POSITION CONTEXT & OBJECTIVE(S): To facilitate the achievement of Councils corporate objectives by developing, maintaining and coordinating effective delivery of infrastructure services for Warrnambool City Council. The position is responsible in overseeing the operations of the following functions: Engineering operations, Waste Management, Parks & Gardens, Roads and Drainage, Works Depot and Plant, Building Maintenance, Infrastructure Asset Management, Port of Warrnambool, Warrnambool Airport and Infrastructure planning for new development. The following positions report directly to the Manager Infrastructure Services: Civil Engineer Service Manager Roads & Construction Service Manager Parks & Gardens Service Manager Plant CoOrdinator Asset Management CoOrdinator Waste & Open Space Building Services CoOrdinator as well as other staff of the Infrastructure Services Branch Council is intending to undertake a service review of the branch and would welcome comments from intending applicants on the diversity of the services provided and input into the proposed review. KEY RESPONSIBILITIES AND DUTIES: 1. Management / Supervision Ensure overall support, co-ordination and supervision of branch staff. Assist the Director City Infrastructure to deliver responsibilities of the Infrastructure Services Branch. Ensure the Director City Infrastructure is kept fully informed of infrastructure matters where they impact more broadly on Council or the community. Ensure overall support, co-ordination and supervision of branch staff.

Ensure staff are knowledgeable about organisational goals and objectives and provide a framework for the achievement of objectives. Ensure and maintain an annual review and staff appraisals for each employee in accordance with the Award and Council procedures. Identify staff training needs and arrange appropriate training. Ensure working conditions are in accordance with occupational health and safety requirements. Provide reports to Council, as appropriate, on all aspects of Branch programs, services and operations. Ensure compliance with legislative requirements in all of the Branchs programs. Deputise for the Director City Infrastructure as may be required from time to time; also undertake duties and responsibilities of other employees when authorised by such Director. Manage the statutory responsibilities of the Warrnambool Regional Airport and the Port of Warrnambool.

Administration / Budget Preparation of Branch Budget, financial and non-financial documentation, including submissions, reporting and liaison for funding/service assistance or agreements. Ensure financial and other monitoring requirements of funding bodies. Evaluate programs and budgets to ensure effective and efficient operations.

Policy Development Develop and implement policy for Branch programs and services, including advice/recommendations to the Chief Executive, Director City Infrastructure and the Management Executive Group (MEG). Ensure that stakeholders participate in decision making aspects of the infrastructure process, where appropriate. Establish best practice customer responsiveness measures. Clear and extensive experience in policy development and management of all assets

Liaison / Representation / Co-ordination Liaison with State, Commonwealth and Non-Government agencies on statutory procedures, policy and resource assistance/allocation. Represent Council on advisory committees, hearings or other relevant functions/meetings conducted by sector or industry bodies. Participate and contribute to intra-organisation co-ordination and consultative mechanisms.

Planning and Investigation Initiate and conduct planning and investigation in all areas of branch programs, services and operations. Maintain and regularly update relevant statistical data for planning and reporting purposes.

Develop goals, objectives and performance indicators for Branch programs and operations. Contribute to development and monitoring of organisational goals and objectives.

Organisation Development Work closely with branch managers and staff in identifying opportunities for productivity gains, workplace continuous improvement, performance enhancement and skill acquisition. Facilitate assessment recommendations and implementation of opportunities for structural change, where appropriate.

Business Improvement Work with the Director City Infrastructure to define current service and quality levels of all branch services and benchmark against other service providers. Provide direction and training as required for service review processes such as Business Excellence. Develop and implement community engagement processes appropriate to the branchs services. Develop performance plans for the branchs services. Develop continuous improvement strategies and targets for all services and provide support and training as required.

ORGANISATIONAL RESPONSIBILITIES In addition to the duties as specified, the following standards/duties shall apply: Customer Services Standards

Promote Council's customer service charter and comply with Warrnambool City Council Customer Performance Standards Provide a consistently high level of service to our customers in a prompt and pleasant manner. Ensure accurate and prompt registration of all customer requests within the Warrnambool City Council request system and respond to assigned requests within a prescribed timeframe. Maintain the highest ethical standards and confidentiality in dealing with our customers and each other. Develop individual skills and knowledge that will better serve our customers.

