 2015. The Philippine Normal University-Center for Transformative Education believes that the youth sector can help societies in attaining their millennium goals provided that they are given the proper information and education. Transformative education as a perspective in education encourages the educators and the youth to use human rights, sustainable development, peace, gender education, and other social reform lenses in viewing the world, creating the world, and generating knowledge about the world. The transformative lens can be used to redefine post 2015 development benchmarks. Since 1990, PNU has organized various projects and programs for the youth sector of the Philippines because of the need to engage them in community development and nation-building. The drafting of the Philippine Human Rights Education Decade Program was held in PNU. The track record of the Philippines in Human Rights Education is recognized within the human rights movement. The 1st International Youth Day Celebration and Conference was conducted in Manila, Philippines on March 20-23, 1999. It was a fitting tribute to youth volunteers in the preparation for the UN International Year of Peace. With the theme The Role of Youth Volunteers in the Promotion of the Culture of Peace and Sustainable Development, eighty (80) youth leaders from Japan, the Philippines, Brazil, Cambodia, East Timor, Korea, Indonesia, Israel, Thailand, Germany, Myanmar and Vietnam drafted action plans for the regional and national celebration of the International Decade for a Culture of Peace and Non-Violence for the Children of the World (IDPNCW). PNU has organized and continued to initiate programs promoting the culture of peace, tolerance and respect for human rights directly targeting the youth sector as beneficiaries especially when the UN Millennium Development Goals was signed by the Philippines in the year 2000. Recognized as a unique group in society due to the many aspects of vulnerability they face while passing through major stages in their lives, the youth are considered as a potent force, a human resource and capital with enormous potentials for contributing to the evolving culture of peace and human rights. Since 1990, PNU has forged strong linkages with various national and international organizations in implementing the various programs such as Amnesty International, Youth

Empowerment Summit for Peace-building (YES-PEACE), Ecological Camp, PEACE CAMP and Asia Pacific Youth Leaders Encounters. These organizations include Teachers College of Columbia (National Peace Education Conference 1999), UNESCO National Commission of the Philippines (YES-PEACE, ECO-CAMP & PEACE CAMP 1998-2003), UNESCO Principal Regional Office for Asia and the Pacific-Bangkok (1st Asia Pacific Youth Leaders Encounter-2001), UNESCO Headquarters-Paris (Participation Program-Establishment of UN Youth Network in the Philippines-2001) and Asia-Europe Foundation (ASEM Youth Network on Sustainable Development). True to its vision of educating future leaders towards personal renewal and social transformation, these collaborations have strengthened PNUs role not only in teacher training but also in training youth leaders on global issues of peace, human rights, sustainable development, and global citizenship. Recently, PNU has engaged with United Nations Volunteers Program to conduct the Youth Empowerment Series for the Millennium Development Goals (YES 4 MDGS!). This project takes special focus on the role of youth volunteers in HIV Care and Prevention. According to the Second Philippines Progress Report on the Millennium Development Goals, The cumulative number of HIV/Ab seropositive cases increased from 1,451 in 2000 to 2,200 in 2004; despite the increase, the prevalence rate remains below one percent. However According to the report, however, the presence of preconditions for full-blown epidemic was noted, the Philippine National AIDS Council (PNAC) describes the epidemic to be hidden and growing. It is in this context that this project was organized to provide one hundred fifty (150) young leaders in Ilocos Sur, Negros Occidental and Mindoro Oriental a proactive action in combating AIDS in the Philippines though volunteerism and collective stance. With 2015 fast approaching, PNU wants to take the lead in cultivating conversations among the youth and educators to imagine new visions of rights-based development which can be used as input for post 2015 development agenda. The University wants to provide a forum where themes relevant to transformative education may be discussed in the hope that insights generated may be used to inform new development benchmarks. OBJECTIVES: At the end of the I-YES, the participants must have organized themselves and shared their personal plans in championing the attainment of United Nations Millennium Development Goals and the aspirations of UDHR through volunteerism and affirmative actions using the lens of Transformative Education; During the I-YES conference, the participants must have artistically presented their common understanding on the role of the youth in building a culture of volunteerism as well as the link between peace, human rights, the MDGs and sustainable development; established their networks and functional partnerships between youth and various institutions (government and non-government organizations, business, media, academe); taken an oath of commitment to attain the ANYV Youth Vision Statement as well as their Youth Declaration for MDG Attainment through Volunteerism enjoyed learning from the practices and voices from the ground academic contest and cultural solidarity exchanges; FOOD, ACCOMMODATION AND ATTIRE All participants will be billeted at the Eurotel Hotel and Convention Center, Boracay Island, Philippines (4 participants in a room). If in