PROVISION OF FLOW ASSURANCE STUDY FOR NAM CON SON 2 GAS PIPELINE PROJECT
We refer to the Scope of Work for Nam Con Son 2 Gas Pipeline Project Feasibility Study - Flow Assurance Study TU-BH Pipeline received via e-mail dated 7 October 2013 [Ref-1], and we are pleased to submit our proposal with an estimated schedule of 12 weeks (refer to Section 6) for the complete study, with interim results issued to PVE for review / comments every 3 weeks. It is estimated that the steady-state hydraulic analysis can be completed within 4 weeks if PVE needs to finalize the pipe size on an urgent basis. The rest of the studies such as wax deposition, slugging, pigging and transient analysis can be undertaken after completion of the steady-state hydraulic analysis since these studies are more relevant to operations.

General

INTECSEA is pleased to offer our services to PetroVietnam Engineering Consultancy (PV Engineering or PVE) in relation to the flow assurance scope for the Nam Con Son 2 Gas Pipeline Project. INTECSEA has the key personnel who have extensive and in-depth experience in the above services.

2.0

Scope

The Nam Con Son 2 Pipeline System consists of the following items: a) An offshore pipeline, approximately 325.5 km, starts from the Hai Thach wellhead platform, passes the Central Processing Platform of Thien Ung field, passes BT7 Platform of Bach Ho Field and then runs to a landfall station in Long Hai. The pipeline then continues approximately 8.1 km from Long Hai Landfall Point to GPP2 at Dinh Co. b) A GPP2 at Dinh Co

c) An onshore pipeline, approximately 29.6 km length and 30 diameter, starts from Dinh Co GPP2 to Phu My GDC. The onshore pipeline includes: Line block valve : next to LBV Phuoc Hoa Station; Phu My GDC: to be equipped with pig receiver, metering system and future tie-ins.

d) Two liquid product pipelines connecting Dinh Co GPP2 outlet to Thi Vai terminal.

Based on Ref-1, the scope of the Flow Assurance Study that will be executed for Nam Con Son 2 Gas Pipeline Project is as follows: i. Steady-State Hydraulic Analysis for NCS2 Pipeline 1) Perform steady-state hydraulic analysis for the given gas forecast to determine required inlet pressure, verify pipeline sizes and the total steady-state holdup in the pipeline for the following cases. Case SS-1/ 2/ 3/ 4 (2015/ 2018 (Min)/ 2018 (Max)/ 2023, DH & TU operating) Case SS-5/ 6/ 7/ 8 (2015/ 2016/ 2018/ 2024, TU operating) Case SS-9 (2015, DH operating) Case SS-10/ 11 (2020 (Min)/ 2020 (Max)/ 2023, DH, TU & DN operating)

ii. Wax Deposition Study for Thien Ung 1) Perform wax deposition analysis for the pipeline when Thien Ung is operating only to determine for the following cases the rate of wax deposition and recommend pigging frequency required for wax removal before it becomes detrimental to the pipeline performance. iii. Slugging Analysis 1) Perform slugging simulations for the gas pipeline using OLGA to determine slug length, surge volume, peak slug volume inlet slug catcher at BK-4A and total number of slugs in pipelines for Year 2015/ 2018/ 2023 (DH & TU Operating) Year 2015/ 2016/ 2024 (TU Operating)

iv. Pigging Analysis 1) Perform pigging simulations for the gas pipeline from Tie-in BH to Bk 4A using OLGA to establish the size of the slug received at CPP2 and recommend a suitable slug catcher size and pigging frequency, based on an existing drain rate in CPP2 of 360 m3/h for

2) Determine during normal operation (without pigging), the liquid holdup in pipeline over a long shutdown period. v. Transient Simulations 1) Perform transient hydraulic simulations for the gas pipeline using OLGA for the following scenarios Start-up from initial condition, after pre-commissioning is completed and pipeline is packed with nitrogen at pressure from 1.2 to 1.5 barg to determine the likelihood of hydrate/ wax formation and time required for start-up to complete. 2) Based on the results from the steady-state analysis, for the case with maximum liquid holdup in the pipeline, perform Production ramp-up from 50% of maximum flow rate to maximum flow rate to establish ramp up schedule to limit liquid arrival rate to below drain rate of slug catcher at CPP2 Shutdown followed by re-start to determine liquid arrival rates and resulting surge volumes. Pipeline Depressurization from CPP2 For more details on the scope of work, please refer to CTRs as shown in Appendix 1.