Occupational Health & Safety/Risk Management


Take reasonable care for your own health and safety and for the health and safety of anyone else who may be affected by your acts or omissions at the workplace. Co-operate with your employer with respect to any action taken by the employer to comply with any requirement imposed by or under the Health & Safety Acts, Regulations and Codes of Practice. Identify training and development needs through Annual Appraisal System for yourself and any staff you directly supervise, and participate in corporate training.

Information Technology & Records Management:


Ensure appropriate and thorough electronic file management within the corporate library system is maintained. Ensure effective utilisation of electronic file management techniques eg: create folders, search for files, print files, etc. Ensure effective use of relevant application software systems (appropriate level of training provided).

Organisation Development:

Participate in the Employee Opinion Surveys as requested. Participate in Warrnambool City Councils Business Excellence Program and other corporate development programs.

POLICE RECORDS CHECK: The incumbent must have and maintain a current Police Records and/or Working with Children Check. / YES / NO

OTHER DUTIES: Responsibilities and duties included in this Position Description are subject to the Multi-skilling provisions of the relevant Award and/or the Warrnambool City Council Enterprise Agreement. ACCOUNTABILITY AND EXTENT OF AUTHORITY: Accountable For Formulating program objectives, policies and procedures. Achievement of program objectives and satisfactory performance of the Branch. Recruitment, discipline, training and performance of staff in accordance with the Award and Council policies and procedures. Preparation, monitoring and control of income and expenditure relating to Branch programs and services. Achievement of optimum efficiency and effectiveness in the Branchs expenditure. Compliance with Records Management Policies, procedures and requirements. Understanding the principles of risk management including application to property, liability and OH&S.

Authority To Varied program delivery within objectives included in the approved current budget. Represent Council and/or Directors as required in public forums, Council Advisory Committees, also to Local Government organisations and Government departments. Negotiate funding/service agreements for recommendation to the Chief Executive or responsible Director. Undertake duties and responsibilities of other officers when authorised by the Chief Executive or responsible Director. Sign orders to the value of $75,000.

JUDGEMENT AND DECISION MAKING: This position exercises significant independent judgement in regard to Interpretation, assessment and advice relating to all aspects of City Infrastructure activities. Methods and procedures utilised in Business Improvement. The need for, and timing of any issues of significance to be possibly reported to MEG, Council or Advisory Committees. Recommendations to the Chief Executive, responsible Director and/or MEG on Best Value matters not currently linked with Budget parameters or existing policies and procedures.

SPECIALIST KNOWLEDGE AND SKILLS: The following knowledge and skills are required to be utilised: Specialist knowledge or legislation and regulations relating to branch programs, services and operations. Knowledge of current issues and State and Commonwealth policies in relation to branch services. An ability to implement Councils policies and strategies to achieve long-term goals. Demonstrated ability to prepare and monitor budgets. Extensive knowledge in asset management Specialist knowledge of research and assessment methods relevant to Branch programs.

MANAGEMENT SKILLS: The following management skills are required to be utilised: Demonstrated ability to manage activities of staff. Demonstrated ability to manage time and set priorities to achieve a range of outcomes within broad parameters and with little direction. Demonstrated ability to make decisions. Highly developed written and verbal skills. Demonstrate an ability to assess, organise and arrange for staff training. Demonstrate an ability to achieve goals and objectives. Ability to determine business support requirements of service units.

INTERPERSONAL SKILLS: The following interpersonal skills are required to be demonstrated: Ability to set an environment that motivates and supports people to achieve higher levels of performance. Demonstrated ability to resolve conflict situations. Demonstrated ability to effectively counsel or communicate with employees at all levels. Demonstrated ability to advocate and negotiate. Demonstrated ability to communicate with professionals from a wide range of disciplines.

QUALIFICATIONS AND EXPERIENCE: The following qualifications and experience are required for the position: A tertiary qualification in a professional discipline directly relating to services provided by the City Infrastructure Branch; and Extensive specialist experience (in excess of 5 years) in activities directly relating to services and programs planned and delivered by the branch and preferably in a middle management capacity, providing advice / assistance to senior and middle managers. A current valid drivers licence.

