1. Umum 1.1 Definisi 1.1.1 Angkutan Udara adalah setiap kegiatan menggunakan pesawat udara untuk mengangkut penumpang, kargo, dan pos untuk satu perjalanan atau lebih dari satu Bandar Udara ke Bandar Udara yang lain atau beberapa Bandar Udara; Angkutan Udara Niaga (commercial air transport) adalah angkutan udara untuk umum dengan memungut pembayaran (KM 11/01); Angkutan Udara Niaga Tidak Berjadwal (non schedule commercial air transport) adalah angkutan udara niaga yang dilaksanakan pada rute dan jadwal penerbangan yang tidak tetap dan tidak teratur, dengan tarif sesuai dengan kesepakatan antara penyedia jasa dan pengguna jasa dan tidak dipublikasikan (KM 11/01); Bandar Udara adalah Bandar Udara yang dikelola oleh PT Angkasa Pura II (Persero); Berat Pesawat Udara Dalam Satuan Maximum Take Off Weight (MTOW) adalah berat setinggitingginya yang diijinkan bagipesawat udara untuk tinggal landas (maximum takeoff weight) sebagaimana tercantum dalam Surat Tanda Kelaikan (C of A) pesawat udara yang bersangkutan; Certificate of Airworthiness (Cof A) adalah tanda bukti terpenuhinya persyaratan kelaikan udara; Perusahaan Penerbangan (airlines) adalah perusahaan yang bergerak dalam bidang angkutan udara yang mengangkut penumpang, barang, pos, dan kegiatan keudaraan lainnya dengan menggunakan pesawat terbang bersayap (fixed wing) maupun bersayap berputar (rotary wing) yang melakukan kegiatan secara berjadwal (schedule) maupun tidak berjadwal (unschedule);

General 1.1 Definition 1.1.1 Air Transportation means any activities involving the use of aircrafts for transporting passengers, cargo and mail for one trip or more, from one airport to another airport or several other airports; 1.1.2 Commercial Air Transportion means the public air transportation with fares; 1.1.3 Unscheduled Commercial Air Transportion means non-fixed and non-regular flight schedule, with fare in accordance with the agreement between the service providers and service users which shall not be published;

Airport means an airport which is managed by PT Angkasa Pura II (Persero);

1.1.5 Aircraft Weight in Units of Maximum Takeoff Weight (MTOW) means the maximum weight allowed for an aircraft to take off (maximum takeoff weight) as stated in the Certificate of Airworthiness (C of A) of the aircraft concerned;

1.1.6 Certificate of Airworthiness (C of A) means the proof of compliance to airwrothiness; 1.1.7 Airlines means the companies engaged in the field of air transportation transporting passengers, goods, postal goods and other aviation activities with fares using fixed wing or rotary wing carrying out activities on a scheduled or unscheduled basis; .

1.1.8 Personil Pesawat Udara (air crew) adalah personil penerbangan yang memiliki sertifikat untuk bertugas sebagai personil pesawat udara dan personil penunjang pesawat udara; 1.1.9 Penumpang Pesawat Udara (aircraft passenger) adalah Penumpang yang melakukan perjalanan dengan pesawat udara dan tidak terdaftar sebagai awak pesawat udara yang bersangkutan (Pasal 1 KM 26/96); 1.1.10 Penumpang Pesawat Angkutan Udara Dalam Negeri (domestic passenger) adalah penumpang pesawat udara yang melakukan perjalanan antar Bandar Udara di dalam wilayah Indonesia dengan atau tanpa melakukan transit atau transfer (KM 40/2000); 1.1.11 Penumpang Pesawat Angkutan Udara Luar Negeri (international passenger) adalah Penumpang pesawat udara dalam penerbangan luar negeri dengan atau tanpa melakukan transit/transfer di Bandar udara Indonesia lainnya atau sebaliknya; 1.1.12 Penumpang Pindah Pesawat Udara (transfer passenger) adalah penumpang pesawat udara yang pada di suatu bandar udara dalam rangka melanjutkan penerbangannya ke bandar udara tujuan dengan pesawat udara yang berbeda; 1.1.13 Penumpang Singgah (transit passenger) adalah penumpang pesawat udara yang pada di suatu bandar udara dalam rangka melanjutkan penerbangan ke Bandar Udara tujuan dengan pesawat udara yang sama; 1.1.14 Jasa Kebandarudaraan adalah Jasa yang diberikan kepada pengguna jasa Bandar udara oleh penyelenggara Bandar udara umum (KM 29/97);

Air crews means aviation crews holding certificates to serve as an airplanes crew and aircrafts supporting crew;

1.1.9 Aircraft Passengers means any person transported with an aircraft and not listed as a crew of the aircraft;

1.1.10 Domestic Aircraft Passengers means the aircrafts passengers who travels between airports in the Indonesian region with or without transit or transfer;

1.1.11 International Aircraft Passengers means the aircrafts passengers in flight abroad with or without transit or transfer in other Indonesian airports or otherwise;

1.1.12 Transfer Passengers means the aircrafts passengers in an airport continuing their fligt to the destination airport with a different aircraft;

1.1.13 Transit Passengers means the aircrafts passengers continuing their flight to the destination airport with the same aircraft;

1.1.14 Airport Services means the services rendered by the airport operator to the airlines;

1.1.15 Tingkat Pelayanan (level of service) adalah suatu persyaratan atau kondisi minimal yang harus dipenuhi dalam suatu jasa atau fasilitas yang diberikan PARA PIHAK yang diterima oleh pengguna jasa yang variabelvariabelnya meliputi aspek keselamatan, keamanan, kelancaran dan kenyamanan; 1.1.16 Fasilitas Bandara adalah fasilitas pokok Bandar Udara yang meliputi fasilitas sisi udara, sisi darat, navigasi penerbangan, alat bantu pendaratan, fasilitas komunikasi penerbangan dan fasilitas penunjang Bandar udara; 1.1.17 Tarif Jasa Bandar Udara adalah nilai pengganti yang harus dibayar pemakai jasa Bandar Udara untuk setiap pemakaian jasa yang dinikmatinya; 1.1.18 Aviobridge adalah pengoperasian secara mekanikal yang mudah disesuaikan untuk penumpang menuju langsung masuk antara pesawat udara dan gedung gedung (ICAO Doc.8973); 1.1.19 Airport Charges adalah tarif tarif yang wajib dibayarkan oleh perusahaan penerbangan terhadap penggunaan pelayanan jasa kebandarudaraan dan jasa penunjang penerbangan yang diberikan oleh Operator Bandar Udara; 1.1.20 Operator Bandar Udara adalah Badan Usaha Bandar Udara dalam hal ini PT Angkasa Pura II (Persero).

