Many have stated that it is impossible to know whether or
not we are living in the last days before the second coming
of Jesus Christ. However, below you will find dramatic
proof that this is the last times. All of the proofs below
taken together defy coincidence.
1. EUPHRATES RIVER TO BE DRIED UP: In
Revelation 16:12, the Bible predicts that the Euphrates
River will be dried up to prepare the way for the kings of
the east to invade Israel. This will happen at the time of the
battle of Armageddon according to verse 16 of the same
chapter. The battle of Armageddon will be the final battle at
which time Jesus Christ will return and fight on the side of
the nation of Israel. Immediately thereafter He will estab-
lish His kingdom and usher in His 1000-year reign of
peace.
On January 13th, 1990, the
Indianapolis Star carried the head-
line Turkey will cut off flow
of Euphrates for 1 month.
The article stated that a
huge reservoir had been
built by Turkey. While
filling up the reservoir,
the flow of the
Euphrates would be
stopped for one month
and a concrete plug for a
diversion channel built.
These things have now
been done. With this newly
built dam, Turkey has the abil-
ity to stop the Euphrates River at
will. The conditions for fulfilling this
1900 year old prophecy are now in place!
2. CHINA GOES TO WAR: In Revelation 9:15-
16, the Bible prophesies that an army of 200 million
soldiers will launch a war which will kill the third part of
men. Never in the history of the world, until our present
generation, has there been a power on earth that could field
200 million soldiers. However, the late ruler of China, Mao
Tsetung boasted in his diary that he could field an army of
200 million. We see that this prophecy pertaining to the
very last times could not ever have been fulfilled until now.
3. WORLDWIDE NUMBERING SYSTEM PRE-
DICTED: In Revelation chapter 13, the Bible prophesies
that a world dictator will soon rule over a world govern-
ment. He will cause all people on the earth to receive a
number without which they will be unable to buy or sell.
We are seeing this prophecy fulfilled before our eyes in a
most astonishing way. Nearly every human being in the
world now has been assigned a number. In America it is our
social security number. In the last few years we have seen
this number extended to small children. A child without a
social security number cannot be declared as a dependent on
an income tax return. We have seen the emergence of elec-
tronic money, shopping with credit cards, and many people
are urging the abolishment of cash. All of these things could
not possibly have been fulfilled until this present time. Only
after the invention of the computer could such a worldwide
numbering system be administered.
4. THE EMERGENCE OF A NEW WORLD
ORDER: Revelation 13:7 and Daniel 7:23 prophesy the
establishment of a world government. We recently have
seen the term new world order being used
by the leading political people of our
world. Mikhail Gorbachev has
made the term famous, and
Pope John Paul II has re-
ferred to it repeatedly.
Finally our former
President, George
Bush, in the Chicago
Tribune, September
12, 1990, said Iraq is
the first test for the
new world order. He
stated emphatically that
the Iraq War
is Saddam Hussein against
the world. The United
Nations troops are continually re-
ferred to as the multi-national forces.
The decision has been made to establish an in-
terdependent community of nations that will rule the world
under United Nations authority. The Bible says that this
will lead us into a great world government. We can see this
happening right before our eyes.
COINCIDENCE OR DIVINE PROVIDENCE? The
Euphrates River can be dried up, the necessary 200 million
man army is available, a worldwide numbering system is
possible because of the computer, and now the new world
order is appearing.
Is it coincidental that all of these major prophecies pertain-
ing to the last times are being fulfilled simultaneously?
Hardly!

I
t is almost spooky to see major
prophecies of the endtime becom-
ing issues in our present presidential
campaign. Why is the status of
Jerusalem so important that every
candidate is asked, If you become presi-
dent, will you move the U.S. Embassy in
Israel to Jerusalem?
What is so amazing is that the Bible
prophesies the status of Jerusalem will be
the pivotal issue of the endtimes.
Zechariah 14:2 states that the nations of
the world will come against Jerusalem,
precipitating the apocalyptic Battle of
Armageddon.
China has threatened loud and often
that she will invade the island of Taiwan
if steps toward unification with the
mainland are not taken soon. Each of us
as Americans want to know whether the
candidates, if they became president,
would risk nuclear war with the Red
Chinese Dragon over Taiwan.
That ominous prophecy lurks in the
back of all of our mindsthe one that
foretells an army of 200 million soldiers
triggering a war that destroys the third
part of men.
George W. Bush was asked who his fa-
vorite philosopher was. I think all of us
were more than a little shocked when he
answered, Jesus Christ. It was as though
the worlds entire news media establish-
ment gasped for their collective breaths.
You could almost hear the political pun-
dits whispering behind their hands, I
cant believe he said that!
So, are Jerry Falwell and Pat Robertson
evil, as John McCain said they are? Is
George W. Bush a Catholic-hater, as he
was accused of being, or was McCain
merely playing the religion card?
Wherever your political loyalties lay, it
seems only fitting that endtime issues
should be receiving such prominence in
this endtime presidential election.
Is God dead? Has He gone on a jour-
ney and left the world to its own devices?
It certainly does not sound like it from
Campaign Trail 2000!

What is Endtime Magazine?
In 1968, Irvin Baxter Jr. discovered the United States and other modern nations in the Bible. He also
found the Berlin Wall in the Bible and that one day it was to be torn down, reuniting Germany, and that
event would be the catalyst to spark an international movement called the "New World Order." These
things have now come to pass.
Irvin Baxter Jr., a Pentecostal minister, began Endtime Ministries in 1986 when he wrote A Message
For The President, a book explaining the major prophecies of the Bible which he had been teaching
since 1968.
After the fall of the Berlin Wall, prophetic fulfillment accelerated rapidly. The decision was made to
launch Endtime. The purpose of the magazine is to explain the prophecies of the Bible and to show
that they are now being fulfilled in intricate detail.
Articles focus on the soon return of Jesus Christ, the truth of the Bible, and the need for salvation.
Endtime does not deal with doctrinal controversies, as valid as they may be. This will be left to other
publications.
STATEMENT OF FAITH: We believe that the Bible is the inspired Word of God, that Jesus Christ is
the Savior of the world, and that He will come again to establish a kingdom that shall never be de-

The term saints does not refer only to Jews
In the book of Revelation, it says that the dragon will make
war with the saints. I have read in other texts in the Bible
where the saints have referred to Israel. I am wondering if
this is not referring to Israel at this point. What do you think?

Reply: The passage to which you refer is Revelation 13:7, And
it was given unto him to make war with the saints, and to overcome
them: and power was given him over all kindreds, and tongues, and
nations.
Notice that the saints were to be from all kindreds, and tongues
and nations. This would obviously rule out them being exclu-
sively Jewish saints. Furthermore, I know of no proof in the New
Testament where the term saints refers only to Jews.
The Bible doesnt specifically prophesy a transfer
of wealth
I have heard by a number of Bible teachers that, before the
Second Coming of Christ and the 1,000-year reign of peace,
there will be a transference of wealth from the unbeliever to
the believer. The verse used is The wealth of the wicked is
stored up for the righteous (Proverbs 13:22). I do not see how
this fits into the endtime events. Please comment.

Reply: Proverbs 13:22 gives us a general principle that has
proven to be true throughout the ages of time. I would not be sur-
prised if God did allow great financial resources to come to His
church for the purpose of financing a great evangelistic outreach in
these last times. However, to say that this scripture specifically
prophesies a transfer of wealth during the endtime on a greater
scale than at any other time appears to be a stretch.
Could a re-born Soviet Union be the prophesied
ten-horned beast?
I appreciate your ministry very much. It has been an inspi-
ration to me in my walk with the Lord.
I thought it was very interesting how Boris Yelsin just sud-
denly stepped down from power. I was reading about this man
who replaced him Vladimir Putin. I noticed how he fits some
of the scriptures of the Antichrist.
Could Russia come back together to form the ten-nation
union of the Antichrist? I know you believe the sixth trumpet
is next, and I think you are right. It just seems to make sense
that, if the United States and China went to war and knocked
each other off, it would be easy for this man to dominate the
world scene. A United Russia would still have nuclear power
and could dictate to the United Nations how to rule. I know
this is just speculation because I dont know how Putin could
fulfill other scriptures. I would appreciate your answer very
much, because I know God has opened your eyes to the
prophecies of the Bible.

Reply: I do believe it may be possible for Russia to become the
center for a re-born Soviet Union. To speculate at this time on
the possibility of Putin being the Antichrist would be just that
speculation.
Third Way concept defined
I listen to your program daily. Since we dont get the pro-
gram live, sometimes it is hard to get my questions answered.
Thats why Im writing.
Tony Blair mentioned the Third Way last week in an inter-
view. Tell us about the Third Way movement. What is it?
Joerg Haider of Austria appears to be a new Hitler. Could he
be the Antichrist? He is from a little horn shaped country.