case you prefer to stay alone in one room, you can pay directly to the hotel cashier and your registration fee shall be reduced by 1,500.00Php. Check in shall be on December 9, 2013 at 12:00 noon and checkout shall be on December 12, 2013 at 12:00 noon. Arriving early or extending beyond this date is at the expense of the participant. Participants shall be provided with meal stubs for the four-day conference (6 snacks, 3 breakfast, 3 Dinner and 3 Lunch). If meal tickets are lost, the participants will be required to purchase new tickets. For special provisions on food, please inform the secretariat. Formal clothing is recommended for Plenary Sessions and Special Events. National dress should be worn during the International Cultural Night on December 9, 2013. Some sporting attire (e.g. jogging pants) is also required for the Team Building Challenge on December 11, 2013. The hotel and the I-YES Secretariat are not liable for any loss or damages of your items, unless endorsed to the Front Office. Towels and bed sheets are not souvenirs that can be taken back home. Delegates shall be charged accordingly if towels and bed sheets are lost upon check-out. 4. Wifi access is available in every room. Ask the Front Office for the password. 5. Room Service orders shall be paid upon delivery. 6. Dial 0 for Front Office for any requests or make-up rooms. Unless room keys are surrendered, the cleaning of rooms shall not be done. 7. Please endorse your room keys at the Front Office when leaving the hotel. If room keys are lost the delegates occupying the room shall be charge accordingly. TRANSPORTATION The Secretariat will arrange the accommodation and food of all official delegates. There will be no transportation available to fetch the official delegates at the airport. All participants must arrange their arrival on the island of Boaracay on December 9, 2013 and departure on December 12, 2013. INSURANCE AND LIABILITY FOR LOSS Participants are expected to arrange their own travel insurance. The I-YES Secretariat is not responsible for loss of private property (such as luggage, gadgets, wallets, etc). For personal medical conditions, please consult your health insurance provider about international travel and prepare all the necessary documents in the event of an emergency. This should include but not limited to the exact contact information of your doctors, prescription details, etc. CULTURAL HERITAGE TOUR OF MANILA (December 13, 2013) The Cultural Heritage Tour of Manila is open only for International Delegates on December 13, 2013 for FREE. This whole-day tour of historical landscape of Manila is sponsored by the PNU-Center for Transformative Education and EDSA People Power Commission. International Delegates should arrange their flight accordingly and hotel accommodation in Manila. The tour consists of visit to the Philippine Normal University with cultural performances from the world-renowned and multi-awarded PNU-Kislap Sining Dance Troupe and PNU Chorale. Delegates will also be welcomed at the Presidential Palace with visit to Malacanang Museum, Intramuros (Old Spanish City of Manila) and the Historic China Town. Assembly time shall be at 9:00 a.m. at the PNU Alumni and Public Relations Hall. INTERNATIONAL CULTURAL SOLIDARITY NIGHT All youth delegates are REQUIRED to showcase their local culture though dances, music and theatrical performances during the International Cultural Solidarity Night. All are encouraged to dress up using National Costumes. Please indicate in the Application Form the kind of performances that you would want to showcase. Cultural performance shall not exceed seven (7) minutes and accompanying music or video should be saved in the flash disk. CALL FOR PAPERS Youth leaders, academicians and researchers are invited to join the International Youth and Educators Summit on Transformative Education (I-YES) spearheaded by the Philippine Normal University-Center for Transformative Education and Asian Network of Youth Volunteers (ANYV) with endorsement from Commission on Higher Education (CHED), Department of Education (DepEd), National Youth Commission (NYC), Department of Interior and Local Government (DILG), and the Technical Skills and Development Authority (TESDA). It will be filled with informative presentations, the latest in educational research, exciting displays at the YES Marketplace and Expo and lots of networking opportunities for members and guests to reconnect with educators, researchers, youth leaders and industry colleagues. Submission Guidelines All entries/applications for the I-YES are required to be submitted electronically. A paper may only be submitted once, with no retractions or modifications once submitted. Once submitted, the order and names of authors listed on the original submission may not be altered including indication of the lead authors name. The I-YES will be composed of several types of contributions:

Full Papers (for academicians) these mainly include accomplished research results with a maximum of 8 pages (5000 words). Short Papers (for academics and youth leaders) These include fresh concepts, preliminary research results but may also contain work-in progress reports. These have 4 pages at maximum (2500 words). Reflection Papers (for academics, youth leaders, media practitioners and Government, NGO, International Organization heads) These might include review of recent research literature pertaining to a particular problem or approach, indicate what the findings suggest, and/or provide a suggestion - with rationale and justification - for a different approach or perspective on that problem. Reflection papers might also analyze best practices in youth led projects for MDGs and human rights with specific focus on Transformative Education. These should have two pages at maximum (1500 words).