Programs/activities within the Branch may be subject to variation from time to time in accordance with organisational objectives for efficiency and effectiveness. In addition, all management positions may be subject to variations in titles and responsibilities within the term of the employment contract, having regard to the need for flexibility and responsiveness in the operating environment of local government and particularly with the implementation of Business Improvement. MANAGER INFRASTRUCTURE SERVICES GENERAL CONDITIONS OF EMPLOYMENT

TERMS AND CONDITIONS OF EMPLOYMENT: This senior executive officer position is subject to the successful incumbent entering into a contract of employment. The terms and conditions of employment are generally in accordance with the Councils Enterprise Agreement, Part B the Victorian Local Authorities Award 2001 (Clause 34 Senior Executive Officer) and also subject to the provisions as outlined in Senior Executive Officer contract agreement.

CODE OF ETHICS: In addition to recognised professional ethics, Council requires the appointee to adhere to the following principles He/she shall not use for his/her personal gain or knowledge nor disclose any confidential information which may be acquired as a result of special opportunities arising out of his/her employment by the Council. An employee of Council must not make improper use of any information acquired as a result of employment to gain directly or indirectly a pecuniary advantage for himself/herself or for any other person or with intent to cause detriment to the Council. In addition, employees shall not engage in any private practice (whether or not relating to activities within or outside the municipality) except with the specific permission of the Chief Executive, also being subject to the provisions of the Local Government Act 1989. Information obtained through employment with the Warrnambool City Council is confidential and therefore cannot be discussed with any outside individuals or organisations, without Council consent. The confidentiality of Council information remains binding even following completion of service with the Warrnambool City Council. HOURS OF DUTY: Office Hours Office hours open to the public are: Monday Friday 8.15 am 5.00 pm Specific Working Hours Requirements In addition to working hours above, the holder of this position maybe required to attend all Ordinary Meetings and Committee Meetings of the Council and to attend other meetings/functions relating to Councils activities, where appropriate and necessary. The majority of such meetings would occur during week-day evenings but will also take place at week-ends from time to time. The senior classification and organisational requirements pertaining to this position requires a significant degree of self management and other after-hours commitment.

TENURE: The tenure of this position is permanent full time subject to a Senior Executive Officer ongoing Employment Contract. MINIMUM EMPLOYMENT PERIOD: This position is subject to a minimum employment period (6 months qualifying) during which time the employees suitability for ongoing employment will be assessed. REMUNERATION PACKAGE: An attractive salary package between $95,000 - $120,000 (inclusive of employer superannuation and limited private use of a council vehicle) will be negotiated with the successful candidate. Vehicle Contribution: The salary sacrifice amount for limited private use of a Council vehicle within the remuneration package is currently $6,000 - 4 cylinder.

RELOCATION: A monetary allocation towards the reimbursement of relocation expenses may be offered to the successful applicant. LEAVE ENTITLEMENTS: Annual leave is four weeks per annum. Long service leave is pro-rata after 7 years service. Sick leave is twelve days per annum on full pay (cumulative). Entitlements are pro-rata for part-time employees.

SUPERANNUATION: The Council is required to make a statutory contribution to the scheme for the employees benefit. The employee may also make a contribution. Since 1st July 2002 the statutory contribution is 9% of the annual salary. The Councils Enterprise Agreement provides that: The Warrnambool City Council shall continue to be a participating employer in the Vision Superannuation Fund (the Defined Benefits Scheme and/or LASPLAN) in accordance with the provisions and requirements of the Vision Super Fund Trust Deeds. The Warrnambool City Council will also be a participating Employer of HESTA and any Registered Nurse may elect to have their Employers superannuation funds paid into HESTA. The Council shall contribute to the above fund(s) in accordance with the Superannuation Guarantee Act 1992, on behalf of each employee.

RESIGNATION/TERMINATION: Subject to the provisions of the Local Government Act 1989 and Councils Enterprise Agreement, termination of employment shall be effected by notice in writing by either party.