Reply: The two dominant forces in our world since World War
II have been Capitalism and Communism. Since the dissolution of
the Soviet Union, the enemies of capitalism have attempted to come
up with an alternative ideology that would avoid what they see as
the evils of capitalism. This has resulted in the birth of the Third
Way.
The Third Way concept is to retain all the welfare programs of
Socialism under the guise of Democracy. The proponents of the new
movement are actually advocating Social Democracy. However,
since Socialism has been so thoroughly discredited, a new name was
sought for this hybrid political system. Thus The Third Way was
born.
Under the influence of this new wave, 13 of the 15 members of
the European Union have now elected socialist governments. This
has happened only ten years after the fall of the Berlin Wall and the
supposed death of Socialism. Because of its many socialistic pro-
grams, the Democratic Party here in America has been encouraged
by Britains Tony Blair to join the Third Way movement.
In simple terms, the Third Way is Socialism with a new dress on.

Joerg Haider has expressed admiration for many of the policies of
Adolf Hitler. Hitler was definitely a forerunner of the Antichrist.
Because of Haiders pro-Hitler statements, much alarm has been
produced throughout the world by his rise to power in Austria.
Since we dont know for certain who the Antichrist is, it would
be impossible to totally rule Joerg Haider out. However, I tend to
think it will be a man who is widely accepted, not one who has
received almost universal condemnation. Revelation 13:3 tells us
concerning the Antichrist, and all the world wondered after
the beast.
The World Community is World Government
I was blessed when I read your Endtime Magazine. Could you
please answer the following questions:
When you talk about one-world government, one-world
economy and one-world religion, what do you mean exactly?
You talk about the Antichrist waiting in the wings. When
they sign the Middle East peace accords, will the Antichrist be
revealed and will the one-world government, one-world econ-
omy and one-world religion come into existence?
Where will the Antichrist come from?

Reply: 1. When you read in your newspaper about the World
Community or the International Community, you are reading
about the one-world government. The United Nations is the proph-
esied one-world government in formation. When the UN has the
power to arrest citizens of a sovereign nation against the will of that
nation, as it does now, we are in world government. When the na-
tions of the world act in concert against an individual nation as was
recently done in Yugoslavia, we are in world government.
When the nations of the world become entangled in global eco-
nomic treaties such as the World Trade Organization, which can tell
them what trade policies to adopt and can issue fines for violations,
we are in one-world economy.
When it becomes politically incorrect to speak against a religion
or to say that a religion is wrong, we are moving into a global spir-
ituality.
2. The Antichrist will not be revealed at the confirming of the
covenant. He will be revealed three and one-half years later at the
time of the Abomination of Desolation (II Thessalonians 2:3-4).
We are gradually moving into global government, religion and
economy right now. The emerging system of global governance will
force the people of the world into compliance to its edicts during the
Great Tribulation and the time of the mark of the beast. This will
take place during the final three and one-half years before
Armageddon.
3. I can not tell you for sure at this time where the Antichrist
will come from.
E-commerce is leading us toward the Mark of the
Beast
During the day I listen to BBC Radio; and at night I listen
to the WHRI stations. On the BBC stations, I have been hear-
ing a lot about e-commerce and how it will change our
shopping habits.
Yesterday, I read in a newspaper that a hacker in the east has
tried to extort money from a company after hacking into their
computer and copying credit card details of their customers.
I wouldnt think that all this has done much to boost e-com-
merce! The risks of sending ones credit card details through
the mail or on the Internet is surely obvious. It seems this kind
of criminal activity could bring large companies to bank-
ruptcy.
On the other hand, an electronically transmitted mark
might solve some of these problems. Do you think this could
be one of the things that will propel us into a cashless society?
And do you think people will actually bear a visible mark on
their hand or forehead for this purpose?

Reply: The developments that you describe are definitely leading
us straight into the arms of the mark of the beast. However, it is very
unlikely that the mark of the beast will be a visible mark. One pos-
sible method, which is being experimented with right now, is an
implanted computer chip. This would be invisible, but it would pro-
vide positive identification and would be perfect for use in buying
and selling.
Well know, sooner than we care to, how the endtime program
of the Antichrist will be executed. It cant be that far away.
..And Boy, Were My Arms Tired
Love your stuff!! I have no way to find out what's going on
in this world except by listening to your program and tapes.
I'm in North Dakota and do have a little difficulty in receiv-
ing your radio show. I have to stand in the hallway and hold
the radio above my head - but - it's worth it!!

n January 20, Jesse Helms,
Chairman of the powerful
U.S. Senate Committee on
Foreign Relations, spoke be-
fore the UN Security
Council. Helms committee controls the
purse strings on U.S. contributions to the
United Nations, and has been withholding
payments for quite some time.
In his address he explained, from his per-
spective, the conditions under which the
United States should participate in the UN.
While the U.S. is specifically mentioned
in Bible prophecy (see Understanding the
Endtime, Level One, Lesson One), its ulti-
mate destiny in world affairs remains
unclear. Will the U.S. be absorbed into the
Antichrists New World Order or stand in
opposition? Helms speech very eloquently
identifies the crossroads at which America
now finds herself. Its prophetic significance is
clear.
Mr. President, Distinguished
Ambassadors, Ladies and Gentlemen,
I genuinely appreciate your welcoming
me here this morning. You are distin-
guished world leaders and it is my hope
that there can begin, this day, a pattern
of understanding and friendship between
you who serve your respective countries
in the United Nations and, those of us
who serve not only in the United States
Government but also the millions of
Americans whom we represent and
serve.
It may very well be that some of the
things I feel obliged to say will not meet
with your immediate approval, if at all. It
is not my intent to offend you and I hope
I will not.
It is my intent to extend to you my
hand of friendship and convey the hope
that in the days to come, and in retro-
spect, we can join in a mutual respect
that will enable all of us to work together
in an atmosphere of friendship and hope
the hope to do everything we can to
achieve peace in the world.
I am not a diplomat, and as such, I am
not fully conversant with the elegant and
rarefied language of the diplomatic trade.
I am an elected official, with something
of a reputation for saying what I mean
and meaning what I say. So I trust you
will forgive me if I come across as a bit
more blunt than those you are accus-
tomed to hearing in this chamber.
Never before has the Senate Foreign
Relations Committee ventured as a
group from Washington to visit an inter-
national institution. I hope it will be an
enlightening experience for all of us, and
that you will accept this visit as a sign of

