2.308.1 INTRODUCTION The process plants in EPCL comple' are handlin( hi(hly )lamma*le hydrocar*on (ases+ li,-ids. &any o) these hydrocar*ons need .ery ne(li(i*le amo-nt o) ener(y /)raction o) milli 0o-le1 as a so-rce o) i(nition to tri((er a )ire, 2hich co-ld lead to e'plosion+ disaster. The (eneral practice is to a.oid entry o) .ehicles 2hich prod-ce electrical or other /e'ha-st o) diesel+ petrol en(ine1 spar3s. This cannot *e implemented 4 in toto5 since process chemicals and other materials are re,-ired to *e *ro-(ht in or ta3en o-t o) the process plants. The .ehicle entry permit is re,-ired, e.en in plants li3e 2ater demineralisation -nit, coolin( 2ater system 2here .ehicles are re,-ired to enter )re,-ently to s-pply s-lph-ric acid, ca-stic,diesel and other chemicals despite the )act that these -nits do not handle )lamma*le hydrocar*ons. This is 2arranted d-e to, a. Some o) these -nits handle ha6ardo-s thro-(h non-)lamma*le, chemicals. *. The dri.ers+ cleaners o) the .ehicle / tr-c3s+ tan3 cars1 may not *e con.ersant 2ith the operatin( norm+ sa)ety aspects+ ha6ard potential in a petrochemicals comple' li3e EPCL c. The .ehicle entry permit 2ill *e cond-ci.e )or en)orcin( discipline. "ehicle entry into the process plants sho-ld *e a.oided to the e'tent possi*le. Ho2e.er 2hen there is no other alternati.e, this can *e permitted a)ter ta3in( the necessary preca-tions, *e)ore iss-in( the .ehicle entry permit. The .ehicles li3e crane, cherry pic3er, re,-ired *y maintenance department to carry o-t the maintenance on e,-ipment, )or3li)ts, C7S 8eep also need the .ehicle entry permit. 7ith the .ie2s )ore(oin(, this proced-re descri*in( the .ehicle entry permit to plant area has *een e.ol.ed. 9icycles are to *e par3ed at the *attery limit in the desi(nated stand. They also iss-e and -pdate periodically the list o) persons 2ho are entitled to iss-e this permit. 2.308.3.1 1ermit iss er For process plants the permit iss-er is the +hi(t Engineer/ Chie( O'er!tor 2.308.3.2 1ermit 4''lic!nt The permit applicant is the dri.er or the o2ner o) the tr-c3 + tan3 car )or 2hich the entry into process plant is so-(ht. 2.308.< 1ROCEDURE The permit applicant par3s the .ehicle at the *attery limit. S2itches o)) the en(ine and en(a(es the (ear to a.oid the mo.ement o) the .ehicle. At times, in case o) slope, he sho-ld -se 2heel stoppers at the 2heels to immo*ilise the .ehicle. The par3ed .ehicle sho-ld not hinder the mo.ement o) .ehicles on the ad0oinin( road. ii. Tape recorder+ radio sho-ld not *e played. iii. The permit applicant approaches the shi)t in char(e /CH#EF <PE%AT<%+ SH#FT E$A#$EE%1 and re,-ests )or the .ehicle entry permit to the process plant or load the .ehicle 2ith materials /or scrap1 to *e ta3en o-t o) the process plant. i.. Follo2in( chec3s are carried o-t The presence o) the spar3 arrestor on the e'ha-st o) the .ehicle and i) its condition is so-nd and healthy The a*sence o) the )lamma*le (ases -sin( the e'plosimeter on the ro-te the .ehicle 2ill ta3e inside the process plant as 2ell as the place it 2ill *e par3ed -ltimately. The a*sence o) alarm condition o) the Hydrocar*on monitors in the a*o.e ro-te + place to *e par3ed and ad0oinin( area. Any -n)a.ora*le 2ind direction i) any HC monitor is in alarm condition any2here in the plant area.
