(a) Firrdings. The Board of Supervisors finds that gunshot fatafitiesand injuriesare of
,: eprTemicproporticns in AlameclaCounty. Ouriog the first 6ve years of the 199O's879
i ) homicides were committed using ftrearms,and an additionat 1,647victimswere
hospitalizedwith gunshot injuries. Firearrnsare the leading cause of death among
young peopfebeüseenthe ages of l5 and 24 in Alameda County. BetweenJuly 1, 1996
and June 30. 1997. 136 juveníles were arrested in Oakland for gun-relatedoffenses- On
July 4. 1998 a shooting incident on the Alameda Çounty Fairgraundsresultedín sever¿l
gunshot woqnds. other ínjuries and panic among fair goers. Prohibitingtfte possession
of ftrearrnson Courtty property wÍtl promote the public health and safeÇ by contributingto
the reductbn of gunshot futalities and injuriesin the County-
(b) Misdemeanor. Every person who brings onto or possesses on Coung propertya
ftrearm,loaded or unloaded, or ammunitionfor a firearmis guilg of a misdemeânor-
{c} County Property. As used in this section. the term Courtty propertymeans real
property. including any buildings thereon.evfied or leased by the Countyof Alameda
(hereinafter"County'). and in the Countt's possession,or in the possessionof a public
or private entity under contract with the County to perforrn a public purpose.includingbut
not limited to real p€perty owned or leased by the Çounty in the uníncorporatedand
incoçoeated portions of the County. euch as the County parf( ¡n Sunol and the Alameda
County Fairgroundsin fhe Çity of Fleasanton,but does not indude any local publiö
buitding'as defined in Penal Code Section 171b(c),where fie Stateregulates
Fossessionof firearms pursuant to Penal Code ection 171b.
(d) FÍrearm. 'Fìrearm" is any gun, pistol. revolver.rifle or any device. designedor modifted
to be qsed as a weapon, from wh¡cf¡is expeltedthrough a banela projectÍleby the force
of an explosion or other form of combustion. "Firearm- doe$ not ìncludeimitatiort