1.1.15 Level of Service means the minimum requirement or condition which must be met in services or facilities given to all parties received by the service users which variables involved in safety, security, smoothness and convenience aspects; 1.1.16 Airport Facilities means the airport main facilities including air facilities, ground facilities, navigational facilities, landing aids, aviation communication facilities and airport supporting facilities; 1.1.17 Airport Service Tariffs means an amount of money to be paid by the airport service users in exchange for the services given to them; 1.1.18 Aviobridge means a machine, operated mechanically which can be easily adjusted for the passengers to go from an airplane to a building, a building to an airplane; 1.1.19 Airport Charges means our tariffs that must be paid by the airlines regarding the utilization of airport services and aviation supporting services provided by the airport operators; 1.1.20 Airport Operators means Angkasa Pura II (Persero). PT

1.2 Ruang Lingkup Conditions of Use adalah dokumen yang berisi ketentuan tentang persyaratan penggunaan fasilitas Pelayanan Jasa Kebandarudaraan, termasuk ketentuan tentang pentarifan dan kondisi lainnya.

1.2 Scope Conditions of Use means the document that contains the conditions of requirements for the utilization of airport service and facilities including tariff conditions and other conditions.

Perusahaan penerbangan atau operator pesawat udara yang beroperasi di Bandar Udara wajib memahami dan mematuhi Conditions of Use. Dokumen Conditions of Use ini berlaku untuk Bandar Udara Husein Sastranegara sejak tanggal 1 Maret 2012. 2. Persyaratan 2.1 Administrasi 2.1.1 Untuk pengoperasian penerbangan baru berjadwal domestik maupun international dan rute penerbangan baru dan atau penambahan frekuensi penerbangan, perusahaan penerbangan atau operator pesawat udara wajib menyampaikan rencana pengoperasian penerbangan kepada Operator Bandar Udara c.q.: VP of Aviation Business Kantor Pusat PT ANGKASA PURA II (PERSERO) Lt.4 Gedung 600 Bandara Internasional Soekarno Hatta Phone Faksimili : 62 21 5505134 : 62 21 5505007 2.

Airlines or aircraft operators operating in the airports must understand and comply with the Conditions of Use.

This Conditions of Use document shall be valid for Husein Sastranegara Airport as of 1st of March 2012. Requirements 2.1 Administrative 2.1.1 For the operation of newly scheduled domestic or international flights and new flight routes and or replenishment of flight frequency, airlines or aircraft operators must submit the flight plan to the airport operator c.q.:

2.1.2

Perusahaan penerbangan atau operator pesawat udara yang beroperasi di Bandar Udara wajib memenuhi perijinan sesuai ketentuan yang berlaku;

Airlines or aircraft operators operating in our airports should meet the requirements in accordance to the applicable provisions; Airlines or scheduled aircraft operators which will be operating in our airports must pay an advance payment of 3 (three) months for the aviation service tariff which will act as a guarantee of operation; Airlines or scheduled aircraft operators operating in our airports must pay the aviation service tariff in accordance to the applicable provisions; Airlines or scheduled aircraft operators operating in our airports must provide their personnel data that contains the sum of personnel and personnels curriculum vitae wich will be stationed in our airports; Airlines or aircraft operators are obligated to submit their Business Plan for the operation of their aircraft within 5 (five) years.

2.1.3 Perusahaan penerbangan atau operator pesawat udara berjadwal yang akan beroperasi di Bandar Udara wajib membayar tarif pelayanan jasa aviasi selama 3 (tiga) bulan sebagai jaminan operasional dan pembayarannya dilaksanakan sekaligus di muka; 2.1.4 Perusahaan penerbangan atau operator pesawat udara berjadwal yang beroperasi di Bandar Udara wajib membayar tarif pelayanan jasa aviasi sesuai ketentuan yang berlaku; Perusahaan penerbangan atau operator pesawat udara yang beroperasi di Bandar Udara wajib memberikan data jumlah dan biodata pegawai yang ditempatkan di Bandar Udara; Perusahaan penerbangan atau operator pesawat udara wajib menyampaikan rencana Business Plan pengoperasian pesawat udara untuk jangka waktu 5 (lima) tahun kedepan.

2.2.2 Perusahaan penerbangan atau operator pesawat udara berjadwal dan atau tidak berjadwal yang beroperasi di Bandar Udara wajib menyampaikan Maximum Take Off Weight (MTOW) berdasarkan Certificate of Airworthiness kepada Operator Bandar Udara; 2.2.3 Operator Bandar Udara berhak meminta kepada perusahaan penerbangan atau operator pesawat udara untuk memindahkan parkir pesawat udara untuk kepentingan operasional Bandar Udara; 2.2.4 Perusahaan penerbangan atau operator pesawat udara wajib menjaga keamanan, keselamatan, kenyamanan, dan kebersihan tempat kegiatan operasionalnya di Bandar Udara;

Airlines or aircraft operators must maintain the airports security, safety, convenience and cleanliness of their location of operations in our airports;

