The snowy weather on Tues-
day. Dec. 10 provided pictur-
esque views of the Pinelands

A snowy day in the Pinelands
Contract
talks
remain at
standstill

Contract negotiations between
the Shamong Board of Education
and Shamong Township Educa-
tion Association remain at an im-
passe as both sides await a deci-
sion from a fact finder.
Though negotiations have not
progressed, that did not stop the
attorney for the board, Frank
Cavallo, from releasing a state-
ment addressing several of the
points raised by the STEA
throughout the talks.
The Board of Education needs
to be mindful of all of its con-
stituents, students, residents and
employees. The settlement with
the STEA needs to be fair and af-
fordable so that the school district
maintains the qualities that make
it a great place. A lot of misinfor-
mation has been provided by the
STEA, Cavallo said. Each re-
cent settlement mentioned by the
STEA has more to it than just
dollars. The Mansfield Board of

The Burlington County Sher-
iff s Department will be cracking
down on drunk drivers as part of
the annual holiday season Drive
Sober or Get Pulled Over
statewide campaign. Running
through Jan. 2, local and state law
enforcement officials will con-
duct saturation patrols and sobri-
ety checkpoints looking for mo-
torists who may be driving while
intoxicated.
A concentrated national effort,
the campaign helps to raise
awareness about the dangers of
drinking and driving through
high-visibility enforcement and
public education tools.
As part of this program, our
department received a $4,400
grant, which will allow us to pro-
vide 88 hours of enforcement
throughout the county," Sheriff
Jean Stanfield said. This effort
will bring attention to the serious
consequences of drunk driving
and the grave danger those who
choose to drink and drive pose to
all who share the road with
them.
Last year in New Jersey, 19 per-
cent of all motor vehicle fatalities
were alcohol-related. Nationally,
during the combined months of
December in 2007-2011, there were
4,169 people killed in drunk driv-
ing crashes.
Stanfield offered the following
advice to help residents avoid the
dangers of drunk driving:
Take mass transit, a taxicab,
or ask a sober friend to drive you
home.
Spend the night where the ac-
tivity is held.
If you see an impaired driver
on the road, contact law enforce-
ment. Your actions may save
someones life, and inaction could
cost a life.
Always buckle-up, every ride.
Its your best defense against an
impaired driver.
If you are intoxicated and
traveling on foot, the safest way to
get home is to take a cab or have a
sober friend or family member
drive or escort you to your
doorstep.
Be responsible. If someone
you know is drinking, do not
let that person get behind the
wheel.

County seeks items
for toy collection
Burlington County Sheriff
Jean Stanfield announced that
her departments annual Toy
Drive is officially underway,
and that residents and businesses
can donate toys for children of
families in need at numerous
drop-offs located throughout the
County.
Stanfield said that the collec-
tion would continue until Dec. 20,
when sheriff s officers will gather
up the bins, and return them to
the County Complex. Toys will
then be safety checked by the
Burlington County Department
of Consumer Affairs. Human
service agencies will work
with the sheriff to distribute the
toys.
Every year, our residents
provide a wonderful response to
the toy drive, Stanfield
said. The holiday season brings
out the best in people of
our county, and it enables us all to
put a smile on the face of a child
who might otherwise go with-
out.
Last year, the department
collected approximately 1,100
toys; the sheriff said she is
optimistic that the drive will ex-
ceed that number this holiday
season.
Drop-off locations include mu-
nicipal buildings and police de-
partments, county government
buildings, and private businesses.

and an additional half-day of pro-
fessional development. The
Northern Burlington Board re-
ceived 32 additional minutes of
instructional time and 18 minutes
added to the end of the school day.
The Pemberton Board of Educa-
tion switched to the (School Em-
ployees Health Benefits Pro-
gram) SEHBP resulting in mil-
lions of dollars in savings to the
board.
Cavallo went on to say STEA is
not negotiating in good faith.
The actions of the STEA have
not been in good faith. The Board
of Education has negotiated in
good faith and has offered a fair
settlement. In my opinion, the ac-
tions of the STEA constitute an
unfair labor practice. We are
withholding the filing of the un-
fair labor practice charge so as
not to expend any more public
money, Cavallo said.
The STEA was much more con-
cise in its remarks.
Weve met with the fact finder,
and were awaiting a decision,
negotiations chair for the STEA,
Laura Hoffman, said. We have
not received a specific timetable
from the fact finder on when a de-
cision will be reached.
The board and STEA have been
negotiating toward a new con-
tract since December of last year.
Both sides are seeking a three
year deal but agree salary re-
quirements have been the biggest
obstacle. Until a new contract is
reached, the terms of the old con-
tract in regard to salary and raise
structure will remain.
Fact-finding is a mechanism
for helping parties settle their
contract negotiations by having
the parties submit their disputes
to a fact-finding panel. The fact-
finding panel consists of a neu-
tral chair, an employer represen-
tative and an employee represen-
tative. The panel evaluates the ar-
guments and evidence and makes
a recommendation regarding
each issue in dispute. After the
close of the hearing, the fact-find-
ing panel will issue a report con-
taining its findings and recom-
mendations on all of the issues
presented. The recommendation
is non-binding, so neither party is
forced to take action after the fact-
finding session.
Until a decision is reached the
two sides expressed optimism for
when the negotiations will not be
at forefront of every board meet-
ing.
Were hopeful a decision will
be reached shortly, Hoffman
said.