U.S.-UN relationship.
If we are to have such a new begin-
ning, we must endeavor to understand
each other better. And that is why I will
share with you some of what I am hear-
ing from the American people about the
United Nations.
Now I am confident you have seen the
public opinion polls, commissioned by
UN supporters, suggesting that the UN
enjoys the support of the American pub-
lic. I would caution that you not put too
much confidence in those polls. Since I
was first elected to the Senate in 1972, I
have run for re-election four times. Each
time, the pollsters have confidently pre-
dicted my defeat. Each time, I am happy
to confide, they have been wrong. I am
pleased that, thus far, I have never won a
poll or lost an election.
So, as those of you who represent de-
mocratic nations well know, public
opinion polls can be constructed to tell
you anything the poll takers want you to
hear.
Let me share with you what the
American people tell me. Since I became
chairman of the Foreign Relations
Committee, I have received literally
thousands of letters from Americans all
across the country expressing their deep
frustration with this institution.
They know instinctively that the UN
lives and breathes on the hard-earned
money of the American taxpayers. And
yet they have heard comments here in
New York constantly calling the United
States a deadbeat.
They have heard UN officials declar-
ing absurdly that countries like Fiji and
Bangladesh are carrying Americas bur-
den in peacekeeping.
They see the majority of the UN mem-
bers routinely voting against America in
the General Assembly.
They have read the reports of the rau-
cous cheering of the UN delegates in
Rome, when U.S. efforts to amend the
International Criminal Court treaty to
protect American soldiers were defeated.
They read in the newspapers that, de-
spite all the human rights abuses taking
place in dictatorships across the globe, a
UN Special Rapporteur decided his
most pressing task was to investigate
human rights violations in the U.S.
and found our human rights record want-
ing.
The American people hear all this;
they resent it, and they have grown in-
creasingly frustrated with what they feel
is a lack of gratitude.
Now I wont delve into every point of
frustration, but lets touch for just a mo-
ment on one the deadbeat charge.
Before coming here, I asked the United
States General Accounting Office to as-
sess just how much the American
taxpayers contributed to the United
Nations in 1999. Here is what the GAO
reported to me:
Last year, the American people con-
tributed a total of more than $1.4 billion
dollars to the U.N. system in assessments
and voluntary contributions. Thats
pretty generous, but its only the tip of
the iceberg. The American taxpayers
also spent an additional $8.779 billion
dollars from the United States military
budget to support various U.N. resolu-
tions and peacekeeping operations
around the world. Let me repeat that fig-
ure: EIGHT BILLION, SEVEN
HUNDRED AND SEVENTY NINE
MILLION DOLLARS.
That means that last year (1999) alone
the American people have furnished pre-
cisely $10.179 billion dollars to support
the work of the United Nations. No
other nation on earth comes even close
to matching that singular investment.
So you can see why many Americans
reject the suggestion that theirs is a
deadbeat nation.
Now, I grant you, the money we spend
on the UN is not charity. To the con-
trary, it is an investment an investment
from which the American people rightly
expect a return. They expect a reformed
UN that works more efficiently, and
which respects the sovereignty of the
United States.
That is why in the 1980s, Congress
began withholding a fraction of our ar-
rears as pressure for reform. And
Congressional pressure resulted in some
worthwhile reforms, the arrears accumu-
lated as the UN resisted more
comprehensive reforms.
When the distinguished Secretary
General, Kofi Annan, was elected, some
of us in the Senate decided to try to es-
tablish a working relationship. The result
is the Helms-Biden law, which President
Clinton finally signed into law this past
November. The product of three years of
arduous negotiations and hard-fought
compromises, it was approved by the
U.S. Senate by an overwhelming 98-1
margin. You should read that vote as a
virtually unanimous mandate for a new
relationship with a reformed United
Nations.
Now I am aware that this law does not
sit well with some here at the UN. Some
do not like to have reforms dictated by
the U.S. Congress. Some have even sug-
gested that the UN should reject these
reforms.
But let me suggest a few things to con-
sider: First, as the figures I have cited
clearly demonstrate, the United States is
the single largest investor in the United
Nations. Under the U.S. Constitution,
we in Congress are the sole guardians of
the American taxpayers money. (It is
our solemn duty to see that it is wisely in-
vested.) So as the representatives of the
UNs largest investors the American
people we have not only a right, but a
responsibility, to insist on specific re-
forms in exchange for their investment.
Second, I ask you to consider the al-
ternative. The alternative would have
been to continue to let the U.S.-UN re-
lationship spiral out of control. You
would have taken retaliatory measures,
such as revoking Americas vote in the
General Assembly. Congress would
likely have responded with retaliatory
measures against the UN. And the end
result, I believe, would have been a
breach in U.S.-UN relations that would
have served the interests of no one.
Now some here may contend that the
Clinton Administration should have
fought to pay the arrears without condi-
tions. I assure you, had they done so, they
would have lost.
Eighty years ago, Woodrow Wilson
failed to secure Congressional support for
U.S. entry into the League of Nations.
This administration obviously learned
from President Wilsons mistakes.
Wilson probably could have achieved
ratification of the League of Nations if he
had worked with Congress. One of my
predecessors as Chairman of the Senate
Foreign Relations Committee, Henry
Cabot Lodge, asked for 14 conditions to
the treaty establishing the League of
Nations, few of which would have raised
an eyebrow today. These included lan-
guage to insure that the United States
remain the sole judge of its own internal
affairs; that the League not restrict any
individual rights of U.S. citizens; that the

Congress retain sole authority for the de-
ployment of U.S. forces through the
league, and so on.
But President Wilson indignantly re-
fused to compromise with Senator
Lodge. He shouted, Never, never!,
adding, Ill never consent to adopting
any policy with which that impossible
man is so prominently identified! What
happened? President Wilson lost. The
final vote in the Senate was 38 to 53, and
League of Nations withered on the vine.
Ambassador Holbrooke and Secretary
of State Albright understood from the
beginning that the United Nations could
not long survive without the support of
the American people and their
elected representatives in Congress.
Thanks to the efforts of leaders like
Ambassador Holbrooke and Secretary
Albright, the present Administration in
Washington did not repeat President
Wilsons fatal mistakes.
In any event, Congress has written a
check to the United Nations for $926
million, payable upon the implementa-
tion of previously agreed-upon
common-sense reforms. Now the choice
is up to the UN. I suggest that if the UN
were to reject this compromise, it would
mark the beginning of the end of US
support for the United Nations.
I dont want that to happen. I want the
American people to value a United
Nations that recognizes and respects
their interests, and for the United
Nations to value the significant contri-
butions of the American people. Lets be
crystal clear and totally honest with each
other: all of us want a more effective
United Nations. But if the United
Nations is to be effective it must be an
institution that is needed by the great de-
mocratic powers of the world.
Most Americans do not regard the
United Nations as an end in and of itself
they see it as just one part of Americas
diplomatic arsenal. To the extent that
the UN is effective, the American peo-
ple will support it. To the extent that it
becomes ineffective or worse, a burden
the American people will cast it aside.
The American people want the UN to
serve the purpose for which it was de-
signed: they want it to help sovereign
states coordinate collective action by
coalitions of the willing,(where the po-
litical will for such action exists); they
want it to provide a forum where diplo-
mats can meet and
keep open chan-
nels of
communication in
times of crisis; they
want it to provide
to the peoples of
the world impor-
tant services, such
as peacekeeping,
weapons inspec-
tions and
humanitarian re-
lief.
This is impor-
tant work. It is the
core of what the
UN can offer to
the United States
and the world. If,
in the coming cen-
tury, the UN
focuses on doing
these core tasks
well, it can thrive
and will earn and
deserve the sup-
port of the
American people.
But if the UN
seeks to move be-
yond these core
tasks, if it seeks to impose the UNs
power and authority over nation-states, I
guarantee that the United Nations will
meet stiff resistance from the American
people.
As matters now stand, many
Americans sense that the UN has greater
ambitions than simply being an efficient
deliverer of humanitarian aid, a more ef-
fective peacekeeper, a better weapons
inspector, and a more effective tool of
great power diplomacy. They see the UN
aspiring to establish itself as the central
authority of a new international order of
global laws and global governance. This
is an international order the American
people will not countenance.
The UN must respect national sover-
eignty. The UN serves nation-states, not
the other way around. This principle is
central to the legitimacy and ultimate
survival of the United Nations, and it is
a principle that must be protected.
The Secretary General recently deliv-
ered an address on sovereignty to the
General Assembly, in which he declared
that the last right of states cannot and
must not be the right to enslave, perse-
cute or torture their own citizens. The
peoples of the world, he said, have rights
beyond borders.
I wholeheartedly agree.
What the Secretary General calls
rights beyond borders, we in America
call inalienable rights. We are endowed
with those inalienable rights, as
Thomas Jefferson proclaimed in our
Declaration of Independence, not by
kings or despots, but by our Creator.
The sovereignty of nations must be re-
spected. But nations derive their
sovereignty their legitimacy from
the consent of the governed. Thus, it fol-
lows, that nations can lose their
legitimacy when they rule without the
consent of the governed; they deservedly
discard their sovereignty by brutally op-
pressing their people.
Slobodan Milosevic cannot claim sov-
ereignty over Kosovo when he has
murdered Kosovars and piled their bodies
into mass graves. Neither can Fidel
Castro claim that it is his sovereign right
to oppress his people. Nor can Saddam

ship to this organization quite differently than does Senator Helms.

