This visual guide on disaster simulation exercises is part of DG ECHO funded project known as Strengthening Capacity of National and Sub-national Level Disaster Management Committees to Implement Disaster Management Activities toward Community Resilience.
The project is implemented by the Consortium of Plan International and World Vision Cambodia and aims to strengthen the capacity of sub national committees for better disaster preparedness and effective response in time of disaster.
The visual guide contributes to future awareness raising, to increase the understanding of disaster preparedness and response in the real time of disaster and to sharing of knowledge, skill and experience from the simulation exercises with others.
Flooding always has impact on people`s livelihood and life. It destroys peoples and public property, agriculture crops, livestock, infrastructure, and more.
The simulation exercises were carried out in five target provinces, including Siem Reap, Kampong Cham, Kampong Thom, Kampong Chhnang and Kandal.
1. Emergency Preparedness: It aims to promote the level of disaster preparedness among PCDM, DCDM and CCDM. 2. Emergency Response: It aims to achieve a better capacity for emergency response of PCDM, DCDM and CCDM.

Based on the news alert, we should take note of potential warning and action/planning/discussions for any possible natural disaster event.

As early warnings are issues, we should schedule meetings especially to analyze the meteorological information.
As the situation gets worse, the coordination meetings of the disaster management committees must be conveyed as soon as possible.

Responding
The disaster management committees coordinate quick meeting, analyse the information and be ready with the process on what mechanisms will be used to verify information. They should also agree on action to be undertaken.

We should understand and test the response protocols, policies, decision making plan, coordination, resource mobilisation and procedures that are currently in place within the government structures at provincial, district and commune levels.

To address this, we need a written response plan and a plan to provide populations with simple information on symptoms of epidemic-prone diseases and where to go for help. This plan should be implemented in the next 3 days.

This would preferably include major response priorities, a 7-day action plan outlining the different roles and responsibilities of relevant actors.

We should ensure the coordination of disaster management committees by strengthening capacity and activating the structures and developing preparedness plans.

We need to agree on what to present to them and what we need from them. We should be ready with feed information required by visitors, such as emergency situation of affected areas, response strategy and latest response and future needs for response.

Communication equipment, phone directory, transport means, security measures, stationary, secondary data, assessment form and assessment results and the like should be made handy.