Study Phasing

The study shall be conducted in five phases as follows: Phase 1 will comprise of the Steady-State Hydraulic Analysis Phase 2 will encompass the wax deposition simulations Phase 3 will be comprised of the slugging simulations Phase 4 consists of the pigging simulations Phase 5 will be the remaining transient simulations

4.0

Software used

The Flow Assurance Study shall be performed using OLGA from SPT Group which shall include the Base Module and Wax Module. PVTSim from Calsep AS shall be used to generate the fluid PVT tables required for OLGA simulations.

5.0

Flow Assurance Fee

Our lump sum fee is USD 98,964 (United States Dollars Ninety-Eight Thousand Nine-Hundred Sixty-Four Only) for the entire Flow Assurance study.

6.0

Schedule

It is envisaged that the Flow Assurance Study will require the following duration to complete upon receipt of Letter of Award to proceed. Phase 1: 4 weeks Phase 2: 2 weeks Phase 3: 2 weeks Phase 4: 4 weeks Phase 5: 4 weeks These phases shall be executed in series (and not in parallel). Overall duration for the entire FA Study is 12 weeks. Interim results with computer output will be issued to PVE for timely review and comments at the end of Week 3, Week 6, Week 8 and Week 10. Final report will be issued at the end of Week 12. It should be noted that one (1) week client (PVE) review cycle for the Final report is included in the schedule. INTECSEA shall be entitled to a Variation Order (V.O.) to account for additional cost incurred resulting from project extension for scope change. This V.O. shall be mutually agreed between INTECSEA and PV Engineering, prior to commencement of such additional work.

Deliverables

The deliverable of the Flow Assurance Study will be one Final Overall Hydraulic Analysis Report. It should be noted that two (2) document issue cycles, "Draft Report" and Final Report or equivalent descriptions are included in the schedule.

9.0

Validity

The validity of the proposal is 30 days from the date of this proposal.

Kavitha Raghavendra manages the Flow Assurance team of INTECSEA operations in Singapore. As the discipline manager, responsibilities include delivering the engineering functions of various ongoing projects within budget and schedule, managing the team of engineers, resources planning, recruitment and interfacing with various entities within the Company. She has more than twenty (20) years of industry work experience in Technical Engineering Management, Flow Assurance, Process Design and Engineering for offshore & onshore Oil & Gas industry, Pharmaceutical, Chemical, Petrochemical, and Fertilizer plants. Muzhil Field Development RE-FEED Project Lead Flow Assurance Engineer Flow Assurance Study to perform pipeline hydraulic studies based on steady state and transient simulations for the multiphase pipeline from the platform to the SUCO facilities. Transient analyses using OLGA investigated various operational scenarios such as Ramp-up, shut-in and pigging. Queensland Curtis LNG Project Transient Analysis of Gas Gathering Network and Flowlines from FCS to CPP Lead Flow Assurance Engineer The project scope includes transient analysis for a gas gathering network consisting of a number of gas blocks (each containing upto about 130 wells) which will flow coal seam gas from the wells to a Field Compressor station and finally to an LNG Plant. The wells must be dewatered throughout field life to maintain gas production. Transient analysis is performed to test the ability of the gas gathering network to perform during system transients such as turndown and subsequent ramp-up. From these transient analyses, anamolies in behaviour are identified, liquid surge capacity tested and a suitable compressor ramp-up rate was determined to prevent the existing slug catching capacity from being exceeded. The project scope also included the transient analyses of 19 medium to high pressure steel gas trunklines ranging from DN300 to DN600 in diameter and up to 48 km in length as part of the QCLNG Project. Extensive OLGA multi-phase simulations were performed to establish the flow parameters for the best and worst case flowlines to enable pipeline sizing guidelines as well as potential for liquid pooling and slugging to be established. In addition, OLGA was used to investigate the option of controlling liquid build up in the trunklines by designing in sufficient fluid velocities for gas sweeping to be an effective method of controlling the build-up of the liquids. Performed transient analysis for single and network flowlines from Flow Compression System (FCS) to Central Processing Platform (CPP). Study included acceptance testing on simplification of bathymetry, pigging, ramp-up, turndown, start-up and surge analysis. OLGA simulation software was used for this project. PTTEP Pipeline Transient Analysis, Thailand Lead Flow Assurance Engineer Review and approval of the transient study for a condensate export system in the Bongkot Development Field using OLGA to simulate the backfilling process of the BS-PLEM pipeline using liquid condensate from existing platform and also closure of PLEM valves to examine the possibility of resultant surge pressures due to valve closures. Key challenges included benchmarking the simulation results to real-time data from the existing pipeline system.