Hussein defend his oppression of the
Iraqi people by hiding behind phony
claims of sovereignty.
And when the oppressed peoples of
the world cry out for help, the free peo-
ples of the world have a fundamental
right to respond.
As we watch the UN struggle with this
question at the turn of the millennium,
many Americans are left exceedingly
puzzled. Intervening in cases of wide-
spread oppression and massive human
rights abuses is not a new concept for the
United States. The American people
have a long history of coming to the aid
of those struggling for freedom. In the
United States, during the 1980s, we
called this policy the Reagan Doctrine.
In some cases, America has assisted
freedom fighters around the world who
were seeking to overthrow corrupt
regimes. We have provided weaponry,
training, and intelligence. In other cases,
the United States has intervened di-
rectly. In still other cases, such as in
Central and Eastern Europe, we sup-
ported peaceful opposition movements
with moral, financial and covert forms of
support. In each case, however, it was
Americas clear intention to help bring
down Communist regimes that were op-
pressing their peoples, and thereby
replace dictators with democratic gov-
ernments.
The dramatic expansion of freedom in
the last decade of the 20th Century is a
direct result of these policies.
In none of these cases, however, did
the United States ask for, or receive, the
approval of the United Nations to legit-
imize its actions.
It is a fanciful notion that free peoples
need to seek the approval of an interna-
tional body (some of whose members are
totalitarian dictatorships) to lend sup-
port to nations struggling to break the
chains of tyranny and claim their in-
alienable, God-given rights.
The United Nations has no power to
grant or decline legitimacy to such ac-
tions. They are inherently legitimate.
What the United Nations can do is
help. The Security Council can, where
appropriate, be an instrument to facili-
tate action by coalitions of the willing,
implement sanctions regimes, and pro-
vide logistical support to states
undertaking collective action.
But complete candor is imperative:
The Security Council has an exceedingly
mixed record in being such a facilitator.
In the case of Iraqs aggression against
Kuwait in the early 1990s, it performed
admirably; in the more recent case of
Kosovo, it was paralyzed. The UN peace-
keeping mission in Bosnia was a disaster,
and its failure to protect the Bosnian
people from Serb genocide is well docu-
mented in a recent UN report.
And, despite its initial success in re-
pelling Iraqi aggression, in the years since
the Gulf War, the Security Council has
utterly failed to stop Saddam Husseins
drive to build instruments of mass mur-
der. It has allowed him to play a repeated
game of expelling UNSCOM inspection
teams which included Americans, and
has left Saddam completely free for the
past year to fashion nuclear and chemical
weapons of mass destruction.
I am here to plead that from now on
we all must work together, to learn from
past mistakes, and to make the Security
Council a more efficient and effective
tool for international peace and security.
But candor compels that I reiterate this
warning: the American people will never
accept the claims of the United
Nations to be the sole
source of legitimacy
on the use of force
in the world.
But, some may re-
spond, the U.S.
Senate ratified the
UN Charter fifty years
ago. Yes, but in doing
so we did not cede one
syllable of American
sovereignty to the
United Nations.
Under our system,
when international
treaties are ratified
they simply become
domestic US law. As
such, they carry no
greater or lesser weight
than any other domes-
tic U.S. law. Treaty
obligations can be su-
perseded by a simple
act of Congress. This
was the intentional
design of our founding
fathers, who cau-
tioned against
entering into entan-
gling alliances.
Thus, when the United States joins a
treaty organization, it holds no legal au-
thority over us. We abide by our treaty
obligations because they are the domes-
tic law of our land, and because our
elected leaders have judged that the
agreement serves our national interest.
But no treaty or law can ever supersede
the one document that all Americans
hold sacred: The U.S. Constitution.
The American people do not want the
United Nations to become an entan-
gling alliance. That is why Americans
look with alarm at UN claims to a mo-
nopoly on international moral
legitimacy. They see this as a threat to
the God-given freedoms of the
American people, a claim of political au-
thority over America and its elected
leaders without their consent.
The effort to establish a United
Nations International Criminal Court is
a case-in-point. Consider: the Rome
Treaty purports to hold American citi-
zens under its jurisdiction even when
the United States has neither signed nor
ratified the treaty. In other words, it
claims sovereign authority over

American citizens without their consent.
How can the nations of the world imag-
ine for one instant that Americans will
stand by and allow such a power-grab to
take place?
The Courts supporters argue that
Americans should be willing to sacrifice
some of their sovereignty for the noble
cause of international justice.
International law did not defeat Hitler,
nor did it win the Cold War. What
stopped the Nazi march across Europe,
and the Communist march across the
world, was the principled projection of
power by the worlds great democracies.
And that principled projection of force is
the only thing that will ensure the peace
and security of the world in the future.
More often than not, international
law has been used as a make-believe jus-
tification for hindering the march of
freedom. When Ronald Reagan sent
American servicemen into harms way to
liberate Grenada from the hands of a
communist dictatorship, the UN
General Assembly responded by voting
to condemn the action of the elected
President of the United States as a viola-
tion of international law and, I am
obliged to add, they did so by a larger ma-
jority than when Soviet invasion of
Afghanistan was condemned by the
same General Assembly!
Similarly, the U.S. effort to overthrow
Nicaraguas Communist dictatorship (by
supporting Nicaraguas freedom fighters
and mining Nicaraguas harbors) was de-
clared by the World Court as a violation
of international law.
Most recently, we learn that the chief
prosecutor of the Yugoslav War Crimes
Tribunal has compiled a report on possi-
ble NATO war crimes during the Kosovo
campaign. At first, the prosecutor de-
clared that it is fully within the scope of
her authority to indict NATO pilots and
commanders. When news of her report
leaked, she backpedaled.
She realized, I am sure, that any at-
tempt to indict NATO commanders
would be the death knell for the
International Criminal Court. But the
very fact that she explored this possibility
at all brings to light all that is wrong with
this brave new world of global justice,
which proposes a system in which inde-
pendent prosecutors and judges,
answerable to no state or institution,
have unfettered power to sit in judge-
ment of the foreign policy decisions of
Western democracies.
No UN institution not the Security
Council, not the Yugoslav tribunal, not a
future ICC is competent to judge the
foreign policy and national security deci-
sions of the United States. American
courts routinely refuse cases where they
are asked to sit in judgement of our gov-
ernments national security decisions,
stating that they are not competent to
judge such decisions. If we do not submit
our national security decisions to the
judgement of a Court of the United
States, why would Americans submit
them to the judgement of an
International Criminal Court, a conti-
nent away, comprised of mostly foreign
judges elected by an international body
made up of the membership of the UN
General Assembly?
Americans distrust concepts like the
International Criminal Court, and
claims by the UN to be the sole source
of legitimacy for the use of force, be-
cause Americans have a profound
distrust of accumulated power. Our
founding fathers created a government
founded on a system of checks and bal-
ances, and dispersal of power.
In his 1962 classic, Capitalism and
Freedom, the Nobel-prize winning econ-
omist Milton Friedman rightly declared:
[G]overnment power must be dispersed.
If government is to exercise power, better
in the county than in the state, better in
the state than in Washington. [Because]
if I do not like what my local community
does, I can move to another local com-
munity... [and] if I do not like what my
state does, I can move to another. [But] if
I do not like what Washington imposes,
I have few alternatives in this world of
jealous nations.
Forty years later, as the UN seeks to
impose its utopian vision of interna-
tional law on Americans, we can add
this question: Where do we go when we
dont like the laws of the world?
Today, while our friends in Europe
concede more and more power upwards
to supra-national institutions like the
European Union, Americans are heading
in precisely the opposite direction.
America is in a process of reducing
centralized power by taking more and
more authority that had been amassed by
the Federal government in Washington
and referring it to the individual states
where it rightly belongs.
This is why Americans reject the idea
of a sovereign United Nations that pre-
sumes to be the source of legitimacy for
the United States Governments poli-
cies, foreign or domestic. There is only
one source of legitimacy of the American
governments policies and that is the
consent of the American people.
If the United Nations is to survive into
the 21st Century, it must recognize its
limitations. The demands of the United
States have not changed much since
Henry Cabot Lodge laid out his condi-
tions for joining the League of Nations
80 years ago: Americans want to ensure
that the United States of America re-
mains the sole judge of its own internal
affairs, that the United Nations is not al-
lowed to restrict the individual rights of
U.S. citizens, and that the United States
retains sole authority over the deploy-
ment of United States forces around the
world.
This is what Americans ask of the
United Nations; it is what Americans
expect of the United Nations. A United
Nations that focuses on helping sover-
eign states work together is worth
keeping; a United Nations that insists on
trying to impose a utopian vision on
America and the world will collapse
under its own weight.
If the United Nations respects the sov-
ereign rights of the American people,
and serves them as an effective tool of
diplomacy, it will earn and deserve their
respect and support. But a United
Nations that seeks to impose its pre-
sumed authority on the American people
without their consent begs for confronta-
tion and, I want to be candid, eventual
U.S. withdrawal.

