January 8, 2014 ALL UNIVERSITY AND COLLEGE STUDENT COUNCILS CLARIFICATIONS REGARDING THE 37TH GENERAL ASSEMBLY OF STUDENT COUNCILS

Dear fellow student leaders, Warmest greetings of solidarity! It has been recently announced that the Office of the Student Regent (OSR) will convene the 37th General Assembly of Student Councils (GASC) from the 25th to the 26th of January 2014 for Academic Year 2013-2014 at the University of the Philippines Mindanao, Mintal, Davao City. The OSR would like to clarify some things with regard to the GASC since it has come to our attention that some SC officers and students in different social media platforms have made misleading statements and cast aspersions upon the GASC. As practiced, we hold our General Assemblies around the Philippines so that our student leaders could have an idea of what is happening in our different constituent units. During the terms of SR Conti and SR Arguelles, the GASCs were conducted in Luzon and Visayas. The Office deems it appropriate to hold this one in Mindanao so that we could all have an overview of the issues being faced by our fellow Iskolar ng Bayan and other kababayans in the said area. The 30-day rule. As far as the Office is concerned, the 30-day rule being stated by some members of the student councils was part of the House Rules of the former GASC 2012-2013. We did our best to meet this standard, but logistical complication made it impractical to release the GASC memo earlier. I personally would like to apologize if there are some who find this notice short of time and for whatever inconvenience this may be causing you. Albeit, the given date becomes crucial especially because we would like to present the resolutions we shall come up with on the upcoming meeting of the Board of Regents scheduled on the 30 th. To note, the collated demands which came from the Tindog Network of Yolanda survivors was not discussed during last BOR Meet and we hope to unite with other Student Councils in forwarding this cause to the Administration and in pressuring them, the earliest possible time, to take a stand and

immediately rehabilitate and reconstruct the lives of our people who have been devastated and are still on limbo at present. On our part, we have stipulated in the memo the essential dates to be remembered for the SCs to be guided accordingly. We are hoping that by now you have synced these dates in your local calendars as well. As the new set of council officers, and this being our first time to convene the Body, please be reminded that we are yet to approve our own set of House Rules. The prescribed date in the memorandum is a product not only of our exhaustive consultation with the various councils but a result of the constraints we face given the grave importance of the matters which will be tacked vis a vis the scheduled Board of Regents Meeting on the 30th, the various Fair Celebrations, and the timeline for the second GASC this academic year. Much to our dismay, there are some people who blatantly spread rumors saying that we have deliberately set the date to counter the efforts of the League of College Councils in UP Diliman with the National Congress of College Councils. Such accusations are untrue and derogatory to an institution founded on a unified student movement. Given the scheduling constraints, I am confident that each student council will be able to democratically discern attendance in any event and in any other matter that demands attention that week. The Office actually encourages the participation of the student councils across the System in the NCCC. The Student Regent of the University of the Philippines stands as the sole representative of over 50,000 students across the UP System to its highest policy-making and governing body, the Board of Regents. One with the people in their struggle for democratic rights and for the advancement of national interests, the Office of the Student Regent is a consequence of the UP students resolute struggle for student representation even before Martial Law. Today, the Office of Student Regent continues to spearhead various campaigns and activities geared towards achieving genuine societal change. The Office sees to it that every Iskolar ng Bayan remains true to the thrust of our beloved University of serving the people. Present student leaders reaffirm the value of our collective and unified efforts in traversing the many adversaries we continue to face. In line with these ideals, the Office, in cooperation with the UP Mindanao University Student Council as the host student council, shall convene the 37th General Assembly of Student Councils (GASC) on January 25-26, 2014 at the UP Mindanao Campus, Mintal, Davao City. The GASC shall provide a venue where members of the different student councils in the entire UP System may be able to discuss pressing issues and concerns both inside and outside the University and formulate possible actions and resolutions to all these. It is in this light that we deem such activity meritorious of your kind attention. But, as we are constrained in sourcing funds for this important activity, we respectfully appeal to your generosity to help us send our delegates to the GASC through your kind financial assistance. We have attached here a breakdown of the projected expenses for every delegate and a roster of participants coming from the respective student council.
