While there are so many loose ends on Capitol Hill, one thing is certain: Change is coming. Farm bill. Optimism is waning that the House and Senate will reach a reasonable agreement on a five-year farm bill. Without a compromise, farm policy reverts back to 1949 permanent law or yet another costly extension goes into effect. According to Sara Wyant, editor of Agri-Pulse, the biggest hindrances to the real deal include: Food stamp reform and the work requirements in the House bill. How to compromise on the commodity title. The House bill includes a choice of price-based and revenue-based subsidies and bases calculations on planted acres. The Senate bill focuses on revenue supports and historic base acres. Whether or not conservation compliance should be linked to crop insurance. How to make dairy policy more market oriented. If a new farm bill does indeed pass, USDA will need at least six months to tackle the back-end work before the new programs reach the farm, Wyant adds. The working lands conservation programs should be straightforward to continue. Renewable Fuel Standard. Maybe more vital than the farm bill, Wyant says, is the Renewable Fuel Standard (RFS). For 2014, the Environmental Protection Agency (EPA) is proposing to lower the RFS from 18.15 billion gallons to 15.21 billion gallons of ethanol and biodiesel for blending into fuel. The proposal will go to a 60-day comment period before becoming final. Final is a long ways off, though. Its pretty clear that biofuel groups will sue EPA over the new rules, says Scott Irwin, University of Illinois agricultural economist. Where we ultimately come out will probably rest in the hands of a D.C. judge. Regulatory hurdles. From the Food Safety Modernization Act and labeling genetically modified foods to the 2008 Gulf Hypoxia Action Plan and Clean Water Act, the push to regulate modern-day production agriculture is real. As 2014 arrives, 12 states along the Mississippi River are finalizing their Gulf hypoxia action plans to help reduce the amount of nitrogen and phosphorus flowing into the Gulf. While there wont be runoff police, there will be pressure for farmers to adopt BMPs [best management practices], says John Dillard, Farm Journal legal columnist. JURIED B&W PHOTOGRAPHY SHOW- The Shirt Factory Gallery announces a call for entries for its second annual Juried Show. The theme is black and white photography; with a maximum entry size of 24 inches in any direction. The juror is Dr. Rene OBrien, Professor of Photography at SUNY Adirondack in Queensbury, New York. The deadline for entries has been extended to Saturday, January 18, 2014 and application information is online at www.shirtfactorygf.com. We chose the black and white photography theme to tie in with The Hyde Collections Ansel Adams exhibit that runs from January to April, says Shirt Factory Co-Manager Kate Austin-Avon. The Hyde is right around the corner from us and we thought that photos would be on peoples minds. We had great foot traffic with our Georgia OKeeffe inspired show that tied in with the Hydes blockbuster summer exhibit of 2012, so we wanted to support them and offer their visitors more to see when they come to Glens Falls. Our inaugural juried show of small works last year was incredibly successful, and we do plan to make small works a biennial theme, coming up again in late winter of 2015. We are accepting applications through www.onlinejuriedshows.com, says show coordinator Dave Francis. This will make it easier for applicants to apply, and were expecting a broader reach with this tool. First prize for this show is $200 cash, and other prizes will also be awarded. The show seeks sponsors for special prizes. The show opens with a reception and awards ceremony on Friday, February 7, 2013, from 5 to 7 p.m. and runs through Friday, March 14. The entry fee is $25 for two submissions or $35 for three. The Shirt Factory Gallery is open Wednesdays to Saturdays from noon to 5 p.m. The Gallery is located on the first floor in Suite 120 at the loading dock entrance of the Shirt Factory at the corner of Lawrence and Curran Streets in Glens Falls, New York.

Sue McLane, the Victorian Lady, will guide children through a celebration of Victorian culture, learning about clothing, manners and pastimes. The children will also plan, prepare, and enjoy a traditional tea party. Games and craft activities will also be included. 2013-2014 KIWANIS SERVICE PROJECTS Every year, your Kiwanis Club and the New York State Districts Governor chooses a different service project to bring attention to and assist with research. ICE RINK OPEN- This winter, the Town of Wilton Recreation at Gavin Park is offering the public another opportunity for winter fun. The Parks brand new ice skating rink is now open, and all are invited to bring their skates and head out onto the ice. Gavin Parksice skating rink is approximately 100 long by 70 wide. It is available for use by skaters of any age and level of experience; however, children twelve years old or younger must be under the direct supervision of a parent or guardian at all times. Since the facility is intended for pleasure skating only, no hockey sticks, pucks, or games of any kind are allowed on the ice. No Nordic speed skates are allowed. BIRDHOUSE WORKSHOP- It's that time of year again to think about CARING FOR THE BIRDS IN YOUR BACKYARD! The Program will be held at the Horicon Community Center, State Rt. 8, Brant Lake on Saturday, January 11 at 1:00pm. This year is a very special Birdhouse Making Workshop sponsored by the Friends of Horicon Library. The workshop is again led by Gary Frenz. BEGINNER TAI CHI- Seventy Main of Greenwich, NY is offering a new Beginners Introduction to Tai Chi & Qi Gong class in conjunction with The Tai Chi Center of Saratoga. Call for our Tune Up Special B R E A K FA S TThe New Years first charity Pancake Breakfast event of the West Pawlet (Vt) Volunteer Fire Department will be held on Sunday, January 12th. The breakfast is served at the West Pawlet firehouse from 7:30 a.m. to 11:00 a.m. The menu includes regular, chocolate chip, blueberry and cranberry pancakes as well as waffles, scrambled eggs, home fries, sausage and bacon. Coffee, milk and orange juice are also available. All are welcome. Prices are $7.00 for 12 years and up, $5.00 for 5-12 years and free to children under the age of 5 years. Proceeds from the breakfast are dedicated for the departments equipment and training needs. The West Pawlet Volunteer Fire Department looks forward to events in 2014. The volunteers appreciate the communitys support and fellowship at events. New members and volunteers are always welcome and are appreciated. The West Pawlet fire house is located on Route 153 (Main Street) in West Pawlet, Rutland County, Vermont. It is a handicap accessible site. HERITAGE HUNTERS MEETING- Heritage Hunters of Saratoga County will meet on Saturday, January 18th, at 1pm at the Town of Saratoga Town Hall, corner of Rt. 4 and Rt. 29 in Schuylerville. The speaker will be Tricia Shaw, Education Coordinator for the Schoharie Crossing State Historic Site, located along the Erie Canal in Fort Hunter. In 2011, flooding from Hurricane Irene devastated the area, but unearthed a centuries-old blockhouse and remains from a Mohawk Indian settlement. Archaeologists spent months exposing foundations and collecting 18th century artifacts. Tricia Shaw will tell what they learned and will share information on some of the local families from that time period. Public is welcome. For information call 587-2978