2.2.5 Operator Bandar Udara berhak memastikan dan atau meminta kepada perusahaan penerbangan atau operator pesawat udara untuk melaksanakan pelayanan di Bandar Udara sesuai dengan ketentuan yang berlaku; 2.2.6 Perusahaan penerbangan atau operator pesawat udara berjadwal dan atau tidak berjadwal wajib memenuhi dan atau menggunakan fasilitas operasional yang dimiliki operator bandar udara sebagai standarisasi pelayanan; 2.2.7 Perusahaan penerbangan atau operator pesawat udara wajib bertanggung jawab atas kerusakan dan kehilangan barang atau fasilitas milik Operator Bandar Udara atau pihak lain sebagai akibat penggunaan fasilitas milik operator bandar udara dalam pelaksanaan kegiatan operasionalnya; 2.2.8 Slot Time 2.2.8.1 Operator Bandar Udara menetapkan pengaturan waktu keberangkatan dan kedatangan pesawat udara (slot time) mengacu pada Notice of Airport Capacity (NAC); 2.2.8.2 Slot time menjadi salah satu dasar penerbitan Fligth Approval (FA) oleh Direktorat Jenderal Perhubungan Udara, Kementerian Perhubungan RI; 2.2.8.3 Surat permohonan Ijin pengoperasian penerbangan baru berjadwal domestik maupun international disampaikan kepada Operator Bandar Udara sekurang kurangnya 2 (dua) bulan sebelum rencana jadwal penerbangan; 2.2.8.4 Dalam kondisi operasional tertentu slot time yang diajukan oleh perusahaan penerbangan atau operator pesawat udara dapat diubah oleh Operator Bandar Udara;

Airport Operator has the right to invoke airlines or aircraft operators to provide their services in accordance to the applicable provisions;

Airlines or scheduled aircraft operators or non scheduled aircraft operators are obligated to meet and or use the operational facilities owned by the airport operator as the standardization of service; Airlines or aircraft operators are responsible for the damage and loss of Airports goods/facilities or other parties facilities as a result of using the airport operators facilities for their operational activities;

Slot Time 2.2.8.1 The Airport operator has the right to determine the departure and arrival schedule of aircrafts (slot time) by referring to the Notice of Airport Capacity (NAC); 2.2.8.2 Slot time is one of the issuance base of Flight Approval (FA) by the Ministry of Transportation of the Republic of Indonesia Directorate General of Air Transportation; 2.2.8.3 The operating permits letter for a new domestic as well as a new international flights schedule must be submitted to the airport operator by no longer than 2 (two) months before the scheduled flight plan; 2.2.8.4 Under certain conditions in terms of operational purpose, airlines or aircraft operators slot time can be amended by the airport operator;

2.2.8.5 Perusahaan penerbangan atau operator pesawat udara wajib menyampaikan jadwal kegiatan penerbangan, termasuk penerbangan tidak berjadwal beserta perubahan-perubahannya kepada Operator Bandar Udara c.q.; PT Angkasa Pura II (Persero) Operation and Administration Manager Bandara Husein Sastranegara Bandung 40001, INDONESIA Phone : +62 22 6041221 Ext.400 Fax : +62 22 6033971 2.2.8.6 Perusahaan penerbangan atau operator pesawat udara wajib melaporkan setiap perubahan jadwal (delay, cancel postpone, dll) penerbangan kepada Operator Bandar Udara selambat lambatnya 2 (dua) jam dari jadwal semula; 2.2.8.7 Operator Bandar Udara berhak menolak penambahan frekwensi atau perubahan jadwal penerbangan dalam kondisi/alasan operasional.

2.2.8.5 Airlines or aircraft operators are obligated to submit their flight schedules as well as unscheduled flights including any changes regarding the operation of aircrafts to the airport operator c.q.;

PT Angkasa Pura II (Persero) Operation and Administration Manager Husein Sastranegara Airport Bandung 40001, INDONESIA Phone : +62 22 6041221 Ext.400 Fax : +62 22 6033971 2.2.8.6 Airlines or aircraft operators are obligated to report any changes of flight schedule (delayed, cancelled, postponed, etc) to the airport operator by no longer than 2 (two) hours from the initial schedule; 2.2.8.7 Airport operator has the right to decline any additional flight frequency or changes of flight schedule in a certain condition of/under operational reason.

Airport Charges 3.1 Perusahaan penerbangan atau operator pesawat udara berjadwal dan tidak berjadwal yang beroperasi di Bandar Udara wajib membayar tarif pelayanan jasa aviasi sesuai dengan ketentuan yang berlaku; 3.2 Tarif pelayanan jasa aviasi yang dikenakan kepada perusahaan penerbangan atau operator pesawat udara mencakup landing fee, parking fee, aviobridge fee, counter fee, cuccs, passenger service charge, dan route charges; 3.3. Biaya pelayanan jasa aviasi untuk penerbangan berjadwal akan ditagihkan setiap bulan kepada perusahaan penerbangan; 3.4 Biaya pelayanan jasa aviasi untuk penerbangan tidak berjadwal (unschedule) akan dibayarkan langsung sebelum keberangkatan pesawat udara (take off) di OIC (Officer In Charge)/pejabat setingkat yang ditunjuk;

3 Airport Charges 3.1 Airlines or aircraft operators with scheduled and unscheduled fligt plan operating in our airports are obligated to pay the aviation service tariff in accordance to the applicable provisions; The aviation service tariff which is charged to the airlines or aircraft operators includes landing fee, parking fee, aviobridge fee, counter fee, CUCCS, passenger service charge, dan route charges; Costs of aviation services for scheduled flights will be billed monthly from the airlines or aircraft operators; Costs of aviaion services for unscheduled flights will be billed directly prior to takeoff by the Officer in Charge (OIC) / our authorised personnel;

Tarif Pendaratan 3.5.1 Tarif pendaratan pesawat udara di hitung berdasarkan berat pesawat udara atau Maximum Take Off Weight (MTOW) yang diijinkan dan tercatat dalam data Operator Bandar Udara; 3.5.2 Tarif pendaratan pesawat udara ditagihkan berdasarkan berat pesawat udara atau Maximum Take Off Weight (MTOW), meskipun di Bandar Udara terdapat batasan berat pesawat udara atau Restricted Take Off Weight (RTOW) yang diijinkan pesawat udara untuk mendarat; 3.5.3 Berat pesawat udara atau Maximun Take Off Weight (MTOW) adalah berat pesawat udara yang tercantum dalam Certificate of Airworthiness (C of A); 3.5.4 Tarif pendaratan pesawat udara sebagaimana tercantum dalam table of airport charges.

