The report made by respected and beloved Comrade Kim Jong Un at the March 2013 plenary meeting of the Central Committee of the Workers Party of Korea is as follows:

Comrades!

Today, we will hold a plenary meeting of the party CC to discuss and decide on an important strategic line for advancing the victory of the cause of the chuch'e revolution pioneered from Paektu in line with the demands of the present situation and the developing revolution.

Our revolution has walked a single glorious path of victory, boldly breaking through the worst adversities and challenges amid a protracted and stern struggle against the imperialist allied forces under the wise leadership of great Comrade Kim Il Sung [Kim Il-so'ng] and Comrade Kim Jong Il.

The enemies, frightened by the erce spirit of our army and people who are condently charging ahead toward the nal victory under the party's leadership, are running amok frenziedly in the maneuvers for isolating and crushing our Republic by fully mobilizing their political, economic, and military forces, and this pushed the situation in our country to reach a grave phase on the eve of war.

We are now faced with an important task to achieve a decisive victory in the all-out war of confrontation against the United States to crush the enemies' ever-escalating anti-Republic crushing maneuvers and forever glorify the socialist fatherland of chuch'e as the great Mt Paektu state no one in this world can toy with.

Based on the demands of the present situation and the developing revolution, the party CC set forth a new strategic line on carrying out the economic construction and the building of nuclear armed forces simultaneously.

Our party's line on carrying out the economic construction and the building of nuclear armed forces simultaneously is a strategic line for reinforcing and developing the nuclear armed forces bequeathed by the great general so as to impregnably bolster the country's defense capabilities and channel greater efforts into the economic construction, thereby building a powerful state [kangso'nggukka] where our people enjoy the wealth and honor of socialism to their hearts' content.

Carrying out the economic construction and the building of nuclear armed forces simultaneously is an essential demand of the prevailing situation.

Great difculties are prevailing before us, who had intended to concentrate our efforts on the economic construction so as to enable the people to enjoy the wealth and honor of socialism without having to tighten their belts any longer on the basis of the war deterrent for selfdefense, which the great generalissimos provided by dedicating their whole lives.

The United States and its following forces fabricated a brigandish resolution on sanctions at the UN Security Council by taking issue with our satellite launch for peaceful purposes successfully carried out in December last year and committed the ruthless and evil hostile act of even outlawing the legitimate right of a sovereign state to launch a satellite.

To cope with the prevailing situation, we unavoidably conducted the third underground nuclear test for self-defense as part of practical countermeasures for defending the country's sovereignty and security.

The United States and other hostile forces then ran about more madly and cooked up another resolution on sanctions of higher intensity, while also mobilizing vast armed forces of

aggression to carry out the Key Resolve and Foal Eagle joint military exercises aimed at instigating a nuclear war.

Uniting rmly around the party CC, our army and people turned out as one in the all-out war of confrontation against the United States to counter a war of aggression with a great war of justice for the fatherland's reunication. Though the enemies are frightened out of their wits at our ultra- strong counteraction and do not dare to re rst, they are not giving up their ambition to crush our Republic.

Our peaceful efforts for the economic construction and the improvement of the people's living standards can but accompany an acute struggle of countering the enemy, and the United States' anti-Republic crushing maneuvers aimed at destroying our nuclear deterrent and tearing down the socialist system by strangling us with sanctions and pressure will become prolonged. The United States is now most fearful of our miniaturized, reduced-weight, and diversied nuclear deterrent and is making the frantic last-ditch effort, believing that its hostile policy toward the DPRK will come to an end if we, who have nuclear weapons, achieve economic revival.

The United States' hostile policy toward the DPRK has become more vicious recently, and this is related to the fact that it has switched the strategic center for world domination over to the Asia- Pacic region and set its sights on us as the rst target of attack.

This is why the United States is articially intensifying tensions by blindly taking issue with even our satellite launch for peaceful purposes and using this as a pretext to ceaselessly stage largescale joint military exercises by dragging in vast armed forces of aggression. The objective of the United States is to resort to every means possible to achieve our nuclear disarmament and the overthrow of our system.

The tragic incidents that took place in various countries in recent years show that a country whose strength is not strong can neither defend its sovereignty nor the dignity of the nation, nor achieve the happiness and prosperity of the people.

