Subject : The additional requirements for ships with natural gas-fuelled engine installations

1. General 1.1 Application 1) This requirements are to apply to ships classed or intended to be classed with the Society and in which natural gas-fuelled engine installations are installed, other than ships carrying natural gas in bulk. 2) This requirements are to apply in addition to other requirements in Rules for the classification of steel ships. 3) The engines may be either single fuel engines(gas) or dual fuel engines(gas and oil), and gas may be stored in gaseous or liquid state. 1.2 Class notations Ships satisfying the requirements of the circular may be given a notation "Gas Fuelled Engine(Dual Fuel, Gas Only)". 1.3 Plans and Documents Where natural gas-fuelled engine installations are installed in ships, following plans and documents in triplicate are to be submitted to the Society for approval before the work is commenced. And, the Society, where considered necessary, may require further plans and documents other than those specified below. 1) Plans and data for approval (1) Arrangement plans showing location of: (A) Machinery spaces, accommodation, service and control station spaces (B) Gas tanks and gas containment systems (C) Gas pump and compressor rooms (D) Gas piping with shore connections (E) Tank hatches, ventilation pipes and any other openings to the gas tanks (F) Ventilating pipes, doors and openings to gas pump rooms, compressor rooms and other hazardous areas (G) Entrances, air inlets and openings to accommodation, service and control station spaces (H) Hazardous areas of zone 0, 1 and 2 (2) Following plans and data of the gas fuel containment system: (A) Drawing of gas tanks including information on non-destructive testing of welds and strength and tightness testing of tanks (B) Drawings of support and staying of gas tanks (C) Specification of materials in gas tanks and gas piping systems (D) Specifications of welding procedures for gas tanks (E) Specification of stress relieving procedures for independent tanks type C (thermal or mechanical)

(F) Specification of design loads and structural analysis of gas tanks (G) A complete stress analysis for gas tanks (H) Specification of cooling-down procedure for gas tanks (I) Arrangement and specifications of second barriers (J) Drawings and specifications of tank insulation (K) Drawing of marking plate for gas tanks (3) Following plans and data of piping systems: (A) Drawings and specifications of gas piping including ventilation lines of safety relief valves or similar piping (B) Drawings and specifications of offsets, loops, bends and mechanical expansion joints, such as bellows, slip joints(only inside tank) or similar means in the gas piping (C) Drawings and specifications of flanges, valves and other fittings in the gas piping system. For valves intended for piping systems with a design temperature below - 55C, documentation for leak test and functional test at design temperature (type test) is required (D) Complete stress analysis of piping system when design temperature is below - 110C (E) Documentation of type tests for expansion components in the gas piping system (F) Specification of materials, welding, post-weld heat treatment and non-destructive testing of gas piping (G) Specification of pressure tests (structural and tightness tests) of gas piping (H) Program for functional tests of all piping systems including valves, fittings and associated equipment for handling gas (liquid or vapour) (I) Drawings and specifications of insulation for low temperature piping where such insulation is installed (J) Specification of electrical bonding of piping (K) Specification of means for removal of liquid contents from bunkering pipes prior to disconnecting the shore connection (L) Cooling or heating water system in connection with gas fuel system, if fitted. (4) Following plans and particulars for the safety relief valves (A) Drawings and specifications for safety relief valves and pressure/vacuum relief valves and associated ventilation piping (B) Calculation of required gas tank relief valve capacity, including back pressure (C) Specification of procedures for changing of set pressures of cargo tank safety relief valves if such arrangements are contemplated (D) Calculations for safety valves ventilation mast: location, height, details (5) Following plans and data for equipment and systems regarding fire protection : (A) Arrangement and specification of water spray system, including pipes, valves, nozzles and fittings (B) Arrangement of ventilation duct required for gas pipes lead through enclosed spaces (C) Arrangement of ventilation duct for storage tank fitted below deck, if applicable (D) Arrangement of fire detection system for storage tank and ventilation trunk (E) Arrangement of fire insulation for storage tank and pipes, ventilation trunks for storage tank room (F) Arrangement and specification of dry chemical powder installation.