3.5 Landing Fee 3.5.1 Aircraft landing fee is calculated based on the aircrafts gross weight or the permitted Maximum Take Off Weight (MTOW) and registered in the airport operators database; 3.5.2 Aircraft landing fee is charged based on the aircrafts gross weight or the Maximum Take Off Weight (MTOW) even though there is an aircraft weight limit or Restricted Take Off Weight (RTOW) in our airports;

3.5.3 Aircrafts weight or the Maximum Take Off Weight (MTOW) is the aircrafts weight stated in the Certificate of Airworthiness (C of A); 3.5.4 Aircraft landing fee are listed in Article 5.

Tarif Penempatan 3.6.1 Tarif parkir pesawat udara dihitung berdasarkan berat pesawat udara atau Maximum Take Off Weight (MTOW) yang diijinkan dan tercatat dalam data Bandar Udara; 3.6.2 Tarif parkir pesawat udara ditagihkan setelah pesawat udara parkir 2 (dua) jam dan akan dikenakan tarif surcharge setelah lebih dari 2 (dua) jam;

3.6 Parking Fee 3.6.1 Aircraft parking fee is calculated based on the aircrafts gross weight or the permitted Maximum Take Off Weight (MTOW) and registered in the airport operators database; 3.6.2 Aircraft parking fee will be charged after 2 (two) hours following aircrafts parking and an aircraft shall be subjected of surcharge after having been parked for more than 2 (two) hours; 3.6.3 Aircrafts parked in the contact stand will be limited for 2 (two) hours only, if parked more than 2 (two) hours, airlines or aircraft operators must relocate their aircrafts to the designated aircraft parking area by the airport operator and shall be subjected with the tariff in accordance to the provisions;

3.6.3 Parkir pesawat udara pada contact stand dibatasi hanya 2 (dua) jam, apabila lebih dari 2 (dua) jam, semua perusahaan penerbangan atau operator pesawat udara wajib memindahkan pesawat udara pada area parkir pesawat udara yang telah ditentukan Operator Bandar Udara dan akan dikenakan tarif sesuai ketentuan;

3.6.4 Operator Bandar Udara dapat meminta perusahaan penerbangan atau operator pesawat udara untuk memindahkan pesawat udara guna kepentingan operasi Bandar Udara atau mengeluarkan dari area Bandar Udara, apabila pesawat udara tidak dipindahkan oleh perusahaan penerbangan atau operator pesawat udara dalam jangka waktu yang telah ditentukan akan dikenakan tarif sesuai dengan ketentuan yang berlaku di Bandar Udara. 3.7 Tarif Penyimpanan 3.7.1 Tarif pelayanan jasa penyimpanan pesawat udara di hitung berdasarkan berat pesawat udara atau Maximum Take Off Weight (MTOW) yang diijinkan dan tercatat dalam data Operator Bandar Udara; 3.7.2 Tarif pelayanan jasa penyimpanan pesawat udara, dikenakan kepada pesawat udara yang disimpan dalam hanggar milik PT. Angkasa Pura II (Persero); 3.7.3 Tarif penyimpanan pesawat udara dihitung sejak pesawat udara masuk ke dalam hanggar sampai dengan keluar hanggar; 3.7.4 Dalam hal pesawat udara dalam satu hari lebih dari satu kali masuk/keluar ke dalam/dari hanggar, maka dapat dikenakan tarif pelayanan jasa penyimpanan lebih dari satu kali sesuai frekuensi pesawat udara tersebut masuk ke dalam hanggar pada hari itu.

3.6.4

Airport operator may require airlines or aircraft operators to move their aircrafts for Airports operational interests or to move their aircrafts out of the airport area. Failure of execution of moving their aircrafts by the airlines or the aircraft operators in the period which has been determined shall be subject to the tariff in accordance with the regulations applicable in the airport.

3.7 Hangar Fee 3.7.1 Aircraft storage fee is calculated based on the aircrafts gross weight or the permitted Maximum Take Off Weight (MTOW) and registered in the airport operators database; Aircraft storage fee is charged to aircrafts stored in the airports hangar;

Aircraft storage fee is calculated from the point of entry of the aircraft into the hangar until the point of exit out of hangar; In certain conditions where an aircraft is brought in and out of the hangar more than once in a day , that aircraft shall be subjected with storage fee for more than one in and out movement from the hangar in accordance to the frequency of the aircrafts in and out movement on that day.

3.8.2 Tarif penempatan tambahan dikenakan kepada pesawat udara yang ditempatkan di Contact Stand lebih dari 2 (dua) jam; 3.8.3 Biaya tarif penempatan tambahan dibayarkan sekaligus dengan pembayaran tarif pelayanan jasa pendaratan, penempatan dan penyimpanan pesawat udara.

3.8.2 Aircraft parking surcharge is charged to the aircrafts parked in the traffic stand beyond a period of 2 (two) hours time; 3.8.3 Aircraft parking surcharge shall be paid at once with aircraft landing fee, parking fee and storage fee.

3.9 Tarif Garbarata 3.9.1 Tarif garbarata dihitung berdasarkan berat pesawat udara atau Maximum Take Off Weight (MTOW) yang diijinkan dan tercatat dalam database Bandar Udara; 3.9.2 Tarif pemakaian aviobridge dihitung berdasarkan per pemakaian aviobridge, untuk 1 (satu) kali docking dihitung 1 (satu) kali pemakaian dan untuk dedocking dihitung 1 (satu) kali pemakaian; 3.9.3 Pesawat udara yang dipidahkan dari contact stand ke remote stand, hanggar atau area lainnya menggunakan aviobridge (dedocking) tetap dikenakan tarif pemakaian aviobridge. 3.10 Tarif Konter 3.10.1 Tarif penggunaan check in counter dikenakan berdasarkan jumlah penumpang (Adult, Child, Infant) pesawat udara yang melakukan check in; 3.10.2 Tarif penggunaan check in counter ditagihkan kepada perusahaan penerbangan atau operator pesawat udara setiap bulan;

Aviobridge fee 3.9.1 Aviobridge fee is calculated based on the aircrafts gross weight or the permitted Maximum Take Off Weight (MTOW) and registered in the airport operators database; 3.9.2 Utilization of aviobridge is calculated based on the utilization of the aviobridge. 1 (one) docking shall be considered as 1 (one) utilization and dedocking shall be considered as 1 (one) utilization; 3.9.3 Relocating of Aircrafts from contact stand to remote stand, hangar or other areas using an aviobridge (dedocking) shall remain charged with aviobridge utilization fee.