uch ado has been
made about a docu-
ment called, Towards
a Global Ethic.
Authored by Catholic
theologian Hans Kng, its purpose is to
identify principles upon which all major
religions of the world can agree.
Towards a Global Ethic was adopted
by the Council of the Parliament of the
Worlds Religions at their 1993 Chicago
conference. It was taken to a higher
level, however, at the CPWRs confer-
ence in Cape Town, South Africa this
past December. In Cape Town, Kngs
Global Ethic was presented to govern-
ments, corporations, commerce, science,
medicine, universities, religious organiza-
tions and more. In other words, it was
officially presented to the institutions
that guide and control the lives of every
person on earth. Appropriately it was
named, A Call to Our Guiding
Institutions. The intent is for it to be
adopted, and then promoted, by these
guiding institutions.
The implications of this are staggering.
Every facet of society in the world has
now been called upon to implement the
principles put forth in the Global Ethic.
What will happen when each of these in-
stitutions incorporates these new
principles? Might the Global Ethic be-
come the de facto law of the land?
If you think this is far-fetched para-
noia, consider that the prophecies of the
Bible indicate that such a situation will,
in fact, exist during the endtimes. The
Global Ethic, by Kngs own admission,

and it appears that the Global Ethic will
play a significant role. It may very well
become the statement of faith for the
prophesied global religion of the end-
times.
Endtime recently spoke with Dr. Kng
by phone from his home in Augsburg,
Germany.
Global Ethic vs. the Bible
Baxter: Can you please summarize for
us what the Global Ethic is trying to ac-
complish? What are the principles
behind it?
Dr. Kng: The Global Ethic is, of
course, not a new ideology. It is not
something that would make the specific
ethics of the different religions and
philosophies irrelevant. It is, therefore,
no substitute for the Torah of the Jews or
the Sermon on the Mount of the
Christians or the Koran of the Muslims.
Nor is it the substitute for the courses of
the Buddha or the sayings of Confucius.
No. The Global Ethic is only the neces-
sary minimum common values, standards
and basic attitudes. In other words, it is a
minimal basis for consensus relating to
binding values, irrevocable standards and
moral attitudes that can be affirmed by
people of all religions despite their dog-
matic or theological differences.
Non-religious individuals can also sup-
port it.
Baxter: In the Global Ethic you talk
about the need to respect other religions.
In particular you stated, Religions are
credible only when they eliminate those
conflicts that spring from the religions
themselves. Dismantling mutual arro-
gance, mistrust, prejudice and hostile
images and thus demonstrate respect for
the traditions, holy places, feasts and rit-
uals of people who believe differently.
Most of the Global Ethic I think I agree
with. There were a couple of places,
though, that gave me a little bit of a
problem, and those are what I want to
ask you about. Can Christians respect
traditions, feasts or rituals that the Bible
would teach to abhor or that the Bible
teaches would be paganism? How do
Christians deal with that?
Dr. Kng: Well, that is, of course, a
difficult question. What I think is neces-
sary is that we need people who are
rooted in their own religious tradition
and are nevertheless open for the other
traditions. You need in your whole exis-
tence two dimensions. One is what you
believe in your heart and what you also
call your personal conviction. On the
other hand, there is another dimension
the exterior dimension that other
people have different opinions, convic-
tions and religions. I think that should be
the basic approach to the other religions.
Advocating a New World Order
Baxter: I am very impressed by the
depth of your knowledge concerning
geopolitics. Do you feel we are on the
brink of a New World Order?
Dr. Kng: This is the third challenge
for a New World Order. We still remem-
ber President Wilson who, towards the
end of the First World War, proclaimed
his 14 points and wanted to have a New
World Order. But he was defeated by
European politicians who thought they
were more realistic than President
Wilson. Wilson was also not supported
very much in the United States, and he
lost the fight in Versailles. The result was
Nazism, Fascism, Communism and fi-
nally World War II. At the end of World
War II we had a second chance for a New
World Order with the foundation of the
United Nations. We had a great deal of
hope that now a New World Order
would arise. But this New World Order
was made impossible, especially by Stalin
and Communism. Instead of a New
World Order, it divided the world. In
1989, we had the great European
Revolution and the collapse of
Communism. Everybody thought that
this would be the third opportunity for a
New World Order. Unfortunately, we
had no clear vision of a New World
Order. When President Bush mentioned
the New World Order, it raised a great
deal of hope, but when he was asked
what this New World Order meant, he
did not have a very clear idea. So a lot of
people have been disappointed. This is
now a third opportunity missed by hu-
manity. I still hope that our politicians,
our religious leaders, our spiritual leaders
see the necessity of having a real New
World Order.
The need for global spiritual
revolution
Baxter: A Call to Our Guiding
Institutions is actually aimed at bringing
together most of the leading institutions
that make society what it is, and getting
everyone thinking in an ethical way.
Dr. Kng: Exactly! All these politi-
cians who were thinking about the New

World Order did not think enough about
an ethical foundation of the New World
Order. They think it is enough to have a
free market society. A market economy
can only function if it is based on a func-
tioning civil society, and a civil society
needs a foundation in very clear moral
values and standards.
Baxter: Am I hearing you say that, re-
ally, we will not successfully achieve a
New World Order unless there is some
kind of a global spiritual revolution as
well?
Dr. Kng: Yes. I think in all soberness,
we need a spiritual revolution in the
sense of a change of consciousness.
Advocating wealth redistribution
Baxter: You talk about the world
economy and its role that it must play
and you stated in the Global Ethic that
the world economy must be structured
more justly. Individual good deeds and
assisted projects, indispensable though
they be, are insufficient. The participa-
tion of all states and the authority of
international organizations are needed to
build just economic institutions. Am I
reading this correctly? Is this a call for
wealth redistribution?
Dr. Kng: Yes. These are no fantastic
proposals. We live, of course, in an age of
globalization a structural revolution
in the world economy. But my belief is
that globalization is unavoidable. There
are winners and there are losers. There
are countries that win and countries that
lose. You see, globalization is unpre-
dictable, and therefore, globalization can
be and should be controlled. Certain leg-
islation and regulation could correct the
negative results of globalization by cer-
tain institutions.
Obligations for every human
being
Baxter: This has been a wonderful in-
terview. Thank you so much for taking
your time. Let me ask you one or two
more questions as we are wrapping up
here. If the Global Ethic begins to be em-
braced, is it something that will almost
become mandatory in order for us to
have a global order? I mean, we are living
in very perilous times dangerous
times, when the potential is to blow the
world up. Is the Global Ethic something
that people are almost going to have to
come to?
Dr. Kng: I think it is really necessary,
but you cannot just legislate the respon-
sibilities of human beings as you can
legislate rights. That is the reason why
the so called Interaction Council, an im-
portant group of former heads of state
and government, among them President
Jimmy Carter, former German
Chancellor Helmet Kohl, as well as
many others, propose as a consequence of
the Declaration of the Parliament of the
World Religions that the United
Nations should also discuss the Universal
Declaration of Human Responsibilities. I
think it would be a good thing to know
what the obligations are of the human
being. We would then come back to
what we have already in the Parliament
of the Worlds Religions, but this would
be a moral appeal and not just a law you
can enforce by police and tribunals and
prisons.
Catholic position on Interfaithism
Baxter: My last question is about the
Roman Catholic Church. It is such a
huge spiritual force in our world. What is
the Roman Catholic position on
Interfaithism?
Dr. Kng: Well first, I think it would
not like the word interfaithism, be-
cause for many people ism looks like an
ideology. I would rather think the pope
would agree completely that we need
peace among the different religions.
Nobody wants to construct one unified
religion today. It would be impossible
and illusionary. But what we need is
peace among the religions. This is the
main phrase as I hear repeated all over
the world, again and again. There will be
no peace among the nations without
peace among the religions. And there
will be no peace among the religions
without dialogue between the religions,
and in this sense we need humanism.
Baxter: One follow-up question: I
know the Pope is planning on having an
ecumenical meeting with Jews, Muslims
and Christians in Israel next year when
he visits there. Would the popes attitude
be that Muslims and Jews must convert
to Christianity or would he be able to say
that there is validity in their present be-
liefs?
Dr. Kng: I think he would probably
say the second. As I said at the beginning
of our nice conversation, to be rooted in
your personal faith does not exclude
being open for other faiths. You do not
have to give up your own faith in order to
see that also others have honest convic-
tions.

And the four angels were loosed,

T
he Bible prophesies that a
horrible war will soon occur
on earth that will result in
the annihilation of the
third part of men. All of the
signs seem to indicate that China will be
the nation that triggers this war. It ap-
pears likely that the issue of Taiwan
could become the flash point for the
prophesied conflict.
In early 1999, China began to press
Taiwan to engage in negotiations toward
uniting Taiwan with the Mainland. The
opening of the talks was scheduled for
August of 1999.
Knowing the talks were about to
begin, Taiwanese President Lee Teng-
Hui made his move to start negotiations
off on the right foot. On a German talk
program on July 9, 1999, Lee asserted
that China must deal with Taiwan on a
state-to-state basis. China has always
contended that Taiwan is not a sovereign
nation, but a renegade province that
must soon submit itself to the rule of the
Mainland.
Lees assertion was taken by China as a
de facto declaration of independence.
China had always stated that a declara-
tion of independence by Taiwan would
result in the invasion of Taiwan by
China. Consequently, President Lees
state-to-state assertion resulted in vehe-
ment Chinese reaction.
Prepare for War
On August 10, 1999, the Central
Military Commission of the Communist
Party of China issued a secret document
to all of Chinas military personnel con-
taining instructions to prepare for war.
The directions transmitted in the docu-
ment are alarming, to say the least.
Following are a few excerpts from the se-
cret communiqu:
Reunification using military
power
Based on the current situation, Lee
Teng-Hui has pushed the relationships
between the two sides into a dead end
with his two-country theory and there-
fore stuck his foot across our bottom line,
actually providing us with solid grounds
for achieving reunification using military
power.
Preparing Chinese soldiers
mentally for war
Commanders at all levels should en-
hance their understanding of the
position adopted by the Partys Central
Committee in regard to the reunification
and carry out, at the same time patriotic
education, a wave of politically-oriented
military exercises aimed at opposing
splittism and promoting reunification so
as to raise the political consciousness of
all commanders and soldiers up to a level
required by war.
Possible U.S. involvement in the
war
Taking into account possible inter-
vention by the U.S. and based on the
development strategy of our country, it is
better to fight now than in the future
the earlier, the better. The reason being
that, if worse comes to worse, we will
gain control of Taiwan before full de-
ployment of the U.S. troops.
From the perspective of winning a
large-scale modern war with defense as
the main purpose but involving local of-
fensives, an early war has another
advantage over a later war; namely, not
counting the risk of a nuclear war, our
conventional forces compare favorably
with those of the U.S.
We fought the United States in
Vietnam
So far the strategic superiority of the
U.S. joint forces has not been tested in a
war against a big country. In contrast,
using the Vietnamese War as an exam-
ple, our forces do have the experience of