The Secretariat will correspond with the Lead (primary) author only. Co-presenters should not contact the IYES paper review committee. It is the primary author's responsibility to notify all co-presenters regarding the status of the proposal as well as to notify the I-YES of any change in the Lead Authors contact information. The secretariat will use the contact information provided on the original submission and it is the Lead Author's responsibility to notify the I-YES of any change in contact information. All presenters are required to register for the full conference registration. Heroes for the Mother Earth: Best Practices for Sustainable Development Integrating the MDG in the Curriculum Networking and Linkages for Sustainable Development Community-Based Projects as a Tool of Empowerment in MDG Achievement Sustainable Development Paper Review Process Submissions are judged on their overall quality (design of the study, development of the concept, etc.), their significance and contribution to the discipline, and their interest to the conference delegates. All submitted manuscripts must be original (i.e. not been published elsewhere), follow academic writing, structure and methodology. Papers judged to have outstanding merit by the Conference Paper Review Committees will receive a Best Paper designation in the conference program and will be recognized at a general session for all attendees.

Manuscripts are submitted to the Chair of the Paper Committee, Prof. Serafin A. Arviola Jr., at sarviola2002@gmail.com and arviola.sa@pnu.edu.ph. This is the only acceptable format available for the submission of paper manuscripts. Once accepted paper presenters are REQUIRED to submit the Final draft, abstract (150 words), picture of the author and short biography (100 words). CONTEST MECHANICS General Guidelines 1. Only official delegates to the I-YES are entitled to join competitions EXCEPT teachers & coaches. Contests shall be limited to one (1) contestant/team per school/institution/organization. 2. Official delegates must indicate in their Application Form that they are joining the contest on or before November 15, 2013 to give the Secretariat enough time to prepare the list of contestants. Each delegate is not allowed to join more than 1 contest due to its a simultaneous event. 3. Final confirmation of your participation as official contestants in any competition will be sent to your email after you have fully accomplished the registration process. 4. Prizes include medals, gift item, and a certificate of participation. 5. The participant must be present ten minutes before the event. Otherwise, s/he will automatically be disqualified. Extemporaneous Speech Contest Mechanics: 1. The topic shall be given on the spot by the judges. 2. The contestants shall be given 3 minutes to prepare and 3 minutes to deliver. 3. Speeches should be delivered in English. 4. Only the first 30 contestants, on a first-come, first-served basis, will be eligible to join the contest. 5. The style of the delivery shall be conversational, oratorical or a combination of both. 6. The contestant should not wear his/her school uniform. 7. Use of sound effects, microphones and props is strictly prohibited. 8. The judges decision is final and irrevocable. Questions shall be prepared solely by the faculty members of FBeSS and shall be based on the 65th anniversary of the signing of the Universal Declaration of Human Rights (UDHR). 2. Each school/organization is entitled to have three contestants to compose a team who are bona fide students of the school/college/university/organization. One substitute member is allowed per team. 3. Contestants will answer the same set of questions. Each team will be provided with an illustration board to write their answers on together with a chalk and an eraser. They must raise their answers when the Quizmaster tells that time is up. Late answers will not be accepted. 4. The questions will be read twice by the Quizmaster. After the second reading, the Quizmaster will say go - only then will the team be allowed to write the answer. Automatically, the 10-second time limit will begin with the word go by the Quizmaster. If the question requires enumeration, the time limit will be extended to five (5) more seconds. 5. When the Quizmaster signals that time is up, the teams should stop writing and raise their illustration boards with their answers written on it. 6. The proctors will go around and check the answers of the teams. There will be fifteen proctors - one proctor for each team will be provided to ensure correctness of the answer. 7. The contest has two (2) rounds. Level I and Level II. In Level I, ten questions will be asked. Each question is worth one (1) point. After asking ten (10) questions, the Quizmaster will announce the top five (5) teams who will advance to Level II. If there is a tie for the fifth place, both will advance to the next level.