3.10 Counter fee 3.10.1 Utilization of check in counter is charged based on the number of passengers (adult, child, infant) that checks in; 3.10.2 Check in counter fee is charged to the airlines or aircraft operators for monthly period of time;

3.10.3 Crew pesawat udara dibebaskan dari tarif penggunaan counter; 3.11 Tarif Passenger Service Charges (PSC) 3.11.1 Tarif passenger service charges adalah tarif yang dipungut langsung dari penumpang angkutan udara atas pemakaian fasilitas bandar udara dan pelayanan jasa yang diterimanya di Bandar Udara; 3.11.2 Tarif passenger service charges dipungut secara tunai setelah penumpang melakukan check in; 3.11.3 Tarif passenger service charges diatur sebagaimana ketentuan yang berlaku di Bandar Udara; 3.11.4 Pembebasan tarif passenger service charge diberikan kepada penumpang infant , crew, extra crew, transit, transfer, dan Tamu Negara dalam rangka kunjungan resmi di Indonesia;

3.10.3 Airlines crews shall be exempted from the counter utilization tariff. 3.11 Passenger Service Charges (PSC) 3.11.1 Passenger service charges are charged directly to the passengers for the utilization of airports facilities and services given at the airport;

3.11.2 Passenger service charges are collected in form of cash after the passengers have checked in; 3.11.3 Passenger service charges are bound with the airports applicable provisions; 3.11.4 Exemption of passenger service charge shall be granted to infants, air crews, extra crews, transit passengers, transfer passengers and International Delegates in official visitaion to Indonesia; 3.11.5 Airlines or aircraft operators are obligated to submit passenger manifest / other accountable documents signed by the officers of the airlines or aircraft operators authorised officer as an attacment to the passenger service charges levy.

3.11.5 Perusahaan penerbangan atau operator pesawat udara wajib menyampaikan passenger manifest/dokumen lainnya yang dapat dipertanggung jawabkan dan ditandatangani oleh pejabat perusahaan penerbangan atau operator pesawat udara/ground handling yang ditunjuk oleh perusahaan penerbangan atau operator pesawat udara kepada Operator Bandar Udara sebagai lampiran pungutan tarif passenger service charges. 3.12 Tarif Common Use Check In Counter (CUCCS)

3.12 Common Use Check In Counter System (CUCCS) Charge 3.12.1 CUCCS tariff is charged to airlines or aircraft operators for the utilization of CUCCS facilities in the airports managed by PT Angkasa Pura II (Persero);

3.12.1 Tarif CUCCS adalah tarif yang ditagihkan kepada perusahaan penerbangan atau operator pesawat udara yang menggunakan fasilitas CUCCS pada Bandar Udara yang diusahakan oleh PT Angkasa Pura II (Persero);

3.12.2 Tarif CUCCS dipungut berdasarkan jumlah penumpang (adult, child, infant) per flight yang menggunakan sistem CUCCS; 3.12.3 Biaya penggunaan CUCCS ditagihkan kepada perusahaan penerbangan atau operator pesawat udara per 10 (sepuluh) hari kalender; 3.12.4 Tagihan biaya CUCCS disatukan dengan tagihan tarif check in counter. 3.13 Tarif Pelayanan Jasa Penerbangan (PJP) 3.13.1 Setiap pesawat udara penerbangan dalam negeri atau luar negeri yang melintas wilayah Indonesia dikenakan tarif Pelayanan Jasa Penerbangan (PJP) yang didasarkan pada satuan route unit; 3.13.2 Tarif PJP dalam negeri/luar negeri ditetapkan sebagaimana ketentuan yang berlaku; 3.13.3 Perusahaan penerbangan atau operator pesawat udara yang tidak memenuhi kewajiban membayar PJP sebagaimana yang ditetapkan dalam ketentuan yang berlaku akan dikenakan sanksi sesuai peraturan perundang undangan yang berlaku;

3.12.2 CUCCS tariff is charged based on the number of passengers (adult , child, infant)using CUCCS system per flight; 3.12.3 CUCCS utilization costs are charged to the airlines or aircraft operators per 10 (ten) calendar days; 3.12.4 CUCCS costs collection shall be collected at once with the check in counter fee. 3.13 Route Air Navigation Facility Charge (RANFC) 3.13.1 Each aircraft serving domestic or international flights which passes Indonesian territory shall be subjected to Route Air Navigation Facility Charge based on the route unit; 3.13.2 Domestic / international aviation service tariff shall be determined based on the applicable provisions; 3.13.3 Airlines or aircraft operators which do not meet the obligation to pay the Route Air Navigation Facility Charge as determined in the applicable provisions shall be subjected to sanctions in accordance with the applicable laws and regulations. 3.14 Other Tariffs Other tariffs regarding the use of electricity, electricity power, water installation, telephone line, office room lease, executive lounge, liquid disposals, personnels airport ID cards, vehicle pass (sticker) in apron, Driving License (TIM) in apron, location of Ground Support Equipment (GSE), personnels vehicles parking space, airside licenses, airports waste services and air conditioner (AC) shall be appointed seperately in other tariffs provisions.

3.14 Tarif Lainnya Tarif lainnya terkait penggunaan listrik, daya listrik, pemasangan instalasi air, sambungan line telepon,sewa ruang perkantoran, executive lounge, pembuangan air kotor, ID Pass Bandar Udara untuk staf, sticker pass kendaraan di apron, Tanda Ijin Mengemudi (TIM) di Apron, penempatan Ground Support Equipment (GSE), parkir mobil/motor staf, licensi sisi udara, jasa limbah Bandar Udaradan Air Conditioner (AC) ditetapkan dalam ketentuan tarif lainnya yang diatur tersendiri.