We should never forget the lesson taught by the Balkan Peninsula and the Middle East region, which did not acquire powerful national defense capabilities for self-defense while looking to big powers and even abandoned their existing war deterrent under pressure and appeasement of imperialists, and ended up as a victim of aggression in the end.

The enemies are now threatening and blackmailing us that we will not be able to achieve economic development unless we abandon nuclear weapons, while also appeasing us that they would help us to live happily if we opt for another road.

The more they do this, the more rmly we should grasp the nuclear treasured sword and open a way out for great revival [kangso'ng puhu'ng].

Carrying out the economic construction and the building of nuclear armed forces simultaneously is a natural law-governed demand of our developing revolution at the present time.

The cause of the military-rst revolution permeated with the noble lives of the great generalissimos is at a new historic turning point today.

We should reinforce the military-rst might in every way and rely on it to unfailingly build the world's most powerful country and a paradise of the people where all the people live happily with nothing more to desire. Our party's determination is rm to have our people, who have unchangingly walked a single path by following the party while overcoming innumerable difculties and trials, enjoy the happiest and most afuent life in the world with the military-rst benets.

The struggle to develop the economy and improve the people's living standards can be successfully carried out only when it is guaranteed by powerful military capabilities and nuclear armed forces. We must achieve the people's happiness and the wealth and prosperity of the great Mt Paektu state without fail by simultaneously pushing ahead with the war for defending the fatherland and the construction of an economically powerful state in the same spirit as

displayed in conquering space and the same mettle as displayed in succeeding in the nuclear test of high level.

Carrying out the economic construction and the building of nuclear armed forces simultaneously arises as an urgent requirement for thoroughly rejecting the domination and interference of outside forces and advancing the historic cause of the fatherland's reunication, the gr eatest long-cherished desire of our nation. Our nuclear weapons are a precious asset common to the nation forever guaranteeing the thriving prosperity of a reunied fatherland.

The strategic line on carrying out the economic construction and the building of nuclear armed forces simultaneously is a just line making it possible to extraordinarily bolster our war deterrent and brilliantly achieve the cause of building a socialist powerful state [sahoejuu'i kangso'nggukka] by putting greater spurs to the economic construction.

Our nuclear armed forces serve as a reliable war deterrent and as a guarantee for defending the sovereignty of the nation. A worldwide cold war has continued for a long time for almost 70 years since the appearance of nuclear weapons in the world and there have been many small and big wars in various regions, but only nuclear weapons states have not come under military aggression.

When one is rmly equipped with the capability to make precision strikes with nuclear weapons against aggressors and strongholds of aggression, no matter where they are on the face of the earth, no aggressor can dare to attack recklessly, and the greater and more powerful the nuclear strike capability, the greater the power of deterring aggression will be. Especially in case of our country, whose opponent is the United States, the world's biggest nuclear weapons state, and the United States is constantly posing nuclear threat to us, it is necessary to rmly bolster the nuclear armed forces both quantitatively and qualitatively. Peace, and wealth and prosperity, as well as the people's happy lives, rest upon powerful nuclear armed forces.

The strategic line on carrying out the economic construction and the building of nuclear armed forces simultaneously is a realistic line making it possible to achieve the maximum effect in the

country's economic development and the reinforcement of national defense capabilities in line with our actual circumstances.

The United States and its following forces are now maneuvering by any means to create obstacles to our struggle for building an economically powerful state and improving the people's living standards by dragging us into an arms race. The new simultaneous line makes it possible to further reinforce the country's defense capabilities with a small outlay without increasing national defense spending, while directing great efforts to the economic construction and the improvement of the people's living standards.

We have the strong atomic energy industry provided by the great generalissimos with their clairvoyant sagacity, unsurpassed leadership, and iron courage and also inexhaustible uranium resources.

The party's simultaneous line is a rational line making it possible to rely on the chuch'e-oriented atomic energy industry to reinforce nuclear armed forces, while simultaneously solving the strained electric power problem, and it is a just line for smoothly realizing our party's plan and intention to enable the people to live happily without cares and worries, while also actively coping with the prevailing situation.