(6) Following plans and data for electrical installations : (A) Drawing(s) showing location of all electrical equipment in hazardous areas and data for verification of the compatibility between the barrier and the field component (B) Single line diagram for intrinsically safe circuits (C) List of explosion protected equipment with reference to drawings together with certificates (7) Following control and monitoring systems : (A) Gas detection system (B) Gas tank monitoring system (C) Gas compressors control and monitoring system (D) Gas engines control and monitoring system. (8) A test program for the safety functions of the gas installation (may be included in programme for sea trials or on-board test) 2) Plans and data for reference

(1) Plans and data of the following equipment and systems (A) Drawings showing location and construction of air locks with alarm equipment, if fitted (B) Drawings of gastight bulkhead penetrations, if fitted (C) Arrangements and specifications of mechanical ventilation systems in spaces covering gas fuel system, giving capacity and location of fans and their motors. Drawings and material specifications of rotating parts and casings for fans and portable ventilators (D) Drawings and specifications of protection of hull steel beneath liquid piping where liquid leakage may be anticipated, such as at shore connections and at pump seals (E) Arrangement and specifications of piping systems for gas freeing and purging of gas tanks (F) For fixed gas detection and alarm systems: specification and location of de tectors, alarm devices and call points, and cable routing layout drawing (G) Bilge and drainage arrangements in gas pump rooms, compressor rooms, tank rooms (H) Exhaust gas system. (2) Calculation sheets of filling limits for cargo tanks (3) An operation manual related to the Ch. 8 of the "Interim guidelines on safety for natural gas-fuelled engine installations in ships" of resolution MSC.285(86) adopted by IMO.
1.4. Definitions Definitions are to be referred to the Ch. 1 1.3 of the "Interim guidelines on safety for natural gas-fuelled engine installations in ships" of resolution MSC.285(86) adopted by IMO and to the revised items and relevant interpretations.

2. Structures, Materials, Tests and Inspections, etc. Structures, materials, tests and inspections etc. for hull, machinery, equipment, etc. related to natural gas fuel are to be in accordance with the requirements in Ch. 2 to Ch. 8 of the "Interim guidelines on safety for natural gas-fuelled engine installations in ships" of resolution MSC.285(86) adopted by IMO and to the revised items and relevant interpretations. 3. Surveys to maintain the classification 3.1 Annual Survey 1) For ships with natural gas fuelled engine installations, the survey is to include: (1) External examination and function testing of remote operated valves in the gas piping system (2) External examination of gas pipe ducts (3) Testing of instrumentation (4) Testing of emergency shutdown system, as a minimum by: (A) Releasing gas detectors and fire detectors (B) Checking electrical disconnection in ESD protected engine rooms (C) Checking safety functions in connection with the ventilation systems in gas engine rooms (D) Verification of the functioning of ventilation systems (E) Examination of drip trays in bunker station. 2) Manual with instructions for operation and/or maintenance is to be verified. 3) List of required signboards or notice plates is to be verified. 3.2 Intermediate Survey 1) For ships with natural gas fuelled engine installations, in addition to the requirement of annual survey, the survey is to include testing of all alarm and shutdown functions for: (1) Gas compressor (2) Gas engine. 3.3 Special Survey 1) For ships with natural gas fuelled engine installations, in addition to the requirement of intermediate survey, the survey is to include : (1) Examination of gastight bulkheads with cable and shaft sealing etc. Special attention is to be paid to bulkheads in the electrical motor and or compressor room. Shaft sealing is to be checked for lubrication and possible overheating (2) Testing of gas tanks high level alarm (3) Examination and testing of: (A) Gas tanks safety relief valves (B) Tank room or second barrier space P/V valves and relief hatches, as relevant (C) Gas handling machinery and equipment (D) Auxiliary systems and equipment for gas installations (D) Portable gas detectors and oxygen analyser.

1TheseInterimGuidelineshavebeendevelopedtoprovideaninternationalstandardforships,otherthanvesselscoveredbytheIGCCode,with naturalgasfuelledengineinstallations. 2ThegoaloftheseInterimGuidelinesistoprovidecriteriaforthearrangementandinstallationofmachineryforpropulsionandauxiliarypurposes, usingnaturalgasasfuel,whichwillhaveanequivalentlevelofintegrityintermsofsafety,reliabilityanddependabilityasthatwhichcanbe achievedwithanewandcomparableconventionaloilfuelledmainandauxiliarymachinery.