8. Ten (10) questions will be asked in the second round, but this time, two (2) points will be assigned for each correct answer. 9. After the 10th question, the three (3) teams acquiring the highest score in Level I & II will be declared Champion, 1st Runner-up and 2nd Runner-up respectively. Since there are only 3 places, should there be a tie, extra questions will be asked by the quizmaster in order to break such. 10. The duly registered teacher-coach of the team is the only person authorized to make a protest. All protest should be referred to the Board of Judges immediately before the Quizmaster reads the next question. Photography Contest Rules: 1. The contest is open to both amateur and professional photographers. 2. The theme of the Photography competition is Its More Fun in Boracay 3. Photos must be taken during the competition period, and should not have won nor have been published in any book or magazine. 4. Participants may use any digital or film-based camera. 5. Only the first 50 contestants, on a first-come, first-served basis, will be eligible to join the contest. 6. Manually retouched and/or painted over print outputs are not allowed. 7. Creative effects done within the camera at the time of exposure (e.g. multiple exposures, flash fill, lighting, filtration, etc.) are allowed. 8. Digital retouching on density, contrast adjustments, minor cropping, burning, and dodging may be tolerated, although major manipulation of main images through adding or subtracting are not allowed. 9. The name of the contestant must not appear in the entry. 10. All entries shall become the property of PNU-Center for Transformative Education, which will have the right to reproduce, exhibit, or publish images for promotional purposes, indicating or acknowledging the photographer. Mechanics: 1. Contestants will be exposed to five (5) different sites where they could shoot their photos. 2. They will stay in every site for a maximum of 15 minutes. 3. After visiting all the sites, contestants will choose their contest piece. 4. They will be given 30 minutes to enhance their photo as prescribed by Rule 7 above. 5. Contestants are requested to save their Contest Entry (Photo) in a Flash disk (Removable Disk). 6. The Secretariat will collect all entries and will print them in their Official Developer. The painting/poster must be based on the celebration of 65 Anniversary of the signing of Universal Declaration of Human Rights (UDHR). 2. Only one participant per school/organization is allowed in this competition. 3. Only the first 50 contestants, on a first-come, first-served basis, will be eligible to join the contest. 4. This shall be a mixed-medium competition. 5. All other materials must be brought by the individual contestant. Allowed materials to be used are as follows: markers/pens/pencil, colored pencils, crayons, pastel, oil paints, poster color, water color, ink, ruller. 6. All artworks must be done only on the spot, and must be completed within the allotted time of three hours. 7. The contestants will use one-fourth (1/4) illustration board. The Organizers will provide this. 8. No distinguishing mark or name of the contestant shall appear in the entry. 9. Judges decision is final and irrevocable. On-the-Spot Essay Writing Contest Mechanics: 1. The Essay must be original and must expound on the 65th Anniversary of the signing of the Universal Declaration of Human Rights (UDHR) 2. The Secretariat will provide all materials for the contestants. 3. All Essays should be written in English and shall consist of not less than 500 words nor more than 600 words. 4. The essay shall not, in whole or in part, express or impliedly, subvert the principles of Democracy nor offend any religion, sect or creed, nor violate neither the standards of decency nor the laws on libel and oral defamation. 5. Only the first 30 contestants, on a first-come, first-served basis, will be eligible to join the contest. 6. All essays will automatically become official property of the PNU-CTE. 7. No distinguishing mark or name of the contestant shall appear in the entry. The debate will follow the American Parliament kind of debate where there will be two people for each team government-side or affirmative side and the opposition or the negative side. The two people in the team will fulfill the roles of Prime Minister (Affirmative side) and Leader of Opposition (Negative side) for first speakers and Deputy Prime Minister (Affirmative) and Deputy Leader of Opposition (Negative side) for second speakers. 2. Before the debate rounds shall begin, participants will be teamed up with their schoolmates or companions in their organization. All organizations, schools, colleges and universities are encouraged to join. 3. Each organization, college and university can send a maximum of two teams for this event. Each team will be composed of two people. 4. Registration of teams would be organized a day before the debate proper. 5. The motions, the topic to be debated on, will be chosen by the teams using the veto system. The motions will lean on the themes, topics, objectives, UDHR, MDGs and/or on EFA goals 6. Elimination Rounds will be composed of three (3) rounds for each team. The team with most wins and with the highest scores will win. Scores will be given by the adjudicators after each round and recorded in a tally sheet. 7. All rounds will be arbitrated by one or three adjudicators, depending on the availability of people that can adjudicate.