The whole length of the pipeline is 950.5km. Crude oil in the pipeline comes from the East Russian West Siberia-the Pacific crude oil pipeline. HAZOP study was successfully conducted in dual languages (Mandarin and English). Deviations from normal operating conditions that may cause hazards or operability problems were identified. Recommendations were made where safeguards were deemed to be inadequate. All HAZOP findings were presented in a final report in duo languages. Key pipeline permafrost design issues were reviewed.

QCLNG Upstream Project Support to Brisbane Office Queensland Curtis LNG (QCLNG) is a priority project of QGC, a BG Group business, to develop Queensland coal seam gas for Australian and international markets. Key elements of the proposed project involve an expansion of QGCs exploration and gas production operations in the Surat Basin, in southern Queensland, a 380 km underground pipeline to Gladstone on the central Queensland coast and a liquefaction plant on Curtis Island, near Gladstone, with initial production capacity of 8 million tonnes of LNG a year. The gas and water gathering systems are required to transport gas from the wellheads to the field compression stations (FCS) and water separated at the wellheads to collection ponds. A high quantity of water (up to a maximum of 2,000 bbl/day per well) is drawn from the wells during their early life which subsides as the well matures. Due to the progressive nature of field development, operating wells will deplete and new wells will be delivered. Responsible for the following activities: For the high pressure multiphase pipeline from SKWJ-01 to CPCB-7, a study is carried out to Determine the likelihood of slugging and/ or riser-based slugging at CPCB-7 and corresponding severity based on selected pipeline routing. Perform slugging analysis for proposed pipeline (designed with additional pipeline supports, intended to remove any dips in the pipeline within 200 m of the CPCB-7 riser.) to establish if severity of slugging may be reduced. Propose alternative mitigation measures, such as riser based gas-lift slugging mitigation system, if pipeline modification does not eliminate slugging problems.