5.5.1Permanentlyinstalledgasdetectorsshouldbefittedinthetankroom,inallductsaroundgaspipes,inmachineryspacesoftheESD protectedtype,compressorroomsandotherenclosedspacescontaininggaspipingorothergasequipmentwithoutducting.IneachESD protectedmachineryspace,twoindependentgasdetectorsystemsshouldberequired. 5.5.2Thenumberofdetectorsineachspaceshouldbeconsideredtakingsize,layoutandventilationofthespaceintoaccount. 5.5.3Thedetectionequipmentshouldbelocatedwheregasmayaccumulateand/orintheventilationoutlets.Gasdispersalanalysisora physicalsmoketestshouldbeusedtofindthebestarrangement. 5.5.4Anaudibleandvisiblealarmshouldbeactivatedbeforethevapourconcentrationreaches20%ofthelowerexplosionlimit(LEL).For ventilatedductsaroundgaspipesinthemachineryspacescontaininggasfuelledengines,thealarmlimitcanbesetto30%LEL.The protectivesystemshouldbeactivatedataLELof40%. 5.5.5Audibleandvisiblealarmsfromthegasdetectionequipmentshouldbelocatedonthebridgeandintheenginecontrolroom. 5.5.6Gasdetectionforgaspipeductsandmachineryspacescontaininggasfuelledenginesshouldbecontinuouswithoutdelay. 5.6Safetyfunctionsofgassupplysystems 5.6.1Eachgasstoragetankshouldbeprovidedwithatankvalvecapableofbeingremoteoperatedandshouldbelocatedasclosetothetank outletaspossible. 5.6.2Themaingassupplylinetoeachengineorsetofenginesshouldbeequippedwithamanuallyoperatedstopvalveandanautomatically operated"mastergasfuelvalve"coupledinseriesoracombinedmanuallyandautomaticallyoperatedvalve.Thevalvesshouldbesituatedin thepartofthepipingthatisoutsidemachineryspacecontaininggasfuelledengines,andplacedasnearaspossibletotheinstallationfor heatingthegas,iffitted.Themastergasfuelvalveshouldautomaticallycutoffthegassupplyasgivenintable1. 5.6.2.1Theautomaticmastergasfuelvalveshouldbeoperablefromareasonablenumberofplacesinthemachineryspacecontaininggas fuelledengines,fromasuitablelocationoutsidethespaceandfromthebridge.

6.2.3Thecombustionofthegasmixtureshouldbemonitored.Thiscanbeachievedbymonitoringoftheexhaustgasorcombustionchamber temperature. 6.2.4Theexhaustpipesofgasfuelledenginesshouldnotbeconnectedtotheexhaustpipesofotherenginesorsystems. 6.3Requirementsdualfuelengines 6.3.1Startandnormalstopshouldbeonoilfuelonly.Gasinjectionshouldnotbepossiblewithoutacorrespondingpilotoilinjection.The amountofpilotfuelfedtoeachcylindershouldbesufficienttoensureapositiveignitionofthegasmixture. 6.3.2Incaseofshutoffofthegasfuelsupply,theenginesshouldbecapableofcontinuousoperationbyoilfuelonly. 6.3.3Changeovertoandfromgasfueloperationshouldonlybepossibleatapowerlevelandunderconditionswhereitcanbedonewith acceptablereliabilityasdemonstratedthroughtesting.Onpowerreductionthechangeovertooilfuelistobeautomatic.Thechangeover processitselffromandtogasoperationshouldbeautomatic.Manualinterruptionshouldbepossibleinallcases. 6.3.4Onnormalstopaswellasemergencyshutdown,gasfuelsupplyshouldbeshutoffnotlaterthansimultaneouslywiththeoilfuel.Itshould notbepossibletoshutoffthesupplypilotfuelwithoutfirstorsimultaneouslyclosingthegassupplytoeachcylinderortothecompleteengine. 6.4Requirementsgasonlyengines 6.4.1Thestartingsequenceshouldbesuchthatfuelgasisnotadmittedtothecylindersuntilignitionisactivatedandtheenginehasreachedan engineandapplicationspecificminimumrotationalspeed. 6.4.2Ifignitionhasnotbeendetectedbytheenginemonitoringsystemwithinanenginespecifictimeafteropeningofthegassupplyvalvethe gassupplyvalveshouldbeautomaticallyshutoffandthestartingsequenceterminated.Itshouldbeensuredbyanymeanthatanyunburnedgas mixtureisflushedawayfromtheexhaustsystem.