The strategic line on carrying out the economic construction and the building of nuclear armed forces simultaneously represents a succession to, and in-depth development of, the line of simultaneously developing economy and national defense, which was set forth by the great leader and thoroughly embodied by the great general.

At the fth plenary meeting of the fourth party CC in December 1962, the great leader set forth the line on simultaneously carrying out the economic construction and national defense building, the rst of its kind in history, and presented the revolutionary slogan called, A gun in one hand, and a sickle and hammer in the other! It is because the leader claried the simultaneous line and provided national defense capabilities for self-defense, along with the

self-supporting national economy, that we were able to rmly defend the gains of the revoluti on without wavering in the face of the great upheaval of socialism collapsing in various countries.

The great general achieved the great cause of nuclear weapons possession while leading the erce anti-US nuclear war of confrontation to consecutive victories with the outstanding militaryrst politics, and provided a rm foundation for protecting the socialism of chuch'e and making a leap to the construction of a powerful state.

Today, we are able to rmly smash the vicious anti-Republic isolating and crushing maneuvers of the United States and its following forces and do whatever we decide to do in accordance with our faith, will, and guts. This is because we have the powerful nuclear deterrent, which the great generalissimos provided by dedicating their whole lives. Forever will shine, along with the history of the nation, the achievement of the great generalissimos who highly put our country forward in the world as a nuclear weapons state. The party's simultaneous line on putting spurs to the construction of an economically powerful state, while impregnably bolstering the country's defense capabilities with nuclear armed forces as the backbone [chungch'u], serves as a treasured sword for advancing the construction of a socialist powerful state and the fatherland's reunication and as a banner enabling our country to rmly defend the sovereignty and dignity of the nation generation after generation.

Embodied in the strategic line on carrying out the economic construction and the building of nuclear armed forces simultaneously is our party's rm faith and will to complete, to the end, the cause of the chuch'e revolution along the road of independence, the military-rst road, and the road of socialism paved and carried on by the great generalissimos.

We have to rmly take hold of and thoroughly implement the party's line on carrying out the economic construction and the building of nuclear armed forces simultaneously.

Accelerating the construction of an economically powerful state and epochally improving the people's living standards is the most important and pressing task our party is faced with at the present time.

It was the great general's lifelong desire to make our people live happily with nothing more to desire in the world by building up an economically powerful state on the land of the beloved fatherland. We have to accelerate the construction of an economically powerful state and rapidly improve the people's living standards, as the general wished.

The outcome of building an economically powerful state hinges decisively, above all else, on how the leading sectors of the people's economy and the basic industrial sectors are shored up.

Only when the electric power, coal, and metal industries and the railway transport sector advance dynamically in the van can the overall people's economy rise up and advance energetically. The leading sectors of the people's economy and the basic industrial sectors should open up a breakthrough for victory in the ongoing march of great upswing, as betting the scouts and forerunners of building an economically powerful state.

We have to achieve a new turnabout in the development of agriculture and light industry, the main fronts of building an economically powerful state.

We have to increase state investments in agriculture, do the farming in a scientic and technological manner as required by the chuch'e-oriented farming methods, thereby unconditionally fullling the grain production goals set by the party.

Holding high the party's appeal for loudly sounding the gunre of the grand march for improving the people's living standards, the light industrial sector should operate light industrial factories at full capacity and extensively produce the people's consumer goods of good quality that are favorably received by the people.

By ercely stoking up the ames of the industrial revolution in the new century, we should further raise the chuch'e-orientation and modernization level of the people's economy and rmly convert the country's economy into a knowledge-based economy.

The economically powerful state we are building at the present time, where the height and speed of the economic and social development are regulated by the development of science and technology, should be a knowledge-economy-based powerful state, which has science and technology as its driving force.

By relying on our own resources and technology, we should domestically produce the raw materials, fuel, and supplies urgently needed for the construction of an economically powerful state and channel great efforts into realizing the chuch'e-orientation of key industrial sectors, especially the metal and chemical industries.

We should strengthen the capability for developing new technology in all sectors of the people's economy and improve factories and enterprises with modern technology by organically combining science and technology with economy.

By putting efforts also into the development of space science and technology, we should develop and launch more practical satellites of various kinds, including communications satellites.