fighting the U.S. forces under modern
warfare conditions. In that war, the
Chinese forces were mainly responsible
for air defense and accumulated a whole
set of experiences in this regard.
U.S. wont fight nuclear war
Basically, we do not foresee a nuclear
war between China and the U.S., for two
basic facts will prevent it. First, it is
against the U.S. interests to fight a nu-
clear war against China simply for Lee
Teng-Hui and his followers. Second, we
have built up the capability for the sec-
ond and the third nuclear strikes and are
fairly confident in fighting a nuclear war.
The PCC has decided to pass through
formal channels this message to the top
leaders of the U.S. This is one of the con-
crete measures that we will take to
prevent the escalation of war in the spirit
of being responsible.
We will seek peaceful solution
until the last minute
At present, the foundation of a peace-
ful dialogue between two sides has been
destroyed and the possibility for military
actions has been greatly increased. Even
so, we still strive to bring about a peace-
ful solution, which option shall remain
valid until the last moment.
In addition to the ominous tone of
these military instructions, the leaders of
China have not missed a chance to an-
nounce to the world that military force
will be used to unite Taiwan with the
Mainland, if peaceful unification is not
forthcoming. These threats have been is-
sued on a weekly and sometimes daily
basis for the last eight months.
With Taiwans presidential elections
coming up on March 18, Chinas leader-
ship apparently felt that it needed to turn
the heat up. Until recently, China had
stated that two things would result in a
decision by China to invade Taiwan: 1. If
Taiwan actually declared independence
2. If a foreign power invaded the island.
However, on February 21st, 2000, a
third condition was added. Chinas cabi-
net issued an 11,000-word White Paper
stating that, if Taiwan continued to drag
her feet on opening negotiations for uni-
fication, China would initiate military
action against the island.
The people of Taiwan want nothing to
do with subjecting themselves to the rule
of Chinas communistic dictatorship.
Taiwan has built a modern, economically
prosperous democratic nation. She has
the 18th largest economy on the face of
the earth. Taiwan is the worlds second
largest producer of computer chips. Yet
to say that the Chinese people are not
fearful of the huge red dragon breathing
down their necks would simply be un-
true.
Taiwan would like to think she can
depend on the United States to defend
her. Yet the signals she is receiving from
America seem to be mixed and ambigu-
ous.
Taiwans three leading presidential
candidates each favor preservation of the
nations independence. Yet Chinas
threats have become so loud and so fre-
quent that they simply cannot be
ignored. As each Taiwanese steps into
the voting booth on March 18th, fore-
most in his mind will inevitably be, Will
this candidate lead me and my family
into war with the Mainland.
So what will happen?
We would like to believe that common
sense will prevail and this dangerous
ticking time-bomb would just go away.
China assures us that it wont.
Will the Taiwanese cave in and agree
to being taken over like Hong Kong and
Macao have recently done before them?
Taiwans leaders say that wont happen.
Perhaps the United States and the
world will just look the other way, offer-
ing the island of Taiwan on the altar of
the Red Chinese Dragon in order to pre-
serve the peace. Most think that would
merely encourage Chinese adventurism
into the 21st Century.
There is one other possibility, and it is
the one to which the biblical prophecies
seem to point. China has promised that
she will move militarily against Taiwan if
reunification is not forthcoming. The
Taiwan Relations Act passed by the U.S.
Congress in 1979 commits the United
States to the defense of Taiwan in the
event of invasion. If a full-scale war
would break out between China and the
U.S. over the Taiwan issue, God alone
knows where that might end.

And this could very well be the year
that the prophesied confirmation of the
covenant takes place. It is this event
that marks the beginning of the final
seven years of human government on
this earth. The prophesied seven-year pe-
riod ends with the Battle of Armageddon
and the establishment of Jesus as King of
kings and Lord of lords!
When the Oslo Accords were signed
on the White House lawn on September
13, 1993, the date of May 4, 1999, was
set as the deadline for finalization of bor-
ders between Israel and the Palestinians
and for an agreement on the final status
of Jerusalem.
When the May 4th deadline rolled
around almost six years later, there was
not even a remote possibility that the
goals could be met. Palestinian leader
Yasser Arafat had announced that he
would declare Palestinian statehood on
the May 4th date if agreement on the
outstanding issues had not been
achieved.
President Clinton and other world
leaders convinced Arafat that it would
not be in the best interest of the
Palestinians nor of peace in the Middle
East for independence to be proclaimed.
Arafat finally agreed to give the peace
process one more year. A new deadline to
achieve final agreement was set
September 13, 2000. This date is exactly
seven years from the original signing of
the Oslo Accords.
Where do things stand?
As of March 9th, the Palestinian-
Israeli peace process seems to be back on
track. It has been agreed that an addi-
tional 6.1% of the West Bank will be
turned over to the Palestinians within
the next few days. Barak and Arafat have

set May as the goal for reaching a frame-
work agreement on the remaining issues
of the peace process. Another land with-
drawal is scheduled for June. And then
September 13, 2000, is the date when all
remaining issues are to be resolved and a
comprehensive agreement implemented.
Meanwhile on the Syrian track, nego-
tiations between Syria and Israel were
resumed on December 15, 1999, after
having been suspended for the last four
years. All indicators pointed to an early
agreement between the long-time antag-
onists.
However, in the middle of the negoti-
ations, Israels government leaked a
bridging proposal that had been put for-
ward by the United States. This made
Syria so angry that she refused to send
her representatives to the next scheduled
round.
Though talks are presently on hold, ru-
mors persist that negotiations are secretly
continuing. Syria has insisted that talks
can not resume until Israeli Prime
Minister Ehud Barak publicly commits to
Israels withdrawal to 1967 borders. Two
weeks ago, Barak did just that.
As we go to press, the announcement
has just been made that Israeli-Syrian ne-
gotiations will resume within the next 30
days.
It is generally agreed that Syria will not
return to the peace talks unless an agree-
ment is virtually assured. Many people
think that all major issues between Israel
and the Syrians have now been resolved.
The Lebanon factor
Because of continual attacks staged
from Lebanese territory, Israel invaded
Lebanon in 1981. She has continued to
occupy a buffer zone in southern
Lebanon since that time in an attempt to
safeguard the villages along the northern
border of Israel. The Hezbollah has been
relentless in its attacks on the occupying
forces of Israel.
Because Israel continues to lose young
soldiers in the confrontation with the
Hezbollah, the occupation of Lebanon
has become more and more unpopular.
In his campaign for the leadership of
Israel, Ehud Barak promised to have
Israeli troops out of Lebanon by June of