4.

Diskon Tarif 4.1 Operator Bandar Udara memberikan diskon terhadap besaran tarif jasa aeronautika kepada perusahaan penerbangan atau operator pesawat udara yang membuka rute baru atau penambahan rute dari dan atau ke Bandar Udara; 4.2 Besaran tarif jasa aeronautika sebagaimana dimaksud pada 4.1 sesuai dengan ketentuan yang berlaku sebagai berikut : 4.2.1 Landing Fee, Parking Fee sebesar 25 % dari tarif yang berlaku untuk penerbangan domestik dan internasional; 4.2.2 Aviobridge sebesar 25 % dari tarif yang berlaku untuk penerbangan domestik dan internasional; 4.2.3 Route Air Navigation Facility Charge sebesar US$ 0,55 untuk penerbangan internasional. 4.3 Tarif pendaratan penerbangan pesawat udara Return To Base (RTB) dikenakan tarif sebesar 50 % dari tarif yang berlaku; 4.4 Tarif pendaratan penerbangan pesawat udara divert dikenakan tarif sebesar 50 % dari tarif yang berlaku; 4.5 Tarif pendaratan penerbangan pesawat udara joy flight dikenakan tarif sebesar 50 % dari tarif yang berlaku; 4.6 Tarif pendaratan penerbangan pesawat udara untuk pendidikan awak pesawat udara, test flight dikenakan tarif sebesar 25 % dari tarif berlaku; 4.7 Tarif pendaratan penerbangan pesawat udara untuk penerbangan keagamaan dikenakan tarif sebesar 25 % dari tarif yang berlaku;

4.

Tariff Discounts 4.1 Airport operator shall give a discount of aeronautical service tariffs to airlines or aircraft operators for the opening of new routes or adding routes from and / or to the airport; 4.2 The amount of aeronautical service tariff referred to in clause 4.1 shall be in accordance with the applicable provisions as follows: 4.2.1 25% (twenty-five percent) will be given for Landing and Parking Fees in accordance with the applicable tariffs for domestic and international flights; 4.2.2 25% (twenty-five percent) will be given for Aviobridge fee in accordance with the applicable tariffs for domestic and international flights; 4.2.3 US$ 0,55 (zero point fifty-five dollars of the United States of America) will be given for international Route Air Navigation Facility Charge. 4.3 50% (fity percent) landing fee will be given for Return To Base (RTB) flights in accordance with the applicable tariffs; 4.4 50% (fity percent) landing fee will be given for Divert flights in accordance with the applicable tariffs; 4.5 Joy flight aircraft flight landing shall be subject to 50% (fifty percent) of the applicable tariff; 4.6 25% (twenty-five percent) landing fee will be given for the training of aircrafts cockpit crew, flight test in accordance with the applicable tariffs; 4.7 25% (twenty-five percent) landing fee will be given for religious flight in accordance with the applicable tariffs;

6.

Payment Perusahaan penerbangan atau operator pesawat . udara wajib membayar airport charges terkait pelayanan jasa kebandarudaraan yang digunakan untuk landing, parking, aviobridge, counter, route air navigation facility charges dan tarif fasilitas Bandar Udara lainnya sesuai dengan airport charges yang berlaku di Bandar Udara. Pembayaran airport charges terhadap pemakaian fasilitas jasa kebandarudaran untuk penerbangan tidak berjadwal dilakukan melalui kantor kas bandara sebelum pesawat berangkat atau sesuai dengan kesepakatan tertulis antara operator Bandar Udara dengan perusahaan penerbangan. Dalam hal tidak ada MTOW Certificate, penagihanakan dihitung berdasarkan MTOW pada database Operator Bandar Udara. Pembayaran airport charges sudah termasuk Pajak Pertambahan Nilai (PPN) dan atas Pajak Penghasilan yang timbul, para pihak tunduk pada ketentuan perpajakan yang berlaku. Operator Bandar Udara akan mengeluarkan invoice airport charges kepada operator penerbangan setiap bulan dan harus dibayar paling lambat 14 hari kerja sejak invoice diterima. Keterlambatan pembayaran setelah 14 hari kerja akan dikenakan denda 0,05% dari total tagihan yang dikeluarkan pada tagihan berikutnya.

6.

Payment Airlines or aircraft operators are obligated to pay the airport charges regarding the services used for landing, parking, aviobridge, counter, route air navigation facility charges and other airport facility tariffs in accordance with the applicable airport charges. Payment of airport charges regarding the utilization of airport facilities for unscheduled flights shall be made through the airports treasury office prior to the departure of the aircraft or in accordance with the written agreement between the airport operator and the airlines. In the absence of MTOW Certificate, the tariffs shall be calculated based on the MTOW in the airports operator database. The airport charges includes Value Added Tax (PPN) and Income Tax arising, all parties shall comply with the applicable taxation regulation. The airport operator shall issue airport charge invoice to the fligt operator on a monthly basis which must be paid by no later than 14 (fourteen) working days as of the receipt of the invoice. Late payments after 14 days will incur a fine of 0.05% of total bills issued on the next bill.

7.

Data 7.1 Perusahaan penerbangan atau operator pesawat udara wajib memberikan informasi rencana penerbangan data pesawat, jadwal penerbangandari waktu ke waktu kepada Operator Bandar Udara antara lain sbb: 7.1.1 Flight plan; 7.1.2 Informasi detail armada pesawat termasuk Maximum Take OffWeight (MTOW); 7.1.3 Jadwal penerbangan (dalam UTC) seluruh pesawat dari bandara asal menuju Bandar Udara tujuan dengan lamanya waktu penerbangan;

Data 7.1 Airlines or aircraft operators are obligated to provide flight plan information, aircraft data, flight schedule from time to time to the airport operator, among other things: 7.1.1 7.1.2 The Flight plan; Detailed information of aircrafts including the Maximum Take Off Weight (MTOW); Flight schedule (in UTC) of all aircrafts from the origin airport to the destination airport with the time duration of the flight; Passenger and cargo manifest.