The economic guidance and management should be improved in order to achieve a turnabout in the construction of an economically powerful state.

State economic organs, including the cabinet, should establish realistic strategies for economic development and goals for each sector and stage, execute them thoroughly, and make good use of the already established economic foundation to meticulously plan and coordinate the production organization and command for bringing about upsurges in production.

It is necessary to research and perfect our-style economic management methods in line with the demands of the development of reality.

Our-style economic management methods embodying the chuch'e idea should be the socialist enterprise management methods in which all enterprises carry out their management activities

independently with initiative, thereby making the masses of producers fulll their responsibility and role as the masters in production and management, while also rmly adhering to socialist ownership of the means of production.

By making foreign trade become multilateral and diversied, we should smash the sanctions and blockade maneuvers of hostile forces and open an advantageous phase in the construction of an economically powerful state.

We should well organize tourism areas in various parts of the country, including Wo'nsan and Mt Ch'ilbo areas, briskly promote tourism, and set up economic development zones in all provinces in line with their actual circumstances and develop them to have distinctive characteristics.

We should rmly take hold of the economic construction and the building of nuclear armed forces as an absolutely invariable line and more rmly bolster the nuclear deterrent, so long as the imperialists' nuclear threat continues.

Our nuclear deterrent is a means of justice for protecting the sovereignty of the country and nation, preventing war, and defending peace. If only our nuclear deterrent is strong, we have nothing to fear even if tens of millions of formidable enemies were to attack and can concentrate our efforts on the economic construction and the improvement of the people's living standards without any worries.

The munitions industrial sector should once again take a big stride forward in the struggle to glorify our fatherland as a nuclear power unrivaled in the world. We should increase the production of precision and miniaturized nuclear weapons and the means of their delivery and ceaselessly develop nuclear weapons technology to actively develop more powerful and advanced nuclear weapons.

Putting the atomic energy industry on a modern and scientic basis is a basic key to increasing the production of nuclear materials, improving product quality, and developing miniaturized and

reduced-weight nuclear weapons to a higher stage. The atomic energy sector should vigorously wage the battle for breaking through the ultra-cutting edge and thus achieve CNC-ication [CNC: computer numerical control] and robotization of the facilities and production processes. We should also solve the country's strained electric power problem by rmly raising the atomic energy industry to an ultra-cutting edge scientic and technological foundation as required by the new century and developing a self-supporting nuclear power industry.

The people's army should increase the pivotal role of nuclear armed forces in all aspects of the strategy for deterring and waging war and perfect the current combat readiness posture of the nuclear armed forces.

We intend to legalize the issue of permanently holding fast to the nuclear deterrent, a legacy of the great general.

We should actively carry out external activities to create a favorable environment for implementing the line of carrying out the economic construction and the building of nuclear armed forces simultaneously.

By boldly carrying out external activities with the dignity and might of a nuclear power, we should further enhance the international prestige of our party, thoroughly establish the backbone of independence, and also create the external conditions and environment for vigorously spurring the construction of a powerful state.

We should increase the ranks of our supporters and sympathizers in the international arena by actively carrying out external activities for disclosing the reactionary and unjust nature of the United States' hostile policy toward the DPRK, which is the root cause pushing us to the reinforcement of nuclear armed forces, and for making the correctness and inevitability of our choice and line known.

As a responsible nuclear weapons state, we will make positive efforts for the peace and security of Asia and the rest of the world, faithfully implement the obligation we have assumed

before the international community for the non-proliferation of nuclear weapons, and contribute to realizing the denuclearization of the world.

All functionaries, party members, and working people should vigorously turn out in implementing the party's line on carrying out the economic construction and the building of nuclear armed forces simultaneously with the faith of sure victory and the ghting spirit of death-defying implementation, thereby advancing the construction of a socialist powerful state. It is the revolutionary temperament and ghting tradition of our army and people raised by the great generalissimos to hold a rmer conviction in the correctness of their cause and in victory and more boldly ght along the road they opted for, as the situation becomes more complicated and more difcult and vast tasks arise.

Let us all unite rmly around the party CC and vigorously push ahead with the economic construction and the building of nuclear armed forces simultaneously in line with the demands of the present situation and the developing revolution, thereby bringing the nal victory earlier.
