PROCESS PROCEDURE PP-111 ASSET CONDITION REPORT


1. Purpose
The purpose of this procedure is to provide information on asset condition for ARTC management

The scope of this procedure is limited to a general description of the annual reporting of the condition of track, civil , signalling and communications infrastructure

Responsibility
The Engineering Performance Manager is responsible for the compilation and analysis of data for the Asset Condition Report Section Managers are responsible for the supply of data jointly with the Strategic Planners and others.

Asset Condition Report


The Asset Condition Report (ACR) is published quarterly for presentation to the ARTC Board.

The ACR provides a summary of the current physical condition of the ARTC Network based on data extracted from the following sources:
Rail Access Management System (RAMS) for assessment of the performance of

the infrastructure against Key Performance Indicators (KPI), including speed restrictions and train delays;
Infrastructure Management System Asset Condition and Fault Reports (IMS or

other) populated by Alliance Partners responsible for maintenance;

Ultra- sonic Recording Car surveys of Rail Flaws; Corrugation Car surveys of Rail Surface Roughness, conducted to develop the

annual rail grinding program;


Condition Assessment System (CAS) records for signalling assets; and TCR Close Out records.

The ACR examines the Asset Condition of the major corridors owned or leased by ARTC, and compares the condition of the infrastructure at June in the reporting year to that reported one year ago. The ACR describes the condition of assets in the following Asset Categories:
Track and Civil including turnouts and at grade crossings Bridges and Structures including culverts and right of way Signalling and Communications Systems Rolling Stock (mobile plant)

Procedure
The process of development and production of the Asset Condition Report is illustrated in the attached flow chart. The key steps in the process are: 1. 2. 3. 4. 5. 6. Asset Maintainers conduct routine and corrective maintenance activities, including condition surveys. Asset Maintainers submit condition assessment reports and survey data as required. The Strategic Planner extracts the relevant data for interpretation of current physical condition, and projection of likely future condition. The Strategic Planner prepares the summary Asset Condition Report for a designated geographical area. The Management Team reviews, interprets and comments on the asset condition report Management Teams develop project submissions and maintenance plan amendments to rectify serious problems.