The state Department of Education ap-
proved the Lenape Regional High School
District's Teaching Practice Evaluation In-
strument "as part of the state's plan to im-
plement annual professional performance
reviews of classroom teachers," according
to a recent release.
Schools were required to begin imple-
mentation of AchieveNJ by the 2013-14
school year.
According to the DOE, previous evalua-
tions were often subjective and infrequent,
and better teaching and learning did not
result. The state had been working on the
new evaluation system since 2011. It was
launched statewide in the fall.
According to the release, LRHSD Super-
intendent of Schools Carol L. Birnbohm
and a team of educators representing all
of the district's schools completed the
DOE's rigorous Request for Qualification
for the evaluation instrument application.
In addition to teacher evaluations,
tenure procedures have been changed.
According to the DOE, educators are eli-
gible to earn tenure after four years, one
year longer than it took under the previ-
ous law. In addition, for teachers, princi-
pals, assistant principals and vice princi-
pals, TEACHNJ links the earning and
keeping of tenure to the results of the em-
ployees annual combined evaluation.
We were gratified to be notified that
Lenape's evaluation tool was placed on the
state's list of Approved Teaching Practice
Evaluation Instruments, which reinforces
our commitment to our 'home grown'
model," Birnbohm said in the release.
Additional schools in the area have
made the change, including Cherry Hill
and Moorestown.
The change will be positive financially
for the district. LRHSD will stand to see
$70,000 in cost savings per year by imple-
menting its own evaluation instead of con-
tracting with a third party, officials said.
LRHSD has been implementing the Re-
search for Better Teaching Inc. model for
the past 16 years as the professional devel-
opment model.
RBT has been used to aid and develop
educators, promote collegiality, develop
leadership skills for strong school and dis-
trict culture and build in-house profes-
sional development in all LRHSD schools
to ensure skillful teaching, according to
the release.
The release also states that when the
DOE in 2012 announced its plans to re-
quire school districts to implement state-
mandated evaluation instruments, the dis-
trict organized the District Evaluation Ad-
visory Committee to analyze its RBT-
based teacher evaluation instrument to

s the holiday season begins to
wind to a close, we want to
take this opportunity to thank
everyone who stepped up to help those
in need. This time of year usually
brings out the best in people. Judging
from the number of announcements
we received from our readers regard-
ing donation drives, it looks like this
year was no exception.
Last year, Hurricane Sandy created
an immediate need in many communi-
ties. This year, some of those commu-
nities were still in need of help. Food
banks were running low after sending
supplies to those communities hit hard
by the storm.
The same with those who help with
clothing, and even toys.
Over the past few weeks, we have
had the pleasure of publishing stories
about efforts to lend a hand. Like al-
ways, there were the usual Toys for Tot
drives and more. We dont keep a for-
mal count of the number of holiday
fundraising event stories we publish
from year to year, but it certainly
seemed that, in 2013, there were many.
So, we thank those individuals and
groups who organized these efforts.
And, on behalf of them, we also thank
everyone who picked up an extra can
of non-perishable food, an additional
bag of dog food, one more toy and
more. To all of those who reached a lit-
tle deeper into their wallets this year to
help out, your generosity truly made a
difference.
We wish everyone a happy holiday
season and hope for a wonderful 2013.

broadened, and given them an op-
portunity for independence with-
in close proximity to their class-
es.
BCCs new off-campus housing
service can connect local land-
lords and BCC students looking
for rental units, making it the
first community college in New
Jersey to partner with
Places4Students.com.
Local landlords can post
listings online now. This service
will provide a list of rentals
available in Burlington County
that are convenient for BCC stu-
dents.
All student services are free for
students; including listing search-
es, student sublet postings and
roommate profiles. Landlords

Although Burlington County

work that defines the Lenape Dis-
trict and reinforces our focus on
professional excellence and the
success and well-being of every
student," Birnbohm said in the

LRHSD Director of Curricu-
lum and Instruction Heather Xe-
nakis, who chaired the DEAC and
coordinated the RFQ application
process, is unequivocally dedicat-
ed to the district's continued suc-
cess using the RBT pedagogical
model, which reinforces a com-
mon language between teachers
and administrators, which is crit-
ical to improve instruction, offi-
cials said.
Having high expectations for
professional growth is the back-
bone for success in the class-
room, Birnbohm said.
"We realize many benefits
using our own model," Xenakis
said. "Teachers have a comfort
level with RBT terminology and
ideology because it has been part
of our professional development
for 16 years. District teachers
serve as RBT in-district trainers
and lead all professional develop-
ment coursework. And last, but
not least, the district realizes
huge savings each year.