7.2

Payload Data Perusahaan penerbangan atau operator pesawat udara wajib memastikan ground handling yang ditunjuk, memberikan informasi data sesuai permintaan Operator Bandar Udara, antara lain: 7.2.1 Informasi yang terkait dengan pergerakan pesawat atau pesawat yang ditangani oleh ground handling di airport dalam waktu 24 jam pergerakan pesawat masing masing. Informasi yang disampaikan termasuk jumlah penumpang dan penumpang transit (penumpang dewasa, anak-anak dan bayi) dan total berat kargo dan surat dari bandara kebarangkatan dan kedatangan; Rincian Maximum Take Off Weight (MTOW) yang diijinkan instansi yang berwenang dalam hal setiap pesawat yang dimiliki oleh operator penerbangan; Rincian dari emisi NOx mesin pesawat dalam hal setiap pesawat yang dimiliki perusahaan penerbangan atau operator pesawat udara; Nama dan alamat kode post, telepon, faximillie, IATA/ICAO code dan e-mail address perusahaan penerbangan atau operator penerbangan, guna pembayaran penggunaan jasa fasilitas Bandar Udara.

7.2

Payload Data Airlines or aircraft operators are required to ensure their designated ground handling operator, obligated to provide the airport operator with any data required, as follows: 7.2.1 Any information in relation with the aircrafts movement or aircrafts handled by the ground handling operator in the airport within 24 (twenty four) hours. The information shall include total number of passengers, trasit passengers (adult, children and infant), total cargo weight and the letter from the departure and arrival airport; 7.2.2 Details of Maximum Take Off Weight (MTOW) permited by an authorised agency for each aircraft owned by the airlines or aircraft operators; 7.2.3 Details of aircrafts engine NOx emision for each aircraft owned by the airlines or aircraft operators; Name, postal code, telephone number, fax number, IATA/ICAO code and e-mail address of airlines or aircraft operators, these information are required for the billing of using airports facilities and services. Airlines or aircraft operators or a designated ground handling should also provide data to the Airport Operator that details the entire contents of an aircraft carrier by sending complete data on time. Delivery of accurate operational data should be submitted electronically;

8.

Ground Handling 8.1 Self handling yang dilakukan oleh perusahaan penerbangan atau operator pesawat udara di Bandar Udara harus mempunyai ijin operasi yang dikeluarkan oleh instansi yang berwenang dan mendapatkan ijin usaha di Bandar Udara dari Operator Bandar Udara dengan ketentuan:

Ground Handling 8.1 Airlines or aircraft operators who carries out self handling in the Airport must possess the operating permits issued by an authorised agency and acquire a business license in the Airport from the Airport Operator under these conditions:

Memiliki fasilitas dan peralatan GSE (Ground Support Equipment) bersertifikat; Memiliki personil bersertifikat; Memiliki standar prosedur operasi; Memiliki standar prosedur perawatan; Memiliki peralatan GSE (Ground Support Equipment) yang berasuransi.

8.1.1 Certified facilities and GSE (Ground Support Equipment); 8.1.2 Certified personnel; 8.1.3 Possesses a Standard Operating Procedure; 8.1.4 Possesses a Standard Maintenance Procedure. 8.1.5 Posseses an insured GSE (Ground Support Equipment). 8.2 Airlines or Aircraft Operators who carries out self-handling must apply a petition 3 (three) months in advance prior to their operation in the Airport in order to acquire an approval to carry out ground handling activities in the Airport. 8.3 Refusal of a ground handling submission is determined among others by the condition of movement capacity or the use of Ground Support Equipment (GSE) in the airports airside. 9. Miscellaneous Conditions 9.1 Closing of runway/taxiway In a certain condition where a closing of runway/taxiway occur due to an aircrafts technical reason, airport operator will provide support and assistance in terms evacuation process, the process itself should comply with the provisions and procedures in Airport Emergency Plan (AEP); 9.2 Repositioning and operating aircrafts; parking of non-

Perusahaan Penerbangan atau Operator Pesawat Udara yang melakukan self handling harus mengajukan permohonan terlebih dahulu 3 (tiga) bulan sebelum pengoperasian di Bandar Udara untuk mendapatkan persetujuan untuk melakukan kegiatan ground handling di Bandar Udara. Penolakan pengajuan ground handling ditetapkan antara lain berdasarkan kondisi kapasitas pergerakan atau pemakaian Ground Support Equipment (GSE) di sisi udara.

Kondisi Lain-lain 9.1 Penutupan runway/taxiway Dalam hal terjadi insiden penutupan runway atau taxiway yang disebabkan oleh alasan teknis operasional pesawat udara, Operator Bandar Udara memberikan dukungan dan bantuan dalam proses evakuasi sesuai ketentuan dan prosedur dalam dokumen Airport Emergency Plan (AEP); 9.2 Pemindahan dan penempatan pesawat udara yang tidak dioperasikan; 9.2.1 Perusahaan Penerbangan atau Operator Pesawat Udara mengalami kondisi tidak beroperasi maka: 9.2.1.1 Perusahaan penerbangan atau operator pesawat udara wajib memberitahukan pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan kepada Operator Bandar Udara, sebagaimana dimaksud pada 9.2.1;

9.2.1 In a condition where airlines or aircraft operators do not operate: 9.2.1.1 The airlines or aircraft operators must announce the aircrafts which are no longer in operation or no longer operated to the airport operator regarding the condition reffered to in clause 9.2.1;

9.2.1.2 Dalam hal pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan berada di contact stand / parking stand, Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili wajib segera memindahkan atau menempatkan pesawat udara ke lokasi / tempat yang ditentukan Operator Bandar Udara; 9.2.1.3 Apabila Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili tidak melaksanakan pemindahan atau penempatan pesawat udara sebagaimana yang diatur pada 9.2.1.2 maka Operator Bandar Udara berhak memindahkan pesawat udara tersebut dengan biaya menjadi beban Perusahaan Penerbangan atau Operator Pesawat Udara; 9.2.1.4 Operator Bandar Udara berhak menentukan atau mengatur jangka waktu penempatan atau penyimpanan pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan oleh Perusahaan Penerbangan atau Operator Pesawat Udara; 9.2.1.5 Operator Bandar Udara berkoordinasi dengan Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili dalam menyelesaikan segala hal terkait dengan penempatan dan penyimpanan pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan.