this year. He committed to withdraw
unilaterally whether he had a peace
agreement with Lebanon and Syria or
not.
Believe it or not, Syria does not favor a
unilateral withdrawal from Lebanon by
Israel. As long as Israel is suffering casu-
alties, the pressure remains on Israel to
negotiate an agreement with Lebanon,
which means an agreement with Syria.
This is true because 40,000 Syrian troops
occupy Lebanon. If Israel withdraws from
Lebanon, then the justification for con-
tinual attacks on Israeli positions is
removed.
Baraks latest promise is that Israels
troops will be out of Lebanon by July.
This may be why Syria has just agreed to
resume the peace talks.
Peace on both tracks?
Barak has promised the Israeli people
that he will not withdraw from the
Golan Heights without the approval of
the Israeli people in a nationwide refer-
endum. He has made the same promise
concerning the final borders between
Israel and the Palestinians.
It now appears that Barak is hoping to
bring both of these peace tracks to com-
pletion simultaneously so that he can
hold one national peace referendum.
The remaining six months between
now and September 13th are going to be
interesting, to say the least.
The Clinton legacy
President Clinton has made no secret
of the fact that achievement of peace in
the Middle East is the number one prior-
ity of the final year of his presidency. He
desperately desires to be known as the
president who finally brought peace to
the Middle East rather than be known as
the most immoral president in the his-
tory of the United States. Clinton even
stated that his extraordinary efforts to-
ward peace in the Middle East are a form
of repentance in his mind for some of the
things he has done wrong.
The players in the Middle East drama
have boldly announced that peace is
going to be very expensive. There will be
Israeli settlers that have to be moved out
of the occupied territories. Reparations
will have to be paid to Arabs that are not
allowed to claim their former properties
in Tel Aviv, Haifa and other non-nego-
tiable areas of Israel. Multi-billion dollar
defense deals will be needed to re-enforce
the defenses of Israel as she withdraws to
less defensible borders. The price for
peace has already been estimated in ex-
cess of $100 billion. And guess who is
expected to pay this ransom note? Why
Uncle Sam, of course! Oh wellblessed
is the peacemaker.
Pope John Pauls
Holy Land Visit
For many years I have been looking
forward to celebrating the 2,000th an-
niversary of the birth of Jesus Christ by
visiting and praying at the places spe-
cially linked to Gods intervention in
history, said Pope John Paul II when
commenting on his planned travels to
the Middle East.
Pope John Paul sees this year of 2000
as a year of tremendous significance. It
has been designated as a year of ecu-
menismof bringing religions together.
Thats why the Pope wanted to start his
journeys to this part of the world by vis-
iting Ur of Chaldees, the homeland of
Abraham. Pope John Paul wanted to em-
phasize the symbolism of Abraham as the
father of Jews, Muslims and Christians.
Ur of Chaldees is located in the nation
of Iraq. When Saddam Hussein refused
to allow the Popes visit, this first stage of
the Popes plan was thwarted. Instead, a
virtual visit to the homeland of Abraham
was prepared for the Pope using the won-
ders of video and cyberspace.
First visit to Egypt by a Roman
Catholic pope
The next stop for the Popes pilgrim-
age was Egypt. Egyptian President Hosni
Mubarak, along with government offi-
cials and Muslim and Christian leaders,
greeted John Paul II as he arrived for the
first trip to Egypt by a Roman Catholic
pope.
To do harm, to promote violence in
the name of religion is a terrible contra-
diction and a great offense against God,
the 79-year-old pontiff said after a brief
private meeting with Egyptian President
Hosni Mubarak. We must all work to
strengthen the growing commitment to
interreligious dialogue, a great sign of
hope for the peoples of the world.
Sitting at the foot of Mount Sinai,
where Moses is said to have received the
Ten Commandments from God, Pope
John Paul II emphasized an appeal for
harmony among Christians, Jews and
Muslims that has been a theme of his pa-
pacy. He said, The wind of the Sinai

Archbishop Damianos, who heads the
monastery at Sinai, criticized the Vatican
for what he perceived to be designs to
globalize religion. The Orthodox and
Roman Catholic churches split in the
12th Century, following differences over
the Pope and the holy trinity.
IsraelMarch 20-26
In March, John Paul II plans to visit
holy sites in Jordan, Israel and in areas
under Palestinian control as part of his
long-desired millennial pilgrimage fol-
lowing in the footsteps of Moses and
Jesus in the Middle East.
The Pope has put great emphasis on
his desire to hold ecumenical services
with Jews, Muslims and Christians in the
Holy Land.
Pope John Pauls visit to Israel is
fraught with political minefields. Only
within the last few years has the Vatican
recognized Israels right to exist as a na-
tion. Even while supposedly extending a
hand of friendship, the Vatican has
adamantly refused to recognize Israels
right to Jerusalem.
Tensions were aggravated in February
of this year when Pope John Paul and
Yasser Arafat announced the signing of
an accord concerning the status of
Jerusalem. The document condemned
unilateral actions taken concerning the
status of the Holy City by any nation (re-
ferring to Israel, of course). The Vatican
has contended that Jerusalem should be
an international city as called for by UN
Resolution 181. Israel angrily accused
the Vatican of meddling in the Israeli-
Palestinian peace process.
One thing is certain. The Middle East
will never be quite the same after this
papal visit. According to the Bible, the
Vatican will yet play a pivotal role in the
future of the nation of Israel.

Moon Turns To Blood
Joel 2:31 tells us that the sun will turn
to darkness, and the moon into blood,
before the great and the terrible day of
the Lord. On January 21, as a result of a
lunar eclipse, the moon turned blood red.
Many have asked if this was the fulfill-
ment of Bible prophecy or just one of
those things?
The answer is, it was just one of those
things. Joels prophecy will not be ful-
filled until after the Great Tribulation.
Goat-Toss Cancelled
Officials from the northwestern
Spanish town of Manganeses de la
Polvorosa have conceded to vehement
protests from animal rights activists, and
have cancelled its annual goat-toss.
The goat was scheduled to be thrown
(no bungee) from the top of the towns
bell tower on January 23. Tradition dic-
tates that the towns annual Festival of
St. Vincent cannot begin until a goat is
hurled from atop the bell tower and
safely caught in a tarp below.
The town was issued a small fine last
year by the regional government after
the National Association of Animal
Welfare and Protection filed a complaint
about the throw.

Attempted Intrusion:
A Sign of the Times
On January 5, the U.S. Labor
Department ruled that companies who
let employees work at home would now
be responsible for federal health and
safety violations. This includes making
sure that the employees home office has
ergonomically correct furniture, proper
lighting, ventilation systems and emer-
gency medical plans and equipment.
Employers will be held liable for ill-
nesses or injuries as if they occurred at
the company work site.
Two days after the ruling, amidst a fu-
rious backlash from the public and
business sectors, the Labor Department
backed off.
Frozen Bank Accounts
Is Forerunner to Mark
Those who think that a Mark of the
Beast system is mythological at worst or a
long way off at best may want to reexam-
ine the situation. The United Nations
war crimes tribunal is now working to
freeze the bank accounts of suspected
criminals.
This new policy is being carried out by
UN prosecutor Carla del Ponte, who is
working on the genocide cases in
Rwanda and Yugoslavia.
I think we should freeze the bank ac-
counts so that judges can decide on the
destination of these accounts, she said.
Not only could the money be confis-
cated to compensate victims, but also to
make it impossible for them to flee.
In a global economy that is becoming
increasingly cashless with each passing
day, the act of freezing a persons bank ac-
count is the equivalent of preventing
that person from being able to buy or sell.
Del Ponte makes it clear that this act will
ferret criminals out so they can be
brought to justice.
Individuals who do not bend to the
will of the International Community
are now being subjected to economic
sanctions. Bank accounts are being
frozen. No buying, no selling.
The UN has already been given the
power to freeze the bank accounts of
nations. A country that does not bend to
the will of the International
Community is subject to economic
sanctions. That nation is not allowed to
buy or sell anything on the world market.
The UN is now exercising this same
power against individuals.
One day, and it doesnt seem too far
off, the leader of a global governmental
structure will insist upon unity from
every person on earth. This will be per-
ceived as necessary in order to achieve a
New World Order of peace and security.
He will ask everyone to pledge allegiance
to his way. Those who do will be given a
mark. This mark will allow them to par-
ticipate in what will then be an efficient
global cashless economy. It will allow
them to have access to their bank ac-
counts so they can buy and sell.
Those who refuse the mark will be
perceived as enemies of peace.
Why would someone refuse to make
such a pledge and take such a mark? Its
because there will be something inher-
ently unbiblical about the pledge. This is
apparent from the prophecies of the
Bible.
Does the case of the Rwandan geno-
cide criminals give us a glimpse of what it
will be like for saints of God on earth
during the Great Tribulation?
In a related matter, a groundbreaking
decision was reached by the
International Criminal Tribunal for
Rwanda when Alfred Musema was sen-
tenced to life imprisonment. He was
convicted of genocide and crimes against
humanity for his role in the murder of a
group of Tutsis who had taken refuge in
his tea factory. The judgment is the first
ever against a person who was not at the
time a member of the government, civil
administration or army.
Pope Calls for Unity
Twenty non-Catholic representatives
attended a ceremony at the Vatican.
This meeting is being hailed as the most
important ecumenical event of the year-
long celebration marking Christianitys
third millennium. Anglican, Catholic
and Orthodox leaders all knelt together
in a gesture of unity.
Among the other participants were
the World Methodist Council,
Lutherans and Pentecostals.
We know we are brothers still di-
vided, said the pope, but we have
placed ourselves with decisive convic-
tion on the path that leads to full unity.
He went on to ask Christ for pardon for
everything in history the church has
done to prejudice His design of unity.
The pope is due to visit Israel in
March.