MANUFACTURE,WORKMANSHIPANDTESTING
7.1General

ButtweldedjointsofhighpressuregaspipesandgassupplypipesinESDprotectedmachineryspacesshouldbesubjectedto100% radiographictesting. Theradiographsshouldbeassessedaccordingtoarecognizedstandard. RefertoISO5817:2003,ArcweldedjointsinsteelGuidanceonqualitylevelsforimperfections,andshouldatleastmeettherequirements forqualitylevelB. 7.3.5Afterassembly,allgaspipingshouldbesubjectedtoahydrostatictesttoatleast1.5timesthedesignpressure.However,whenpiping systemsorpartsofsystemsarecompletelymanufacturedandequippedwithallfittings,thehydrostatictestmaybeconductedpriorto installationaboardship.Jointsweldedonboardshouldbehydrostaticallytestedtoatleast1.5timesthedesignpressure.Wherewatercannot betoleratedandthepipingcannotbedriedpriortoputtingthesystemintoservice,proposalsforalternativetestingfluidsortestingmethods shouldbesubmittedforapproval. 7.3.6Afterassemblyonboard,eachgaspipingsystemshouldbesubjectedtoaleaktestusingair,halidesorothersuitablemedium. 7.3.7Allgaspipingsystemsincludingvalves,fittingsandassociatedequipmentforhandlinggasshouldbetestedundernormaloperating conditionbeforesetintonormaloperation.

7.5Valves

Eachsizeandeachtypeofvalveintendedtobeusedataworkingtemperaturebelow55Cshouldbeprototypetestedasfollows.Itshouldbe subjectedtoatightnesstestattheminimumdesigntemperatureorlowerandtoapressurenotlowerthanthedesignpressureforthevalves. Duringthetest,thegoodoperationofthevalveshouldbeascertained. 7.6Expansionbellows 7.6.1Thefollowingprototypetestsshouldbeperformedoneachtypeofexpansionbellowsintendedforuseingaspiping,primarilyonthose usedoutsidethegastank: .1Anoverpressuretest.Atypeelementofthebellows,notprecompressed,shouldbepressuretestedtoapressurenotlessthan5times thedesignpressurewithoutbursting.Thedurationofthetestshouldnotbelessthan5min. .2Apressuretestonatypeexpansionjointcompletewithalltheaccessories(flanges,stays,articulations,etc.)attwicethedesignpressure attheextremedisplacementconditionsrecommendedbythemanufacturer.Nopermanentdeformationsshouldbeallowed.Dependingon materialsthetestmayberequiredtobeperformedattheminimumdesigntemperature. .3Acyclictest(thermalmovements).Thetestshouldbeperformedonacompleteexpansionjoint,whichistosuccessfullywithstandatleast asmanycycles,undertheconditionsofpressure,temperature,axialmovement,rotationalmovementandtransversemovement,asitwill encounterinactualservice.Testingatroomtemperature,whenconservative,ispermitted. .4Acyclicfatiguetest(shipdeformation).Thetestshouldbeperformedonacompleteexpansionjoint,withoutinternalpressure,by simulatingthebellowmovementcorrespondingtoacompensatedpipelengthforatleast2x106cyclesatafrequencynothigherthan5Hz. Thistestisonlyrequiredwhen,duetothepipingarrangement,shipdeformationloadsareactuallyexperienced. 7.6.2TheAdministrationmaywaiveperformanceofthetestsspecifiedin7.6.1,providedthatcompletedocumentationissuppliedtoestablish thesuitabilityoftheexpansionjointstowithstandtheexpectedworkingconditions.Whenthemaximuminternalpressureexceeds1bar,this documentationshouldincludesufficienttestsdatatojustifythedesignmethodused,withparticularreferencetocorrelationbetweencalculation andtestresults.