CLP - CAPCO Gas Supply Project - FEED Castle Peak Castle Peak Power Company Limited (CAPCO) is implementing a gas supply project to increase the fuel supply for its Hong Kong power stations. One of the supply options is to transport the gas received from the 2nd West East Pipeline GD Station through a 60 km onshore pipeline. This gas will combine with LNG from Dachan Island Terminal, and the combined gas will be transported from the LNG Terminal to Hong Kong Gas Receiving Station (GRS) at Black Point (BP) through a 20 km subsea pipeline. Perform dynamic simulations using TGNET for the various ramp-up scenarios to establish the effect on the BPPS power station. Upset scenarios are also modelled to determine survival times in the event of these identified upsets. Depressurization is performed for blowdown at new GRS as well as concurrent blowdown at both new GRS and Dachan Island. Dynamic modelling for the proposed GRS at an alternative location is also performed to investigate the transient effects. West Delta Deep Marine Phase V (with INTECSEA UK) The combined WDDM Burullus field production is 2000-2300 MMSCFD of which 900 MMSCFD of combined Scarab, Saffron, Simian and Sienna gas can be processed and exported to the Domestic Grid. The difference in flow of 1100-1400 MMSCFD (including up to 700 MMSCFD of rich Sapphire gas) is fed to ELNG. At present, well fluids from respective fields free flow to the onshore facilities arriving at an average of 83 barg at the IDKU plant inlet slug catcher facilities. These arrival conditions enable both treated gas to be exported to the domestic grid at the required supply pressure of 70 barg max 60 barg min and untreated gas to be exported to ELNG to achieve an arrival pressure of 54 barg. For the scope of this study, the block valve on the cross-over line between the Sapphire TIM and the PLEM is assumed closed. Responsible for the following activities: Perform steady-state simulations using PIPESIM to establish the operating envelope for the Export pipeline to shore (24 Export Pipeline & 36 Export Pipeline) and the pipelines from manifold to PLEM (26 Simian, 20 Scarab/ Simian, 26 Sapphire) based on limiting criteria such as maximum erosional velocity and minimum arrival temperature. Perform shut-down simulations using OLGA for single and two compressors tripping as well as single and two Export trains tripping scenarios. Hong Kong LNG Project Front End Engineering (Confidential) The scope of the project involves the front end engineering design for a new Gas Receiving Station (GRS) and an offshore pipeline. The pipeline will transport regasified LNG from the terminal to the new receiving station in Black Point Power Station. The LNG terminal is located at South Soko Island, to the South of Lantau Island. There will be a heating station and pressure reduction station on the GRS to deliver the gas to downstream users at the required pressure and temperature. Responsible for the following activities: Perform steady-state simulations using PIPESIM to verify the offshore pipeline size selected is adequate for current and future phase capacities and sensitivity analysis for the pipeline at the various operating scenarios. For the GRS design, the HYSYS models were developed for the various operating scenarios to establish the heat and material balance and also to determine the heat duty requirement. Process Flow Diagrams and the Piping & Instrumentation Diagrams were also developed for the entire GRS system. Spur Pipeline Feasibility & Cost Estimate Study and FEED Study Scope of project includes studying the the feasibility of transporting gas from Indonesia to Singapore. Gas capacity is 150 MMSCFD of gas, with provisions to be increased to 500 MMSCFD in the later production years. Subsequently, front end engineering for the spur pipeline was also carried out. The combined target production (nameplate capacity) of TCPP and TPP is 450 MMSCFD. Scope of work includes: Review and endorsement of the flow assurance work carried out during the FEED stage, including the steady-state analysis, and the transient analysis report as well as the NACE Requirement Technical Note. Hindustan Oil Exploration Company Ltd, PY1 Field Development, India The scope of the project involves a proposed 14-inch pipeline, starting with a riser at the PY-1-A platform (approximately 70m of water depth) and ends at the onshore PPN power plant jetty. ARTICLE I - SERVICES
1.1 WorleyParsons shall perform the Services to the standard of care described in Article III and in accordance with the specifications expressly stated in the Scope of Services. 1.2 Customer shall: (i) designate a Customer representative to act with authority on Customer's behalf with respect to all aspects of this Agreement; and (ii) provide or arrange for all information and specialist consultants and contractors necessary for the Services. 6.1 Any drawings, reports, documentation or other written materials (hereinafter collectively "documents") prepared by or issued to Customer by WorleyParsons hereunder shall be subject to any limitations or assumptions identified in the documents. Such documents shall be for Customer's use only in connection with the project for which such documents were prepared and Customer assumes full responsibility for use of such documents for any other purpose. Other than the responsibility undertaken by WorleyParsons pursuant to Article III, WorleyParsons assumes no liability with respect to the use of, or damages resulting from the use of, any information, method, or process disclosed in any document issued by WorleyParsons hereunder. WorleyParsons retains the right to use such documents for its own purposes provided, however, that WorleyParsons shall not use or disclose any confidential or proprietary information of Customer without Customers prior consent.

ARTICLE II - INVOICES AND PAYMENT


2.1 WorleyParsons shall invoice Customer for the Services performed in accordance with the provisions of this Contract. Invoices shall list as a separate line item any Goods and Services Tax or similar tax payable by Customer. 2.2 Upon receipt of invoices, and subject to the further terms of this Contract, Customer shall pay WorleyParsons in accordance with the provisions of this Contract.