Missile Defense Test Fails
Progress report on a U.S. missile de-
fense system: A mock warhead, meant to
simulate a nuclear attack on the United
States, was launched from a military base
in California. It was to be intercepted by
an anti-missile missile halfway across the
Pacific. Very close, no cigar.
A successful intercept would have
given a major lift to the Pentagons effort
to show that a limited missile defense sys-
tem can work.
Russia and China ardently oppose the
development of a U.S. national missile
defense system. The Clinton administra-
tion says that North Korea poses the
most immediate missile threat. This, in-
terpreted, is a politically-correct way of
saying that China poses the most imme-
diate missile threat.
Charlemagne Prize
Awarded to Clinton
The International Charlemagne Prize,
established in 1950, is awarded each year
to the person who has most effectively
worked towards European unity.
President Clinton will be this years re-
cipient. The ceremony will be held on
May 1.
Charlemagne was a very significant
figure in Bible prophecy fulfillment. In
800 A.D., he became the first emperor of
the Holy Roman Empire. Daniel 2
prophesies there will be five world em-
pires from the time of Babylons King
Nebuchadnezzar until the return of Jesus
Christ. The Holy Roman Empire is the
fifth and final of these empires, and it is
prophesied to be revived in the endtimes.
Charlemagne, in partnership with
Pope Leo III, led the first Holy Roman
Empire. The final one will again be led
by a union between the worlds political
leader and whoever is the pope at that
time.
The fact that the European Union
would place such emphasis on
Charlemagne acknowledges how close
its ties are to the Vaticanso interesting
in light of Bible prophecy!
Russia Increases Willingness
To Use Nuclear Weapons
A new decree signed by Russian
President Vladimir Putin reduces the
threshold for using nuclear weapons, to
counter what is seen as a growing mili-
tary threat. The previous concept,
published in 1997, stated that Russia re-
served the right to use nuclear weapons
only if its very existence was threatened.
Now the Russian Federation considers it
possible to use all forces and equipment
at its disposal, including nuclear
weapons, if it has to repel armed aggres-
sionif all other means of resolving the
crisis have been exhausted.
Russia, having recently firmed up a
military alliance with China, has just
signed a new friendship pact with North
Korea. It is aimed at reestablishing diplo-
matic relations between the two
countries.
The ex-Soviet state of Belarus is in the
process of forming a joint air defense sys-
tem with Russia to protect their western
frontier from NATO. This would be a
peaceful defense system, said Belarus
military commander Valery Kostenko.
Vladimir Putin, a former spy who took
office in the Kremlin after Boris Yeltsin
resigned on New Years Eve, is the run-
away favorite to win Russias presidential
election on March 26.

Once upon a time, far, far
from Jerusalem, and not too
long ago, a group of men
decided they were going to
take over the world. They were going to
do this by buying one country at a time.
They formed a group called the
International Monetary Fund.
Heres what they did, kids. The IMF, as
it was called, rounded up a lot of the
worlds richer countries and asked for
contributions to their fund. They told
these well-to-do nations stories of the
need for world stability, sustainable de-
velopment and other such fairy tales.
The nations gladly contributed money.
After all, the money was going for the
good of the world community. But what
most people didnt know was that the
IMF was really doing
this for their own good,
not for the citizens of the
world.
Heres how the
IMF did it
Sometimes countries
got themselves into fi-
nancial troubles.
Some leaders were
greedy and some
others simply
werent on the
deans list. But there they were, desper-
ately in need of cash.
So the IMF would give them a loan.
The loan was never enough, though.
The country appreciated the money, and
would use it to take care of
their immediate
problems. Then
they would, of
course, start mak-
ing interest
payments on the
loan.
But these interest
payments were
high. They were very
high. Forget paying
off the loan,
k i d s !
Oftentimes,
t h e
country couldnt even come up with the
interest payments!
Without fail, the country would go
back to the IMF and request another
loan. It would always be granted. This
second loan was to help them make in-
terest payments on the first loan.
Remember, they still havent paid off any
principal. Its all been interest - and
the payments are now higher, because
there are now two loans instead of one.
Follow?
Then the IMF would start feeling
badly. This poor country, paying all that
interest! So in a heart-warming display of
charity, the IMF
would eventually re-
duce the interest rates
and give better pay-
ment terms.
It would all be for show,
however. Too little, too
late. The situation was
already out of control,
and the IMF was firmly in
control.
Where did the IMF get
their money?
The country that gave the
most money to the IMF was
called the United States.

ever on earth, they werent always smart,
and they didnt always do the right thing.
Thats probably why they gave so much
money to the IMF.
Where did the U.S. get all of this
money to begin with, you might ask?
Well, they got the money from their tax-
payers. The money came from ordinary,
hardworking people. But its not that
simple. I wish it were. Let me explain.
What really happened was all of the
tax money that the Americans gave to
their government was already spent on
things like building roads and making
sure their schools were good. The money
that their government gave to the IMF
was actually borrowed.
I know, that might confuse you a little,
but thats the way they did it. The U.S.
borrowed money so they could give that
money to the IMF. The IMF then lent
that money to other countries.
Where did the U.S. get their
money?
So what about this money that the
U.S. borrowed? Where did they get it?
Well, they got it from some big privately
owned American banks. These banks
worked together and called themselves
the Federal Reserve System. It was a pri-
vate company, but it was called Federal.
That in itself is confusing, kids, but lets
not dwell on it. We still have some
ground to cover.
Anyway, the Federal Reserve System
made lots of loans to the U.S. govern-
ment. The government, of course, always
paid back those loans, but while they
paid back those loans, they paid the
Federal Reserve a lot of interest too. Yes,
the banks made lots and lots of money by
lending to their own government.
Where did the Federal Reserve
get their money?
The next question you may want to
ask, children, is where did the banks get
their money? Remember, the privately
owned banks worked together, and made
up what was called the Federal Reserve
System.
The Fed, as it was affectionately re-
ferred to, would lend billions and billions
of dollars every year to their government,
and they would earn billions and billions
of dollars in interest from making these
loans. It was a pretty good deal for the
Fed. The U.S. government was a great
customer indeed.
So, again, where did the Fed get all of
this money to begin with? You might
think that they had a lot of reserve
money just lying around. But they didnt.
The way they got their money was they
created it out of thin air!
Its almost like the way God did it in
the beginning of the world. Remember
how God said, Let there be light?
What happened next? There was light!
Thats pretty much what the Fed did.
They said, Let there be money, and lo,
all of a sudden there was money! Some
guy, I think his name was Alan, would sit
at a computer, type in a one followed by
lots of zeroes and poof, all of a sudden the
Fed had money that they could loan out
to people like the U.S. government.
Isnt this an interesting story? An insti-
tution called the Federal Reserve System
wasnt Federal, it was private, and it had
no reserves. It simply created reserves
whenever they felt like it. What a
strange name they had! A system that
wasnt federal, and had no reserves, was
called the Federal Reserve System! Its
odd how so many smart people could
gloss right over this paradox.
So this explains why they were so
eager to lend lots and lots of money to
the U.S. government. For every dollar
they loaned out, they would collect in-
terest. Thats a great profit margin,
wouldnt you say? The money didnt cost
them anything, but their profits were
huge!
Who paid the interest to the Fed?
So, again, the U.S. government made
big interest payments to the Federal
Reserve System. Where did the govern-
ment get the money to make these
payments?
From the U.S. taxpayers, of course.
Hopping down the money trail
Okay boys and girls, lets see if we can
follow the money trail. The American
citizens paid taxes to their government.
Part of these taxes went toward paying
interest to the Federal Reserve. The Fed
was collecting interest payments on
money they created out of thin air.
And the reason the U.S. government
was making interest payments to the Fed
was because she borrowed money from
the Fed. The reason she needed to bor-
row money was so that she could give it
to the IMF.
So the U.S. taxpayers are paying inter-
est on money created out of thin air, and
this money is now in the hands of the
IMF. The IMF, which by the way, is
owned by the United Nations, uses this
money to buy countries.
Global tax
When all was said and done, U.S. tax
money ended up in the hands of poor
countries. There were a few steps in be-
tween, and its a little hard to follow, but
when the smoke cleared and the dust set-
tled, thats pretty much how it went.
When bad people do things like this,
its called money-laundering. When
these people did it, it was called progress.
They made it very complicated, chil-
dren. The reason they did it this way is
because, if the U.S. taxpayers really un-
derstood that their hard-earned money
was being spent on helping the United
Nations buy countries, they might get
mad. If the U.S. taxpayers really under-
stood that their taxes were going up, and
were being spent on fulfilling globalist
agendas, they might have yelled, foul!
After all, who wants a Global Tax?
Can you spell Global Tax?
The system was too complicated, how-
ever. Nobody ever caught on, or said
anything. And thats the way it went,
year after year.
