The detail of the expenditure sanctioned per Council is given below: Items

The above mentioned amount represents grants-in-aid for
upgradation/strengthening of State Nursing Council. The amount may be
paid through the Demand Draft in favour of the authority mentioned in
column (2) under para 1 above.

The expenditure covered by this sanction is debitable under Demand
No. 046.- Department of Health and Family Welfare, Major Head 2210
Medical and Public Health, Minor Head 06800 Other Expenditure, Sub
Head 31 Human Resources for Health (New) Detailed Head - 3103 Upgradation/Strengthening of Nursing Services, Object Head 31 Grant-inaid during the year 2009-10 (Plan).

The sanction accorded herewith is subject to the following


conditions that:
(i)

Audited statement of expenditure and Utilization Certificate for the


sanctioned amount from the competent authority should be
furnished to the Nursing Adviser, Ministry of Health and Family
Welfare, Nirman Bhawan, New Delhi 110011 Tel. 23062726 (Fax
No. 23062310).

(ii)

The funds may be deposited in a separate Bank Account opened for


this purpose only. Further, interest earned on the grant should also
be accounted for and utilized for the same scheme/purpose.

(iii)

For speedy implementation of the scheme, the civil construction


under the scheme may be got executed through the agencies
approved by the State Govt.

(iv)

The funds sanctioned will be utilized for the purpose for which it is
sanctioned.

(v)

This is a one time assistance both for non-recurring and recurring


expenditure for the entire XIth plan period. The State Govt. will bear
the recurring expenditure from XIIth plan onwards.

(vi)

Quarterly Progress report may be sent to Mr. T. Dileep Kumar,


Nursing Adviser, Ministry of Health & Family Welfare, Nirman
Bhawan, New Delhi.

(vii)

The expenditure should be incurred as per guidelines in the


attached Annexure.

The accounts of the Council shall be open to inspection by the
sanctioning authority and audit both by the Comptroller and Auditor General
of India under the provisions of CAG (DPC) Act, 1971 and internal audit by
Principal Accounts Office of the Ministry, whenever the Council is called
upon to do so.

This issue with the concurrence of Finance Division vide their Dy.
No. C-187 , dated 04. 5. 2009.

ANNEXURE (for States)
Guidelines for release of funds for strengthening of State Nursing
Councils under the scheme of Upgradation/Strengthening of
Nursing Service (Human Resources for Health) during the XIth plan
period
The State Nursing Councils play an important role in the
implementation of quality of Nursing Education. As per Macro Economics
Commission Report (2005), a live register and database is to be maintained
for all categories of nursing personnel. Indian Nursing Council has introduced
the system of re-registration once in every 5 years and linking with continuing
Nursing Education.

In order to have Nursing Manpower Planning at the State level there is
need to have reliable data about total number of nurses working in the State
and other related data about number of nurses working in the State there
qualification in different speciality areas and also about number of Nursing
Teachers with Speciality wise is need to maintain at the State level. At
present all State Nursing Councils are maintaining data about number of
nurses registered with State this data is about number of nurses qualified
from 1947 to date, there is no live register available in the State.

It has therefore been decided to strengthen the State Nursing Councils
in the States by providing financial assistance to each Council. Sanction has
been accorded for release of Rs. 1.00 crore to each State Nursing Council in
the States for the purpose as per guideliens prescribed below: Non Recurring

Functions of State Nursing Councils


(i)
Preparation of live Register.
(ii)
Implementation of Internet based workforce and competency
database.
(iii) Computerization and linkage with INC website linking with Ministry
of Health & F.W. (Nursing Section).
(iv) Renewal of licence once in five years. Linked with continuing
education Development of system.
(v)
Standardization of Credit hours for application for renewal license.
(vi) Maintenance of database about number of nursing educational
Institutions along with their capacity, turnover. And speciality wise
number of Nursing Teachers available in the States.
Pre-requisite
(i)
The Nursing Council should have adequate storage, seating space
for the functionaries.
(ii)
The Council should be equipped with telephone and Fax Machine.
(iii) The grant should be strictly spent on items mentioned in the
sanction letter.

(v)

The following Staff should be appointed in the Council in addition to


existing staff strength by outsourcing: (a)
Nursing Consultant/Officer at the level of

at least Deputy Director/Joint Director.
(b)

Data Entry Operators.

(c)

Contingency expenditure is at the rate of


Rs. 1.00 lakh per year.

The State Nursing Council will submit performance-cumachievement reports quarterly to the Government of India.