ARTICLE VII - MISCELLANEOUS PROVISIONS


7.1 WorleyParsons shall not subcontract the Services or assign this Contract to any other party without the prior written consent of Customer which consent shall not be unreasonably withheld. 7.2 WorleyParsons relationship to Customer is that of an independent contractor and WorleyParsons shall not be construed as an agent, employee or servant of Customer. 7.3 This Contract shall be governed by the laws as stated in this Contract and any disputes shall be negotiated, mediated and if necessary arbitrated as per the Contract. 7.4 This Contract, including the terms on the signature page and the Commercial Terms and Scope of Services, attached, constitutes the entire agreement between the parties hereto with respect to performance of the Services. No verbal representations made on behalf of Customer or WorleyParsons shall have any legal effect unless included in writing in this Contract. No rights and remedies, other than the rights and remedies described in this Contract, are available to the parties hereto. 7.5 Customer agrees exclusively to use WorleyParsons, and WorleyParsons agrees to work exclusively with Customer for the purpose of performing the Services, but nothing in this Contract shall bind either party from independently pursuing other business with other firms. 7.6 Every request, notice, statement, payment, bill or other communication provided for in this Contract shall be in writing directed to the party to whom given, and other than by personal service or by fax, shall be deemed received by the other party two (2) business days after being sent by registered mail to its address provided on the face of this Contract. 7.7 Every provision of this Contract is intended to be severable. If any term or provision hereof is illegal, invalid or unenforceable for any reasons whatsoever, such illegality, invalidity or unenforceability shall not affect the legality, validity or enforceability of the remainder of the Contract. 7.8 Neither party shall be liable for any unforeseeable event beyond its reasonable control not caused by the fault or negligence of such party (or its agents, employees and subcontractors), and which causes such party to be unable to perform its obligations hereunder and which it has been unable to overcome by the exercise of reasonable due diligence, including, but not limited to, strikes, disturbances, riots, fire, severe weather, governmental action or inaction, acts of war, acts of terrorism or sabotage, acts of God, or any other causes similar or dissimilar to the foregoing. In the event of the occurrence of such a force majeure event, the party unable to perform shall promptly notify the other party in a writing which describes the circumstances. It shall suspend performance only for such period of time as is necessary as a result of the event and shall use its best efforts to resume performance as quickly as possible thereafter. The obligation to make payment when due shall not, however, be excused by a force majeure event.

ARTICLE III - WARRANTIES


3.1 WorleyParsons warrants that the Services shall be performed with the care, skill and diligence reasonably to be expected of firms similar to WorleyParsons of ordinary competence measured by professional standards prevailing at the time the Services are performed. 3.2 WorleyParsons warrants that it shall re-perform, at no cost to Customer, such defective or deficient Services which have been caused directly as a result of WorleyParsons breach of its standard of care, provided that written notice of such defect or deficiency has been provided by Customer to WorleyParsons during the performance of the Services. Re-performance of such Services shall be WorleyParsons only liability in connection with any failure to perform the Services properly or at all, and WorleyParsons shall have no other liability to Customer whatsoever under contract, at law or otherwise. 3.3 Notwithstanding any other provisions in this Contract, the review by WorleyParsons of any information, design or data provided directly or indirectly by the Customer under the Contract, neither makes nor offers any warranty or guarantee with respect to the accuracy of such information, design or data. WorleyParsons shall not be liable to the Customer as a result of the said review by WorleyParsons, and the Customer hereby forever releases WorleyParsons, and its officers, principals, employees and agents from any liability whatsoever for losses or damages sustained by WorleyParsons as a result of the said review. 3.4 Articles 3.1 and 3.2 constitute the sole warranty of WorleyParsons to Customer.

ARTICLE IV - TERMINATION
4.1 If either party has materially breached this Contract and persists in refusing to take timely steps to remedy the breach in response to written notification by party not in breach, the non defaulting party may terminate this Contract upon seven (7) working days written notice to the defaulting party. If the Contract is terminated, WorleyParsons shall be paid for the portion of the Services properly completed up to the date of termination except if the Contract is terminated due to WorleyParsons default.

ARTICLE V LIABILITY
5.1 Neither party shall be liable to the other for any indirect, special or consequential damages, loss of revenue or profit, lost or increased overheads, increased operating costs or business interruptions or any other similar losses, however caused. 5.2 WorleyParsons shall not be liable for damages arising from or related to delay, or any failure to meet any schedule or milestone date. 5.3 Without derogating from the limitations of its liability contained in Article III or this Article, WorleyParsons maximum aggregate liability arising from the performance or non-performance of the Services under the Contract, at law or otherwise, shall be limited to the compensation paid under the Contract.