9.2.1.2 In a condition where non operating or not being operated aircrafts which are located in the contact stand / parking stand, airlines or aircraft operators or a representative must relocate or move the related aircrafts to the location / place determined by the airport operator;

9.2.1.3 In a condition where airlines or aircraft operators do not to comply with the condition referred to in clause 9.2.1.2, airport operator has the right to move the aircraft where costs will be borne by the related Airlines or Aircraft Operators;

9.2.1.4 Airlines or aircraft operators have the right to determine or regulate the duration for the parking of aircraft which are no longer in operation or not being operated by the airlines or aircraft operators;

9.2.1.5 Airport operator will have a direct coordination with Airlines or Aircraft Operators or a representative regarding all matters related to the placement and storage of non operating or not being operated aircrafts.

9.2.2 Perusahaan Penerbangan Operator Pesawat Udara mengalami pailit maka:

9.2.2 In a condition where airlines or aircraft operators encounter bankruptcy: 9.2.2.1 Airlines or aircraft operators must notify (in writting) the airport operator regarding the condition reffered to in clause 9.2.2;

9.2.2.1 Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili wajib secara tertulis memberitahukan kondisi tersebut kepada Operator Bandar Udara sebagaimana dimaksud pada 9.2.2; 9.2.2.2 Operator Bandar Udara menjadi pihak yang didahulukan dalam menerima semua kewajiban yang harus diselesaikan oleh Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili; 9.2.2.3 Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili wajib memindahkan atau menempatkan pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan ke tempat lain di luar Bandar Udara dengan terlebih dahulu membayar kewajibannya kepada Operator Bandar Udara; 9.2.2.4 Dalam hal pemindahan atau penempatan pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan sebagaimana dimaksud pada 9.2.2.3 ke tempat lain di wilayah Bandar Udara, Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili wajib membuat kesepakatan tentang biaya dan kondisi lainnya dengan pihak Operator Bandar Udara.

9.2.2.2 Airport operator shall be the party to be prioritized in receiving all responsibilities to be settled by the airlines or aircraft operators or their representatives; 9.2.2.3 In a condition where non operating or not being operated aircrafts which are located in the contact stand / parking stand, airlines or aircraft operators or a representative must relocate or move the related aircrafts to the location / place by firstly paying their liabilities to the airport operator; 9.2.2.4 In a condition of relocation or parking of non operating or not being operated aircrafts referred to in clause 9.2.2.3, airlines or aircraft operators or a representative must make an agreement concerning the costs and other conditions with the airport operator.

9.2.3 Dalam hal pesawat udara yang sudah tidak beroperasi atau tidak dioperasikan dimana Perusahaan Penerbangan atau Operator Pesawat Udara atau pihak yang mewakili tidak dapat dihubungi, menelantarkan pesawat udara tersebut selama 3 (tiga) bulan dan Operator Bandar Udara telah menyampaikan pemberitahuan/mengumumkan melalui surat kabar, maka Operator Bandar Udara berhak melakukan pemusnahan (scrapping) dengan biaya yang dibebankan kepada perusahaan penerbangan atau operator pesawat udara. 9.3 Incidents 9.3.1 Benturan antara pesawat udara 9.3.1.1 Operator Bandar Udara tidak bertanggung jawab terhadap insiden antar pesawat udara dengan pesawat udara dan pesawat udara dengan Ground Support Equipment (GSE) yang diakibatkan oleh Perusahaan Penerbangan atau Operator Pesawat Udara atau oleh pihak lain sesuai dengan hasil investigasi yang dilakukan Pemerintah; 9.3.1.2 Dalam hal terjadi insiden sebagaimana dimaksud dalam 9.3.1.1, perusahaan penerbangan atau operator pesawat udara wajib menyelesaikan seluruh dampak sebagai akibat dari insiden tersebut; 9.3.1.3 Perusahaan Penerbangan atau Operator Pesawat Udara bertanggung jawab atas kerusakan fasilitas Bandar Udara yang diakibatkan oleh Perusahaan Penerbangan atau Operator Pesawat Udara sesuai dengan hasil investigasi yang dilakukan Pemerintah; 9.3.1.4 Dalam hal terjadi insiden sebagaimana dimaksud dalam 9.3.1.3, perusahaan penerbangan atau operator pesawat udara wajib menyelesaikan seluruh dampak sebagai akibat dari insiden tersebut.

9.2.3 In a condition where non-operating or not being operated aircrafts in which the airlines or aircraft operators or a representative cannot be contacted and they have let the aircrafts in such a condition for 3 (three) months and the airport operator has make notification / announcement through letter, the airport operator has the right to carry out scrapping by means of costs be imposed to the airlines or aircraft operators.

9.3

Incidents 9.3.1 Aircraft collision 9.3.1.1 Airport operator is not be responsible for the collision between aircrafts and aircrafts to Ground Support Equipment (GSE) which caused by the airlines or aircraft operators or other parties according based on the investigation carried out by the government;

9.3.1.2 Referred to in clause 9.3.1.1, airlines or aircraft operators are obligated to settle all impacts as a result of the incident;

9.3.1.3 Airlines or aircraft operators is responsible for the damage of airport facilities caused by the airlines or aircraft operators based on the result of investigation carried out by the government;

9.3.1.4 Referred to in clause 9.3.1.3, airlines or aircraft operators are obligated to settle all impacts as a result of the incident.

9.3.2 Insiden Pesawat Udara Perusahaan Penerbangan atau Operator Pesawat Udara bertanggung jawab atas Insiden yang dialami penumpang pesawat udara dari terminal ke pesawat udara dan sebaliknya yang diakibatkan oleh Perusahaan Penerbangan atau Operator Pesawat Udara. 10.
